DDA rejoins; power continues to be with Financial Adviser

Even as PGI Deputy Director, Administration (DDA), Meeta Rajivlochan joined back her office on Tuesday, after removing away on election duty for over two weeks, PGI Director Prof K. K. Talwar has reiterated through a fresh circular that the major administrative powers will continue to remain with the Financial Adviser.

While the DDA came back to her office on Tuesday, an order was circulated the same day that said that “upon joining back of the DDA Rajivlochan, the office order issued on September 25 regarding division of work would continue till further orders.’’ Prof Talwar had earlier given all the administrative charge, except that of the Hindi section and the computer cell, to Financial Adviser Dr Harmeet Singh.

Sources say the decision on DDA’s reply to the show-cause notice served on her for issuing a circular challenging the authority of the director is still pending and no decision has been taken as regards to repatriation of the DDA.

In another significant development, Head of Department of Psychiatry Prof P. Kulhara has been given additional charge of associating in the training and management activities of the Department of Hospital Administration.

The official reason for the allocation of work to Prof Kulhara is the setting up of the Department of Hospital Administration. This step, however, has raised eyebrows in the institute as Prof Kulhara is senior to Medical Superintendent-cum-Head of the Department of Hospital Administration Prof A.K. Gupta.

Fresh orders have also been issued by Prof Talwar which say that Head of the Department of General Surgery Prof J. D. Wig will hold the charge of Registrar after the present incumbent Mr J.D. Yadava’s term expires on Wednesday. Prof Wig will take over on Thursday.

With rapid changes being made at the highest official level in the PGI, senior faculty members say these changes suggest that an attempt is being made to include senior faculty in the decision making.

Deepak Kapania Club register win

The Deepak Kapania Club, Sector 38, outplayed Government Girls Senior Secondary School, Sector 23, by a solitary goal scored by Amandeep in the dying minutes. The winners got three valuable points.

In the second football match, the SGGS College for Women, Sector 26, played a draw with St Stephen’s Club, Sector 45. At half time no goal had been scored. After lemon break, Usha converted a goal with solo efforts in the 37th minute while in reply St Stephen’s eves equalised in the 46th minute with a goal scored through penalty kick by left striker Jasdeep.

Football tourney begins

St Peter’s School, Sector 37, and DAV Senior Secondary School, Sector 8, surged ahead on the opening day of the First Chandigarh State Mini Football Tournament, which began at St John’s High School, Sector 26, today.

St Peter’s-37 defeated Mount Carmel School, Sector 47, by two goals to one. Ayush and Mohit scored one goal each while Ishant Singh scored the lone goal for Mount Carmel. In another tie, DAVSSS-8 beat St Kabir’s-26 by three goals to nil. Sahil, Piyush and Abhishek scored one goal each. In other matches, St Stephen’s defeated Guru Harkishan Public-40 by 7-0 while St Joseph’s-44 downed Saupin’s-32 by three goals to one.

Manav Mangal to host TT tourney

Chandigarh, October 13
Manav Mangal High School, Sector 21, will play host to the CBSE (Cluster XIII) Table Tennis Tournament beginning tomorrow at the Sector 23 TT hall. This three-day meet will see 325 paddlers drawn from 30 schools in Jammu and Kashmir, Himachal Pradesh, Chandigarh and Ambala vie for top honours.

According to Mr Sanjay Sardana, co-ordinator for the meet, earlier they had been regularly hosting the Manav Mangal Open TT for quite some time and this year the CBSE authorities entrusted them with the responsibility to hold the TT meet. He said the winning team in each section (total six), will take part in the CBSE National TT meet.

The events to be held include under-14, under 16 and under 19 in both boys and girls’ section. Sardana said it was a team event and the competition would be held between school teams. The participating teams have been put up at Kisan Bhavan, Sector 35.

Mr Harish Kumar, organising secretary of the meet, said matches would be held on a knockout basis and each team would comprise four players.

The inauguration will take place tomorrow at 10.30 am.

Kabaddi championship

Nine teams from North India will be seen in action in the 16th North Zone Inter-State Kabaddi (national style) Championship in both the men and women sections, which will be held at the football ground, Sector 17, from October 14 to 17.

Mr Randhawa disclosed that the teams taking part were Jammu and Kashmir, Uttaranchal, Uttar Pradesh, Rajasthan, Delhi, Punjab, Haryana, Himachal Pradesh and hosts Chandigarh. The inauguration will take place tomorrow at 4 pm.

Noise levels for Ramlila notified

The Chandigarh Administration today announced the permitted noise levels for holding Ramlila. A notification categorised various areas of Chandigarh into commercial, residential, industrial area and silence zone.

The notification gives separate noise levels for day and night: daytime shall mean between 6 am and 10 pm while nighttime shall mean between 10 pm and 6 am.

Ramlila is being staged at 42 places in the city. Fearing that loud speakers and other music systems used by Ramlila committees would generate noise levels above the standard notified, the Administration has fixed the noise limits in decibels at:

Industrial area: 75 (db) day and 70 (db) night: Industrial area of Chandigarh comprises Industrial Area Phase-1, Industrial Area Phase-II, Industrial Area Phase-I bounded by Madhya Marg on the north, Purv Marg on the west, the Chandigarh-Ambala road on the south and Sukhna choe on the east; Industrial Area Phase-II bounded by the Chandigarh-Ambala road in the north, Purv Marg in the west, road to 3BRD in the south and land reserved for the Chandigarh-Ludhiana railway line in the east.

Commercial area: 65 (db) day and 60 (db) Night: Areas comprising City Centre, Sector 17, Sub-City Centre, Sector 34-A and B, proposed Sub-City Centre, Sector 43-C and D, motor market of Mani Majra and the shopping complex around the bus stand.

Residential area: 55 (db) day and 45 (db) night: Residential area of Chandigarh comprise the following sectors except areas falling under educational institutions, hospitals and the Leisure Valley.

Sectors 2 to 5, 6 (excluding the golf course), 7 to 11, 15, 16, 18 to 33, 34-C and D, 35 to 42, 43-A and B, 44 to 47 and portions of Sectors 48 to 56 falling within the boundary of the Union Territory, Mani Majra town excluding the motor market and the shopping complex around the bus stand and all villages in the Union Territory of Chandigarh.

Silence zone: 50 (db) day and 40 (db) night: Sector-I Capital Complex, Sector 12, Sector 14 (Panjab University) and an area comprising 100 metres around all hospitals, including nursing homes, educational institutions, courts and religious places.
