PM to meet Musharraf at Havana
New Delhi, September 7 Talking to reporters after attending a function at Rashtrapati Bhavan Dr Manmohan Singh said he was ‘‘disappointed’’ with Pakistan for not doing enough to honour its commitment to rein in terror. Nevertheless, he said he would meet General Musharraf at Havana. Later, Dr Manmohan Singh, who will be leaving on Sunday on the two-nation tour which would also cover Brazil, called on Dr Kalam. The Prime Minister briefed the President on his forthcoming visit to Cuba and Brazil, a Rashtrapati Bhavan spokesman said. The meeting lasted 15 minutes. This would be the first meeting between Dr Manmohan Singh and General Musharraf after the July 11 bomb blasts following which India refused to give dates for the Secretary-level talks to review the progress of the ongoing peace process. The Foreign Secretaries of the two countries were expected to meet in the third week of July but the meeting did not take place apparently due to the blasts. Dr Manmohan Singh had taken up the issue of terrorism with US President George Bush, British Prime Minister Tony Blair and other G8 leaders at the G8 summit held at St. Petersburg, Russia, in July. He had urged G8 leaders to declare zero tolerance of terrorism irrespective of the country that was affected by such acts, thereby jettisoning their segmented approach towards the menace.

Bina Ramani gets police remand
New Delhi, September 7 Bina Ramani, the key witness in the Jessica Lall murder case, who was arrested yesterday in Goa in connection with cheating and forgery case, today collapsed in the court where she was produced. Ramani, whose police remand has been sought for custodial interrogation, fainted in the midst of the hearing and due to this high level court drama, the arguments could be started after a break of about 20 minutes. She was produced before the Additional Chief Metropolitan Magistrate Kamini Lau, who had issued a non bailable warrant (NBW) against her. A medical team consisting of two doctors was immediately called to attend to her. After examining her, the doctors opined that she was perfectly alright and that there was no need to panic. In the meanwhile, today she withdrew her anticipatory bail application following her arrest. An application for anticipatory bail was moved yesterday in the wake of the NBW issued against her on September 4 here before the Additional Sessions Judge S.N. Gupta, but it became infructuous after her arrest. |
Vande Mataram row unfortunate: Vajpayee
New Delhi, September 7 ‘‘The song is a symbol of devotion towards the motherland. It is unfortunate that Vande Mataram has been made a subject of controversy. This controversy should end now,‘‘Mr Vajpayee said addressing BJP workers gathered at the party headquarters here to recite the song. ‘‘We do not aim at idol worship (through rendition of Vande Mataram). Those who do not believe in idol worship are free to pray in their own way. But when it comes to worshipping India, our motherland, there should be no controversy,’’ said Mr Vajpayee, who led the gathering, which included a number of Muslims and Sikhs, in singing Vande Mataram to commemorate 100 years of its adoption as the National Song. In an obvious reference to objections raised by representatives of the Muslim community, Mr Vajpayee said, ‘‘When we say Vande, it does not mean that we are performing a puja. ‘‘It is about bowing before our motherland and showing respect to her. There should not be any doubt about this,’’ he said. ‘‘Everybody should sing the song together,’’ he said. Mr Vajpayee said the song should not be associated with any one community. ‘‘It is for all communities to worship the motherland,’’ he said. ‘‘Vande Mataram has been with us through the thick and thin, in times of victory as well as defeat, in prosperity and in poverty,’’ Mr Vajpayee said. Party Vice-President Bal Apte and Delhi BJP chief Harsh Vardhan were among other leaders present on the occasion. BJP-ruled states have made the rendition of the National Song mandatory today in educational institutions and at community events. |

Clash over Vande Mataram
Lucknow, September 7 According to Principal Home Secretary S K Agarawal, “Barring this incident of violence in Meerut, no untoward incident was reported from any other part of the state.” While The Lucknow Bench of the Allahabad High Court had on Wednesday ruled that the singing of Vande Mataram could not be forced, in Lucknow, VHP and Bajrang Dal activists staged a demonstration at the GPO shouting provocative slogans to mark their protest against Islamic institutions reservation against the singing of the song. Disposing of a PIL seeking compulsory recitation of Vande Mataram today at schools and government offices, the court had observed that since the matter was not related to the violation of fundamental and constitutional rights, the respondents, which included the Uttar Pradesh Government, could not be issued mandamus. |

BJP demands tough anti-terror
Dehra Dun, September 7 In his presidential address to the three-day national executive meeting which began here this afternoon, Mr Singh asked the UPA government to include Vande Mataram in Article 51 (A) of the Constitution by bringing in a constitutional amendment which would get full support of the BJP. In the same vein, the BJP president criticised Congress president Sonia Gandhi’s absence at the AICC function held for the centenary
celebrations of Vande Mataram and said it was a “conscious and not a casual decision” taken with an eye on the vote bank. Mrs Gandhi’s absence at the Vande Mataram function was indicative of her earnestness with which she treats national songs and symbols, Mr Singh observed, adding that the “present Congress does not represent the grand legacy of the Congress of yesteryears”. Describing the Congress’s approach as the “worst form of appeasement”, Mr Singh said there was a need for a tough comprehensive anti-terror law like the POTA which was scrapped. The security forces were asking for tough anti-terror laws in their fight against terrorism, Mr Singh noted. Briefing newspersons, BJP national spokesman Ravi Shankar Prasad said the BJP chief lamented the stopping of the economic reform process. Disinvestment had come to a complete halt and the Manmohan Singh government had gone in reverse gear on the reforms. He demanded a white paper on the entire issue of price rise which had been phenomenal in the last two and half years. Mr Singh said the BJP would hold a nation-wide agitation on the issue of disrespect shown in NCERT books to
national heroes like Guru Govind Singh, Chatrapati Shivaji, Maharana Pratap, and patriots like Shaheed Bhagat Singh and Sukhdev. Meanwhile, the BJP today tried to gain maximum capital out of the Vande Mataram controversy as the party accused the Congress of “behaving like the communal jackal in a secular lion’s clothing” by opposing the singing of the song. The three-day deliberations of the BJP’s national executive commenced today with the singing of Vande Matram. BJP general secretary Vinay Katiyar said everyone living here had to sing Vande Mataram . He declared the fatwas by Islamic clerics against the singing of the national song as “illegal”. Mr Katiyar said there was nothing “unislamic” about the song as Bangladesh’s national song had compared the mother’s feet to heaven. Even before the office bearer meeting began, Leader of the Opposition L.K. Advani released a 104-pages party publication titled Vande Mataram which is a compilation of many articles on the history of the song and different aspects of the ongoing controversy. The publication launches a frontal attack on the Congress for derailing nationalism, saying, “The Congress is practically promoting the communal agenda to appease minorities”. Parliament lacks power to expel MPs, SC told
New Delhi, September 7 Senior advocate P.N. Lekhi, appearing for majority of the expelled MPs told a five-judge constitution Bench, headed by Chief Justice Y.K. Sabharwal that composition of both the Houses was essentially political and the effect of their action also had a political tenor. If such wide powers were given to Parliament, the members with a majority resolution could even change the composition of the House, which the Constitution does not permit. Recalling Ram Jethmalani who had said power of disqualifying the membership of an MP only rested with the President in consultation with the Election Commission, Lekhi said if such powers were given to Parliament, tomorrow the membership of an MP could even be abruptly ended by a majority resolution on political grounds. Any such action would have serious implications for democracy and governing as per the provisions of Constitution, Lekhi contended. He said the wide powers and privileges available to members under Article 105 of the Constitution were mainly borrowed from Article 49 of Australian Constitution and in a famous case arising out of it in that country in 1920, the Supreme Court there had clearly laid down that Parliament did not have the power to expel a member. The arguments would now resume on September 12 when the government is expected to defend its decision to expel the 11 MPs for their alleged misconduct of taking bribe for asking questions. |
Speaker’s notice to three Jharkhand MLAs
Ranchi, September 7 Mr Namdhari said Kamlesh Singh and Stephen Marandi were asked to reply by September 11, whereas in the case of Anos Ekka, the third hearing was scheduled the same day after which he would give his decision. Talking to UNI, the Speaker said he would take a decison on the matter before the trial of strength takes place. State Governor Syed Sibtey Razi yesterday asked Mr Munda to prove majority in the House on September 5. The Speaker said BJP legislators from the ruling side — Saryu Rai, Dinesh Sarangi, Chandresh Oraon, Putkar Hembrom and Sameer Oraon — had filed three separate petitions demanding disqualification of two dissident ministers, including Kamlesh Singh and Anos Ekka and former Deputy Chief Minister Stephen Marandi (Ind), from the membership of the Jharkhand Assembly. The Speaker said the showcause notice was issued to them based on the petition.

Babloo Srivastava to take on Abu Salem in Assembly poll
Lucknow, September 7 Reacting to the Apna Dal president Sone Lal Patel’s announcement of giving party ticket to Abu Salem, Srivastava announced his decision to resign from the Apna Dal and float a new political outfit before the Assembly poll. It was the Apna Dal which had fielded him as their party’s candidate from Sitapur during the 2004 Lok Sabha elections. Declaring his intention of not wanting to keep any “any relationship with the party which wanted to get close to the Mumbai serial blast co-conspirator’’, this former D company man and an ex- aide of Abu Salem talking to media person at the collectorate here, said he would form a new political party before the elections so that eligible and talented youth could enter the political arena. Both Abu Salem and Srivastava had worked for the D-company and fell out years ago. While Babloo Srivastava insists that the Mumbai blasts were the turning point, insiders believe that it was more a turf war over extortions. Babloo Srivastava’s outburst was in response to Mr Patel’s open invitation to all criminals, including Dawood Ibrahim, Abu Salem and even Dadua to join his Apna Dal. “No one is a criminal by birth. It is the circumstances which make one take to crime. We should provide them a platform for reform as criminals shun crime and enter politics.” Patel had said. The invitation to criminals to join his party came at a function to release the English version of Babloo Srivastava’s book ‘Unfulfilled Dreams’. |

Parliamentarians from India, Pak, B’desh discuss education issues
New Delhi, September 7 A comparison of official statistics from India, Pakistan and Bangladesh indicates that in the area of education the rates of adult literacy, female literacy, primary and secondary enrolment and public expenditure on education of the three countries are similar. Parliamentarians from the two-neigbouring countries on visit to India to discuss the weakness of the education sector in the three countries say the genesis of several issues that dominate the sectors of education is “the similarity in the socio-economic conditions in the sub continent”. Part of a two-day deliberation that began here today, they point out that there is a need for all three countries to reflect on their problems and strive to evolve a syllabi that is free of any external interference. “India and Pakistan are so similar. Our problems are more or less same and we should be able to stand next to the developed countries. For this need to share our experiences and expertise and try to pass a legislation that aims at 100 percent literacy,” said Ms Razina Alam Khan, Senator from Pakistan. Ms Jaya Prada Nahata, MP from India, drew attention to the need for passing the free and compulsory education Bill. |

HC rejects plea on Muslim women’s photos on voter I-cards
Chennai, September 7 A division Bench comprising Chief Justice A.P. Shah and Justice K. Chandru said, “In our opinion, there is absolutely no substance in the contention of the petitioner that the voter cards (with photographs of Muslim women) will offend Article 25 of the Constitution.” The general secretary of the All-Muslim Jamaat Rights Protection Council, Madurai, M. Ajmal Khan, had filed a writ petition before the court seeking a direction to the Election Commission to withhold publishing or releasing photographs of Muslim women, particularly “gosha” or women clad in burqa, in the list of eligible voters. Khan contended that if the faces of Muslim women were shown in the voters’ identity cards, it amounted to interference with their personal rights, which was against the tenets of the Koran. |
Five students in judicial custody till Sept 21
Hyderabad, September 7 In a shocking incident, these students forced two of their juniors to indulge in homo sex, while one of their friends shot the entire lurid episode on a mobile phone on Tuesday night. The students belonged to GMR Institute of Technology at Rajam in north coastal Andhra district of Srikakulam. The incident occurred outside the college at a private hostel in the town. Expressing strong disapproval over the incident, Higher Education Minister P. Venkateswara Rao said serious action would be initiated against the erring students, including debarring them from further studies. The students have already been suspended by the college management. The incident came to light when one of the victims called up the police emergency number. The Rajam police immediately swung into action and arrested five of the six students alleged to have participated in the orgy. The police today produced the six students before the local magistrate, who sent them to judicial custody in Palakonda sub-jail for two weeks. Special teams were dispatched to nab the sixth student, who is absconding. Police seized the cell phone, used to videograph the act. According to the Circle Inspector of Rajam police station, the six students had consumed liquor before they barged into the rooms of the juniors and forced them to have sex. |
Study blames Coke plant for depleting water table
New Delhi, September 7 A study conducted by the National Alliance of People’s Movements (NAPM) on the current status of water table around a Coca-Cola plant has revealed that the factory has been instrumental in decreasing ground water levels in the region. On the basis of which the NGO is now planning to begin a nationwide movement on September 10 to highlight the “issue of water rights of the people”. The NAPM study, “Decreasing water levels-Status of water table in Mehndiganj and surrounding villages, Varanasi, UP (August 2006)”, follows the Centre for Science and Environment pesticides-in-cola expose. A study at the Plachimada plant in Kerala also revealed high levels of heavy metals, much beyond permissible levels, in the ground water around the plant that led to the closure of the factory. In its study, the NAPM has documented the current status of the water table and the impact of the Mehndiganj plant in eight villages within a 3-km radius. It alleges that the factory has affected 90 per cent of wells in the area and the rate of drop in the water level has gone up by an alarming 1,000 per cent since Coca-Cola came in the region. “Thirty-nine per cent wells in the area have either dried up or are in the process of drying since 2000, the year Coca-Cola started operations in the region,” Magsaysay award winner Sandeep Pandey, who is also the national convener of the NAPM, said, quoting the study conducted by researcher Chandrika R. around the Mehndiganj plant here today. Coca-Cola has cited drought and excessive water use in agriculture as reasons for decreasing water tables, says Sandeep, adding that this was not the case. “If water depletion is causing the water table to dry, pollution by Coca-Cola threatens to make the available water unusable,” he adds, giving the reference of a Central Pollution Control Board (CPCB) report. The CPCB report says that the sludge released by the Mehndiganj plant contains toxic heavy metals like lead, cadmium and chromium. “Ingestion of these through food and water stream makes these metals toxic to humans, causing mental retardation in children, cancer and premature birth. Soon after this the state government came out with its own version, giving a clean chit to the plant. We have filed an RTI appeal to know how they managed to clean the ground water so fast,” he added. The report reveals that close to 25 per cent of the wells have dried up and 14 per cent are in the danger of drying. The number of wells that have dried up since Coca-Cola started its operations in the region increased seven fold compared to the previous decade, 1990-2000. Considering there are about 90 cola factories all around the country, for Sandeep the issue of the commercialisation of water leading to contamination and depletion presents a scary situation. The NAPM study also says that an average of 18-feet drop has been observed in wells, compared to a drop of 1.6 feet in the previous decade. The rate of drop in the water level has exceeded by 1,000 per cent since Coca-Cola arrived in the area. “Over 68 per cent of the wells have water levels at 40 feet or higher. Ten years ago, the same number was at 20 per cent. Out of 73 bore-wells installed in the region, 10 have gone dry. Four bore-wells already dried between 2001 and 2006. Since 2000, 43 per cent of hand-pumps have stopped working or have intermittent water supply,” says Chandrika. |
Phagwara citizens move SC over flyover impasse
New Delhi, September 7 A joint petition by 887 citizens of Phagwara town, was mentioned before a Bench of Mr Justice B.N Agrawal, Mr Justice P.P Naolekar and Mr Justice Lokeshwar Singh Panta by their counsel Prem Malhotra. Acceding to Mr Malhotra’s request to give a hearing to the citizens, the court posted the matter for further hearing on September 19 along with UP State Bridge Corporation’s petition, filed earlier in July. The citizens, in their petition, said the work on the flyover had not been started for the past four years due to a dispute between the bridge corporation and the Punjab Government regard ing terms of the contract. The rail track passing through the middle of the town has divided it into two parts making it difficult for people from one part to go to the other part as this section of the Northern Railway is a busy section with at least 110 passenger and goods trains passing through it every day. A population of 40,000 living on the other side of the rail track was greatly affected as their school and college going children have to face a lot of difficulty in reaching their institutions in time due to frequent traffic jams at the level crossing. “The entire traffic has to be diverted because of the non-construction of the bridge and commuters have to travel almost 15 km to reach the other side of the rail track,” they said, while seeking a direction to the Punjab Government to resolve its dispute with the construction company to pave way for the early construction of the flyover. Though the work for the construction of the bridge was awarded on June 27, 2002 and it was supposed to be completed by May 2003, it was yet to start, they said. |
Indian Navy to build 35 ships
Mumbai, September 7 Mehta, a known supporter of indigenisation of the Navy, is backing the overhaul of domestic ship-building facilities so that the induction of new ships is speeded up. The process of placing orders with Indian ship building companies which went into high gear under outgoing Naval chief Admiral Arun Prakash is expected to get into high gear under Mehta, observers feel. The Navy which did not commission any new ship through the 1990s will have 35 new ships by 2012. The indegenisation programme of the Navy is also aimed to beef up its blue water capabilities, sources say. Among the new ships coming to the Navy include the indigenous Advanced Technology Vessel (ATV) being built by the Ship Building Centre, Vishakhapatnam, which is capable of launching nuclear missiles, three Delhi class destroyers, three Shivalik class stealth frigates and six Scorpene submarines being built by Mazgaon Docks Ltd in Mumbai. Its affiliate, Goa Shipyard Ltd is building three offshore patrol vessels. Cochin Shipyard Ltd is building 12 Fast Attack Crafts (FAC) along with a 37,500-tonne aircraft carrier with the help of the Italian firm Fincantieri and designed by the Navy. The Kolkatta-based Garden Reach Shipbuilders and Engineers is building four Anti-Submarine Warfare Corvettes. Simultaneously, the Navy is also obtaining more ships from abroad. Aircraft Carrier Admiral Gorshkov is expected to join the Navy next year while three Krivak Class frigates from Russia will be delivered by 2012. |

Railways wants MoU with China
New Delhi, September 7 The suggestion was mooted during a recent meeting between a visiting Chinese government delegation led by the Vice-Minister of Chinese Railways, Peng Keizhou, and the Indian side led by Member Traffic, Railway Board, S.B. Ghosh Dastidaar. Sources in the Railway Board told TNS that Chinese Railways is bigger than the Indian Railways and has much to offer by way of expertise. ``The Indian Railways has already signed MOUs with French, German, Italian and Russian Railways. The last MoU was signed when Prime Minister Manmohan Singh visited Germany. “India is exploring the possibility of signing an MoU with South Africa during the Prime Minister’s visit later this year. The MoU would cover exchange of visits, technological know how and sharing problems and solutions,’’ sources said. Railway Board Chairman J.P. Batra told TNS that the Indian Railways would prepare a draft MoU and send it to the Ministry of External Affairs for approval. He said both India and China have a lot to learn from each other. ``They learnt about container movement from us and have gone ahead of us. Now, they are on the road to starting container movement from the East Coast of China to the US by a rail-cum-sea route.’’ Asked if the two countries would consider a rail link at some stage, Mr Batra, who is also Chairman of the World Executive Council of Union Interntaionale de Railway said, ``They said they had not yet applied their mind to starting a rail link between India and China.’’ The chairman said he has accepted an invitation to visit China. ``I would like to see the construction of the line to Tibet. Besides, they are running double-stack containers. They are also running heavy-haul (25 tonnes per axle load) goods trains. This is what we want to achieve. For the last two years, we have been running 22.9 tonnes per axle on some routes. As a result, productivity of wagons and tracks has improved.’’ Asked how India would gain with the signing of the MoU, a member of the Railway Board said, ``The Chinese are aggressively expanding their infrastructure. This includes network development in construction of lines, terminals and high-speed trains. “They are putting a lot of money in infrastructure development. The train between Shanghai and Tibet is a technological marvel. They are also planning a high-speed train between Shanghai and Beijing. We can always gain from their experience.’’ |
A slice of ‘Irwin’s killer’ for Rs 30
Mumbai, September 7 “We cut up its tail and clean the fish thoroughly as soon as we catch it,” says Anita Koli, a fishmonger at the market in Central Mumbai’s Dadar. The fishing season is at present on and at least two vendors were selling stingray or ‘pakhad’, as it is called in Marathi, at the market. “There is not much demand for ‘pakhad’ as this fish has a funny taste,” says Koli. Fishmongers say chefs from the big speciality restaurants buy pakhad and prepare it in a variety of ways. According to Ratna Koli, another fishmonger here, pakhad is filleted and each slice sold separately. Since it does not move fast, pakhad has to often be kept in cold storage. Rather than being fried in a rava batter like pomfrets or kingfish, pakhad is smothered in a rich coconut and tomato gravy to mask its taste. Though the stingray available off the Western Coast is smaller in size, the fish catch may go up to 300 kg, according to fishmongers. They are, however, surprised that Irwin was killed by its sting. “It is poisonous and the skin turns blue,” says Ratna, though she
has never heard of people dying following contact with it in India. Inquries at popular

Two killed, 5 hurt as water tank collapses
Jaipur, September 7 The concrete tank came crashing down as some of the thousands of devotees gathered at the Gendababa-ka-mandir in Basaidang town were trying to drink water from a tap, Dholpur Superintendent of Police Praful Kumar told PTI over phone. The deceased were identified as Ramkatauri from Uttar Pradesh, and a youth named Bhupendra who was running a small business near the temple, the SP said. While the woman died on the spot, the boy succumbed to injuries at the hospital, he said. The condition of one of the injured taken to the district hospital was stated to be serious. This is the second such incident in the state in less than a fortnight. On August 27, a water tank had collapsed at a village fair in Kama town of Bharatpur district, killing 48 persons and injuring eight.

New Delhi, September 7 Gen Schoomaker, will arrive here late tonight, is expected to meet Defence Minister Pranab Mukherjee and the chiefs of the three services, including army chief Gen J J Singh. “This is part of the exchange of visits by India and the US as part of their high-level defence ties,” a defence ministry official said. The US army chief would also visit Meerut and interact with the military top brass at the United Service Institution and the National Defence College here, officials said. |

New Delhi, September 7 Flash floods in Gujarat were caused following release of nearly 10 lakh cusecs of water from the Kadana dam in Panchmahals district into the Mahi river last night.
