Prof Gopalan takes charge

Chandigarh, October 25
After Deputy Director, Administration, Meeta Rajivlochan’s repatriation to her state cadre Maharashtra last week, the seniormost faculty member, Prof Sarala Gopalan, has taken charge of the seven administrative wings at the PGI. The most sensitive department of Vigilance has, however, not been delegated to Professor Gopalan and will be under the Director, PGI, Prof K.K. Talwar.

“While the DDA was also the Chief Vigilance Officer (CVO) of the institute, the same powers have not been given to Professor Gopalan, who has establishment I and II, legal cell, estate branch, committee branch, Hindi section, and computer cell under her. Since the department is very sensitive, with many pending inquiries, the Director must have found it appropriate to keep it directly under him,’’ said a PGI official.

100 units of blood collected at camp

Panchkula, October 25.
Mr Ajay Singh Chautala, MP, today inaugurated a blood donation and health camp here, by being the first blood donor at the camp. The camp was organised by the Youth Welfare Association, Sector 14, in association with the Health Department at the Sector 15 Community Centre today.

Over two lakh youth have pledged their eyes in the state, Mr Chautal said. The Health Minister, Mr M L Ranga, said that there were 48 licenced blood banks in Haryana.

As many as 100 units of blood were collected. The Lok Kala and Cultural Society presented a puppet show to spread awareness against female foeticide, and awareness about Devirupak scheme.

Dental camp

Panchkula, October 25
As many as 110 patients were examined by Dr Balbir Singh Panwar at a dental care camp organised by the Sector 11 branch of Syndicate Bank here yesterday.

Shivalik boys lift u-19 Volleyball title

Chandigarh, October 25
Shivalik Public School(SPS), Sector 41, beat SD Public School, Sector 32, 3-1 to bag the under-19 boys volleyball title in the UT Inter-School Volleyball Tournament played here today at the Sports Complex, Sector 7. SPS won with a score of 19-25, 21-25, 25-20, 25-15,15-12.

According to Mr D.S. Bedi, Director-Principal of the school, four of their spikers Gurinder, Balwinder, Surjit and Rohit Kumar were selected for the Indian youth probables’ coaching camp being held at SAI, Bangalore.

In the under-14 section Government Model High School, Sector 26, bagged the UT inter-school volleyball title.

Cricket meet

Hansraj Public School (HPS), Sector 6, Panchkula, and Chandigarh Baptist School won their matches against Shivalik Public School (SPS), Sector 41, and Manav Mangal School by beating them by nine and 99 runs, respectively, in the Blessed Edmund Rice Cricket Meet played here on Monday

Brief scores:

HPS:157 all out (Padma 3 for 25, Suneet 2 for 11, Amritdeep 2 for 10. SPS:148 for six (Gurkanwar 50, Pardeep 26, Amrit 15, Aseem 2 for 35).

Chandigarh Baptist School:157 for three (Pardeep 26, Ankur 39, Rahul 22, Nikunj 20). Manav Mangal:58 all out (Rahul 5 for five, Parshant 3 for 10).

Hockey trials

The Chandigarh Hockey Association will hold the selection trials for the UT under-21 hockey team for the 33rd Junior National Hockey Championship to be held at Jabalpur from November 13 to 20.

The said trials will be held at 3 p.m. on October 27 at the Sector 18 hockey stadium.

According to Mr Y.P. Vohra, secretary of the association, the players born on or after January 1,1984, will be eligible for the trials.

New Public School, DAV-8 in basketball final

Chandigarh, October 25
Hosts New Public School, Sector 18, will clash with DAV Senior Secondary School, Sector 8, in the final of the Rao Jai Singh Memorial Basketball Tournament being played here.

In the semifinal, NPS-18 boys outplayed YPS, Mohali, 60-48. The spirited cagers of YPS gave a tough time to seasoned NPS-18 boys who have more experience of playing throughout the year. For winners the scorers were: Uday 11, Ashish 10 and Harinder 9. For losers the scorers were: Gurwinder 16, Ather 11, Navjidner 6.

In another semifinal, DAV Senior Secondary School, Sector 8, Chandigarh, downed Police DAV, Amritsar, 89-45. For DAV-8 the scorers were: Dilawar 28, Sukhpal 23, Gurwinder 18; and for losers the scorers were: Amandeep 16, Pardeep 15.

In the girls’ section, Sacred Heart School, Sector 26, won its matches against IS Dev Samaj School, Sector 21, and YPS, Mohali.

Cricket tourney

Punjab Financial Corporation defeated Canara Bank by 10 runs while Prestige Honda XI beat Namrata Marketing XI by three wickets in the Second Girish Nayyar Memorial Inter-Institutional Cup League Cricket Tournament being played at the 3 BRD Cricket grounds on Monday.

UT told to frame new rules for STA Asst Secy

In a significant order the Chandigarh Bench of the Central Administrative Tribunal(CAT) has asked the Chandigarh Administration to frame fresh rules for the post of Assistant Secretary in State Transport Authority (STA).

Mr S.K. Malhotra and Mr J.S. Dhaliwal, Administrative and Judicial Member, respectively, have directed the Administration to comply with the order within three months and also consider the applicant, Mr V.K. Sharma, for the post of Assistant Secretary.

Allowing the original application of Mr V.K. Sharma, the Bench, while quashing the 2003 rules governing the appointment of an assistant secretary, termed them as violative of Articles 14 and 16 of the Constitution and unfair,arbitrary and discriminatory.

In his application, Mr V.K. Sharma had alleged that the Administration had changed the 1998 rules to exclude UT Motor Vehicle Inspectors (MVI) from being promoted as Assistant Secretary and adjust its candidates.

It was submitted that he, a BE degree holder, was appointed an MVI in the STA in 1992 and given the officiating charge of the Assistant Secretary in 2000. In 2001 the applicant represented to the Administration for his promotion to the post of the assistant secretary as he fulfilled all qualifications.

He contended that the MVI was the feeder category for promotion to the post of the assistant secretary.

The Bench was of the view that the description of the post by the Administration as “ministerial” was illegal, considering the nature of duties to be performed by an assistant secretary. The duties to be performed by the holder of the post were “non-ministerial” and supervisory and technical in nature.

“The exclusion of the category of MVI from feeder category for consideration for promotion to the post is malafide, which appears to have been done to keep the MVI and the applicant out of consideration for such promotion,” it added.

The Bench held that if there were eligible candidates in the feeder cadre then the employer should not take persons on deputation and consider the applicant for the post of assistant secretary.

12 shortlisted for UT postings

The Haryana Government today finalised 12 names to be forwarded to replace four Haryana Civil Services (HCS) officers posted with the Chandigarh Administration. The names of Mr Maheshwar Singh, Ms Monica Malik, Mr S.S. Dalal, Mr Satbir Saini, Mr Sultan Singh, Mr Yashwinder Singh, Mr Suraj Bhan, Mr Bhupinder Singh, Ms Anita Yadav, Mr Sanjeev Verma, Mr R.S. Verma and Mr R.C. Sharma have been finalised.

Four officials - Mr Ashok Sangwan, Mr Kulwant Kalson, Mr S.P. Arora and Mr Naresh Narwal - are headed back to Haryana. The Adviser, Mr Lalit Sharma, will interview these officials and select four names and forward them to the Union Ministry of Home Affairs.
