Cong cheated on poll promises: BJP

The state unit of the BJP alleged that the Congress had ignored all its commitments made to the people of the Jammu region during October 2002 Assembly poll.

Launching its election campaign for the byelection to the Akhnoor Assembly constituency senior BJP leaders, including the state unit president, Dr Nirmal Singh, Prof Chaman Lal Gupta, a former Minister of State for Defence, Babu Parmananad, a former Haryana Governor, accused the Congress of “cheating” people of Jammu by not implementing the recommendations of the Wazir committee.

Dr Nirmal Singh and Professor Gupta said that the Congress had “outraged the sensitivities of the people of the Jammu region by inflicting one injustice after the other.”

They said that the Congress had even violated the constitutional provisions of keeping the size of the council of ministers up to 15 per cent of the total number of seats in the state legislature.

Babu Parmanand said that the Congress had no moral right to seek voters’ mandate again as it had failed to implement the promises.

The Vice-President of the party’s state unit, Prof Hari Om, in a separate statement said that the Congress-PDP coalition had not implemented the Wazir committee report on the plea that the government had no additional resources needed for the creation of four more districts in the state.

He said on one hand the government had sufficient funds for providing monetary benefits to militants and for meeting the cost incurred on its jumbo sized council of ministers but on the other it complained of resource crunch for implementing plans which would benefit people.

While seeking mandate for the BJP candidates, Mr Ram Swaroop Sharma, the party leaders appealed to the electorates to defeat the Congress so that it did not take the people of Jammu for a ride.

The BJP leaders said that during the last two years’ of coalition rule the unemployment in the Jammu region had increased because the Congress-leaders from Jammu were playing a “second fiddle to the Valley-based leaders of the ruling coalition.”

Another Vice-President of the party, Mr Lalit Moza, expressed dismay over the Prime Minister, Dr Manmohan Singh’s acceptance of Kashmir being a disputed territory.

He was referring to the Prime Minister’s statement made in New York and said that Dr Manmohan Singh’s “utterance” had harmed the Indian sovereign interest.

While announcing that the BJP would never be a party to Dr Manmohan Singh’s assertion Mr Moza wanted the UPA government at the Centre to implement the resolution adopted by the Parliament in 1995 under which a commitment was made to “reintegrate” Pakistan occupied Kashmir and northern areas with Jammu and Kashmir.

Mayawati launches poll campaign in Akhnoor

Ms Mayawati, BSP chief and former UP Chief Minister, today launched the poll campaign of her party candidate, Dr Gafoor, in the Akhnoor Assembly constituency.

Addressing a well-attended rally, Ms Mayawati devoted most of her speech on berating the UP Chief Minister, Mr Mulayam Singh Yadav, and his lieutenant, Mr Amar Singh. She did not say anything about the political affairs in Jammu and Kashmir and instead shed light on the current security scenario in Uttar Pradesh.

She said, “It is a jungle raj in UP. There is no rule of law, ” she said, “those criminals, who had been in jails during my government were seen moving freely in the state, thereby proving a sources for the unprecedented lawlessness.”

While appealing to people to vote for the BSP candidate in Akhnoor, Ms Mayawati said that the BSP alone could provide succour not only to the Dalits but to all those belonging to the backward classes.

While making, a dig at the Congress, she said on one hand Congress leaders expressed concern over the rapid deterioration in law and order in UP, on the other, the party continued to support the government led by Mr Mulayam Singh Yadav.

She said the Congress remained a silent spectator to a situation in which common people in UP was “unsafe” and the “criminals felt quite safe.”

She reiterated her feelings on the law and order in UP while talking to mediamen after the election rally. She said the government headed by Mr Mulayam Singh Yadav had started using the criminals for scaring people and those who opposed him and his policies.

Anti-poll campaign launched

While the security is being beefed up for the ensuing byelections to Batamaloo and Pahalgam constituencies in the valley, separatists have launched their anti-poll campaign.

Chief Minister Mufti Mohammad Sayeed is contesting from the Pahalgam constituency in Anantnag district. It was represented by his daughter and PDP President Mehbooba Mufti, who is now elected to the Lok Sabha.

Senior PDP leader, MLC and party general secretary Tariq Hameed Qarra is contesting from the Batamaloo constituency of Srinagar city, which had fallen vacant due to the death of senior National Conference leader Ghulam Mohiuddin Shah. The ruling PDP and the opposition National Conference are the main contestants in these byelections.

APHC Chairman Syed Ali Shah Geelani and JKLF chairman Mohammad Yaseen Malik launched the anti-election campaign from Pahalgam on Friday. Several other leaders, including Javed Ahmad Mir, who parted ways from Yasin Malik to constitute his separate Jammu Kashmir Liberation Forum, also launched the anti-poll campaign from Batamaloo here.

Mr Geelani, launching the election campaign, alleged that the government was indulging in unwarranted arrests of APHC leaders ahead of the elections. He said the campaign would continue despite of the arrests of these leaders. He said the elections were no solution to the Kashmir issue, adding that the process was being projected as a propaganda by the Central Government.

The APHC (Abbas) faction also launched the anti-election campaign from Batamaloo. One of its leaders, Mohammad Yusuf Naqash, addressed the first anti-election meeting at Parimpora here on Friday asking people to boycott the elections.

The Awami Action Committee of Moulvi Umar Farooq has also extended its support to the call of the APHC led by Mirwaiz Umer. The AAC appealed the people of all four constituencies of Pahalgam, Batamaloo, Akhnoor and Basohli to stay away from the elections. A spokesman of the AAC rejected Chief minister Mufti Sayeed’s claim that he was contesting in the interest of the people.

Meanwhile, the police and security forces are devising measures to thwart the designs of militants to create trouble during elections. These measures are being formulated on the past experience of the smooth conduct of Lok Sabha elections in Jammu and Kashmir.

Further measures are being taken in view of the recent spurt in militants’ activities, particularly the suicide attacks which have taken place here since July.

Two LeT militants among five killed

Srinagar, September 26
Five militants, including two Pakistan-backed Lashker-e-Toiba men, were killed and another person was injured in Jammu and Kashmir, whereas a ruling PDP worker escaped with burn injuries when militants tried to set him ablaze, the police said today.

The security forces busted three hideouts of militants and seized arms and ammunition, including one kg of explosive, during the period, he said.

Militants forced their entry into the house of PDP activist Ghulam Qadir Malla at Vail-Nagbal, near Ashmuqam, 70 km from here, in Anantnag district last night, the spokesman said.

After dragging Malla out of the house, militants set him ablaze in a heap of dry grass.

Malla, who jumped out of it and escaped with minor burn injuries. He was hospitalised, the spokesman said.

He said a local militant was killed in an ongoing encounter with the security forces at Karna-Kashwan in the Kishtwar area of Doda district today.

One AK rifle and three magazines were seized from the slain militant, while the encounter was going on when reports last came in, the spokesman said.

Two ultras of the Pakistan-based Lashker-e-Toiba were killed in an encounter with the security forces in the Thanamandi area of Rajouri district last evening.

The slain militants have been identified as Yasir Iqbal of Thanamandi and Abu Zakoon,a Pakistani national, the spokesman said, adding two AK rifles with six magazines, one radio set and one dictaphone were seized from them. — PTI

Centre inconsistent over talks, says Hurriyat

Srinagar, September 26
The moderate faction of the separatist Hurriyat Conference today accused the Centre of “inconsistency” over the talks on the Kashmir issue.

Reacting to Union Home Minister Shivraj Patil’s remarks yesterday that the government’s dialogue with the separatist amalgam would be held without pre-conditions, former Hurriyat Chairman Maulana Abbas Ansari said, “Patil now says he will talk to us without any pre-conditions but he had stated earlier that talks would be held within the purview of the Indian Constitution, which is not acceptable to us.”

“We are not going to accept double and triple policies,” he said, adding that “there is inconsistency in the Government of India over the talks. They are frequently changing statements.”

The amalgam, which had two rounds of talks with the Centre when the NDA was in power, would deliberate on the issue when its Chairman, Mirwaiz Umer Farooq, who was now in Jeddah to perform a religious ritual, returned to Kashmir, another former Chairman Abdul Ghani Bhat said. — PTI

EC imposes slew of restrictions on printers

Srinagar, September 26
The Election Commission of India has imposed restrictions on the printing of pamphlets, posters or any kind of material related to elections since the announcement of elections.

These restrictions had been imposed through a notification by the EC for the information of the general public and owners of printing presses, an official spokesman here said.

The Election Commission, accordingly, cautioned all political parties, candidates and the owners of printing presses, that whosoever violates the restrictions would be subjected to the most stringent action warranted under the law.

The notification said that no person should print, publish or cause to be printed or published any election pamphlet or poster which did not bear on its face the name and address of the printer and the publisher thereof.

The notification further said that no person should print unless a declaration, as to the identity of the publisher thereof, signed by the publisher and attested by two persons to whom he is personally known, was delivered by him to the printer in duplicate.

Probe ordered into scribe harassment case

Srinagar, September 26
Jammu and Kashmir police today ordered an inquiry into the alleged manhandling of two photo-journalists by cops in Rajbagh locality of the city.

Deputy Inspector-General of Police (Kashmir) would conduct the enquiry into the allegations, Director-General of Police Gopal Sharma said.

Anybody found responsible for manhandling the photo-journalists would face stringent action, he said.

The inquiry was ordered after two photo-journalists, Mohammad Amin War of The Tribune and Rafiq Maqbool of The Associated Press complained that they were allegedly manhandled by cops of Rajbagh police station yesterday when they were on their beat.

The two photo-journalists were covering a demonstration organised by Jammu and Kashmir Democratic Liberation Party against the cabin system in restaurants and hotels which, according to the party, spread vulgarity in the society. — PTI
