Juvenile, cousin among 3 held for kidnapping
New Delhi, January 11 The accused have been identified as Gulshan Kumar, alias Prem Kumar (18), resident of Budh Vihar, Sheesh Pal (27), resident of Gopal Vihar, and an unidentified juvenile. The child’s father Vimlesh Kumar reported to the police on January 10 that his son had been missing. He was last seen with his cousin Gulshan Kumar at his residence. He further told the police that Gulshan took the child outside on the pretext of buying him sweets, but came back without the child. When the child’s mother questioned Gulshan, he told her that he was playing outside. Later, Gulshan and his younger brother Kamal Kumar went absconding. The victim’s father said it was after some time that the ransom calls started coming in and the callers demanded Rs 5 lakh for the release of the child. To crack the case, the police formed four teams and on January 11, one team received a secret information that Gulshan and a juvenile would reach Budh Vihar to make an STD call. Accordingly, the culprits were rounded up. They revealed that the child was confined to a house in Aman Vihar. The house was owned by one Tek Chand, brother-in-law of the third accused Sheesh Pal. Another team reached the house and the child was rescued. During interrogation, Gulshan disclosed that he wanted money to open a cyber café. He also knew that his uncle Vimlesh had kept some money separately to construct a house. So, he decided to kidnap the child for making fast money. |

Noida, January 11 According to the police, one Sharad Baijal had bought 6.99-hectare of land in Shahdara village. Later, a Manak Vikas Co-operative Housing Society was set up to sell that land in the form of residential plots. The chairman of the housing co-operative issued a ‘power of attorney’ in favour of R.S. Mohan. On February 2, 2002 R.S. Mohan got the registery of over an acre of land under Khasra No.133, 138 in the name of Ram Veer Singh and Jay Ram Singh of Yakubpur. On March 29, 2002 he sold the land under Khasra No.139 to Ramesh Kumar, resident of I P Extension, New Delhi and Ajit Singh of Noida Sector-9. Other buyers included Satish Kumar, Mrs Bala Devi and Mrs Ramvati. On December 8, 2003 R.S. Mohan further sold the plots under Khasra No.146 to Kusum Lata, a resident of Mohalla Ferozabad, Surinder Kumar of Kalkaji and Ram Kumar Chaudhari for Rs 63.80 lakh. After receiving the full amount of Rs 63.80 lakh and selling his own house in Madangir, R.S. Mohan has been absconding along with his family. According to sources, Sharad Baijal came to know of these frauds when the “buyers” tried to take possession of the land. Baijal has now lodged an FIR against R.S. Mohan in the Kasana police station. According to S.O. Alok Kumar, the police was trying to trace R.S. Mohan and find out whether Sharad Baijal was himself involved in the fraud. The SO said Sharad Baijal’s own role appears suspicious, as he has not provided papers on the basis of which Mohan was employed.

Criminal killed in encounter
Ghaziabad, January 11 The slain criminal was identified as Sanjay, alias Ravi, who was a close companion of dreaded criminal Deepak Jat, the police said. The police seized the stolen motorbike, one foreign pistol and a number of live cartridges from the site of the encounter. A cloth merchant, identified as Nitin Tyagi, was on his way to Muradnagar on his motorcycle (No.UP-20D-6238) when the criminals snatched it at gunpoint near Nagar railway crossing. The criminals then fled towards the Meerut road. Tyagi immediately informed the police and an alert was flashed to all police stations, the police said. The Superintendent of Police, Mr Umesh
Srivastava, said that the Special Operations Group team patrolling the Hindon Bridge area chased them. Subsequently, the criminal was shot dead in an encounter on the spot, he added. The Superintendent of Police said that his motorcycle along with a pistol and live cartridges were also

‘Jamait member’ held for extortion threats
New Delhi, January 11 The accused, identified as one Amit Kapoor, is a resident of Kalkaji. He was arrested by the Special Cell of the Delhi Police. The sleuths received complaints from two businessmen in Delhi that they had received extortion letters containing graphic details about their businesses and family members. They stated that the writer of letters even threatened to kill their family members if the payment was not made. The businessmen were further directed to reach Geneva, Switzerland and stay in the Hilton hotel in order to open an account in an international bank. They were then directed to deposit two lakh US dollars and obtain an activating password for the number account. The businessmen were also directed to obtain an Internet enablement of the accounts. The accused had given an e-mail address through which the details of the accounts were to be sent. During preliminary investigations, the sleuths found the letters originated from Turkey on December 12. Further investigations revealed that one Amit Kapoor, dealing in apparel, would visit foreign countries quite often and transit through Turkey. He was picked up immediately. During interrogation, he disclosed that he worked for some businessmen who gave him the sack. So, he wanted to settle scores. Amit also wrote a similar threatening letter to another Delhi-based businessman. |
Officials directed to submit report on sensitive booths
Faridabad, January 11 Speaking at the meeting of the district officials here this morning, Ms Gulati directed the election officials to leave no loophole in the preparations and adhere to the guidelines issued by the Election Commission. She was told that a helpline had been started in the district (ph. no- 2227910), for providing information to the voters, particularly regarding the voters list and polling stations. She also visited some of the centres where training for operating of the Electronic Voting Machines (EVM) was being given to the employees deployed for election duty. She also inspected the arrangements and office where candidates would submit their nomination papers. She directed the officials to visit the booths and villages, which have been earmarked as sensitive and see that all the necessary measures have been taken to avoid any untoward incident on the polling day. The authorities have been directed to issue guidelines to the officials and the voters regarding the use of the voter identity card or other valid documents at the time of polling. The Returning Officers of the respective areas in the district have been asked to follow the guidelines of the Commission strictly, particularly during the nomination process. The Election Commission has directed that any candidate filing the nomination will not be allowed to bring more than three vehicles within 100 metres of the office of the Returning Officer. The nomination for the Hassanpur segment will be accepted by the SDM in his office at Hodal. According to reports, the BJP candidate from Ballabhgarh, Mr Anand Sharma, was the first candidate to file his nomination in the district today. The process officially began on January 10 and will continue till January 17. There are a total of six Assembly segments in the district. It is also learnt that no complaint regarding the violation of the Code of Conduct has been received by the authorities so far. |
UAM causes financial loss, alleges Gupta
New Delhi, January 11 The Municipal Commissioner and senior leaders of the corporation had claimed that once the new method of property tax assessment was implemented, the property owners themselves would deposit the tax. The new method is more attractive and people-friendly, it was claimed. The Municipal Commissioner in his recent statement before the most powerful Standing Committee said that the recovery of Rs 2 crore was made every day. However, during the last one month, only a sum of Rs 5 crore was recovered despite the announcement of 20 per cent rebate. Even though the rebate was announced 15 days ago, there is no response from the property owners. There were 25 lakh properties registered in the national Capital before the implementation of UAM that was reduced to 15 lakh. Till last year, only eight lakh property owners deposited tax. The corporation had plan to take more property in the tax, but under the new scheme, only 5.5 lakh property owners have deposited the tax due to anomalies in the system. The target of the corporation was to collect Rs 1,245 crore through the tax. However, only Rs 350 crore could be collected this year, out of which a sum of Rs 150 crore has to be returned to the owners. There are hardly three months before the end of the financial year. It seems quite difficult to collect the remaining amount of the targeted tax. Property tax is the main source of the revenue of the corporation. There will be financial crisis in the civic body if it does not meet its target, Mr Vijender Gupta said. He said in order to prepare the project of Unit Area Method, the Municipal Valuation Committee as well as the Hardship and Anomaly Committee spent Rs 5 crore during the last 18 months. It is the misuse of the municipal fund. He has sought an inquiry into the case as to how such a huge amount was spent. |

Workshop on energy audit
New Delhi, January 11 A workshop on ‘Energy Audit’ was organised by the Amity Institute of Energy and Environment in collaboration with Petroleum Conservation Research Association (PCRA) here. In the inaugural session, Dr Ashok K Chauhan of Ritnand Balved Education Foundation, highlighted the role of energy management and the importance of educating the masses towards judicious use of energy. “We need to conserve energy today for a better tomorrow,” said Dr Chauhan. Ms Leena Mehendale, Executive Director, PCRA, focused on the need to apply the management skills to save time and human effort. The government has enacted the Energy Conservation Act 2001, which makes it mandatory for the industries to employ energy managers and energy auditors where the sanctioned load is of more than 500 KW. The government has set up a Bureau of Energy Efficiency for promotion of energy efficiency in industries. |
Notice issued to 55 polluting industrial units
Noida, January 11 Till now, the factory owners used to submit their reports after getting their water and air samples tested at private laboratories. It is believed that the step to get the samples tested at the laboratory of the Pollution Control Board is an attempt to raise the revenue of the PCB laboratory. The Regional Pollution Control Officer, Mr R. Singh, soon after taking over had reviewed the position and taken the necessary steps to increase the revenue receipts. He has directed the unit owners to submit their samples to State Pollution Boards labs for preparing their reports. Henceforth, reports only from the state board lab’s will be officially recognized and accepted, said Mr Singh. He has warned of action against those who do not follow these norms. |
