Non-teaching staff on strike

Ludhiana, September 28
On a call given by the Central Union, the Arya College Non-Teaching Union here observed one-day strike today. The strike was led by Mr Rajiv Bhasin, president of the union.

Mr Bhasin, addressing the union employees, demanded merger of 50 per cent basic salary, 95 per cent release of grant and removal of ban on fresh recruitment. On October 10, a strike would be observed by the union against anti-employee policies of the state government. Mr Bhasin alleged that the government was not paying attention towards the progress of education.

National integration camp: The fifth day of the National integration camp at Master Tara Singh College here witnessed several activities. Mr Jagwinder Singh, Civil Defence Instructor, delivered a talk and gave training on civil defence. In declamation contest, Della Magnem of Andhra Pradesh stood first. The second position was bagged by Shivani representing Haryana while the third prize went to Disha from Uttaranchal.

In debate, Supriya from Andhra Pradesh stood first, the second prize was given to Vasundhra Singh of Uttaranchal and Puneet from Chandigarh was third.

An anti-pollution and awareness rally was also organised by the volunteers. Ms Usha R.Sharma, Special Secretary to the Government of Punjab, was the chief guest on this occasion.

The cultural evening included various songs, dance items, etc.Mr Nachattar Gill presided over the function.

NSS camp: A 10-day NSS camp at Kamla Lohia S.D. College entered the fourth day today. A first-aid training programme was organised in which Ms Usha from the Red Cross Society delivered a lecture. Principal Deepak Kaushal and programme officer Yograj Angrish and other staff members were also present in the first-aid training workshop.

Principal Deepak Kaushal, addressing the students, stressed the importance of the first-aid and motivated the students to help the people after getting trained in this workshop as the first-aid, if given on time, could save a life.

Hindi Divas celebrated at TPS

Various competitions were organised at Tagore Public School to mark Hindi Divas here yesterday. State Bank of India sponsored the contests.

The following are the results.

Competitions in handwriting (Class I-V), creative writing (class VI-VIII) and slogan writing (Class IX- XI) were held. The results are as under.

Handwriting: Piyush Aggarwal of Class IV-C 1; Kritika of Class IV-C 2; and Tanisha and Simran of Class IV-A stood third and fourth respectively.

Creative writing: Anjali and Priya of Class VIII-C got first and second position respectively while Jaskirat Kaur of Class VII- A stood third and Kritika of Class VI-B won the fourth position.

Slogan writing: Roopan Wadwa of Class IX-B 1; Kamal Dhaliwal of Class IX-C 2; Tanu of Class IX-B 3; and Sandeep Kaur of Class IX-C 4.

The manger of the SBI, along with his team, gave away the prizes to the winner. The Principal of the school, Ms Amrita Jakhar, thanked the bank officials for sponsoring the competitions.

Uniforms donated to Bal Bhavan students

The Senior Citizens’ Conclave distributed uniforms to all students of Bal Bhavan here on Monday. A majority of the students were orphans and challenged The conclave established a few months back has been serving for the cause of poor and downtrodden.

Dr D.B. Sharma, general secretary of the conclave, in a press statement said today that it was in the process of adopting schools in the remote areas where it would identify talented students and offer them free education up to the university level. The conclave also decided to distribute blankets and other accessories to senior citizens of the Swami Vivekanand Vridh Ashram. It has also embarked Rs 20,000 to be distributed as scholarships to the needy and meritorious students.

Science fair held

A science fair was organised at Sh Lal Bahadur Shastri Public High School. The fair was inaugurated on Monday. A variety of working models on sciences, mathematics and information technology were put on display.

Some models showed the disposal of solid waste from hospitals and producing compost and electric power, besides harnessing solar energy, geo-thermal energy and ocean wave energy for generating power.

State-level Lok Adalat for criminal cases

In order to streamline the dispension of speedy justice, the Ludhiana Sessions Division has decided to hold a state-level Lok Adalat to dispose of compoundable criminal cases on November 26.

The District Legal Services Authority held a meeting under the chairmanship of Mr Harbans Lal, District and Sessions Judge, to chalk out a strategy in this regard. Mr H.P.S Mahal, member secretary of the State Legal Services Authority, Chandigarh, also attended the meeting.

Addressing senior police officials and Judicial Officers, Mr Harbans Lal stressed the need to settle maximum number of cases through Lok Adalats. He said it would not only reduce the pendency of cases, but also help in reducing acrimony among the parties.

“Number of times, the parties keep pursuing legal battles due to ego problems. If Judicial Officers would intervene and persuade them, it would put an end to needless litigation,” he said. He also instructed the Judicial Officers to immediately work for the purpose.

He said all types of compoundable criminal cases like those under Sections 323, 324, 325 and 420 of the IPC, cheque bounce cases, traffic challans and cancellations of FIRs would be taken up in the Lok Adalat.

The SP (Traffic), Mr Gurdial Singh, Mr Gurpreet Singh (SP-D), Mr Dilbag Singh (SP-D, Khanna), Mr S.P Singh (SP-D, Jagroan), Mr K.S.Cheema, Chief Judicial Magistrate, Mr S. S. DC orders fast-track courts for NRIs

Non-Resident Indians (NRIs) can heave a sigh of relief following the decision of the state government to set up fast-track courts to deal with the revenue cases of NRIs.

In this context, Ludhiana Deputy Commissioner Anurag Verma today directed all SDMs in the district to immediately set up such courts as per the directions of the Department of Revenue and Rehabilitation (Judicial Wing), Punjab.

The directions were issued by the Deputy Commissioner while presiding over a meeting of the SDMs here today.

He said with a view to providing speedy justice to NRIs, the 'revenue fast-track courts' would function at the lowest revenue-court level, i.e. in the courts of the Tehsildars and Naib Tehsildars.

As per the directions, an NRI means a person of Indian origin who is either permanently or temporarily settled outside India, in either case, i.e. for or on taking up employment outside India, for carrying on a business or vocation outside India and for any other purpose, in such circumstances as would indicate his intention to stay outside India for an uncertain period.

He informed that to efficiently expedite the cases, each court of the Naib Tehsildar/ Tehsildar should adopt a reasonable time limit in the matter of undisputed/unregistered wills in which NRIs have an interest and the process of service of the respondents in the cases of an NRI petitioner would be done through the issue of dasti summons, mushtri munadi and registered AD, simultaneously for its speedy completion.

He directed that in case of disputed mutations all concerned parties should be called simultaneously by the presiding officer through the service process as mentioned and the case be decided in one go.

Mr Verma added that the court case of an NRI should be flagged with a distinctive colour carrying the printed words — court case of NRI — for its differentiation from other regular cases and the case should be fixed for hearing through a separate cause list.

The DC added that in order to avail of this relief, the petitioner NRI should produce the copy of his/her valid passport to prove that he/she was an NRI.

An NRI would also be entitled to file his case through a special 'Power of Attorney', which might bear a special logo of different colour of the respective NRIs Sabha of the state, he said.

Through this Power of Attorney, the case would be heard as the fast-track court case and for pending cases, the concerned revenue court should, after verifying from the passport the legitimate NRI status of the litigant, transfer the same to the fast-track court for NRI matters and include the case in the cause list of NRI matters for expeditious adjudication.

Mr Verma disclosed that the progress of these cases should be monitored at the level of Sub- Divisional Magistrate, District collector and Commissioner during monthly/quarterly meetings.

Mann keen on revving up Punjabi cinema, music

After a hiatus of four years, Dil Dol Gaya — a new music album of popular singer Harbhajan Mann was released this week.
Harbhajan Mann, before going to Canada to shoot a video of one of its songs, called an impromptu press conference in the city yesterday evening.

When asked what took him so long to come out with a new album, he said, "During these four years , I made two films in Punjabi which have proved to be very successful." Both my films — 'Jee Ayaan Nu', and 'Asanu Maan Watana Daa'— had done a lot to boost the image of the Punjabi cinema which was tottering.

When I met Director Man Mohan Singh and asked him to direct my film 'Jee Aayan Nu', he told me that he would do so, only if I was ready to work seriously with him atleast for two years.

"I agreed and it has been worth spending time on these two movies as NRI Punjabis feel that my films have helped revive Punjabi tradition and culture," he said. So his singing got pushed back.

'Dil Dol Gaya' is an album that reflects all colours of one's life. The 9 songs of the album reflect both joy and sorrow with 'Heer' thrown in.

Four dancing numbers have been recorded in London as recording studios there are technically superior.

I find the melody of 'Heer' hauntingly sweet and cannot resist singing it.

Mann said,"In future, I will maintain a balance between making films and bringing out my albums. I intend to make two films in near future. As soon as I return from Canada, I will start shooting for an untitled film on November 15."

"The subject of the film will revolve around disintegration of joint families. We will show traditional dresses worn by our grand parents' generation. The second film will be based on the life and works of the immortal Shiv Kumar Batalvi'. I will play the lead role . The shooting of the film will begin on January 15," he added.

He said what distresses all the singers and actors was the large- scale piracy of CD's DVD's and cassettes.

Mann said,"My album 'Dil Dol Gaya' has been in the market for not even a week but people can download the songs from this album from more than 20 Internet sites. We cannot reduce the costs of CD's as they have to excel in technical quality in order to compete with English songs. So CD's will remain expensive. The govt should throw its weight behind checking the piracy or music industry will not flourish."

Doctor cautions against self-medication

Dr Rajoo Singh Chhina, MS (P) and head of the Gastroenterology Department at the DMCH here, has cautioned against the practice of self-medication, which people in old age usually resort to.

Delivering a lecture on “Gastrointestinal diseases of old age” at a function organised by Nehru Rose Garden Senior Citizens Association yesterday, he observed that many problems, which earlier seemed to have no relation with the abdomen, were later diagnosed to be gastrointestinal problems.

Commenting on constipation faced by the elderly, he said major factors responsible for this were inadequate fluid intake, sedentary lifestyle, drugs and even psychological stress.

He suggested simple dietary modification as a better way of relief rather than going for medication. “Medications such as antacids that contain aluminum, antihistamines, tranquilisers and sedatives can also lead to constipation in some individuals.” he said. About the problem of ulcers, he remarked that these were caused by increase in acid and a bacteria which could be cured by medicines.

Dr Chhina was of the view that morning walk and regular exercises considerably helped the elders to keep at bay various gastro-related ailments. He said the role of surgery should be limited to symptomatic gall stones only.

The yoga consultant of DMCH, Dr Sanjeev Singh Rawat, stressed upon “pranaayam” which helped in acquiring mental peace and relief from stress.

Printed matter on health education was distributed among members. The president of an association, Mr Ved Prakash Khare, thanked the chief guest for disseminating useful information.

The members were informed that the DMCH would be conducting a two-day senior citizen check-up camp on the hospital premises from October, 1 to mark World Senior Citizens Day.

Apollo doctors perform rare cardiac surgery

When city resident Jagdish Kumar Sharma (42), an engineer, was admitted to the ICCU of SPS Apollo Hospitals here with complaint of sudden onset of breathlessness and heart failure he did not have any idea that in surgically treating the cluster of his complex congenital heart problems doctors would be creating a history of sorts and performing world’s second such cardiac surgery successfully.

Addressing a news conference here today, Dr K. C. Mukherjee, senior consultant and coordinator, Cardiac Surgery, SPS Apollo Hospital, said the patient was stabilised and thoroughly investigated. After echocardiography, angiography, CT and MR angiography, he was diagnosed as suffering from a very rare combination of four complex heart diseases.

“He had coarctation of aorta (narrowing of the main artery supplying to whole body from the heart), ventricular septal defect (a hole in the wall separating two pumping chambers of the heart), sinus of valsalva aneurysm (one of the sinus of valsalva, an out-pouching of aorta at the origin, is ballooned out) and aortic valve regurgitation (leak). This complex lesion had led to upper body high blood pressure and heart failure,” he said.

Dr Mukherjee said although going by traditional corrective procedures, these four problems required specific and different surgical treatment, taking it as a challenge, a team of doctors decided to repair them in one go.

“For this complex operation, we used open heart surgical technique. Patient’s heart and lung functions were taken over by the heart lung machine for five hours. During this period a dacron graft was used to connect ascending to descending aorta, bypassing the diseased narrow portion of aorta while at the same time maintaining blood supply to brain and upper body. The leaking aortic valve was taken out and was replaced with a mechanical metallic valve.

Hole in the heart was repaired with a dacron patch. Side by side, the ballooned sinus of valsalva was doubly repaired with dacron and patient’s own pericardium.”

The team comprised Dr Anupam Shrivastava, senior cardiac anesthesiologist, Dr Sanjeev Chandna, cardiac surgeon, Dr Arun Gupta, cardiac anaesthesiologist, and they were supported by cardiologists Dr R.P. Singh, Dr Anwar Khan, radiologist Dr Lovneeish Garg as well as cardiac surgical OT and ICU staff.

According to Dr Mukherjee, the entire procedure was finished in seven hours and the patient regained consciousness after six hours of surgery.

He maintained that to the best of their knowledge, extensive search of medical and general search engines of the Internet, personal communication with Dr Tom Ferguson, in charge, 'ctsnet.org' (most reputed cardio-thoracic surgery portal) and other eminent professors of prestigious institutes of India, it had been concluded that only one similar case had been reported till today. It was in 1974 when the Japanese surgeons had performed such complex cardiac surgery.

350 examined at medical camp

On the death anniversary of Sant Baba Amar Singh (Anianwale), a medical camp was organised by Desh Bhagat Ayurvedic College and Hospital, Mandi Gobindgarh, in association with Sant Baba Amrik Singh Ji at Khumna village near here yesterday.
As many as 350 patients were examined during the camp and medicines were provided to the patients free of cost.

Kila Raipur in boys’ section and the Ludhiana wing in girls’ section bagged titles in the hockey (U-19 years) of the 51st Punjab State Inter-District Games conducted here. Kila Raipur lads beat Faridkot and the Ludhiana wing defeated the Kairon wing of Amritsar to emerge champions. Moga and Muktsar secured the third spot in boys’ and girls’ sections, respectively.

In badminton (U-17 years), Ludhiana and Ropar romped home to bag the title in boys’ and girls’ section, respectively, while Amritsar and Ropar secured the second and third position in boys’ section. In girls’ section, the second and third positions were bagged by Jalandhar and Amritsar.

Other results: Softball (boys U-19 years) — Ludhiana 1, Patiala 2 and Sangrur 3; (boys U-17 years) — Ludhiana 1, Patiala 2; (boys U-14 years) — Ludhiana 1, Jalandhar 2 and Sangrur 3; (girls U-19) — Ludhiana 1, Jalandhar 2 and Amritsar 3; (girls U-17 years) — Ludhiana 1, Moga 2 and Jalandhar 3; (girls U-14 years) — Ludhiana 1, Moga 2 and Amritsar 3.

Tagore school shuttlers win

Shuttlers of Tagore Public School, Aggar Nagar, Ludhiana, gave an excellent performance during the recently concluded 51st Punjab State School Inter-District Games winning the title in the U-17 section.

Raj Kumar, Gurbax Singh, Gurattanvir Singh, Anand Tiwari, all of Tagore Public School, and Ravneet Singh of Government Senior Secondary School, Sahnewal, trainees of senior badminton coach and District Sports Officer, Ludhiana, Mr Gianinder Singh, represented Ludhiana in these games and came out triumphant.

In the super-league phase of this five-day games, Ludhiana beat Ropar, Sangrur and Amritsar 2-0 and emerged champions without being challenged.

The promising shuttler, Raj Kumar, who has been given a scholarship of Rs 8,400, along with other members of the Ludhiana squad, was honoured on the school campus here today.

A S Senior Secondary School, Khanna, quelled a strong challenge from their opponents Adarsh Senior Secondary School, Dehlon, 25-22, 25-19 and 25-22 to emerge champions in the junior boys section of the Ludhiana District Volleyball Championship that concluded at the Satish Chander Dhawan Government College for Boys here yesterday.

In the girls section, Government Senior Secondary School, Sohian, fought a valiant battle against Khalsa College for Women, Ludhiana, to clinch the title. They won the final verdict after surviving many anxious moments 25-19, 21-25, 25-22 and 25-14.

In the men section, hosts Government College for Boys fought it tooth and nail before emerging victorious against Friends Club of Ludhiana 16-25, 25-18, 25-22 and 25-21.

Mr Gianinder Singh, District Sports Officer, Ludhiana, distributed the prizes among the winners. Mr Raj Kumar, secretary, Punjab Volleyball Association, Mr K. K. Sharma, Principal, A S Senior Secondary School, Khanna, Mr D. S. Chal, Head, Sports Department, Government College, attended the function.
