Dullo for Vishkarma chair in PTU
Ludhiana, October 22 Addressing the Vishwakarma Day celebrations, after paying obeisance to Lord Vishkarma here today, Mr Dullo pointed out that while the Bramha had conceptualised the universe, the practical shape to it was given by Lord Vishkarma only. He said, "We need to do a lot of research on Lord Vishkarma since his work happens to be at the root of all technological development of the world". Mr Dullo hoped that the state government would concede to this demand and a proposal would be submitted to the Chief Minister. He claimed that the state government had performed perfectly according to the expectations of the masses. He said most of the promises made in the election manifesto had been fulfilled. He criticised the Shiromani Akali Dal for misleading people. He maintained that SAD was trying to exploit the religious sentiments of the people. However, he asserted that Mr Badal might not find it easy to claim himself to be the sole panthic representative as he had lost the trust of the panth. The PCC president said the government was seriously thinking about providing some major relief to the industry. He congratulated the Ramgarhia brotherhood, the descendants of Lord Vishkarma for continuing with the great tradition of innovation and experimentation. He said the industry of Punjab owed maximum credit to the community. Prominent among those present on the occasion included the Minister for Water Supply and Sewerage, Mr Harnam Dass Johar, Dakha MLA Milkiat Singh Dakha, District Congress Committee president Jagmohan Sharma, Youth Congress leader Amarjit Singh Tikka and others. |

PAU seeks increase in grant-in-aid
Ludhiana, October 22 The Vice-Chancellor, in particular, mentioned the treatment meted out to the officials of the PAU who held a meeting with the Principal Secretary (Finance) in Chandigarh on September 26. The meeting was held to discuss the financial crisis of the university and the meeting was held on the directions of the Chief Minister. Dr Aulakh who met Capt Amarinder Singh last week in Chandigarh told him that the university was facing financial difficulties because there had been no rise in the annual grant-in-aid for the past four years and the university was being given a block grant of Rs 80 crore per annum which was not meeting the salary component even. The Vice-Chancellor impressd upon the Chief Minister that the annual grant should be raised to Rs 113 crore to meet the needs of the university. Dr Aulakh also pointed out during the meeting that the university was depleting its pension fund and needed Rs 15 crore immediately to replenish the same. The total deficit under the pension fund during the past four years from 2003 to 2006 was Rs 22.67 crore. The university would not be able to pay the pension to its retirees if the same was not replenished soon. He further told the Chief Minister that the facility of LTC to the existing as well as the retired staff had not been extended whereas this was available to the state government employees. For this, a sum of Rs 2 crore was needed. Due to the deficit grant released by the state government, the university was not able to credit Rs 6 crore to the GPF accounts of the employees which was a matter of concern. In order to press upon the state government the need to raise the annual grant of the university, the Punjab Agricultural University Teachers Association(PAUTA) and the non-teaching employees of the university have also started an agitation on the campus against the step-motherly attitude of the state bureaucracy. Both the teachers and the non-teachers are staging a dharna on the campus to seek higher grant-in-aid. For the first
time, the teaching and non-teaching employees have started an agitation against the state government. The Vice-Chancellor while complaining to the Chief Minister against the bureaucratic attitude of the state government officers alleged the state Finance Secretary who was a statutory member of the board of management of the university had never attended the meeting of the board during the five and a half years of his tenure as the Vice-Chancellor. Generally, a junior officer was deputed to attend the meetings. Regarding the September 26 meeting with the Principal Secretary (Finance), the Vice-Chancellor stated that he had to go to South Africa and he deputed a three-member team comprising the Director of
Research, the Registrar and a Comptorller. Besides, the Principal Secretary (Finance),the Secretary (Finance) was also present at the meeting. The Vice-Chancellor regretted that the attitude of the officers was not only negative but also' strong language was used against the working of the university'. This correspondent has learnt that the PAU team was asked to 'first learn to deal with the government.' Aspersions were also cast on functioning of the university and the team came back disappointed. The Chief Minister told the Vice- Chancellor that he would ensure the necessary enhancement in the annual grant and meet the financial crisis. |
