Jalandhar, August 29 The heavy downpour over the past few days in Himachal Pradesh has increased the water level in the river which is has now touched the danger mark. With the water level at more than one lakh cusecs, the river is now threatening the livelihood and life of the farmers. The villages that face flood include Parjian, Gujjran, Madhopur, Biharipur, Kannian, Khaire. While the authorities put the level of water at 77,000 cusecs, highly-placed sources said the level was more than one lakh cusecs. Chief Engineer, Drainage Department, Mr R.K. Chaudhary, said the water level had came down slightly on Tuesday and now stood at 77,000 cusecs on Monday. Deputy Commissioner, A. Venu Prasad, said the Patwaris and junior engineers of the Drainage Department have been put on night duty and Lambardars have been told to alert the administration. The DC admitted that it is a low-level flood and the river had touched the danger mark. For the last four days, the water level has been rising. Between dhussi bandh and the Sutlej, comes 10,000 acres of farm land. And nearly 50 per cent of it is submerged, Drainage Department officials said. The farmers had sown the crops after months of toil and huge money. Now its all going to be washed away, unless the administration does something. Block president of the Kirti Kisan Union said the crops between the bandh and the Sutlej is totally damaged. Last year, a farmer committed suicide after he lost his crops to the river’s fury. Tarsem Singh, the victim, had six acres of land in Kanian Salema village. Surjit Singh, a farmer in Raipur Gujjran village said his 35 acre land fell in the danger zone. Comrade Ram Singh of Baghela village alleged that the Drainage Department had done nothing yet to check the floods in advance. “They only take action after tragedy strikes,” he said. |

Jalandhar, August 29 Heaps of garbage and accumulated rainwater due to improper drainage system has left many residents, including children, ill. They have been admitted to the Civil Hospital and private hospitals after drinking water supply mixed with sewage lines. Water supply pipes at Mithu Basti are badly corroded. The residents said many residents complained of nausea, vomiting and dysentery after which they were taken to the hospital yesterday. Ten-year old Kanchan Kumari and her five-year-old brother Anand Kumar are admitted to the children ward of the Civil Hospital here. They were in bad condition yesterday but are now said to be stable. Seven-month-old Prince from Arjun Nagar is also in the same ward. His mother, Ms Jasbir Kaur, said they had been taken water from hand pump put up on sewer line. She suspects this could have been the cause of infection. Mr Daleep Kumar, a factory worker and father of Neelam Kumari (5), had also dug up a pump on the line to get sufficient water supply. Pritam Kaur (50), Sewa Singh (60), Devinder Kaur and Rimpy too were admitted with the same problem There also have been reports from other areas as well. Five-year-old Kajal, has come from Urban Estate, Phase-II. Dr Balbir Singh, in charge of the children ward, said all children were stable now. There have been some reports from private hospitals too as two-and-half-year-old Simmi from Mithu Basti was admitted at Sigma Hospital complaining of similar symptoms. |
Red light blazes on Civil Surgeon’s car
Jalandhar, August 29 Dr Jarewal has been using official Ambassador car — No PB-08-AH-0072 — fitted with an unauthorised red light in violation of traffic rules. He is not even entitled to use a blue light on his vehicle as per the provisions of the latest notification of the Punjab Government, issued in April 2006. According to the notification, issued by the Transport Department under the signatures of the Secretary, Department of Transport, Punjab, only the Deputy Commissioners and Senior Superintendents of Police are entitled to use the red beacon atop their vehicles. Display of the blue light is allowed to the Additional District Magistrates, SDMs, Executive Magistrates, police officials not below the rank of DSPs, SHOs, Officers of the Transport Department (not below the rank of Assistant District Transport Officers), Excise and Taxation officers, and District Food and Supplies Controller. Officials of the Transport Department and even police officials had switched to the blue light immediately after the issuance of notification but no change was seen in the case of the vehicle of the Civil Surgeon. Perhaps, he was not aware about the change. Ironically, traffic cops, who usually challan violators for minor offences, have failed to take note of this violation. The Ambassador is also spotted frequently moving in and out of the District Administrative Complex (DAC), from where, the transport officials, including, the District Transport Officer, operate. His predecessors also used the red light on their official vehicles. When contacted, Dr Avtar Singh Jarewal admitted that he was not entitled to use of the red light atop his vehicle. “ I will ask the driver,” was all he said about the issue. |

Jalandhar, August 29 While posts of 10 service providers in the reserved quota could not be filled, three service providers left soon after. This has forced hundreds of poor families to take expensive treatment from nearby private hospitals or travel several kilometres to reach the busy Civil Hospital here. Medicines worth Rs 2.25 lakh that were meant for the 10 dispensaries have been distributed to the 80 functioning dispensaries. These 10 dispensaries include those under the Mahetpur primary health centre at Gill, Sidhwan, Baghela, Dhaliwal and Adraman villages. Three subsidiary health centres at Kang Kalan, Budanwal, Parjian Kalan villages under the Shahkot primary health center, Dhanda village under the primary health centre at Jandiala and Umarpura village under the primary health centre Bilga are also without service providers. The posts could not be filled in 10 dispensaries as there were not enough candidates, five of which were reserved for former servicemen (general category), two for former servicemen (backward caste) and three for physically challenged candidates. As per the information available from the Zila Parishad office here, service providers at three dispensaries at Phulariwal, Partabpura and Mithapur under the primary health centre Jamsher Khas have left. For Mithapur dispensary that caters to more than 30,000 people, the new service provider too reportedly failed to show up. Chaudhary Surinder Singh, Chairman, Zila Parishad, when contacted, said the counselling for vacant posts would be held soon. Action would be taken against the service providers who did not join the posts, thereby breaking the rules of three-year contract signed by them, he added. |
Bid to construct temple on forest land
Kapurthala, August 29 Local MP Rana Gurjit Singh has allegedly been supporting the encroachers. The encroachers have already constructed a structure there. However, when the Forest Department brought the matter to the notice of the district administration, it restrained them from further
construction. The land was declared protected as per a notification issued on August 27, 2001. Eucalyptus and Arjun trees are located on this 23 kanal and 11 marla forest land.
Rana Gurjit Singh had reportedly inaugurated the construction on a portion of the forest land a few days back. However the forest department came to know about the ongoing illegal construction on the land during the intervening night of August 27 and 28. The Forest Range Officer, Mr Swaran Singh
Dhillon, informed his the Forest Divisional Officer at Phillaur, Mr Ram Sharan, on Monday. Mr Dhillon stated in the letter, a copy of which has been procured by The Tribune, that he along with a Forest Guard, Gulab Singh, and Block Officer, Sukhjinder Singh, had gone to the spot and tried to remove the structure, but they could not. Interestingly, the Forest Range officer also stated in the letter to his senior that Rana Gurjit Singh had inaugurated the construction work on the land. The encroachers were adamant to continue construction, he further stated in the letter. The letter added that SSP Rajiv Ahir and the DC had been informed of the entire matter. The SSP had also sent the City police station SHO to enquire into the matter, but to no avail, the letter said. Rana Gurjit Singh, Kapurthala SSP could not be contacted despite
repeated attempts. However the DC said the persons had been restrained from further construction. |
17-year-old girl raped
Phagwara, August 29 The victim, a resident of the same village, is undergoing medical examination in the Civil Hospital. The victim alleged that a village resident, identified as Malkiat Ram, raped her. She said she was had gone to the fields to ease herself when she was abused. The Sadar police, on the victim’s statement, has registered a case under Section 376 of the IPC against the accused. |
Man held for killing father
Phagwara, August 29 According to ASP Sukhchain Singh Gill, the accused, Daljit Singh, the son of the deceased, killed his father, Surjit Ram, a resident of Manav Nagar. The police has recovered the decomposed body of the deceased from a plot in the Manav Nagar area in Hadiabad sub-town and arrested two other persons, identified as Vinod Kumar and Vivek Duggal. A police party headed by the ASP, exhumed the skeleton of the victim in the presence of SSP Rajiv Ahir, Naib Tehsildar and Duty Magistrate from Manav Nagar on Sunday night. Daljit Singh has confessed to having committed the crime at the instance of his stepmother Gurdev Kaur. It is also learnt that Surjit Ram, who was married to Harbhajan Kaur and had two sons, tied the knot with one Gurdev Kaur in the UK. He used to spend six months in India and six months in the UK. The crime came to light when the police were interrogating Daljit Singh in a property dispute case filed by his real mother. The two other accused are Vinod Kumar and Vivek Duggal. Daljit had paid them Rs 50,000 each to help him murder and dispose off the body. The police has ruled out the involvement of Daljit’s stepmother in the case. |
