Kumari Geeta is the youngest among the councillors who took oath of office on Monday. She is only 22 years old. She won the municipal corporation of Delhi elections from Gokulpuri West in Trans-Yamuna area, defeating her nearest rival, BJP candidate Nirmala Devi by 468 votes. Speaking to this correspondent after the oath-taking ceremony, Geeta said that she was committed to working for the betterment of women as they are still considered second rate citizens in society.

Jewellery worth Rs 20 lakh looted
Ghaziabad, April 28
A jeweller travelling from Meerut to Delhi along with his son and driver was abducted at gun-point in Moradnagar, driven to Morti village, robbed of gold jewellery worth Rs 20 lakh, a licensed revolver and two cell phones.

Gang of thieves busted
Noida, April 28
Noida police today claimed to have busted a gang of thieves, with the arrest of eight members of the gang. Aluminum worth Rs 60 lakh, a truck and two cars were allegedly recovered from their possession. Eight arrested persons were sitting in two cars and were trying to make a deal to sell the looted aluminum loaded in a truck.

Board set up to divert MCD funds:BJP

Criticising the Delhi government for constituting the Rural Development Board, which yesterday cleared various projects worth Rs 64 crore for development work in villages, BJP councillor Vijender Gupta today alleged that the board was set up to ‘divert’ the finance meant for the Municipal Corporation of Delhi (MCD).

“The setting up of the Rural Development Board (RDB) by the Delhi government is unconstitutional. The Municipal Corporation of Delhi already has a rural development committee which was constituted by the Parliament,” claimed Gupta.

“Sheila Dikshit-led Delhi government constituted the RDB to divert the finance meant for the MCD. The finance is granted by the Central government for development works in Delhi villages. Earlier, the state government used to transfer the money to the MCD for welfare of works in rural areas,” he alleged.

The Rural Development Committee, MCD, was constituted by Parliament under the DMC Act for welfare of the villages in the national Capital.

At a meeting held yesterday under the chairmanship of Raj Kumar Chauhan, Delhi Minister of Food and Civil Supply, 130 development projects worth Rs 64 crore for various villages were cleared. It was also decided that every village would be given additional fund of Rs 10 lakh to improve water and electricity supply. The board approved Rs 107 crore for the year 2007-2008.

A total of 13 MLAs attended the meeting who raised the issues of construction and maintenance work of road, ponds, community halls, crematoriums, drains, and sewer lines in the villages.

In connection with the sewer lines, the Delhi Jal Board conducted a survey to find out how it could be viable in villages as there were narrow streets inside the villages. Digging deep drains may damage the buildings. The report has been submitted to the board.

Having gone through the survey report, the RDB decided to carry out sewer lines construction work in two phases. In the first phase, the work will be carried out in 70 villages. In the second phase, the remaining villages will be taken up.

BJP MLA Vijay Jolly, who also attended the meeting, said that Chairman of the board did not pay attention towards the issued raised by the Opposition members, who alleged that villages that fall in their constituencies had not been covered under the development scheme.

The general secretary of the Gram Bachao Sangharsh Samiti, Dalip Kumar said that all schemes of village development were on papers. “In practical terms, nothing has been done for residents of Delhi villages,” he alleged.

Satta racket busted

The North district police today claimed to have busted a satta racket with the arrest of 20 persons from a rented flat in the Aryapura area.They were betting on the final world cup match between Australia and Sri Lanka.

A sum of Rs 2,85,670, two notebooks, playing cards, tokens etc were found from the rented house. Following a tip -off that one Rakesh Jain was using the first floor room of his house for gambling and was charging Rs 50 per person as entry fee for betting on the final cricket match. A raid was conducted in which 20 persons were apprehended.

They have allegedly told the police that they were in the illegal trade for the past three years and to ward off arrest, they used to shift venue. In another incident, the East district police has also claimed to have arrested 11 such gamblers from a rented house in the Mandawali area. They were also betting on the final cricket world cup match. A sum of Rs 30,470, four sets of playing cards have been recovered from the spot, said a police officer.

Councillor vows to work for women

Kumari Geeta is the youngest among the councillors who took oath of office on Monday. She is only 22 years old. She won the municipal corporation of Delhi elections from Gokulpuri West in Trans-Yamuna area, defeating her nearest rival, BJP candidate Nirmala Devi by 468 votes.

Speaking to this correspondent after the oath-taking ceremony, Geeta said that she was committed to working for the betterment of women as they are still considered second rate citizens in society.

At present, she is preparing her examination for B.A. (Pass Course) second year. She is doing her graduation from Dr Zakir Hussain College. As she does not get time for social work while attending regular classes in the college, she has decided to do her final year through correspondence.

Geeta said that she managed to get election ticket from the Congress through her father who had been Congress worker for the last many years. Her father is engaged in construction work and a known person in Gokulpuri area. She assure widows that they would get their pension.

Bank accountant held for fraud

New Delhi, April 28
The East district police today claimed to have arrested a bank accountant with the Vaishya Co-Operative Bank, Gandhi Nagar, Ashok Gupta, for duping two bank account holders of Rs 10 lakh.

When the complainant Sanjay Gupta checked his balance amount in the bank account, he was shocked to know that without his notice an amount of Rs 5,55,000 had been withdrawn from his account. When he checked his father’s account, an amount of Rs 4,08,000 had also been withdrawn from his account without his knowledge, the complainant alleged.

When Gupta contacted the Branch Manager of the bank in this regard, he came to know that assistant accountant of the bank Ashok Gupta had allegedly transferred the amount into his account.

During interrogation, the bank accountant allegedly confessed to having committed the fraud. He said that he had started a chit fund company in which he incurred heavy losses. To bail him out from it, he started transferring money of the bank account holders into his account, said a police officer.—OC

Spurious drugs seized

Ghaziabad, April 28
A factory manufacturing spurious drugs has been unearthed in Rajinder Nagar industrial area of Sahibabad. The police have seized spurious drugs worth Rs 60 lakh from the factory and arrested two persons in this connection.

The police have also seized fake labels of leading pharmaceutical companies, raw material and machines used for manufacturing drugs from the premises of the factory.

The enquiry officer of Indian Pharmaceutical Alliance and former Deputy SP of UP police, Surinder Singh Lore, said complaints of sale of spurious medicines in the area were being received for the past many days. The authorities laid a trap and struck a deal with an Agra trader, Ganesh for purchase of spurious medicines. This information was passed on to the special cell of Delhi Police.

As Ganesh reached Anand Vihar Bus Terminal on Thursday afternoon to deliver spurious medicines, a team of Delhi police nabbed him, the police claimed.

He allegedly told the police that he had bought the spurious drugs from a drug factory in Rajinder Nagar area of Sahibabad industrial area.

The police and officials of IPA then raided the Hari Ram Food Products factory in Sahibabad industrial area and seized spurious drugs and medicines worth Rs 60 lakh.

The police arrested factory owner Ashok Sharma and a worker Mukesh Kumar for manufacturing illegal and spurious medicines while another accused Vikas Sharma was yet to be apprehended.

Short-circuit fire in 5 units

Fire broke out due to short circuit in five commercial establishments, including JVS Export Leather Pvt Ltd in Sector 37,here between late last night and wee hours today.

The fire in JVC Export Leather broke out at 4am today. Seven fire tenders controlled the flames in two hours. Fire Officer R.M.Bhardwaj said the cause of fire was short circuit due to voltage fluctuation and overheating of the systems.

The estimated loss of goods in the incident is said to be about Rs 2 crore.

Started from the first floor. Soon it spread to the basement and engulfed the two- storey building .The presence of PVC amid dry leather helped the fire.

A fireman received a minor injury due to cracking of window panes.

Fire also broke out in Sonu Medical Store on the Khandsa road.Another incident of fire took place in a tyre godown at 6am. Even while the personnel of the Haryana Fire Services were hoping to have a respite there was distress call from a textile unit on the Sohna road at about 9am.Goods worth several lakhs of rupees were damaged in the incident.

CM promises 36 more hospitals

Delhi Chief Minister Sheila Dikshit today reiterated that her government was committed to construct 36 new hospitals in various parts of the Capital for taking primary healthcare to the doorsteps of the people and providing super speciality services to them.

She was speaking at the inaugural ceremony of newly constructed campus of the Institute of Human Behaviour and Allied Sciences (IHBAS) at Dilshad Garden in East Delhi.

Delhi Health Minister Dr Yoganand Shastri, area MLA Veer Singh Dhingan, local councillor Ajit Chaudhary and Chief Secretary Ramesh Narayanswami among others were present on this occasion.

The Chief Minister said that out of 36, work on seven new hospitals at Koki Wala Bagh, Burari, Hastsal, Sarita Vihar, Baprola, Keshav Puram and Molar Bund would start during 2007-2008. This would help in strengthening and expansion of multi-disciplinary hospitals to make secondary and tertiary healthcare accessible to common man. The fleet of CAT Ambulance has also increased to 300.

The Chief Minister said that Delhi State Cancer Institute established at GTB Hospital, is the first government institution in the country to straightway and exclusively begin with the latest Linear Accelerator based precision radiotherapy facility.

She disclosed that Neurosurgery services would start at the IHBAS to provide comprehensive care in the field of neuroscience and the bed strength at IHBAS will be increased to 500 from present 245.

She further said that the IHBAS was the only institute of its kind in North India. With its multidisciplinary approach and equal emphasis on socio-cultural factors, the stigma associated with mental disorders had been mitigated to some extent, she added.

Dr Yoganand Shastri informed that IHABS had successfully achieved several milestones and established itself as a speciality hospital in North India with good outdoor and indoor care for neurology and psychiatry patients, which were fully supported by the state-of-the-art diagnostic facilities.

The IHBAS is also providing community care at Jahangirpuri and Chhatarpur. Community Mental Health Services for the homeless are provided twice a week at Jama Masjid clinic. Besides, regular health education programmes are being conducted at the hospital and in the community pertaining to various neuro-psychiatry problems. The IHBAS was also running various teaching and training courses like MD Psychiatry, DNB (Neurology) and M. Phil (Clinical Psychology), the health minister added.

‘Sanjha Prayas’ launched for slum dwellers

Delhi Chief Minister Sheila Dikshit today launched a new initiative ‘Sanjha Prayas’ under ‘Bhagidari Scheme’ to provide hygienic atmosphere in slum clusters of Delhi.

The Chief Minister announced that the Delhi government would rehabilitate the poor people living in JJ clusters, by constructing multi-storeyed houses for them. For this purpose, a new scheme named ‘Financial Assistance to Multi-purpose Cooperative Societies’ had been launched, she said.

She made the announcement while addressing a workshop attended by the residents of 20 slum clusters from Shahdara, Seemapuri and Patparganj of East and North-East Delhi. Besides, rural development minister Raj Kumar Chauhan, East Delhi MP Sandeep Dikshit, MLA Vir Singh Dhingan, Chief Secretary Ramesh Narayanswami, Principal Secretary (Power), senior officials from BSES, DJB and Slum Department of MCD were also present on this occasion.

‘Sanjha Prayas’ is an initiative of Bhagidari programme launched for the poor living in slums and resettlement colonies with the objective of engaging communities in the process of identifying and prioritising problems and develop community level action to improve the quality of services in their settlements.

Dikshit said that four co-operative societies of slum dwellers had been registered for taking up housing projects and other activities. One hundred acres of land has been identified in North-West District for allotment to these societies. “Four-storeyed blocks of flats will be constructed by the societies for their members with financial as well as managerial support from the government and NGOs,” Dikshit said.

The Chief Minister said that the Delhi government had decided to avail the financial support from the Union government under JNNURM for carrying out the construction work of more than 26,000 flats on selected sites for which detailed project reports (DPRs) had been prepared by the DSIIDC, the DDA and slum wing of the MCD.

She further said that Delhi government had created a special development fund of more than Rs 2,800 crore for unauthorised colonies to provide all civic amenities like roads, drains, water supply, sewerage, parks, community centers, health and educational infrastructure etc. A board for development works in the colonies, which have been regularised, was being set up to monitor the progress of schemes so that all civic services may be provided to the residents, the Chief Minister said.

She claimed that the Bhagidari movement of Delhi government had helped in providing an effective forum for interaction between the people and the government.

Jewellery worthRs 20 lakh looted

A jeweller travelling from Meerut to Delhi along with his son and driver was abducted at gun-point in Moradnagar, driven to Morti village, robbed of gold jewellery worth Rs 20 lakh, a licensed revolver and two cell phones.

The robbers had thrown out his son and driver from the Santro car while driving him away. The jeweller was later released at Morti village after about four hours. His son Atul alias Bobby informed the police.

SSP Ghaziabad Navin Arora said a number of police teams had been deployed to hunt down the robbers. He said that it appeared someone in Meerut had tipped off the robbers that Udal Singh Verma was carrying so much gold jewellery with him.

Udal Singh Verma, a goldsmith from Meerut’s Delhi gate police station area, has a showroom in Karol Bagh also. Udal had left for Delhi at 11 am along with son Atul and driver Sonu. He stopped at Ganga Canal to fill water in bottle. After Muradnagar, a car which was following them over took their car and blocked its way. Four armed robbers threw his son and driver out and drove him to rural area. Udal Singh who specialises in gold earings was carrying 2 kg gold ornaments with him.

The police traced Udal during combing of Morti jungles, the SSP said.

Noida police today claimed to have busted a gang of thieves, with the arrest of eight members of the gang. Aluminum worth Rs 60 lakh, a truck and two cars were allegedly recovered from their possession. Eight arrested persons were sitting in two cars and were trying to make a deal to sell the looted aluminum loaded in a truck.

SSP Rajiv Sabharwal said the arrested persons were being interrogated. On Friday, Faridabad police had informed Noida police that looted aluminum worth Rs 60 lakh loaded in a truck was being taken to Noida. Subsequently, the Noida police sealed all the border points of the district and all the police stations were put on alert.

At about 9.30 pm, the loaded truck, number
HR-38-J-5197, entered Noida through Kalindi Kunj, the police
claimed.

The truck and the two cars accompanying it were allowed to drive up to V.V. Giri Institute where it was surrounded. Some of the robbers tried to escape, but were nabbed by the cops. On inspection, big rolls of aluminium wire were found in the truck.

The SSP said that on the basis of information given by Faridabad police, Noida police seized stolen aluminum and the truck. Those arrested were being interrogated in Sector-24 police station.

Linemen an overworked lot

The death of two linemen of the power supply department here recently due to electrocution while working calls for an improvement in the functioning of the department.

While the authorities concerned claim of taking improvement steps, the employees of the department are unhappy with the approach and present work culture at various levels. They have sought immediate recruitment to meet the growing workload and a radical change in the policies and programmes of the management to tackle the long pending issues.

The All Haryana Power Corporations Workers Union (AHPCWU) has demanded adequate compensation and a job on ex-gratia basis to the next of the kin of the deceased.

Tilak Raj (49), a lineman, was electrocuted on Tuesday night while he was working to remove a snag in a high tension line near Kheri village here.

It is reported that the incident took place after some employees put on the line while the victim was repairing a fault. Tilak died on spot.

The police have registered a case of gross negligence against some of the officials, including SDO and JE, of the department.

The employees of the department claimed that the death of Tilak Raj could have been avoided if the line were properly earthed.

This is the second such death in the past couple of days.

Another employee, Prakash Chand (52), had sustained serious burn injuries after being electrocuted on January 2. But on April 24, he succumbed to his injuries. He was repairing a fault on 11 KV line. A report has indicated that the main cause of that incident could be the wrong laying of line, and an objection raised by a JE was overruled by the authorities at that time.

According to the union, at least eight such incidents have taken place in the past one year in the district in which the employees had either been killed or maimed.

About 6,000 regular employees of the department have been killed in such accidents in the state in the past about 41 years.

Slamming the government for withdrawal of the ex-gratia job policy, Subhash Lamba, spokesperson of the AHPCWU, said that had there been adequate staff in each division, such incidents could have been averted.

He said the Mawai subdivision, where the last casualty was reported, had just about a dozen employees to look after the area having 43 villages and two colonies. The number of employees both clerical and technical was constantly decreasing while there was no recruitment on regular basis in the past 20 years, he said.

Against the total sanctioned posts of 1,585 technical and 440 non-technical posts in the district, a total of 628 posts were lying vacant. The ‘sub-standard’ quality of material and improper and deficient work by contractors were the factors responsible for frequent breakdowns and accidents, claimed the union.

“The department does not have even a single hydraulic ladder and crane. The employees do not carry proper safety gadgets and tool kit while working on duty,” one of the department employees claimed.

Indraprastha varsity gets A grade

The Guru Gobind Singh Indraprastha University has been accredited with an ‘A’ grade, a score between 85 per cent-90 per cent, by the National Assessment and Accreditation Council (NAAC). This accreditation is valid for a period of five years from March 31.

The peer team from NAAC visited the university from February 19 to 21. Based on inputs received during the visit, the team has prepared a report and some of the commendations on record are: the university within a brief space of 8 years has evolved into a successful professional university with diversified programme options and a modernised curriculum, there has been a strict adherence to the academic calendar, an on-time announcement of examination results, prevention of student ragging etc, there has also been an effective affiliation with colleges and continuos monitoring.

The Vice Chancellor Prof K.K. Aggarwal comments that, “We are happy to be the first regular university in the Capital to get an A-grade by NAAC, and that too in a mere 8 years of existence. In fact no full fledged university has got a score beyond A. This award will act as a motivation for the faculty and staff members of the university.”
