Quashing the detention, Justice Hakim Imtiyaz Hussain yesterday said the authorities had not given any compelling reasons justifying the detention despite the fact that Mir was already in custody under substantive criminal law.

8 militants among 10 killed in J&K

Eight militants were among 10 persons killed in separate incidents, while a large quantity of arms and ammunition was seized during searches by the Security forces across Jammu and Kashmir since yesterday.

Six unidentified militants were killed in an encounter with the security forces at Pallulian in the Chingus area of Rajouri district of the Jammu region last night, the Police said.

Two militants, one of them a Pak militant, were killed in an encounter with the Security forces in Kote forests of Sumlar, Bandipore in Baramula district of north Kashmir yesterday. They have been identified as Hamza from PoK and Sajad Ahmad Dar of the Shopian area in Pulwama district of south Kashmir. Two AK rifles, four magazines, two hand grenades, two rifle grenades, 198 rounds and a wireless set were seized from the site of encounter.

A civilian was killed and another injured in a firing incident at Arin village of Bandipore in Baramula district last evening. The police said one of the two injured persons, Abdul Ghani Lone, succumbed to his injuries in the hospital, while another person, Bashir Ahmad Lone, is undergoing treatment.

The police found the bullet-ridden body of Rajinder Kumar, a Village Defence Committee (VDC) member of Thathri at Gali Tope in Doda district yesterday.

A militant of the Hizbul Mujahideen was held at Dardkul Hari Handwara in Kupwara district yesterday.

The police and security forces seized 25 AK rounds and four detonators from a house at Potushai in Kupwara district yesterday.

One AK rifle, a magazine, one UBGL, 10 UBGL grenades and 30 rounds of ammunition were seized from a broken cattle shed in the Fathipora area of Baramula district yesterday.

The security forces busted a hideout at Dari Rakh forests, Mendhar in Poonch district and seized an AK rifle, one magazine, 40 rounds of ammunition one UBGL and three UBGL grenades. Twenty AK rounds, a wireless set and a hand grenade was seized during searches at Ramban in Doda district yesterday.

Traffic arrangements for Amarnath yatra

Srinagar, July 2
The authorities here today announced certain arrangements for regulating vehicular traffic on the Srinagar-Jammu national highway and other routes in view of the annual Amarnath yatra beginning from Wednesday next via the traditional route of Pahalgam.

An official spokesman said here today that this had been done to avoid any inconvenience to the pilgrims and public in general, and necessary instructions had been issued to the staff concerned. In this connection deployment of adequate manpower and necessary equipment vehicles was being made to tackle with any eventuality and traffic jamming on the highway. Two mobile vehicles with necessary equipment would be stationed at Ramban-Ramsoo and Ramban-Patni Top zones to clear the jamming in these areas.

Alternate arrangements of buses for yatra convoy in case of breakdown of yatra vehicles, if any, would be made adequately so that there was no hindrance caused to the yatra convoys. Sadhus generally travelling on rooftops of buses would be discouraged and no yatris or sadhus shall be permitted to travel on the rooftops, the spokesman said.

It had been decided that the yatra convoy would start from MAM stadium, Jammu, at 4-30 a.m. daily. It should cross Udhampur Traffic Check Post by 9 a.m., Ramban by 1 p.m., Banihal TCP by 2-30 p.m. and Jawahar Tunnel by 3-30 p.m. No yatri vehicles would be allowed to proceed beyond Ramban after the prescribed time schedule to avoid night travelling, the spokesman said.

Treasuries employees’ stir hits public

Government treasuries in the three regions of Jammu and Kashmir have remained closed during the last three days following a strike declared by over 3,ooo employees.

Pensioners and Government employees were left high and dry as they could neither draw their pension nor their salaries for the month of June.

The protesting employees staged a demonstration in front of the office of the Divisional Commissioner Jammu demanding immediate implementation of the promise made by the government.

A spokesman of the employees said, “Our demand for removing pay anamolies has not been been accepted so far.”

He said there had been a lot of stagnation because employees of the treasuries did not receive time-bound promotion benefits.

He said “we are against the provision of giving 50 per cent promotion to the in-service candidates and 50 per cent to the KAS.”

A group of pensioners,waiting in vain outside a government treausry in Jammu, appealed to the government to consider the demand of the employees favourably so that they were spared of the difficulties they were facing during the last three days.

Seventyfive-year old Gansham Das said, “since I was not well, I could not draw my pension for the last two months.I am faced with a big financial problem because of the closure of the treasury on account of the employees’ strike.”

I was misquoted on Rashid: Yasin

Jammu and Kashmir Liberation Front (JKLF) chairman Yasin Malik has once again sought to end the controversy surrounding his statement on Pakistan Information Minister Sheikh Rashid Ahmed, blaming the media for ‘’creating a mountain out of a molehill’’.

“I have been misquoted by a Pakistani newspaper. I only said that Sheikh Rashid as a Kashmiri helped us by providing food and shelter at his farmhouse when we were thrown out in Pakistan for pro-independence tendency. Go and listen to the tape,” Mr Malik told a public meeting at Anantnag last evening.

“It is unfortunate that they have created a mountain out of a molehill. They want to discredit me,” he added.

A major controversy erupted when Mr Malik reportedly stated in Pakistan during his visit that Mr Ahmed had set up a camp in the PoK where about 3500 ‘jehadis’ were trained in guerilla warfare. — UNI

BJP warns govt against changing names of religious places

The BJP has taken a serious view of the alleged move of the J&K Government to change the name of Hindu religious places in the Kashmir valley. It has warned that it will not allow the PDP-Congress ruling coalition to go ahead with the plan.

The vice-president of the state BJP, Mr.Hari Om, while talking to mediapersons here today, claimed that the BJP had definite information that the state government was contemplating to change the name of the Hari Parbat as Koh-I- Maraan and that of the Shankaracharaya Hill as Sulaiman Teng.

He said that the BJP was not satisfied with the statement of the PCC chief, Peerzada Mohammad Sayeed, that the names of these religious places would not be changed.

He pointed out that certain ministers in their speeches had already started calling these places by their new names.

Punjab minister meets Mufti

Mr Harnam Das Johar, Education Minister of Punjab, met the Jammu and Kashmir Chief Minister, Mufti Mohammad Sayeed, here today.

The minister, who had come here last week in connection with a conference, visited several places. He told Mufti Sayeed that there was improvement in the situation. Mufti shared the view of the Punjab minister for an overall change in the security scenario and added that the improvement had helped increase in the flow of tourists, an official spokesman said.

3 nominated for Nobel Peace Prize

Three Kashmiri women are among 92 Indians in the list of 1,000 women worldwide who have been nominated for this year’s Nobel Peace Prize.

Parveena Ahanger, Nighat Shafi Pandit and Dilafroz Qazi have been nominated for their contribution towards peace and human dignity by “1,000 Women for Nobel Peace Prize 2005’ — an organisation supported by the Swiss government, UNIFEM and the UNDP.

Over the past decade, Ms Ahanger (48) has become a prominent human rights activist in Kashmir. A woman living with the trauma of her son’s custodial disappearance, she formed an organisation by the name of Association of Parents of Displaced Persons to fight human rights abuse.

She was instrumental in building up pressure against the government to provide information on those disappearing from custody.

Pandit (54) is the chairperson of the Human Effort for Love and Peace Foundation, an NGO working for the welfare of orphans and rehabilitation of widows.

Ms Pandit is also actively involved in the promotion of peace and harmony in Kashmir.

Qazi (43) runs an engineering college in Pattan and is also running several primary schools. — PTI

Court quashes detention of Baramula lecturer

Srinagar, July 2
The Jammu and Kashmir High Court has quashed the detention of a Baramula college lecturer, Ghulam Nabi Mir, under the Public Safety Act.

Quashing the detention, Justice Hakim Imtiyaz Hussain yesterday said the authorities had not given any compelling reasons justifying the detention despite the fact that Mir was already in custody under substantive criminal law.

Mir was arrested on June 26 last year on charges of murder, attempt to murder besides being booked under the Indian Arms Act.

However, the then District Magistrate described Mir as a militant of Lashkar-e-Toiba and booked him under PSA on September 6, 2004.

The detention order was challenged by the detainee’s father Mohammad Akbar Mir through a writ petition in the High Court.

The court asked the authorities to release Mir if he was not required in any other case. — PTI

NC demands govt procurement

Mr Ajay Sadhotra, provincial president of the National Conference (NC), has accused the Mufti government of having adopted anti-farmer policies in the Jammu region. He has also demanded support price for their produce.

Mr Sadhotra, who was talking to mediapersons here today, expressed concern over the plight of farmers and said they were being totally neglected.

He demanded that the government should introduce market intervention scheme to save the farmers from exploitation and ensure availability of quality seeds and fertilisers. He also demanded irrigation and power supply in the fields.

Mr Sadhotra demanded that the government should introduce the system of procurement of the produce of farmers as was being done in other states.

He said that farmers in certain area were themselves destroying their produce.

5,000 timber sleepers seized from train

The crime branch of the Jammu and Kashmir police has seized 5,000 timber sleepers from a goods train.

The coaches of the train have been sealed by the crime branch at Samba, about 45 km from here.

The Inspector-General of Police (Crime and Railways), Mr Prem Gupta, confirmed the incident and said a formal case would be registered in a day or two, following preliminary enquiries.

The train was intercepted by men of the crime branch on Thursday night while it was proceeding towards Pathankot.

These sleepers were probably meant for being supplied to the defence and various other Central Government departments.

Mr Gupta said there was probably nothing wrong in the transportation of the timber, but what was being enquired into was whether the quality conformed to the actual supply order that was placed by the departments concerned.

The sleepers were reported to be of poor quality.

3 die as jeep falls into gorge

Jammu, July 2
Three persons were killed and 10 injured, seven of them seriously, when a vehicle carrying them skidded off the road and rolled down into a gorge in a village in Doda district today, police sources said.

The incident took place at Bungroo village this afternoon after the driver failed to control the vehicle due to overloading, they said adding the vehicle fell about 150 feet deep into the gorge.

The injured were extricated from the accident site by rescue teams and rushed to the district hospital in Doda, they said.

The condition of the injured was stated to be serious and they were being brought here for specialised treatment, the sources said. — PTI

Cop killed while defusing IED

Jammu, July 2
A police official was killed while trying to defuse an improvised explosive device (IED) in the Gool area of Udhampur district of Jammu and Kashmir today, official sources said here.

A road-opening party detected a container with 20 kg RDX lying on the roadside in the Sellkund-Dhamkud area in Gool tehsil around 11.30 am, sources said.

The area was cordoned off and the bomb disposal squad called in to defuse the IED, they said. While the experts were defusing the device, it went off killing Assistant Sub- Inspector Abdul Quiyom on the spot.

A civilian was also injured in the explosion, official sources said. — PTI

Student hurt as jawan’s rifle goes off

Jammu, July 2
A college student was critically injured when the rifle of an army jawan “accidentally” went off in Poonch district of Jammu and Kashmir, officials said today.

The BA freshman student, Wasim Ahmed, who was “accidentally hit by a bullet”, had been admitted to the Government Medical College hospital here for treeatment, they said.

Ahmed was injured in Pattawal Shalla area of Poonch last night when a security jawan’s rifle went off, they added. — PTI

9 Bangladeshis held near Jammu

Jammu, July 2
Security forces apprehended nine Bangladeshis at Gho Manasan near here today, foiling an exfiltration bid, official sources said.

They were heading towards the International Border to cross over to Pakistan when troops caught them at Gho Manasan, about 15 km from here.

The group included three men, two women and four children. All of them were later handed over to police, they added. — UNI
