Constituted in 1999 it has been functioning without a chairperson since 2003, while the Commission Member-Secretary, has been managing the Commission alone with the help of a consultative committee, which comprises nominated members from NGOs, legal, social and other organisations.

NC fields 3; stumps ruling coalition

The National Conference (NC) today fielded three candidates for eight seats of the J&K Legislative Council for which elections are scheduled for March 5. The NC with a strength of 25 in the 89-member Assembly is expected to win only two seats.

The Kashmir valley remained cut off from rest of the country today following closure of the 300-km-long Srinagar-Jammu National Highway due to landslides and shooting of stones, triggered by heavy rains.

Panel for women sans chief for four years

The Jammu and Kashmir State Commission for Women has been without chairperson and two members for the past four years. Constituted in 1999 it has been functioning without a chairperson since 2003, while the Commission Member-Secretary, has been managing the Commission alone with the help of a consultative committee, which comprises nominated members from NGOs, legal, social and other organisations. The commission enjoys powers of civil court. The state government is yet to enact legislation in accordance to the Central Commission for Women Act.

The Commission has asked to fill the positions, of chairperson and two members, several time due to increasing number of cases, related mainly to issue of re-marriage, compensation to the aggrieved women complainants in case of divorce, domestic violence and sexual harassment.

Admitting gaps in the functioning of the state commission, minister for social welfare Hazi Nissar said he had taken up the matter with Chief Minister Ghulam Nabi Azad at the recently held Budget Session in the State Assembly.

Pointing out even the states commission for backward classes was also without a chairman, the minister said the government would soon fill these positions, including that of the chairperson of the commission for women.

Former state Chief Minister Mufti Mohammad Syeed had nominated Ms Shameema Dev Azad, wife of the present Chief Minister Ghulam Nabi Azad as chairperson of the commission for women in 2003 but she refused to accept the post.

Last year, 90 cases related to re-marriage and divorce were settled through counselling both in Jammu and Srinagar divisions, commission’s members-secretary Ms Hafeeza Muzaffar said.

She said many NGOs were working with the commission both in Srinagar and Jammu, while the police department has also been cooperative at several instances when respondents in certain cases failed to appear before the commission.

Besides vacant positions like its chairman and two nominated members, the commission is also yet to have an expert committee to tender advice on utilisation of media. The state government also had announced the delegations of the Women’s Commission will also visit jails to over see the well-being of women prisoners.

NC fields 3; stumps ruling coalition

The National Conference (NC) today fielded three candidates for eight seats of the J&K Legislative Council for which elections are scheduled for March 5. The NC with a strength of 25 in the 89-member Assembly is expected to win only two seats. By fielding three candidates, it has created confusion among the ruling coalition of the Congress and the People’s Democratic Party (PDP). The Assembly is the electoral college for the council seats.

The NC had won one additional seat in the last elections to the Legislative Council by indulging in horse-trade.

While the party had yesterday cleared the names of Mr Devinder Singh Rana and Mr Mohommad Yousuf Taing for two seats, observers were taken by surprise when Mr Nassar Khan, a former MLC, also filed his papers in the presence of NC chief Omar Abdullah.

Mr Abdullah said the NC candidates were a ‘blend of youth and experience’.

As many as 13 candidates filed their papers for eight seats before returning officer Mohammad Iqbal Ganai.

Congress candidates Rajinder Singh Chib, Mohammad Sharief Niaz, Mohammad Amin Bhat, president of state Youth Congress, and Ali Mohammad Bhat, accompanied by party activists, ministers and legislators filed their papers. PCC chief Peerzada Sayeed and health minister Mangat Ram Sharma were present at the time of filing of papers. Chief minister Ghulam Nabi Azad was conspicuous by his absence.

Mr Nizamuddin Khatana and Mr Murtaza Khan of the PDP also filed their nominations in the presence of finance minister Tariq Hameed Qarra, senior party leader Muzaffar Hussain Beig and several ministers and legislators.

Haji Mohammad Din, a resident of Gandoh in Doda, filed his papers as Independent. He said he was a Congress activist who had been "betrayed" by the party that had denied him the ticket. He wept after filing his papers. He told mediapersons that the Congress had denied ticket to loyal workers who had faced bullets during the agitation in Doda.

Other Independents who filed their papers were Hasrat Hassan, Fiaz Ahmad Ganai and Om Prakash. Members of the Assembly will elect eight MLCs.

Kashmir highway closed

Srinagar, February 21
The Kashmir valley remained cut off from rest of the country today following closure of the 300-km-long Srinagar-Jammu National Highway due to landslides and shooting of stones, triggered by heavy rains.

The entire Kashmir valley, including Drass, Kargil and Zanaskar, is under the grip of severe cold following fresh snowfall, while the plains, including Srinagar, witnessed rainfall since this morning, resulting in considerable drop in a temperature.

A traffic police official said the highway was closed today due to landslides and shooting of stones at Penthal.

Hundreds of vehicles carrying passengers and essential commodities from Jammu to Srinagar were stranded at different places on the highway.

The Border Roads Organisation (BRO) had pressed into service men and machines to make the road traffic worthy again.

He said since one-way traffic was allowed on the highway for the past two months, today traffic from Jammu was allowed. However, no vehicle from Srinagar was allowed to leave today, he said.

The upper reaches in the Kashmir valley also experienced fresh snow since early this morning. — UNI

Two killed in Anantnag dist

Srinagar, February 21
One labourer was killed and three others were injured when unidentified gunmen fired indiscriminately upon them when they were working at a culvert at Damhal Khushipora in Anantnag district today.

The labourer, Mohammad Ramzan, succumbed to his injuries while three others, including contractor Bashir Ahmad Wani and Mohd Yousuf, were referred to the SKIMS Hospital here. Another injured person was discharged after first-aid in Anantnag hospital.

An unidentified bullet-riddled body was recovered from Wahipora in Pulwama district today, the police said.

Unidentified militants lobbed a grenade towards the house of Haji Inyatullah in Sopore town of Baramula district without causing any damage.

No role in Samjhauta blasts: LeT

Srinagar, February 21
Pakistan-based militant outfit Lashkar-e-Toiba (LeT) has denied its involvement in the Samjhauta Express blasts in Haryana in which 68 persons, most of them Pakistanis, died.

Dr Abdullah Gaznavi, who identified himself as a spokesperson of the outfit, strongly condemned the blasts in the Attari-bound train.

Expressing grief and sorrow, he said it was a cowardly act. He said the claim of a Haryana police official that the LeT was involved in the attack was done to malign and defame the “Mujahideen”.

The LeT or any other Mujahideen tanzeem do not believe in committing such brutal acts as they are fighting against ‘’occupational forces in Jammu and Kashmir,” he said. — UNI
