CBI probe sought into college donations
Our Correspondent

Ludhiana, August 28
President of the Lal Bahadur Shashtri Social Forum Sushil Malhotra and general secretary of the Anti-Corruption Council of India Shiv Gupta have submitted a memorandum to Human Resources Minister Arjun Singh, urging him to order a CBI inquiry against all private colleges in Punjab for charging illegal donations without issuing any receipts for admission into B.Ed courses against their management quotas.

It may be remembered that the Supreme Court had ruled that the government had no right to foist a quota of its own institutions in such institutions, unaided private and minority professional institutions for medical, engineering, management and other professional courses across the country.

Sushil Malhotra said the Supreme Court had clearly ruled that neither the policy of reservation nor any quota or percentage of admission could be carved out by the state government.

The state government cannot insist private educational institutions to implement state’s policy on reservation for granting admissions on lesser percentage of marks, they claimed.

More than 100 private colleges in the state have been allocated around 10,000 seats for B.Ed out of which 15 per cent seats have been allocated under management quota against which the managements charge between Rs 1.50 lakh and Rs 1.75 lakh apart from Rs 32,000 fee fixed by the government in addition to Rs 500 cost of admission forms.

Around Rs 32 crore has thus been illegally extorted by managements of private colleges through management quota wherein candidates with lower percentage of marks got admissions from backdoor entry procedure.

Most of the colleges do not have adequate infrastructure as prescribed by the government and the National Council for Teacher Education. Thus merit was being ignored.

The two associations have demanded legal action against all such private B.Ed college for adopting unfair practices for admissions.
