Army officer killed, two injured Jammu, June 25 The incident took place when the Army personnel were demining a field of Tarsem Singh at Pindi Charkha Kalan in Arnia, according to police sources. Sources said Lt Abhik Bhattacharya and Subedar Kulwant Singh were demining the field when the former inadvertently stepped over a landmine, which went off, injuring both of them. Nirja Kumari (10), who was also in the field sustained splinter injuries. While the injured Army personnel were admitted to military hospital at Satwari here, the girl was admitted to a Civil Hospital. Sources said Lt Abhik later succumbed to his injuries in the hospital. The condition of the other two was stated to be out of danger. Srinagar: Three persons, including a police constable and a school teacher, were killed and five others wounded while security forces arrested two militants in the Kashmir valley overnight. An official spokesman said security forces gunned down a Hizbul Mujahideen militant Fayaz Ahmad in an encounter at Rajpora in south Kashmir district of Pulwama this afternoon. He said a school teacher Ghulam Hassan Khan of Government High School, Chambgund, in Anantnag was kidnapped by the militants and later shot dead. Panic gripped Bijbehara when militants shot dead a police constable Ali Mohammad near a school at Zirpora this afternoon. Five persons were injured when a hand grenade lobbed by militants on
security forces missed the target and exploded on the roadside at Uranhal Bijbehara in south
Kashmir last evening. A militant each was arrested at Rajpora and Dahwatho Pahalgam last evening, he said. Meanwhile, the police today recovered two unidentified bodies from a remote village in Pulwama district. The bodies were found in the fields of Sagoo-Handhama in Zainapora area this morning, official sources said. A police party accompanied by some civil officials has been despatched to the spot to ascertain the identity of the deceased.

Ad hoc appointments to be referred to selection agencies Srinagar, June 25 This decision comes in the wake of the high court’s direction given in clubbed writ petitions titled Thomas Maish v/s State and others. In its fresh order on the policy relating to the ad hoc appointees, the government has ordered that each department shall allow such of the ad hocees to execute agreements who have not so far executed these, an official spokesman said. However, the process, including its submission to the General Administration Department, shall be completed by the end of this month. In case any candidate fails to do the needful within the aforesaid extended period, he shall have no claim to seek benefit under the government orders on the subject. It has also been ordered that Secretaries to the government will nominate the Additional Secretary of the department concerned as the Nodal Officer who will be responsible for referring the vacancies of the departments/offices under the administrative control of his department, held by the adhocees, to the selection agencies. He will also pursue the cases with the selection agencies for finalising the selection list within the time limit prescribed by the high court. The government has also ordered that the selections for Class IV posts against the posts held by the ad hoc appointees be made by the departmental committees comprising the head of the department and two other senior officers to be nominated by him, in accordance with the directions of the high court. In the Secretariat, a committee comprising Syed Fazal-Ullah, Secretary in the Consumer Affairs and Public Distribution Department (Chairman), and Mr Asgar Hussain, Under Secretary, General Administration Department, and Mr Kishore Singh Chib, Under Secretary, Home Department (Members), shall make selections for the Class-IV posts held by the adhocees in accordance with the directions of the high court. The Nodal Officer of each department shall report the progress of the selections on a fortnightly basis to the General Administration Department. |
JKLF Chairman, 25 party activists detained Srinagar, June 25 Mr Malik, his deputy Bashir Ahmad Bhat and senior leaders Sheikh Abdul Rashid and Nissar Jeelani were taken into preventive custody for staging a rally in violation of the prohibitory orders in the main Baramula town, the sources said. Mr Malik led the rally from the Biat-ul-Mukaram mosque but was intercepted by the police at the main chowk and asked to disperse. However, when he refused and continued with the rally, the police used batons to disperse the crowd. Later, the police detained Mr Malik and 15 others, including Mr Bhat, Mr Rashid and Mr Jeelani, the sources said. Earlier, the police detained 10 JKLF leaders, including its Vice-Chairman Javid Ahmad Mir from Kralihar and Mirgund while they were heading to Baramula to participate in the rally, the sources said. The sources said Mr Mir and his five associates were taken into custody at Mirgund, four more JKLF leaders, led by Mr Javid Ahmad Zargar, were detained from Kralihar on the outskirts of the Baramula township. Condemning the police action, a JKLF spokesman said the party had planned a peaceful rally in Baramula town to convey to the world in general and India and Pakistan in particular that the people of Jammu and Kashmir were a basic party to the Kashmir issue and their involvement in any talks aimed at the resolution of the dispute was a must. — PTI |
Mushtaq Ahmad’s killer held Srinagar, June 25 Hizb commander Hakeem Javed Iqbal was arrested yesterday. He was involved in several high profile killings, including that of Moulvi Mushtaq and DIG Bhat, a release from the office of the Senior Superintendent of Police, Srinagar, said here. While Moulvi Mushtaq was shot at and seriously injured on May 29 while praying inside a downtown mosque, Bhat was shot dead as he was coming out of a mosque in Brazulla area of the city after performing Eid prayers on February 2. On the directions of divisional commander of the outfit, Javed Ahmad Sheikh, alias Kuka Sheikh, Hakeem Javed along with his two associates Tanvir and Sajad hatched a conspiracy to target Mirwaiz Moulvi Umar Farooq and his close relatives, the police said. On May 29, the trio met near Gani Memorial Stadium in downtown city and decided to target Moulvi Mushtaq and Mirwaiz. While Sajad and Hakeem Javed went to Wazir Khan Mosque to target Moulvi Mushtaq, Tanvir was deputed to the residence of Moulvi Umar Farooq at Nigeen to lob grenade at his residence, the police said. The police said Hakeem Javed was also the prime suspect in the assassination of DIG Mohammad Bhat. He along with Divisional Commander had masterminded the killing of the DIG. The interrogation of the militant revealed that the two along with two others named Tanveer and Sajad planned to eliminate the DIG. Hakeem Javed along with Tanvir and Sajad were also allegedly involved in the killing of PDP worker Ghulam Mohammad Dar and two police constables near Hyderpora Chowk last year, the police said. However, Hizbul Mujahideen said the outfit was not involved in the killing of Moulvi Mushtaq Ahmad. No person identified as Javed Ahmad Hakim is affiliated with the outfit. The outfit said in a statement to a local news agency. Al-Nasireen militant outfit also disowned Javed saying the outfit does not know any person of such name.

Panchayati Raj rules amended Srinagar, June 25 Under the new law, the Director, Rural Development, will determine the number of panch seats reserved for the SCs, STs and women in panchayats in accordance with the Jammu and Kashmir Panchayati Raj Act, 1989. The government has already reserved 33 per cent seats for women in panchayats. The Director shall allot by rotation the seats reserved for women, SCs and STs after every general election to different constituencies in a ‘halqa’ panchayat. He shall also distribute the panch seats reserved for the SCs and STs in those halqa panchayats where the proportion of their population to the total population is comparatively large. The amendments envisage that for candidates contesting elections to panch seats reserved for the SCs or STs, the nomination papers shall be accompanied by a certificate issued by the competent authority with regard to their categories as the case may be. The SCs are specified in the Jammu and Kashmir Constitution Scheduled Caste Order, 1956, while STs are specified in the Scheduled Tribe Order, 1989, as amended from time to time.
