Home Guard jawan kills father-in-law, injures wife Phagwara, January 3 Kamaljit got married to Balbir Lal about one and a half year back. She alleged that he tortured her physically and mentally. Balbir Lal used to beat her often under the influence of liquor. Kamaljit left her husband’s house in September and came to live with her parents in Ranipur Rajputtan village. Kamaljit’s brother Kuldip Ram said Balbir often made threatening calls, asking them to send Kamaljit back but she refused to go back to him. Balbir, along with an unidentified person, came to their house and opened fire, first upon Modi Ram, who sustained a bullet injury on his neck. He then shot at and injured his wife Kamaljit and Kuldip Ram’s wife Sunita. All three were rushed to a private hospital at Jalandhar where Modi Ram was declared brought dead, while Kamaljit and Sunita are still struggling for life. According to the Phagwara ASP, the police recovered three empty shells of .303 bore weapon. A case under Sections 302/307/34/450 of the IPC and Sections 25/54/59 of the Arms Act had been registered at Sadar police station. In the evening Balbir Lal and his brother, Bakshi Ram, were arrested. |

a disillusioned lot Jalandhar, January 3 The residents said no booth officer visited their area, which is inhabited by nearly 50 voters, for the inclusion of their names owing to which a majority of them could even get a voter card made. They said they had been persistently trying to reach officials concerned but in vain. They rued that without a voter card they would even be denied their right to cast a vote in the coming elections. Mr Daljit Singh said he even tried to contact the SDM, Mr Bhupinder Singh, who is the returning officer of the area, on his mobile number that was mentioned in one of the public notices released by the administration recently for getting the discrepancies noted but his call was not answered. He said he had visited the SDM’s office a number of times and even today but could not find him there. Mr Gurdial Singh and Mr Harvinder Singh, other residents, too lamented that they had visited the office of the SDM a number of times but found him missing from his seat or occupied with meetings. They said it was a sheer harassment on the part of the administration for firstly not visiting their area for adding their names and secondly not making the process convenient for them. The SDM could not be contacted for his comments as his phone was switched off. |
DC visits damaged dhussi bund
Kapurthala, January 3 Later in a press note, the DC stated that he would bring the matter to the notice of the Deputy Chief Minister, Ms Rajinder Kaur Bhattal, and the Principal Secretary, Irrigation. He would tell them about the possible loss in the case of a breach in the bund, he added. Mr Raminder Singh said that temporary arrangements to stop damage to the bund had been made during the rainy season. Subsequently, a proposal of Rs 2.72 crore had been sent to the Irrigation Department for making permanent arrangements to save the bund but no money had been sent so far. —

SAD may forge alliance with BSP (A) Jalandhar, January 3 Two rounds of talks have already been held between the SAD General Secretary, Mr Sukhbir Singh Badal, and the BSP (Ambedkar) chief, Mr Devi Dass Nahar, to discuss about the possible poll alliance. While a meeting between Mr Sukhbir Badal and Mr Nahar had been held in Chandigarh on December 21, second meeting between them was held in Jalandhar on January 1. A former minister and sitting MLA from Sultanpur Lodhi, Bibi Upinderjeet Kaur, and the vice-president of the Youth wing of the SAD, Mr Jarnail Singh Dogranwala, were also present at the second meeting. Confirming the on-going talks between the leaders of both the parties, Mr Nahar told The Tribune that he had brought it to the notice of Mr Sukhbir Badal that the BSP (Ambedkar) had considerable base in the state. Mr Nahar said Mr Sukhbir Badal had told after second meeting that he would let him know about his final decision after discussing the issue of possible alliance with his party with his the SAD supreme, Mr Parkash Singh Badal. The BSP (Ambedkar) had supported a Congress candidate, Ms Sukhjinder Kaur Rana, sister-in-law of the Jalandhar Congress MP, Rana Gurjit Singh, from the Kapurthala seat during the last byelection. |
NRI Sabha, just in name? Jalandhar, January 3 A study of these complaints revealed that the complainants could not receive any kind of help in nearly 130 cases. Of the rest, eight were proven false. Another eight were settled owing to compromise reached with the police or respective panchayats. Ten disputes were sub judice and the sabha could not take any decision on these. Interestingly, the sabha could only come to the aid of complainants in just five cases. In the first case, the matter went out of hand and the police ended up booking both parties, including the NRI. In the second case, the sabha members were successful in getting the intkal done of a piece of land of an NRI. In another case, the sabha facilitated an NRI to raise the height of the wall, to which his neighbour had objected. A piece of land belonging to an NRI that had been trespassed was restored to him in the fourth case. In the fifth case, a police case was registered on NRI’s complaint. The sabha member who has compiled the report has submitted a copy of it to the president, former president, patrons and chief patron. The Tribune is in possession of one of the copies. On being contacted, the member pleaded anonymity. In his report, the member pointed out that in the initial years of the establishment of this NGO, some very important projects were undertaken, including the survey of 477 villages of the Doaba region on which NRIs had made investments in different forms. The issue of starting matching grant scheme by the government was also raised, which was later implemented. But soon the sabha members abandoned all other matters and took up only those that pertained to handling of complaints. It may be noted that to become a member of the sabha and lodge a complaint with it, an NRI has to pay Rs 5,000 as one-time payment. But most sabha members feel disgruntled and keep away from the sabha activities as they fail to get any respite from the sabha on their complaints. Former president Pritam Singh Narangpuri admitted to having received a copy of the report. He said the downfall of the sabha came only after unwanted amendments were made at the behest of ministers to accommodate them as patrons and Chief Minister as chief patron. The post of chairman was also taken over by a bureaucrat, who hardly ever visited the place, he said. President Resham Singh Hayre, however, differed as he said the sabha was running properly. He said they tried to resolve complaints on a daily basis. |
Meeting on code
of conduct Hoshiarpur, January 3 The Deputy Commissioner said the code of conduct had come in force from December 29, 2006. He requested the MLAs and leaders of political parties to follow the code of conduct in its true spirit. He appealed to them not to inaugurate or lay foundation stones of any new work. However, the ongoing projects would continue. He said any of the political parties would have to obtain prior permission for holding processions and public meetings with advance information to the police for making the necessary arrangements for the same. |
Insurance firm penalised
Hoshiarpur, January 3 Mr Viz had filed a complaint that the insurance firm had repudiated his medical claim on the ground that there was concealment of material facts. The forum held that since the insurance company failed to produce on record the proposal form submitted by the complainant at the time of taking/renewal of the policy, therefore, the company was wrong to say that the complainant was not disclosing the pre-existing disease at that time. The forum held that the repudiation of the claim by the company certainly amounted to deficiency in service. —

Nagar kirtan taken out Jalandhar, January 3 The procession started from Central Town Gurdwara and proceeded towards important areas, including Milap Chowk, Phagwara Gate, Bhagat Singh Chowk, Patel Chowk, Sabzi Mandi, Jyoti Chowk and Rainak Bazaar. It culminated at Central Town Gurdwara. Devotees arranged langars all along the route as they welcomed the procession. The procession was led by kirtan jathas which enchanted hymns. Schoolchildren, gatka experts and a band party accompanied the procession. Panj Pyaras led the palanquin of Guru Granth Sahib. The entire route was decorated with buntings and hoardings put up by various political leaders and business groups. |
Municipal Council flayed for substandard work Hoshiarpur, January 3 They said the various development works by private contractors and L&C cooperative societies used substandard material as even newly constructed roads had been damaged. The council had received Rs 6.55 crore under the Punjab Nirman programme from the state government and Rs 55 lakh from the Central Government for providing civic amenities to residents. The council got bitumen carpet laid on the route followed by the Vikas Yatra of the Chief Minister, Punjab. The work was mostly carried out at night in the absence of technical staff. The contractor allegedly did not observe any norm for the widening and strengthening of these roads, as a result these were damaged at many sites and had developed potholes. They further alleged that after laying the bitumen carpet, the contractor laid a thin layer of sand mixed with bitumen to cover-up the quality of the work. Concrete slabs in various lanes had also been constructed which had developed potholes at many places. They also demanded ban on the plying of heavy vehicular traffic on the DAV College-Rahimpur road as residential colonies had been established along with six schools on either side of this road. |
