12 injured in clash over village land
Mohali, June 15 While most of the injured had minor wounds on their heads and faces and were discharged after first aid, four persons are admitted to the Government Medical College and Hospital, Chandigarh and two at Civil Hospital, Kharar. According to the police, the clash started when Amarjit Singh, a resident of the village, allegedly bashed up his neighbour Jarnail Singh’s family with the help of a dozen musclemen this afternoon. “Amarjit had been wanting to grab a piece of two acres of shamlat (common) land that falls between his and Jarnail Singh’s house on the village outskirts. He brought at least 15 persons in a Tata Sumo, parked it nearby and started drinking with them under a tree on this piece of land. Then we noticed that he had called for a truckload of bricks. The bricks were being unloaded when Jarnail Singh tried to stop him. While he and Jarnail Singh were still arguing outside in the open, Amarjit’s musclemen went inside Jarnail Singh’s house and bashed up his wife Ranjit Kaur, their daughter Gurinder and son Amandeep. Then they came out and bashed up Jarnail Singh,” said a resident of the village. The four were immediately rushed to the hospital in Chandigarh but by this time Jarnail Singh’s friend Gurpreet who was witness to the entire episode ran to the village Gurudwara and made an announcement asking for help. “By this time he had entered his house with his musclemen. The entire village collected outside Amarjit’s house. Amarjit and his men started pelting stones at the villagers. The villagers retorted back with stones. This continued for over half and hour. Amarjit and another person who was with him and claimed to be in Punjab police were severely injured. An ambulance was called and Amarjit tried to get in with his men but the villagers stopped him from doing so,” related another villager. Even the ambulance was damaged along with the truck by the villagers. The road dividing the two groups was strewn with bricks they had used for hitting. The police was called and the situation was brought under control. Policemen accompanied Amarjit and the other person to the Kharar Civil hospital. The rest of the men who were hiding in Amarjit’s house were also taken away by the police in a pick-up van. Villagers said that Amarjit had contacts in the chief minister’s office and being well connected managed to get away with such things. Amarjit’s wife Angrez Kaur told the police that her two sons Phalel Singh and Krishan Singh had also been injured in the clash. She added that the piece of land that was under dispute was actually theirs and a villager Amar Singh had sold it to them many years ago. She counter-alleged that it was Jarnail Singh who was trying to grab their land. The police has booked Amarjit and his group. |
Railway Supdt nabbed while accepting bribe
Chandigarh, June 15 A team of the CBI caught Kundra red-handed while he was allegedly accepting Rs 5,000 from taxi operators. Kundra has been posted here for the past four years. The CBI team laid a trap to nab Kundra after Mr Kulwant Singh, a taxi owner, approached it this morning. Talking to Chandigarh Tribune, Mr Kulwant Singh alleged that Kundra had been taking money from them. He added that Kundra had demanded Rs 10,000 per month from the taxi operators and asked them to give him Rs 30,000 for three months. This morning, Kundra had forcibly removed a board of the taxi operators on the station premises and kept it under lock in his office. Fed up of his excessive behaviour, the taxi operators approached CBI officials. Mr Kulwant Singh reportedly made a phone call to Kundra from the CBI office, in which Kundra had asked them to come with Rs 5,000 as advance to his office in the evening at 6:20 pm after the departure of Shatabdi Express from the station. Their conversation was and recorded by the CBI team and a trap was laid to nab him accordingly. The CBI sent a member of team along with the complainant. Another flesh trade racket busted
Chandigarh, June 15 In the recent past, there were several complaints about the existence of flesh trade in the city. Specific information was received about the gang that was operating near the public park of Sector 40-B. A trap was laid today in which a decoy customer was sent with marked currency notes to strike a deal with the operators. A shadow witness was also sent to hear the conversation of the “deal”. The decoy customer went near the park where Damyanti Devi and her son, working as a “delivery boy” for prostitutes, were found luring customers. When the decoy reached near them, Damyanti Devi and her son offered the decoy a woman. The decoy asked for two women which they promised to bring shortly. He gave them five marked currency notes of Rs 100. After some time, they brought two women, Malti Devi, alias Bandna, a resident of Sector 56, and Jyoti of Sector 38. Acting upon the pre-fixed signal of the decoy, the police reached the spot. The women were searched by a woman constable and the marked currency notes were recovered from their possession. The accused have been booked under Sections 4, 5, 7, 8, of the Immoral Trafficking (Prevention) Act. |
Travel agent held for duping family of Rs 18 lakh
Chandigarh, June 15 The police has registered a case of cheating under various sections of the IPC on the basis of a complaint filed by a Phagwara resident, Mr Aminderjit Singh. Mr Aminderjit Singh alleged that Pawan Kumar, alias Nitin Arora, of Phase XI, Mohali, and his aide Balwinder Kaur of Sector 45, who runs Universal Expo, had taken Rs 18 lakh from him promising to send him, his wife and two children abroad. He alleged the accused even handed him over copies of four visas. Mr Aminderjit Singh told the police the fraud came to light when Pawan asked him to come to Delhi with Rs 2 lakh. When he gave him the money, Pawan went to his car saying that he would return shortly. Mr Aminderjit Singh said he waited there for a long time but Pawan never came back. Thereafter, he had no knowledge of the whereabouts of Pawan and Balwinder Kaur, the police said. |

Scrap dealer’s death: case registered
Chandigarh, June 15 Police said that the 40-year-old victim, was a scrap dealer in Raipur Rani. Two men had approached him on June 11, claiming that they wanted to sell him scrap. He went with them, taking along Rs 20,000. However, when he did not return home, his family members started looking for him. His brother-in-law Jeevan, said that they went to Morni but could not find him. “We inquired from villagers by showing around his photographs, but no one claimed to have seen him. It was only later when we met the police that we knew that his dead body had been found,” he said. Jeevan said that the two persons who had taken away the victim had also come to their shop earlier to sell scrap. “These two persons, along with five others had sold us some scrap on June 3. They had then promised to sell us more scrap, but instead they killed Krishan Kumar,” he said. The police say that there are several injury marks on the face of the victim, and a muffler was tied tightly around his neck. |

The city and Harappan civilisation
Chandigarh, June 15 Dr S.P. Gupta, who has already authored four books, including one on Punjab and another one on Haryana, has come out with a new book — The Chandigarh-(an overview) — about the City Beautiful. The book encompasses a through study of the city dating back to the Harappan Civilisation. The 288-page book consists of 21 chapters covering various aspects of the city like its history, nomenclature, topography, economy, social life, landscaping, environment, natural as well as human resources, infrastructure and the present-day problems encountered by the city. Dr Gupta has done an incisive study of the city referring to documents dating back to 1883. Breaking the popular myth that the city derived its name from Chandi Mandir, Dr Gupta claims in the second chapter of his book that the name Chandigarh existed before 1883 as there was a village of this name in the region. Dr Gupta referred to a government document, the Ambala District Gazetteer of 1883-84, in which a village named Chandigarh was mentioned and its location was also mentioned in the document along with a “hadh bandi” (number 39). As per the record the village had its post office and a PWD rest house. Dr Gupta said even in 1938 idea of establishing a camp jail in the village was also mooted. About the historical background of the city Dr Gupta found out that history of the city dates back to Harappan Civilisation. During the 1969 excavations carried out at the Sector 17 and near hotel Sunbeam in Sector 22, utensils, pottery, jars and other articles belonging to the extinct civilisation were found. The book makes a study of the social life of the city also. About the lack of social harmony, Dr Gupta reasoned that the city is not old and is inhabited by people coming from different places and backgrounds. He also said that there is a difference between the lifestyle of north and south parts in the city as the residents of these parts belong to different economic stratas. Dr Gupta said these facts were based on various surveys conducted on the social life of the city by different organisations. While highlighting the present day problems the city, Dr Gupta said 6.5 per cent of the population resided in one-third of the city area from Sector 2 to 6. Dr Gupta, a city-based scholar, is known as a keen observer of the economic scene in this region. He has obtained his masters in economics from Panjab University and a PhD from Kurukshetra University. His academic career spans over a period of more than three decades. Dr Gupta makes a point that unchecked flow of migration is putting stress on education, health, sanitation and water supply. |
Campaign to make city disabled friendly
Chandigarh, June 15 The aim of the delegation was to turn the attention of the Administration to the fact that despite Chandigarh being a developed city, it continues to remain disabled unfriendly”. Some of the changes suggested were the facilitation of a single-window system for the issuance of disability certificates where the staff is trained towards the requirements of the disabled and the process is simplified. Audio signals at road crossings and important information at bus stands and the railway station in Braille was also mooted as there are more than 8,000 visually challenged people in Chandigarh. Special parking facilities with free parking for physically challenged people was also recommended. The setting up of an information resource centre has also been suggested where information on the requirement of the physically challenged is easily available at one point. The Chandigarh Department of Social Welfare or Indian Red Cross Society can start an information centre, it was suggested. All public places, government offices, ATMs, markets, parks, restaurants, cinema halls and shopping arcades should have facilities for the movement of the physically challenged. Yuvsatta also launched a website www.timedonation.info to strengthen the cause. The website contains information on local volunteer opportunities where interested people can work with the Institute for the Blind, School for Deaf and Dumb Children, Sadhna Society for the Mentally Handicapped, All-India Pingalwara Society Palsora, Thalassemic Children Welfare Association, Sahayta Charitable Welfare Society and other NGOs. |
FIR sought against shopkeeper
Mohali, June 15 The council had requested the police on April 21 to register an FIR against the shopkeeper who had allegedly misbehaved and threatened the council staff when goods kept illgally in market verandahs were being removed from the area by employees of the tehbazari branch. In a complaint made to the Executive Officer (EO) of the civic body, Mr H.B. Garg, a tehbazari clerk, Harnesh Singh, had alleged that the owner of Baba Department Store, along with an employee, abused and threatened him with dire consequences when the tehbazari staff was removing goods that were unauthorisedly kept in the market verandahs. The clerk further alleged that the shopkeeper was asking other shopkeeper in the area to join against the council employees. As he feared a threat to his life and property from the shopkeeper, he urged the council official to take legal action in this regard. The letter of the tehbazari clerk was forwarded by the EO to the SHO of Phase VIII police station and a request was made to get a case registered against the shopkeeper. A copy of the letter was forwarded to the SP, Mr Rakesh Agrawal. The SP said that he would look into the matter and action would be taken against the shopkeeper if learnt that the council staff was performing its duty without any biases. |
BJP flays power tariff hike
Chandigarh, June 15 Terming the hike as betrayal of the residents, a press note alleged that the Congress-led UPA Government was going back on its promises of not imposing new taxes on the common man. The local MP, Mr Pawan Bansal, has failed to opposed the hike by the administration. The press note warned that the BJP would launch an agitation against this “anti-people” decision of the administration. |

Raids to nab Bheora, Tara
Chandigarh, June 15 Paramjit Singh Bheora, Jagtar Singh Tara and Devi Singh are co-accused of Jagtar Singh Hawara, the main accused of Beant Singh assignation case and are wanted to the Chandigarh police in Burial Jailbreak case of January last year. The police sources said the raids were carried out after the operation cell of the local police received vital information from their Delhi counterparts. Chandigarh, June 15 All shopkeepers were given time till Monday for removing the encroachments in front of their shops and in market corridors. The drive was carried out in Shashtri Market (rehri market) of Sector 22. The surroundings were cleared without any protest, a senior official said. Mohali, June 15 Employees raised slogans against the Controller and demanded that the circular should be withdrawn. In the circular which was issued some days ago it was pointed out that action would be taken against employees who would be held responsible for some mistakes in the preparation of result gazettes and certificates. The employees struck down work which was resumed only when the chairman of the board gave an assurance to representatives of the employees union that there was no need of the circular and action would be taken against employees only according to the rules of the board. |

Fire in chemical factory
Mohali, June 15 According to Mr Devinder Singh Dogra, sub fire officer, fire broke out in Shivalik Agro Chemicals Ltd and was probably caused by a short circuit. Chemicals lying packed in a room got destroyed. The exact loss could not be ascertained immediately. He said that it took about an hour for fire brigade staff to bring the situation under control. |

few days ago I visited Panjab University and was horrified to see numerous people selling old books right opposite the main gate facing Sector 15. This unauthorised make shift market has come up on the public land. Even areas meant for the cycle track and berms have been encroached upon. These shops belong to junk dealers who make regular monthly payment to officials concerned and politicians.
Most of the encroachments on the road dividing Sectors 14 and 15(from PGI to Mohali) were removed by the administration but this patch of illegal occupation went unnoticed because of the pressure from the local MP, though they fall on the V-3 road where no opening is permissible, being a traffic hazard. After sunset, these people sell liquor pouches and drugs even to students. They buy books as waste paper but sell them at two-third of the price after tearing of the price tags printed on it. Of late they have stated selling new books also. The administration should not give in to the pressures and remove all encroachments if it wants to save this city beautiful. B.S.

A Cable operator is ruthlessly fleecing residents of Sector 33. Cable operators of the city and Mohali are charging the monthly rentals between Rs 150 and 275. But a cable operator of Sector 33 has started fleecing residents by charging Rs 300 per month, which is unjust, as he is showing nothing special as compared to other operators. When the Green Park Society, Sector 33D, protested against the hike the cable operator had the audacity to cut all connections. It is often heard that Panchkula is becoming “Paris” of India because most of the newly-constructed residential as well as commercial areas are well-designed with lush green belts, fountains, waterfalls and lights. In the interior areas of the city, on almost all vacant plots, houses have been constructed. Though these are single, double or triple storied, still the construction work is going on with speed, because of which inner roads need repair. There is a mad race for renovating houses. Huge amount of money is being spent on it. Whenever construction work starts at more than one house residents of that area have to undergo a lot of inconvenience as building material are dumped on the road and lay scattered on the road ever after the completion of the work. This problem can be solved if the HUDA authorities set a time frame for lifting the waste material. Since the police is investigating the cause of fire it should make people aware of the facts so that necessary precautions could be taken. Chandigarh Stop dumping waste
Through your newspaper I would like to draw the attention of the municipal councillor towards the problem being faced by residents of Sector 33 B. This problem gets aggravated during the summers. Recently a fire broke out in a park located behind the Geological Survey of India and Auditor-General, Haryana, buildings here. Due to sweltering heat the fire flared up and spread over the entire park. The councillor should look into the matter as not only private houses but government buildings are at risk. Why is the Chandigarh Administration charging heavy taxes from its residents when it has failed to keep the city clean. Grounds are being used for dumping waste material, which is later on burnt thus causing pollution. Advocate booked for piracy
Chandigarh, June 15 According to the police, Bhagwantjit Singh, an advocate, practicing in the district courts made a complaint against Bhavjit Singh Kangra, a resident of Sector 43, alleging that the latter had got a book published on his name after making some changes in the book written by Bhagwantjit Singh. The complainant alleged that he had filed the complaint in this regard last year after he came to know about the piracy. The police sources said they carried out an investigation into this matter but did not find anything incriminating. Thus, no case was registered. This time it was on the recommendation of District Attorney that a case has been registered against the Kangra under the Copy Right Act.

In another incident, the local police has registered a case of cheating against a city-based agent, his wife and mother, who had duped several persons to the tune of lakh of rupees on the pretext of sending them abroad. The police has arrested his mother Satwant Kaur in this connection. According to the police, Mr Sanjay Badbar of Officer Colony, Pinjore, alleged in his complaint that Dipinder Singh Virk, his wife Mohinder Kaur and mother Satwant Kaur, all residents of Sector 16, Chandigarh had taken Rs 15 lakh from him promising to send him to the USA. He told the police that he had given the money at their office in Sector 23. He alleged that they had prepared a fake visa for him and four other persons. It was only later that they came to know about the foul play and urged Virk to return their money to which he refused. |
Bus driver held with poppy husk
Chandigarh, June 15 According to the police, Gurmail Singh, resident of Chattargarh village at Sirsa district in Haryana and the driver of bus (HR-57-0932), was coming from Sirsa when the bus was stopped at the Sector 22, 23 light point for a routine checking. The police found a bag containing 850 grams of poppy husk in the bus. The police arrested the driver and impounded the bus. A case under Section 15 of the NDPS Act was registered. The police today arrested two minor boys for snatching a purse from a woman in Sector 38 last night. The accused, both residents of Sector 38, were caught at a picket point in Sector 38-West. Mr Jatinder Kumar of Sector 44 reported to the police that his Bajaj Chetak scooter (CH-01-T-2196) was stolen from the market in Sector 19 yesterday.
