I was misled, says Sobti
Tribune News Service

Chandigarh, December 20
The Panjab University Vice-Chancellor, Prof R.C. Sobti, today revoked his decision regarding the revision of the Board of Studies in Defence and Strategic Studies.
The fact that members of the board had been changed at the fag end of their term was highlighted by Chandigarh Tribune today.

"I was misled by the Head and Coordinator of the Centre for Defence and National Security Studies, Dr Rakesh Dutta, into taking the decision," said Professor Sobti, adding that he was not told that the Board of Studies was already constituted and was a statutory body with elected members bound by a pre-set term.

"I had just joined and I was sent a list of names by Dr Dutta which he wanted in various committees of the centre. I approved the names sent by him, adding a few names on my own. However, I was not told that approving this list of new names would mean replacing the elected members of the board. The fact that there were already some persons as board members was not told to me," he said showing the entire set of correspondence between the VC's office and the Coordinator of the Centre for Defence and National Security Studies.

"I have realised that the original members of the board cannot be removed. As a result letters will be issued to the members who have been inadvertently replaced as a result of the revision stating that they continue to be members of the board," said Professor Sobti.

While the Vice-Chancellor stated that he had been misled by Dr Dutta into taking the decision, interestingly, Dr Dutta wrote a letter to The Tribune alleging that the news item reported today was incorrect and misleading.

"I wrote to the Vice-Chancellor recommending reconstitution of the Board of Studies and the advisory and RDC committees. It was at my behest that the Vice-Chancellor approved the list of names for these committees. How is it a controversial decision? The Vice-Chancellor approved the proposal of the coordinator and it is unethical to blame him for approving the recommendations of the coordinator," he wrote. "This is wrong. When we were made members of the Board of Studies, we received letters that we will be members till the end of our term — March 31, 2007. If there is no provision for the same, how will we know we are members or not?" said a former member of the board.

Dr Dutta refused to comment on the issue. "Whatever I had to say on the matter, I have written," he said before putting the phone down.
