First registered network of those HIV positive
Chandigarh, September 2 Not only did 50 of them come together to greet each other for the first time, they also formed their network, which has been absent in the region for a decade. Southern states witnessed the phenomenon five years ago. States north of Delhi are still facilitating groupings of HIV infected persons. Converging on the region, especially Punjab and Chandigarh, 50 infected persons assembled under the network calling it Chandigarh Network of People Living with HIV/AIDS (CNPLHA). The region’s network also created history by becoming the first in the country to be headed by a woman president. Brijesh Dubey, a resource person from Jaipur here to facilitate formation of the network, was more than amazed after the voting, “Nowhere in India does a woman head a network of HIV positive people.” For her part, the newly elected president, Meena, spoke about the problems. “Now that we are registered, we will have a say in government policies. There are many issues waiting to be addressed - jobs for HIV positive, free travel, training of doctors, free/regular drugs and professionally managed drop-in centres, she said. All had come from far off places like Amritsar, Sangrur, Adampur and Khumano Mandi to ensure that they were identified for their courage, and not infection. Secretary of the network, Mr Jagdish Kundra, a retired teacher from Punjab, was the most vocal about the significance of the network. Eldest in the group, he said: “I have spent lakhs on my medicines but have not yet got any reimbursement from the government. The stigma is absolute, so is the indifference. Now that we have a voice, we hope to be heard as well.” After registration with headquarters in Chandigarh, the network received an invitation from INP + (Indian Network of People Living with HIV+) based in Chennai. Three persons from the executive body of CNPLHA will shortly attend a three day training programme at Chennai to learn about the nuances of network functioning. Meanwhile, the UT State AIDS Control Society announced that it would immediately provide for a drop-in centre for the infected people. Project Director Dr Sonia Trikha also said the society would employ HIV positive people in its targeted intervention projects, besides urging them to join as peer counsellors at the voluntary testing and counselling centres. IMA opposes proposed amendments to MCI Act Chandigarh, September 2 Fearing that the Central Government’s move is aimed at curbing the autonomous status of the MCI, Dr B.S. Chavan, state president of the IMA Chandigarh, demanded a public opinion against the proposed changes. He was supported in his demand by Dr Ramneek Sharma, state secretary, IMA. The IMA all over the country is holding protests against the amendments, which the government is expected to debate when Parliament meets again. The amendment, the Union Government states, is being brought in to curb corruption in the MCI. Countering the statement, Dr Chavan said, “The Government of India has been harbouring the feeling that there is corruption in the MCI. To allay these fears, the apex court appointed a four-member committee to look into the MCI functioning. After a two-year monitoring, the committee gave a positive report saying that the MCI was moving as per rules.” Dissatisfied, the government ordered a CBI enquiry into the issue but again nothing came out of it. Referring to the amendments, Dr Chavan said, “If implemented, they will kill the autonomy of the MCI, which has been instrumental in maintaining the high standards of medical education in the country.” The first amendment which the Union Government seeks is power to nominate four to five members of its own choice to the MCI. These members may not essentially be medical professionals. The Union Government also wants to amend the Act so as to get the power to nominate members to the MCI in case there is a vacancy. Till now vacancies have been filled through a process of election. The Union Government wants the power to remove MCI’s President and Vice-President by a two thirds majority in case it deems fit. Dr Chavan said, “Nowhere in any developed country is the power of the autonomous medical councils under threat. Let us not forget that in 2003 the NDA government had given permission for admissions to certain medical institutions, against the recommendations of the MCI. The apex court had cancelled all those. Now the UPA government is trying to push its agenda with the sole purpose of clipping the wings of the MCI and giving the government far-reaching powers over the council. But we will not let that happen.” Doctors across the country are feeling apprehensive over the latest turn of events which threaten to jeopardise the autonomy of the MCI, which is the apex body of IMAs in India. To defeat the amendment Bill, the heads of IMA branches all over the country have written to all departments concerned in the Union Health Ministry. Dr Chavan said, “We have also written a letter to the PM, hoping he will realise the urgency of our fear.” |

However, the lead shortlived as Pushpa beat Shivalik School goalkeeper Ishleen. At the end of the second session of sudden death tie-breaker, the teams were tied 2-2. Jasmeen converted her penalty to put Shivalik Public School ahead. However, Renu immediately restored parity for Government Model Senior Secondary School-10. Muskan clinched the issue for Shivalik Public School with a rising spotkick which kept GMSSS-10 goalkeeper Shakuntla rooted at one place and GMSSS-10 player Harinder muffed her penalty. Three SIs promoted
Chandigarh, September 2 A spokesman of the Chandigarh police said on the recommendations of the DPC, the IGP had promoted SI Sukhdev Singh Bhullar, posted at the Operation Cell, SI Prem Singh currently posted at the Sector 36 police station and SI Darshan Singh posted at the Police Lines in Sector 26 to the rank of inspectors. He added that the UT Senior Superintendent of Police was in charge of DPC along with two others. |
