Bail plea dismissed in Sacha Sauda case
Chandigarh, February 7 Rejecting the pleas of manager Inder Sain and his associate, Avtar Singh, Mr Justice Rajive Bhalla concurred with the stand of the Central Bureau of Investigation (CBI) counsel, Mr Rajan Gupta, that custodial interrogation of the two accused was crucial to uncover the conspiracy behind these murders. Mr Justice Bhalla had reserved his verdict in the case sometime back. The court also dismissed another application filed by the accused, seeking restrain on the CBI to continue with the probe as it had not been granted extension in the probe period. However, the CBI counsel told the Bench that the agency was continuing the probe as there were no court orders against the same. He alleged that the application of the accused was only aimed at creating hurdles in the probe, adding that the custodial interrogation of Inder Sain and Avtar Singh was important to carry the investigations to their logical conclusion. The CBI has been investigating the murders and alleged sexual harassment of female inmates of the dera following the orders issued on November 10, 2003, by the High Court. Among others, Kishan Lal, another manager of the dera, has been arrested in connection with the crimes, while the CBI had been keen to arrest Inder Sain and Avtar Singh for custodial interrogation to probe their roles as also the alleged role of the dera chief Baba Gurmit Ram Rahim Singh in the conspiracy. Meanwhile, the Division Bench headed by Mr Justice Amar Dutt, which is to decide the CBI's prayer for extension of the probe period by another three months, adjourned the hearing to February 10. Sometime back, the CBI had submitted its status report on the investigations into the alleged involvement of the management of the dera in the murders. |
Transfer issue figures at meeting on RTI Act
Chandigarh, February 7 The notice issued in this regard, for some inexplicable reason, described the meeting as a “seminar”, to be presided over by the Chief Secretary, Ms Meenaxi Anand Chaudhry. The Principal Secretaries and Secretaries of all government departments participated in the meeting. One participant first raised the question of handling queries regarding the transfer of employees carried out at the instance of political heavyweights. The question found a favourable echo in another bureaucrat, who asked whether it would be appropriate to hand over the transfer note issued by the Chief Minister’s office to the person making a query about his or her transfer. While transfers have been officially banned in the state, the reality is that a large number of transfers are taking place every day with persons having political connections or deep pockets being the beneficiaries. Ordinarily, a transfer is supposed to be carried out only on administrative grounds. But no such “grounds” are found for employees being transferred by the state government. This worries bureaucrats who will have to provide answers to questions under the RTI Act. The Chief Minister, Mr Bhupinder Singh Hooda, would have stopped the practice of using political connections to secure one’s transfer. But ministers, MLAs and others will not let it happen. The Chief Secretary , however, discouraged further discussion on the issue of transfers and said it was up to the officers to tackle the problem. She asked the participants to stick to the agenda of the meeting which was to review the implementation of the RTI Act. The agenda included a review of the action taken by the departments to modify the existing Acts governing the secrecy of instruments/records the to enable the public to get to know about notings made by government functionaries on files. The participants were also asked to furnish information regarding the steps taken by them on the publication of documents mentioned under section 4 of the Act. Under this section, the departments are supposed to publish information in a booklet. They were also asked to make the information available on the RTI website (www.rti.gov.in). The participants were also asked to give an update about designating officials as public information officers at directorates, assistant public information officers in districts and subdivisions and the First Appellate Authority at the headquarters. |
HAU gets Rs 2.82 cr grant for RCT lab
Hisar, February 7 This was stated by the newly appointed the HAU Vice-Chancellor, Dr J.C. Katyal, while talking to The Tribune here today. He said the RCT laboratory would have state-of-the-art equipment and would be set up as a niche area of excellence on the HAU premises. “The world-class laboratory will have the most advanced facilities for scientific training for basic research and technology development in the area of resource conservation,” Dr Katyal said, adding that a museum would also be established as part of the facility. Earlier, addressing the valedictory session of an ICAR-sponsored winter school on the Resource Conservation Technology in Agriculture, the Vice-Chancellor underlined the need for the conservation of natural resources for providing food security to the burgeoning population. Sanitation park inaugurated
Hisar, February 7 The Additional Deputy Commissioner, Mr Pankaj Aggarwal, gave an elaborate account of the Total Sanitation Campaign. He said the drive was aimed at developing a health and eco-friendly approach among the masses. H.S. Sisodia, a member of the national monitoring committee of the Union Rural Development Ministry, was also present on the occasion. The setting up of such sanitation parks in the state is aimed at creating a hygienic atmosphere in the rural areas, apart from making people aware and alert about maintaining cleanliness for a healthy life. The park contains models of various toilets, details on their construction, a technique for disposal of waste water from village streets and use of soak pits for putting waste water, thereby increasing the level of underground water. The Total Sanitation Campaign is being managed by the Department of Water Supply under the Union Ministry of Rural Development. This campaign is being implemented at the local level by the DRDA. |
Ex-minister wants ‘gaushala’ vacated
Yamunanagar, February 6 Dr Sharma complained to Deputy Commissioner Sukriti Likhi that a piece of land measuring two acres opposite the Jagadhri Club was allotted by the government for the construction of a civil rest house. A foundation stone for it was also laid several years ago. However, the land these days was being used by the Go Raksha Samiti and the samiti claimed the land was given to it by the district administration. Dr Sharma said a “gaushala” had already been functioning near the Matak Chowk in Jagadhri since 1907. He said the land in question should be got vacated and cows kept there be shifted. He also demanded an inquiry into the matter. The DC reportedly assured him that appropriate steps would be taken. Mr Subhash Goel, general secretary of the samiti, however, said the land was given to the samiti (on temporary basis) in 2004 by the then Deputy Commissioner. According to him, the “gaushala” management was not ready to keep cows got freed from the clutches of cow smugglers, hence it constructed some sheds, a water tank and a fodder storage cell for these cows. Mr Goel said the samiti would vacate the land if asked by the administration to do so. At present, 54 cows had been kept in the sheds there, he added. |
Capt Yadav meets Soz over new canal
Chandigarh, February 7 According to sources, Capt Yadav, who met Mr Soz in Delhi today, told the Union Minister that the opposition from Punjab was totally uncalled for. He said by protesting against the canal, the Punjab Government was playing into the hands of the Opposition INLD in Haryana. He said the canal was being constructed by the state government to pave the way for equitable distribution of the water available in the state. Capt Yadav said there was only 14 MAF water available in Haryana against the requirement of 35 MAF. The southern districts Mahendragarh, Rewari, Jhajjar and Bhiwani were lying dry and even drinking water was not available. He urged the Union Minister to set up storage dams on the upstream of the Yamuna at the earliest to prevent a whole lot of water from going waste. The dams such as Renuka, Kishau and Lakhwar Vyasi may also be got constructed since states such as Haryana, Delhi, Rajasthan and Himachal did not have any objection, he said. Capt Yadav also talked to the Union Minister about the necessity of early completion of the SYL Canal. |

Chandigarh, February 7 Mr Hooda said this in the managing body meeting of the Haryana Red Cross Society held here today under the chairmanship of the Governor, Dr A.R. Kidwai. The Honorary Secretary of the Society, Mr Subhash Bhardwaj, informed the Chief Minister that the Red Cross had decided to put into service mobile vans equipped with the latest machinery to provide lightweight artificial limbs to the people at their doorsteps in the rural areas of the state. He said the first mobile van would be launched from Yamunanagar. Dr Kidwai said in order to curb the menace of professional blood donors, all educational and social organisations should be asked to organise blood donation camps with the assistance of government organisations. The managing body also passed the annual budget amounting to Rs 1.7 crore. The Governor also presided over the Executive Committee meeting of the St. John Ambulance Association and said special attention should be paid toward ex-servicemen and their widows. |

Bhiwani, February 7 Chander Bhan of Golpura village had lodged a report with the police on November 13, 2002, that he had family relations with his neighbour Jai Singh. Jai Singh had gone to Delhi along with his family and came to village on November 10, 2002. Jai Singh arrived in the field where he was working with his wife. After some conversation, Jai Singh returned home with his daughter and later, he found that Jai Singh had eloped with his daughter. The police had registered a case against Jai Singh and Sunil Kumar. |
Bhajan’s security chief shoots self
Hisar, February 7 Ishwar, 42, belonged to Mitthi village under Siwani tehsil of Bhiwani district. He had been in the police service for about 20 years. He is survived by two daughters and a son. According to police and family sources, the deceased was mentally disturbed for the past some time. His body was handed over to his family after a post-mortem examination. The police has registered a case and investigations are on in this regard. |

Incentives for dependents of defence staff
Chandigarh, February 7 The incentives include doubling the rates of additional pension and increase in the grant for marriage of daughters. The slab of income of war widows, and ex-servicemen suffering 100 per cent disability in war to get financial assistance for repair and construction of houses has been raised. The state government has increased the grant-in-aid for industrial training centres being run by Sainik Pariwar Bhavan. It is after a long time that these enhancements have been made by the committee in view of the increase in cost of living, a statement issued here said. |

Shopkeeper jailed
Kaithal, February 7 Shopkeeper Kanwar Jeet of Cheeka purchased some articles, including timber and cement on credit from Surinder and co. Jind road Kaithal. When the seller pressed for payment of amount, the purchaser firm issued a cheque for Rs 5 lakh to Kaithal-based firm. The cheque was presented for payment in the bank but the bank returned the cheque with comments that the firm had no amount in its account. The Kaithal firm filed a case in court against the Cheeka firm. The court produced before held the Cheeka firm guilty under the Negotiable Instruments Act and sentenced it to one year’s imprisonment and fine. |
Boy dupes govt employees of

Hisar, February 7 Virender and Pravin had gone to the local Union Bank of India for depositing Rs 2 lakh when a boy, about 12-year-old, approached them outside the bank building. He told Virender that there were some stains on his sweater. When Virender kept the bag containing cash on a motor cycle to check his sweater, the boy picked up the bag and ran away. Virender and Pravin tried to catch the boy but he fled. A case has been registered.
