138 Tripura militants lay down arms
Agartala, December 25 The tribal guerrillas were led by their leaders, self-styled prime minister Ananta Debbarma, self-styled army chief Bimal Debbarma and self-styled area commander Dilip Debbarma. The guerrillas surrendered four self-loading rifles, four AK series rifles, two light machine guns, three .303 rifles, one improvised pistol and a huge cache of ammunition at a simple function at the Arundhuti Nagar police ground near here. According to the MoS signed on December 17 in New Delhi, 150 NLFT militants were scheduled to surrender today, but 138 laid down arms and joined the mainstream. The militant leaders and police officials said the remaining extremists of the outfit would surrender later. Information Minister Anil Sarkar, Higher Education Minister Kesab Majumdar, Tribal Welfare Minister Jitendra Chowdhury, Chief Secretary R.K. Mathur, Director General of Police G.M. Srivastava and senior police, security and civil officials were also present on the occasion. A senior official told newspersons here that most of the guerrillas and senior leaders of NLFT (Nayanbasi) except their supremo laid down their arms. These ultras had been staying in the government transit camps over the past seven months. Meanwhile, the absence of key NLFT leader Nayanbasi Jamatia in the latest tripartite talks in New Delhi and today's surrender ceremony has raised suspicion. A senior official, present at the four rounds of tripartite talks in New Delhi, said Mr Jamatia, who led his faction in signing the tripartite ceasefire agreement on April 15, had taken shelter in Bangladesh recently. The MoS paved the way for the surrender of the insurgents, the official said, adding that an economic package would also be implemented for all round development of the tribes. The Union Government will give Rs 55 crore to implement the package and rehabilitate the surrendered militants besides development in the tribal areas.

Five commandos killed in Manipur ambush
Imphal, December 25 The insurgents killed the police commandos by using sophisticated bombs and opening fire from different sides and then looted four AK-47 rifles, one pistol and several rounds of ammunition from them. The commandos, led by sub-inspector Jiya Uddin who was among the victims, were returning to Imphal after patrolling Napetpalli area, 25 km from here, the sources said. Heavy police forces have rushed to the spot and launched a massive combing operation. The identity of the insurgents was not yet known although the area was infested mainly by People’s Liberation Army and Kanglei Yawol Kann Lup ultras. Official sources identified the victims as Meghachandra Singh, Premkumar Singh, Najir and Megha Singh apart from Jiya Uddin. The bodies with multiple bullet injuries were taken to the Regional Institute of Medical Science Hospital for post-mortem, the sources said. The vehicle in which they were travelling was also badly damaged. A senior police official on condition of anonymity told PTI that today’s ambush was a major attack on security personnel by insurgents after ‘Operation All Clear’ began in Chandel, Churachandpur and Bishenpur districts where Army personnel were engaged in flushing out ultras of Manipur People’s Army (MPA), armed wing of the United National Liberation Front (UNLF) since September last. Reports from Imphal East district said heavy combing operation was continuing in different parts of Napetpalli and surrounding hill areas. An investigation has also been ordered to find out how could the ultras attack the trained commandos who were patrolling a locality near the high-security Imphal area. — PTI |

TN police to question junior Acharya Chennai, December 25 While the junior Pontiff’s brother,
Raghu, has been questioned many times after the arrest of the senior Shankaracharya on November 11, the junior has been interrogated. The Mutt officials admitted having received the summons but said it had not been decided whether the junior with comply with the police request to appear before its team at its headquarters at a forest department bungalow at
Kancheepuram. The Mutt administration might request the police team to question him within the Mutt premises since the Acharya is now busy with performing the month-long “Dhanurmasya
Puja”. Meanwhile, the Kanchi Mutt manager, Mr Sundaresan Iyer, who was arrested last night, was remanded to 15 days’ judicial custody until January 7, 2005. He was lodged in the Chernnai Central Prison after the remand proceedings in the chamber of Kancheepuram Judicial Magistrate, Mr G.
Uttamarajan. His counsel, Mr Y. Thyagarajan, later told newsmen reporters that the manager was charged with releasing Rs 55 lakh from the Mutt’s bank accounts to finance the murder. However, he claimed to be innocent and explained to the magistrate the facts about the purported

Subramaniam. The police also questioned Mr Sundaresan about the “transfer of Rs 50 lakh from a bank account of the Mutt to an account of Mr Ravi
Subramaniam”. The Mutt had received the amount as proceeds of a sale of a Mutt property and deposited it in one of its accounts in April 2004. However, Mr Sundaresan denied the transfer of the sum to any account. Meanwhile, the police today brought
Appu, alias K.G. Krishnasamy, a mafia boss and arrested in the murder case and remanded in police custody, to Chennai for questioning.

Anara’s kin seek CBI probe
News Delhi, December 25 NCW Chairperson Poornima Advani later told mediapersons that the kin of Anara had approached her to file a complaint against the Jammu and Kashmir police for alleged acts of atrocities and human rights violations of the entire family. “Let us investigate the matter and see what can be done,” Ms Advani said, adding that she had told Anara’s family to come back to the NCW office again on Monday. “We have asked them to bring proofs of documents and VCDs in which Anara had allegedly been filmed,” she added. The former Miss Jammu was allegedly involved in the making of a pornographic VCD with one Narinder Kohli. Anara’s mother Rajrani Gupta told The Tribune that she had complained to the commission that she, her sons and Anara were kept in illegal detention for 11 days after the incident and harassed by the local police. Requesting prompt action against the guilty, Anara’s Delhi-based maternal uncle Sanjay Sachdeva said they told the commission that the family had lost faith in the law enforcement agencies of the state and demanded a CBI probe into the matter. He said the family had also approached the National Human Rights Commission. “We want to bring the truth to everyone’s knowledge. The entire conspiracy was hatched by the police officials to victimise Anara,” said Mr Sachdeva, a leader of the local Panthers Party. |
Four held for assaulting 8-yr-old classmate
Dehra Dun, December 25 The girl, studying in second standard in a primary school, was on her way back from the school when the four boys chased her into a rundown building near the school to victimise her, the victim alleged. They assaulted and molested the child, injuring her severely and later left her at her place in the afternoon, the girl’s family alleged. Due to the unavailability of facilities for a medical examination at Khatima, the girl was brought to Haldwani in Nainital district for a medical examination, Nainital SSP Vijay Shankhare said. The medical examination report was awaited, the police said. A case has been registered for molestation under Section 354, IPC, the police said. Meanwhile, the girl’s family has alleged that the police was reluctant in registering a report and efforts were made to push them to settle the matter outside the police station. When the girl’s parents took her to the police station after getting her primary medical aid at the hospital, the police avoided registering their complaint. On their insistence, the girl was sent to Khatima for a medical examination and later to Haldwani, where she was medically examined. The four accused of molesting the eight-year-old girl — Shahid (8), Habib (9), Moti (7) and Ravindra (8) — have been taken in custody, the police said. |
Forced to bathe in urine, student commits suicide
Chennai, December 25 It is now more of a leg pulling of freshers by seniors in most educational institutions. But not in Tamil Nadu which was forced to enact the Tamil Nadu Prevention of Ragging Act because of the inhuman torture new students had been subjected to. But the law enforcers did not seem to take it seriously, leading to the suicide of a first-year engineering student of S.K.R. Engineering College on the outskirts of this metropolis on Sunday evening. Nineteen-year-old Mohan Karthick felt extremely humiliated as he was forced to bathe in his own urine by seniors in the college and hanged himself from the window grill of his hostel room, using a towel. The police has arrested the Managing Director of the college, Mr K. Ramadoss, and a third-year student, Bhargav Kumar, and charged them under the ragging law and with abetment of suicide. The police said Karthick, who hailed from Gudiwada district in Andhra Pradesh, took admission this year to the Electronics and Communication Engineering Department at the college. They said he was found hanging in his room by two other inmates of the hostel soon after he was ragged by two third-year students, K.V. Barghav Kumar and Venu Madhava Reddy. A police officer said yesterday: “They forced him to urinate in a bucket and ordered him to bathe in it. Karthick informed his parents in Andhra Pradesh about the treatment meted out to him but could not bear the humiliation.” The parents immediately lodged a complaint with the college administration but no action was taken against the two third-year students. When they learnt of Karthick’s death, his parents lodged a complaint with the police that despite their complaint the college administration failed to take any action and was responsible for their son’s death. The police arrested Mr Ramadoss and Bhargav and is now looking for the college Principal, Mr Sami Durai, and the other student Venu Madhava Reddy. The police officer said: “Investigations revealed that the college did not take any punitive action against the two third-year students. So we registered a case under Sections 4 and 7 of the TNPRA, 1997, and 306 (abetment of suicide)”. Mr Ramadoss and Bhargav have been remanded in police custody. |

mediapersons, who had called upon the BJP leader for her reaction this morning, Ms Bharti maintained she would say anything on the matter after returning to Delhi on Monday. The
'sanyasin' also hinted that she could meet top BJP leaders including party president Lal Krishan Advani in the national capital. Ms Bharti claimed that the media had blown out of proportion her earlier statements that led to her suspension from the
BJP. Earlier, in the day she took a holy dip in Saryu and visited Ram
Lala, Hanumangadhi, Kanak Bhawan and Nageshwarnath temples and offered special prayers. Ms
Bharti had yesterday said she was observing 'Maun Vrat' (silence) and

Tripura ex-CM Nripen Chakraborty dead
Kolkata, December 25 Chakraborty was brought to Kolkata on December 23 from Agartala for treatment. His body was taken back to Agartala for the last rites. He had been suffering from some kidney ailment and several other diseases for the past few months. The life-long bachelor, Chakraborty had been Tripua's Chief Minister for two consecutive terms from 1978. He had been CPM politburo and central committee member for over a decade. He had dissociated himself from the CPM following ideological and political differences with the party leadership. He did not approve of the party's present style of functioning. He was formally sacked from the party in 1995 for anti-party activities. The veteran leader was a political sufferer in the pre-Independence days but later he joined the country's communist movement as a party member. He was sent to Agartala in the early sixties by the then party chief, Muzzafar Ahmed (Kakababu) for organising the CPM party office in Tripura. He had worked as sub-editor of the Hindusthan Standard, an English daily of Kolkata belonging to the ABP group, for sometime. Chief Minister Buddhadeb Bhattacharjee, Left Front chairman Biman Bose and several other leaders of the Left Front went to the CPM party office at Alimuddin Street to pay their last respect to the leader. His body had been kept there till it was flown to Agartala. New Delhi: The CPM mourned the death of former Tripura Chief Minister Nripen Chakraborty. It described the death of Chakraborty as a major loss to the Communist movement. Incidentally, he was reinducted into the party on Thursday keeping in view his record of long service to the Communist movement. |

Defending negligent docs: govt fined Rs 2.5 lakh
Dehra Dun, December 25 Senior member Surendra Kumar delivered the order by the Board directing the government to pay the fine to the husband Gopal Vashishth and the two children of Richa Sharma, who died in the government hospital on June 5, 2002. Out of the compensation, Rs 1.5 lakh is to be deposited in the name of the victim’s two children, Rs 50,000 would have to be paid to the for the upkeep of the victim’s children and Rs 50,000 to the victim’s husband. According to the court orders the government would have to pay the fine by January 31, 2005, failing which, a 9 per cent interest would be applied on the sum. Richa Sharma (24), who was pregnant, was under the care of the medical officer, SPS Hospital, Dr Kusum Lata Sagar, developed complications during the treatment. |
Increase in Indian websites

New Delhi, December 25 Till November a total of 1480 Indian websites were hacked or defaced by various hacker groups. This is much higher than the number of websites hacked in 2002 when only 288 Indian websites were hacked. The rise in incidence of hacking has forced the government to set up Indian Emergency Response Team (CERT-In) which has twin roles of promoting cyber security and helping organisations recover from computer security incidents through appropriate help and guidance. A number of advisories have been issued by CERT-In which the organisations in India are expected to implement to secure their computer systems and networks against hacking, official sources said. |
7 tourists die in road mishaps
Siliguri, December 25 Four persons were killed and nine injured when a car carrying picnickers collided head on with a lorry on NH 31 at Dalua in North Dinajpur district today, the police said.
