Chandigarh, January 13 The government had strengthened the vigilance mechanism to effectively check corrupt activities, he said, adding that the government had also appointed a Lok Ayukta to act as a watchdog against corruption. The speech also pulled up the “previous government” for failing to keep its promise of waiving the pending electricity arrears of villagers. The Governor said that “foremost” amongst the “historic decisions” taken by the Bhupinder Singh Hooda regime was the decision to waive power arrears of Rs 1,600 crore. Dr Kidwai said the issue, which caused the deaths of several farmers in the past, had been settled once and for all. The waiver scheme introduced by the present government was a “resounding success”, he said. On the government’s initiative on the power sector, Dr Kidwai said the construction of the 600 MW thermal plant in Yamunanagar was likely to be completed by March, 2008. The government also intended to have an additional generation capacity of 4,000 MW in the state. Arrangements were also under way for facilitating further generation of over 3,000 MW by gas-based plants. Dr Kidwai said as a result of persuasion by the state government, the National Highway Authority of India was getting an elevated highway constructed to cover the 10 km portion of NH-1 passing through Panipat city. Dr Kidwai said the government would make all-out efforts to convince the Central Government to accede to its demand for a separate high court. He added that the government was determined to realise its full share of the Ravi-Beas waters through the Sutlej-Yamuna link canal. On the health and nutrition front, Dr Kidwai said an accredited social health activist would be appointed in every village in a phased manner to attend to the health requirements of pregnant women and their post-natal care. With a view to improving the sex ratio, the government had decided to give an incentive of Rs 5,000 every year for five years to families having a second girl child. It had also been decided to issue health cards to all girl students of 18 years and below. Dr Kidwai said since the new government took over in March, an investment of Rs 7,000 crore had catalysed in Haryana. The government was planning to set up several industrial clusters. A textile cluster in Panipat and a light engineering goods cluster in Faridabad were already under way. An auto parts cluster in Gurgaon was also under consideration. He said the restructuring of different departments was being done to improve efficiency. Efforts were also being made to fill vacant posts in critical departments. The government had a proposal to chart a futuristic “Vision 2020” document for development and good governance. He said the government would ensure the implementation of the Right to Information Act, 2005, in right earnest to bring about transparency and accountability in the administration. |
Sentence reduced in murder case

Chandigarh, January 13 Disposing of the petition filed by Pawan and Harkesh, who had been sentenced to life imprisonment and fined Rs 10,000 each by the District and Sessions Judge, Gurgaon, on February 4, 1997, the Division Bench comprising Mr Justice Mehtab Singh Gill and Mr Justice Uma Nath Singh reduced the sentence to 10 years each. Pawan and Harkesh had murdered Gurgaon-based lawyer Jagdish on August 31, 1994. As per the prosecution story, both were tenants in the shop owned by Jagdish. The deceased wanted them to vacate the shop, which they were refusing to do. On the day of the incident, Jagdish and some of his supporters went to the shop in order to take possession. However, a fight broke out, resulting in the death of Jagdish. In their appeal against the lower court order, Pawan and Harkesh claimed that they had retaliated in self defence as Jagdish and his supporters had initially attacked them. However, the Bench noted that while self defence could help the two appellants in their case, but only to some extent as the deceased had 13 deep stab wounds, which resulted in his death. However, taking into view the circumstances of the case, the Bench reduced the sentence to 10 years each. |
INLD members stage walkout
Chandigarh, January 13 Later, Mr Sushil Indora, Deputy Leader of the INLD, told the House that the walkout was to protest against Mr Surjewala’s participation in the proceedings. He said Mr Surjewala’s name had figured in the controversy triggered off by the Volcker report. Each time Mr Surjewala would get up to say anything, the INLD would protest, Mr Indora said. The BAC prescribed holding the session for three days — January 13, 14 and 16. On each day, there will be one sitting of the House. The main agenda today was the Address by the Governor and the election of Speaker. Discussion on the Address will start tomorrow. The discussion will resume on Monday and will be followed by voting on the Motion of Thanks. Legislative business and any other business needing to be taken up by the House are also listed for Monday. Before Mr Surjewala apprised the House of the report of the BAC, the acting Speaker, Mr Azad Mohammad, read out INLD leader Om Prakash Chautala’s letter expressing his inability to attend the session due to poor health. Mr Karan Singh Dalal, Congress MLA and known detractor of Mr Chautala, tried to say something regarding Mr Chautala’s letter, but was refused permission by the acting Speaker. |
278 found travelling without ticket
Sonepat, January 13 According to a report, the officials of the checking staff, headed by Mr A.K. Nauladha, AGM, checked a number of incoming and outgoing trains and apprehended the passengers travelling without ticket. These include milk vendors who were found travelling in the trains along with their big milk containers. As many as seven passengers were found travelling in the women’s compartment. All of them were produced before the Special Railway Magistrate who imposed a fine ranging from Rs 600 to Rs 800 on them. A sum of Rs 100 each was imposed as penalty on the passengers who were found travelling in the women’s compartment. As many as 119 passengers were tried on the spot and 60 of them failed to pay the amount of the penalty and they were sent to the jail. 100 phones dead

Labour policy criticised
Ambala, January 13 Mr Pawan Kumar said the new labour policy was far removed from the truth. He said the labour policy did not take into consideration the unorganised sector. It seemed the labour policy had been formulated to
benefit rich industrialists. He said under the new policy, regular inspection had been brought to an end and it had been stated that only under a special complaint, investigations would be carried out. He criticised the new labour policy of the Haryana Government.

Factory worker commits suicide
Panipat, January 13 Rajbir (25), hailing from Rajasthan, was working at a handloom unit at Sector 29. In his suicide note, police sources confirmed that the worker had alleged that the factory owner was harassing him. Fed up by the mental trauma, he ended his life by jumping in front of a train at Siwah village, 8 km from here. According to the police, this was of the examples in the recent past where a worker had taken such an extreme step in the industrial town. |
10-yr term for drug trafficking
Fatehabad, January 13 The crime branch of the district police had arrested Hans Raj, a resident of Rattia, and Jaspal and Buga Singh, both residents of Musa Khera village with 82 kg poppy husk on June 8, 2003. The three accused were arrested when they were carrying the contraband in a vehicle.

One held for offering bribe
Kaithal, January 13 Mr Mahaveer Singh, a resident of Pega village, contacted Mr Sham Sunder, reader to the SP and sought his help for recommending parole for a convict, Satveer Jahabbal, who is lodged in Sirsa jail. The reader informed the SP, Mr Navdeep Singh Virk. A trap was laid and Mahaveer was asked to come to the police lines here. When he offered Rs 3,000 to Mr Sham Sunder, he was arrested by the police party.
