Govt gets tough, show-cause notices served on docs
Shimla, March 28 Having cautioned the resident doctors to call off their strike, the government today served them show-cause notices, asking them to reply within three days as to why action should not be initiated against them for disrupting hospital services, defying the orders of the high court. Even though the IGMC authorities had directed all consultants and other para-medical staff to be present in the OPDs in full strength, the absence of almost 300 resident doctors from duty hit the OPD services very badly. Even the laboratory services were hit as patients could be seen waiting for their turn in the OPDs. A high-level meeting was chaired by principal secretary, health, Harinder Hira to take stock of the situation arising out of the strike.. Sources said the government would deal with the situation sternly after getting the doctors’ reply. Efforts were on to ensure that the patients did not suffer. It has been clearly pointed out in the notices that the government could consider cancellation of their candidature from the post-graduation course if their replies were found to be unsatisfactory. The notices also mention the action that could be initiated against the striking doctors for contempt of the high court orders on a writ petition filed by the Citizens Rights Protection Forum in 2004. It has clearly been mentioned that the resident doctors were aware of the terms and conditions when they joined the post-graduation courses and the stipend that would be given by the government. Meanwhile, the resident doctors who have been on a warpath in support of their demand for enhancement of the stipend at par with their Punjab counterparts have decided to seek legal opinion and decide their stance after a meeting of the Resident Doctors’ Association (RDA) at IGMC tomorrow. The RDA said from tomorrow they would observe a pen-down strike from 9.30 a.m to 12 noon. "For the time being we will not proceed on an indefinite strike and the future course of action will be decided at tomorrow's meeting," said President of the RDA Rajesh Sood. The RDA told presspersons that the 20 per cent enhancement in the stipend given by the government was insufficient to meet the increasing cost of books, hostel and hiked hostel and tuition fees. It was in 2004 that the government had made an increase of Rs 500 in the Rs 7,900 stipend and keeping in view the price rise, their demand for an increase in the stipend was fully justified. He added that the resident doctors at the PGI were getting Rs 20,000 while those at the AIIMS were being paid Rs 25,000. |

Shimla, March 28 It has been pointed out that the resident doctors could not violate others’ fundamental right with respect to access to health facility and patient care. As per an earlier high court order, the doctors, para-medical staff and other employees are prohibited from going on strike, holding gate meetings and slogan-shouting in the medical college, hospital or hostels. |

CM assures strict action
against BDO
Kangra, March 28 A deputation of 32 out of the total of 35 BDC members led by chairman Narendra Mongra met Virbhadra at the Kangra airport today and demanded the immediate removal of the BDO from the post. Earlier, these BDC members had also protested against the undemocratic attitude of the BDO on the premises of the local secretariat on Monday. They handed over a memorandum to Kangra Additional Deputy Commissioner Nandita Gupta to take appropriate action against the said officer and restore the democratic system of working in the Panchayati Raj institution. The BDC members apprised Virbhadra that the BDO was violating the Rule No 16 of the Himachal Pradesh Panchayati Raj (finance, Budget, accounts, audit, taxation and allowances) Rules 2002 by releasing the funds directly. As per this rule, the powers to withdraw the amount were clearly vested with the BDC. The said rule envisages, “Withdrawal from the fund of the Panchayat Samiti (Block Development Committee) or Zila Parishad, as the case may be, shall be made only by means of cheques signed jointly by the secretary and chairman of the Panchayat Samiti or Zila Parishad, as the case may be”. |
Dhumal takes Virbhadra govt to task
Una, March 28 Speaking at the annual prize distribution function of the Shiksha Bharati Institute of Educational Training and Research at Samoor village, 10 km from here, he said while privatisation of education was the need of the hour, quality and standard of course material in education was also necessary. Neither teachers nor students should be victimised or exploited in such institutes because the parents and students were spending money and time to learn and get certificates in such institutes. He urged these institutes to link education with jobs and not just become ''teaching shops''. Technical courses had been sanctioned to bodies running in single or two- room accommodations, lacking even the basic infrastructure required for imparting professional courses, he said. Courses in Ayurvedic pharmacy were granted to institutes that did not even have herbal gardens, adding that all these courses were sanctioned on political considerations. —

Lokayukta to probe charges against policemen too
Shimla, March 28 An official spokesman said today that the Lokayukta could take notice either suo moto or on a complaint received from victim or on his behalf a public servant or a statutory authority. The Lokayukta will now make suitable recommendation after an enquiry against a police officer to the state government. Such recommendation will be binding on the state government and within 60 days the state government will inform the Lokayukta of the action taken on such recommendation. The annual report of the Lokayukta will now contain a separate portion devoted to the complaints of corruption or criminal misconduct received by the Lokayukta against police personnel. — PTI |
CM puts on hold Sundernagar cement project
Sundernagar, March 28 Responding to the queries on the controversy over the cement plant on the sidelines of the Shobha yatra on the weeklong long Nalwar Mela that concluded here today, Virbhadra Singh, said that the Congress Nachan MLA, Tek Chand Dogra, was opposing the setting up of the site and blamed the BJP government for the present row. The Sangharsh Committee of the Chambi-Khatravari villages, who had sought time to bring out the disastrous consequences of the cement plant to the notice of the CM, have got a sigh of relief as the government has postponed the issue. Later addressing a meeting at Jawahar Park, Virbhadra Singh said that work on an engineering college was going in full swing and the government was shortly opening up a government medical college in Mandi, but he did not spell out the time frame for it. He added that Mandi was getting equal attention as far as development is concerned making it a central zone on the lines of North zone, Shimla and South zone Dharamsala. "In Sundernagar, a road length of 36 kms is added and 90 per cent of the area has been covered and rest is being linked", he said. He counted the achievements of the congress government and declared that his government would not dither in development. |

Nurpur, March 28 General secretary of the state INTUC Rajnesh Sharma in a statement issued here today said the corporation had not been paying salaries to the regular staff of these industrial units, causing a lot of inconvenience to the employees to make both ends meet. He warned that if the corporation failed to release salaries within 10 days, the INTUC would launch a stir. |

Nahan, March 28 The police was scouring the area for South Asian Association for Regional Co-operation (SAARC) car rally here, yesterday, when sub-inspector Subhash Chand and constable Rajeev saw a deserted motorcycle (HP 17A-0086) parked near the road. The police impounded the motorcycle. After interrogating some persons they moved 100 metre within the jungle and heard a mobile ringing. Husan Singh’s body was recovered which was repeatedly stabbed and his throat was slit. And additional force led by DSP was sent to nab culprits. On interrogation of Yusuf, a driver employed by the deceased, did not divulge anything but the needle of doubt went on his brother-in-law, Taquin Mohammad. Taquin was arrested under Section 302 of the

Seven houses, shop gutted
in Kinnaur
Shimla, March 28 The fire gutted seven houses and a shop in the village but no loss of life was reported in the incident. The sources said local people, fire and police personnel battled with fire for over two hours before bringing it under control. —
