Jammu, March 5
The work of carrying coaches from here by road to Srinagar by the railways for running a local train in the valley is expected to resume next week when the landslides are completely removed from the Jammu-Srinagar highway.

The transportation of coaches was suspended in November last due to snowfall on the road route. This has delayed the launching of the local train in the valley that was earlier expected to be inaugurated sometime in February.

Sources said the train might now run towards the end of April or in May.

Only one of the 20 coaches has so far reached the valley, while two are jacked at Udhampur for the past two months.

Engineers of the railways were today busy dismantling iron wheels of the two diesel power cars (DPCs) at the railway station and replacing these with truck tyres for their onward journey to the valley by road. This is a unique operation of driving the rail coaches by road to the valley about 300 km away.

Divisional railway engineer Shiv Ram said the first coach had reached Budgam in the valley on November 14 last, but further transportation was suspended due to landslides followed by a heavy snowfall.

He said the first priority now was to dispatch the two DPCs so that trial runs on the Rajwinsher-Kakapura stretch could be conducted soon.

Civic elections
PDP unfazed by alliance between Cong, NC

Jammu, March 5
The unwritten alliance between the Congress, which shares power with the PDP and the opposition National Conference for the election to the post of the mayor and the deputy mayor in the local municipal corporation does not seem to have perturbed the PDP leadership.

Senior PDP leader and former minister Ghulam Hassan Mir said, “ We have every reason to feel unfazed by the understanding reached between the Congress and the National Conference as far as arrangement is confined to the corporation poll.” “Since the PDP, which has two corporators in the corporation, has not much in stake we do not feel upset over the arrangement worked out by the Congress and the National Conference.”

In reply to another question, Mir said today that Prime Minister Manmohan Singh’s latest statement in which he said, “Reduction of troops could be considered once the terrorism ceases” was made in connection with the utterance of APHC chairman Molvi Umar Farooq, who had stated that India and Pakistan “have agreed on withdrawal of troops from Jammu and Kashmir and PoK which would be the first step towards the resolution of the Kashmir issue”. He said Manmohan Singh’s statement was not a snub to the PDP leadership's demand for reduction in troops. The PDP leader said, “We have voiced our demand for reducing the troops and we do not expect our demand to be conceded right now. The gradual withdrawal of troops may take some time and till then we shall explain our views on the issue to people and politicians and lobby for it.”

He made it clear that “There is no link between our demand for withdrawal of troops and our support to the Congress. We shall, as partner in the ruling coalition, help the establishment in further improving the security scenario.” The PDP leader said, “We boycotted last Wednesday’s cabinet meeting only in protest against the Chief Minister’s refusal to acknowledge a letter, sent by PDP legislature party leader Abdul Aziz Zargar requesting Ghulam Nabi Azad to convene a special cabinet meeting for a threadbare discussion on the demand for withdrawal of troops.”

In reply to another question Mir said, "Those who talked of the PDP snapping its ties with the Congress were nursing wishful thinking. We are committed to ensure that the ruling coalition lasted for its full term.”
