DC asked to set up RTI counter at Suvidha Centre

DC asked to set up RTI counter at Suvidha Centre

The Chief Information Commissioner, Mr Rajan Kashyap, has asked the Deputy Commissioner, Jalandhar, Mr A. Venu Prasad, to set up a Right to Information Act counter within a week at the Suvidha Centre. Mr Kashyap was in the city along with Information Commissioner, Mr Surinder Singh, to conduct hearings in cases from the district today.

They also met Public Information Officers of different departments. Mr Kashyap urged the public to make optimum use of information technology to register their complaints. Details of all the cases decided by the commission could be found on the website of the commission, www.infocommpunjab.com.

According to Mr Kashyap, the State Information Commission has received 483 complaints in the past eight months against the state government for failure to supply information under the RTI Act. It has not fined any office for the lapses but had served notice to more than 10 officers. They had been asked to compensate complainants who suffered loss due to delay in supply of information.

Mr Kashyap revealed that there had been 420 complaints against public authorities in Punjab who had not responded to requests for information during at a press conference here today. He said 88 cases had been disposed off while 63 appeals were pending.

The Chief Information Commissioner said the maximum number of complaints had been lodged against local bodies and panchayats, followed by educational institutes, police, Deputy Commissioners, Health Department, Irrigation Department, Agriculture Department and the Chief Secretary.

Mr Kashyap said four different Benches had been constituted for hearing of cases. Ms Rupan Deol Bajaj, Mr P.K. Verma and Mr R.K. Gupta headed the three single-member Benches while Mr Kashyap and Mr Surinder Singh constituted the Division Bench.

When asked about the charges for information being higher in Punjab than other states, he said it was the decision of the state government. He laughed it off saying, “Charges were high perhaps because Punjab is a prosperous state”.

The charges have been slashed to Rs 20 from the earlier fee of Rs 50.

The Jalandhar SSP, Mr Ishwar Singh, revealed that his office had received 199 applications under the RTI Act, of which reply had been given on 160 cases.

He said 26 queries were under process, and 13 applications had been refused as the information asked pertained to cases still under investigation.

Wife among 5 arrested for murder

Phagwara, September 1
The wife of a Punjab State Electricity Board (PSEB) employee is among the five persons arrested from the nearby Narur village here today.

They have been charged with killing PSEB lineman Buta Mohammed on the August 26 night.

According to a complaint lodged by the daughter of the deceased, on the night of the crime, she had seen some unidentified persons fleeing from her father’s room.

“I found my father dead, and there were injury marks on his neck,” she said.

The police has registered a case under Sections 302/34 of the IPC. A team led by ASP Sukhchain Singh Gill, has rounded up Dharampal, a resident of Hoshiarpur.

Dharampal had been staying at a room adjoining the dargah for the past three and a half years, and allegedly had illicit relations with Kashmiro Begum, the wife of the deceased.

According to the ASP, both Dharampal and Kashmiro wanted to have complete control of the dargah. Buta Mohammad and Dharampal had strained relations over the offerings, he added.

Dharampal and Kashmiro hatched a conspiracy to eliminate Buta Mohammed with the help of Kiran Kumar, Jiwan Lal and Soma Ram.

A deal was struck for Rs 60,000, and half the money was given to Kiran Kumar by the main accused Dharampal, said the ASP.

12 injured as bus overturns

Twelve passengers sustained minor injuries when Amritsar-bound Indo-Canadian Bus overturned at Bidhipur level crossing near Kartarpur here this morning.

A woman from Panchkula, Ms Gauri, sustained injuries on her face.

She was admitted to a private hospital in Jalandhar city.

Protest against giving polytechnics to societies

Students and staff of the Government Polytechnic for Women here held
a rally today to oppose the reported move of the Punjab Government to hand over government polytechnics to societies.

Carrying placards, the protestors blocked the Ladowali Road before going to the Deputy Commissioner’s office to submit a memorandum.

Mr Gurbakshish Singh, staff president, said a Bill had been passed by the Cabinet on August 29. The proposals of the Bill were not made public.

The Minister for Technical Education, Mr Ramesh Chander Dogra, told a delegation which met him the next day that he was unaware of the move.

The protesting students alleged that the government was toying with their future by changing hands, raising fee time and taking technical education out of the reach of poor students.
