In Himachal Pradesh, seven persons were killed and 10 injured when a private bus (HP-48-1112) veered off the road and rolled down into the bank of the Chamera reservoir at Barangal, about 40 km from here, at about 11.30 a.m. today, according to official reports received here.

The trial landings of 50-seater aircraft of Air Deccan at the Kangra airport were postponed for an indefinite period due to the absence of adequate technical staff and security concerns. The trial landings on the recently expanded runway were scheduled for Tuesday and Wednesday.

Man jailed for life in murder case

The additional district and sessions judge here today sentenced Vinod Kumar, a resident of Hariharpur village in Jharkhand, to life imprisonment and fine of Rs 10,000 for murdering Oscar on the night of February 2, 2005. He was further sentenced to undergo an additional sentence of one year in case of default of payment of fine.

Fire at pharma unit

A major fire broke out at Dancan Pharma Private Limited here this afternoon. The workers on duty noticed smoke in the unit’s main hot drier machine at around 12.30 pm. Sensing trouble, the workers switched off the main power line.

7 killed, 10 hurt as bus falls into reservoir bed

In Himachal Pradesh, seven persons were killed and 10 injured when a private bus (HP-48-1112) veered off the road and rolled down into the bank of the Chamera reservoir at Barangal, about 40 km from here, at about 11.30 a.m. today, according to official reports received here.

The bus was on its way from Chamba to Barangal. The bus fell into the bed of the Chamera reservoir, killing seven persons and injuring 10 others, the report said, adding that the bus was in a wrecked condition.

According to preliminary reports, the cause of the accident was being attributed to rash driving. The driver of the bus failed to negotiate a curve.

When contacted, DSP Arvind Choudhary said that on receiving the information, the district authorities swung into action and district magistrate Pushpendra Rajput, along with district officials, a team of medical experts and crew of fire engines, rushed to the accident site to carry out relief and rescue operations. The police, home guards jawans and local people conducted the rescue operations.

Mr Choudhary said the six bodies had been extricated from the damaged structure of the bus. The seventh person died on the way to Pathankot hospital. The 10 injured had been brought to the regional hospital here for medical treatment.

The killed were identified as Suresh (driver), Bobby (conductor of the bus), Khairati Lal, Bihari Lal, Kamla Devi, Chanchal and Devi.

The 10 injured included five women. All the occupants travelling in bus belonged to nearby areas, the information revealed

Mr Rajput said an immediate relief of Rs 10,000 each to the next of kin of the deceased and Rs 5,000 each to the injured was given on the spot.

The district magistrate also ordered a magisterial inquiry into the accident to know the cause of the accident.

Himachal Governor V.S. Kokje and Chief Minister Virbhadra Singh expressed grief over the accident and expressed sympathies to the bereaved families. Animal husbandry and urban development minister Harsh Mahajan and Mrs Asha Kumari, the local MLA, also expressed grief over the accident.

Interviews for 447 forest guards may be cancelled

The staff-starved forest department will have to wait for forest guards for some more time as interviews held to fill 447 posts recently are likely to be cancelled.

According to sources, the matter has been discussed at the highest level and orders to cancel the interviews will be issued shortly. The official reason being given for the cancellation is that 214 more posts of forest guards have fallen vacant since the process of recruitment got underway. The government wants all posts to be filled in one go as the recruitment process will have to be started afresh. A proposal to fill 214 posts will be put before the Cabinet so that all vacancies are filled.

However, sources say the procedure adopted for recruitment was not sound and too much weightage was given to interviews. While the Supreme Court had laid down that the marks of interview should not exceed 15 per cent, the department had allocated 20 out of the total 40 marks for interview. The state High Court had in the case of recruitment of JBT teachers directed the government to limit the discretionary marks.

The fresh recruitment is likely to be carried out on the pattern of the police department. After the physical test the candidates will have to undertake a written test.

Meanwhile, the Conservator of Forests, Dharamsala, has already appointed six forest guards selected under the ex-servicemen quota even though the results of interviews for other categories have not been declared. It is learnt that the appointment were made under the instructions of the general administration department that appointment letters to ex-servicemen be issued within 15 days of selection. As such those already appointed will continue even if interviews are cancelled.

The direct recruitment of forest guards is being carried out for the first time since 1992. The failure to conduct regular recruitment had landed the department into a geriatric problem with average age of forest guards exceeding 50 years.

Jaundice in Shimla due to hepatitis A: Scientists

Scientists from the National Institute of Virology (NIV), Pune have confirmed that hepatitis-A virus is causing jaundice in and around Shimla.

With 27 new cases of jaundice reported today, total number of persons afflicted with the disease has crossed 400. Scientists from NIV, Pune are still conducting tests to establish if it is hepatitis C. This will take a little more time.

Two scientists, was specially called following the outbreak of jaundice. They are conducting tests in the laboratory of the Central Potato Research Institute, here. Results of water samples sent to the National Institute of Communicable Diseases (NICD) will be received after one week. Meanwhile, the epidemiological study by the Community Medicine Department at Indira Gandhi Medical College (IGMC) has indicated the virus in most of the jaundice cases was hepatitis A. They have pointed out with incubation period of jaundice being almost 50 days, cases may keep pouring in for the next one month. Though sporadic cases of jaundice are coming in from all over the town but the worst-affected areas are Vikasnagar, Kasumpti and New Shimla.

The IPH department and the MC have started precaution measures in wake of the jaundice cases. Deputy Commissioner Tarun Kapoor said zone-wise cleaning of personal and commercial tanks would be undertaken in the town from February 23, as a result of which water supply would remain affected in that particular area on that day.

People have been advised to drink water after boiling it for 20 minutes and wash fruit and vegetables properly before eating.

Colleges to be set up at Jukhala, Jhandutta

Chief Minister Virbhadra Singh has passed orders for setting up two colleges at Jukhala in the Kot-Kehloor constituency and the other at Jhandutta in the Geharwin reserved constituency.

This was stated by youth services, sports and forests minister Ramlal Thakur while addressing mediapersons at Circuit House here today.

While refuting charges of top BJP leaders that the Chief Minister's recent four-day tour has not proved beneficial for the district, he said till now, not a single tour of any chief minister had been as fruitful as the that of Virbahdra Singh. The chief minister has sanctioned 21 senior secondary schools, 21 high schools and 18 middle schools in all four constituencies of district.

Thakur said the chief minister had provided Rs 5 crore for a college at Jukhala. An ITI set up by the government would soon start functioning at Suharghat while a sub tehsil would be opened at Namhole and another at Bharari in the Ghumarwin constituency. The Naina Devi sub tehsil has been upgraded to a tehsil level, he added.

He said the chief minister had also announced to set up four senior secondary schools at Rani Kotla, Tarwad, Baddu and Chakoh and five high schools at Dhar Tatoh, NiharKhann Basla, Lakhanoo and Dhalet and six middle schools at Solag, Dehani, Samtehan, Pangwana, Khedi Kotkhas and Malokhar in the Kot Kehloor constituency.

Trial flights to Kangra deferred

The trial landings of 50-seater aircraft of Air Deccan at the Kangra airport were postponed for an indefinite period due to the absence of adequate technical staff and security concerns. The trial landings on the recently expanded runway were scheduled for Tuesday and Wednesday.

Currently, Jagson Airlines was operating three flights a week of charted planes from Delhi to Kangra. Air Deccan was planning to begin its regular flights of 50-seater aircraft from March onwards.

Keeping in view the tourist potential of this area, the Airport Authority of India (AAI) had recently increased the airport’s runway from 3,900 feet to 4,500 feet to enable 50-seater planes to land easily. Most of the other infrastructure facilities had also been enhanced.

A senior official of the district administration revealed that the scheduled trial landings could not take place due to the absence of the adequate technical staff of the AAI.

However, sources in the AAI said the authorities concerned of Air Deccan had given a very short notice for trial landings, therefore it could not be managed properly.

BJP flays cut in liquor prices

Criticising the new excise policy of the Himachal Government approved on Monday, the state BJP has ridiculed the government for slashing duty on liquor and maintaining silence on the rising prices of essential commodities which directly hit the common man.

State BJP spokesperson Rajinder Rana in a statement here alleged that the government was seemed too concerned about the liquor prices and not the rising prices of foodgrains and other commodities in the state.

He said the BJP would contest the assembly elections due next year on the issues like corruption, inflation and unemployment. He claimed that the change in the ruling government was sure after the assembly elections as the people were fed up with the anti-people policies of the Virbhadra Singh government.

He accused the state government of diverting the attention of the people from real problems by making hollow and fake announcements of development.

Man jailed for life in murder case

He was further sentenced to undergo an additional sentence of one year in case of default of payment of fine.

Vinod Kumar used to reside at Billavalli village in Nalagarh subdivision where he had a fight with his room-mate Oscar. The feud between the two awoke Amrita Devi and her husband who rushed to his room on hearing noise. The husband-wife duo saw Vinod fleeing Oscar had suffered grievous injuries in his head and other body parts and he succumbed to his injuries soon.

The police later registered a case under Sections 302 of the IPC for murder and arrested Vinod.

Christians to oppose conversion Act

The All-India Christians Council has decided to oppose the Himachal Pradesh Freedom of Religion Act enacted to ban religious conversion.

A spokesperson of the council said that the Act violated the assurance given by Mrs Sonia Gandhi, chairperson of the UPA, to Dr John Dayal, secretary-general of the Indian Christians Council, who was also a member of the National Integration Council. Mrs Gandhi had written to Dr Dayal that the Congress opposed all anti-conversion bills in India.

The council was holding a state-level meeting here tomorrow to discuss the issue along with the recent attacks on Christians by fanatic groups.

Gang of tractor thieves busted

The district police has busted a gang of tractor thieves and caught red-handed six persons allegedly involved in stealing more than 10 tractors in the district during the past one year.

Revealing this to The Tribune, superintendent of police Ajay Yadav said that a special police party deployed at Jawali caught red-handed six persons who were fleeing towards Pathankot side after stealing a tractor from Haripur.

They had come on a Qualis vehicle to steal tractors. This car has also been taken in custody, said the SP. All the arrested persons belong to Pathankot.

They had been operating in Kangra district for the past many months.

One killed in dynamite blast

Shimla, February 21
One migrant labourer was killed and four others were injured in a dynamite blast at a road construction site in Bajirbawri, near Nirmand in Kullu district, today.

Police sources said that 21-year-old labourer Arun, hailing from Jharkhand, was killed in the blast at the road site.

The four injured had been admitted to the civil hospital at Rampur, they said.

The incident occurred when the labourers, employed by a private contractor on a construction work, were using dynamite to remove the hard rock and it suddenly exploded before they could move to a safe distance, the police said. — UNI

Allot liquor vends to jobless youths, demands NSUI

The state unit of the National Students Union of India has urged the government to give preference to the unemployed youth in allotment of liquor vends under the new excise policy.

Hailing the policy, union president Kewal Pathania said that it would not only break the monopoly of a handful of contractors on the liquor trade but also help increase revenue. Besides, it would boost tourism. Since individual vends would be allotted on payment of a nominal licence fee, the local youth could also secure vends as a self-employment venture. — TNS

Fire at pharma unit

A major fire broke out at Dancan Pharma Private Limited here this afternoon. The workers on duty noticed smoke in the unit’s main hot drier machine at around 12.30 pm. Sensing trouble, the workers switched off the main power line. The local fire station was informed that rushed in fire engines. The fire was controlled in less than half and hour.

Initial investigation suggested that an electric spark was the reason behind the fire. The machines used to dry the tablets was completely damaged in the fire. As per rough estimates, the fire has caused around Rs 1.50 lakh losses to the unit.

Army man commits suicide

An aggrieved person Joginder Singh (26) of Taruwala, serving in the Army, committed suicide at Paonta Sahib by consuming poison. He had been absent from his duty for quite some days, according to a police report. After the post-mortem today in the civil hospital, the body was handed over to his next of kin. — TNS
