PSHRC orders probe in police torture case

The Punjab State Human Rights Commission (PSHRC) has come to the rescue of a Mohali resident, who was allegedly tortured by the Khanna police over a land dispute on March 31. The man suffered burn injuries after a policeman threw acid on him while in police custody.

Registering the case, the commission has directed the Director General of Police of the PSHRC to conduct an inquiry into the case within eight weeks, besides ordering the SSP, Khanna, to ensure that no harassment was caused to the victim.

The complainant, Mr Balbir Singh, a resident of Phase-II in Mohali, was allegedly tortured by an ASI of Sadar police station, Khanna. The accused allegedly threw acid on the victim, causing burn injuries on his abdomen and hands. This was done to intimidate him to compromise on the land dispute, Mr Balbir Singh alleged in his complaint.

Justice N.C. Jain, Chairperson of the PSHRC, stated in the order that human rights activist Charanjit Bakshi has brought the case to his notice and he had personally seen the injuries. In view of the nature of the injuries, the commission found the case fit for ordering an inquiry.

Mr Balbir Singh told The Tribune that he owned about 500 sq-ft land in Daudpur village near Khanna. He had given the land on a one-year lease to Ms Karamjit Kaur, who was running a private school there.

He claimed that he had an agreement till March 31 with her, after which he could either extend the lease or ask her to vacate the land. He said he sold off the land to some person, but the woman allegedly refused to honour the agreement.

He alleged that the village panchayat also supported his case and asked the woman to vacate the land. However, on the night of March 31, he was allegedly picked up by a team from the Sadar police station, Khanna.

‘‘They did not tell me why I was required by the police and kept me in the solitary confinement for hours. I overheard the accused ASI about striking a deal of Rs 50,000 with the woman,’’ he alleged.

Late in the night, Mr Balbir Singh was allegedly beaten by the ASI who was forcing him to strike a compromise with the other party. ‘‘When refused to do so, the ASI threw some acid on me, he said. He further claimed that he raised a lot of hue and cry but no medical help was given to him.

After a couple of hours, a doctor came and gave him an injection, besides applying some ointment on his injuries. He was taken to a hospital in the morning, where he was allegedly forced to put thumb impression on some blank papers. He was released in the evening.

He came to know after a few days that the police had got some papers claiming he had extended the lease agreement with the woman for one another year. He said one of his friends narrated his tale of woe to Mr Bakshi, who took up his case with the PSHRC.

Ludhiana, April 17
Dust clouds have engulfed the city for the past 24 hours. In this city which has suspended particulate matter 600 mg on a normal day dust clouds are causing breathing problems and eye allergies and poor visibility.

The dust clouds are thicker in the countryside compared to the urban areas. The residents are reporting to various city hospitals with breathing problems, eye and nasal allergies.

The commuters were seen on the city roads with their faces covered. Even during the day sun remained elusive.

During the afternoon hours also visibility was affected. Struggling with poor visibility a drive on a two-wheeler can leave a person dust laden. One feels a burning sensation in the eyes.

According to Dr Sukhdev Singh Hundal, Professor of Agrometerology at Punjab Agricultural University, dust particles were uniformally suspended in the air due to western disturbances. He said that dry winds blowing during these days lift up dust particles. The lighter particles remain suspended and form dust clouds.

The problem was compounded due to ongoing harvesting operations in the region. He said that the dust would settle down after a few showers. However, Dr Hundal also ruled out any possibility of rain in the coming 48 hours in the district.

Two Satluj Club office-bearers suspended

The Deputy Commissioner, Mr Anurag Aggarwal, who is also the president of the prestigious Satluj Club, has placed the recently elected general secretary, Mr Gurinderjit Singh Laddi and bar secretary, Mr Rocky Malhotra under suspension. This follows the detection of discrepancies in the accounts of the club bar. The disparities were reportedly found during a raid conducted by the Excise Department on the club late last night.

The raid that was conducted under the supervision of Mr Prem Chand, SDM (West), by the found three cartons of liquor bottles valued at Rs 56,000 missing from the bar stocks. The bar incharge told the raiding party that the liquor had been served at a party on the instructions of the bar secretary and general secretary

Initially, it was said that the liquor had been sold. When sale proceeds were not found, the office-bearers offered to pay from their pockets. The charge of the general secretary has been given to the treasurer, Mr Gaurav Chaudhry, and of bar secretary to Mr Sanjiv Dhanda, cultural secretary

Without getting sponsorship money, the mess secretary, general secretary and bar secretary reportedly ordered meals for officers and VIPs on the Baisakhi night celebrations. The bill of Rs 34,000 was reportedly paid from the club funds. On being asked by Mr Aggarwal, Mr Laddi and Mr Malhotra agreed to pay Rs 56,000 and Rs 34,000.

The show-cause notice issued to these people says free liquor, free passes were issued, despite president’s orders to the contrary.

Galib yet to join campaign for Tiwari

Mr Gurcharan Singh Galib, former Congress MP from Ludhiana, is yet to join the campaign of the party candidate, Mr Manish Tiwari. He was supposed to participate in the party’s campaign in the Kila Raipur Assembly segment, but he said he was busy in some family function. He said he was with the party and all his supporters had been campaigning for Mr Tiwari.

Mr Tiwari today visited the Kila Raipur area, a predominantly rural constituency considered to be a stronghold of the Shiromani Akali Dal.

Addressing meetings in different villages, Mr Tiwari appealed to the people to vote for him.

A series of meetings was held by the Punjab Minister of State for Printing and Stationery, Mr Rakesh Pandey, in the Ludhiana North Assembly segment. Mr Pandey sought votes for Mr Tiwari. The Ludhiana East MLA, Mr Surinder Dawar, today launched a “padyatra” from the Janakpuri area. He said he would continue this “padyatra” till the date of elections.

Local issues to dominate

The BJP-SAD alliance has claimed that the fight for the Ludhiana parliamentary seat was between them and the Congress, and not a triangular contest as being claimed by Lok Bhalai Party chief Balwant Singh Ramoowalia.

The Ludhiana parliamentary seat comprises nine assembly segments — Jagraon, Kila Raipur, Payal, Koomkalan, Dakha, Ludhiana Rural, Ludhiana West, Ludhiana East and Ludhiana North — and has nearly 1.7 million voters. A perusal of the past trends reveals that voters turnout in the rural areas was on the higher side, between 70 and 80 per cent. In the city, it hovered around 40 to 50 per cent.

A spokesperson for that alliance said in the absence of any religious issues, it was expected that the parties would have to fight it out on local issues.

SAD-BJP candidate Sharanjit Singh Dhillon belongs to the district the Congress, too, has its permanent vote bank but controlling in fighting is proving an uphill task for party candidate Manish Tiwari. Mr Ramoowalia has been elected twice to Parliament, once from Faridkot and then from Sangrur.

Ramoowalia to file papers on April 23

The Lok Bhalai Party (LBP) chief and former Union Minister, Mr B.S. Ramoowalia, who is contesting from the Ludhiana parliamentary constituency, will file his nomination papers on April 23.

A spokesperson said the party’s election tempo in Ludhiana city is fast picking up with large number of Congressmen, Akalis, and people from all walks of life coming forward to support Mr Ramoowalia. Today, at a function in Prem Nagar and Islam Ganj in Ward No. 53, a large number of Congressmen and Akalis joined the LBP, prominent among them were Mr Pradeep Kumar Rajasthani, Comrade Motil Lal, Dr Ram Kumar, Mr Ramchander Rajasthani, Mr Tulsiram Rajasthani, Mr Vinod Kumar Rajasthani, Mr Pappu Rajasthani, Mr Vijay Kuamr Regar, Mr Gurmeet Singh, Ms Kamaljit Kaur, Ms Asha Rani, Mr Suba Singh and Mr Satnam Singh Saini.

Dhillon seeks traders’ support

Mr Sharanjit Singh Dhillon, the BJP-SAD candidate for the constituency, visited old city markets today to seek the support of various traders’ associations.
Accompanied by a number of party workers, Mr Dhillon met representatives of various associations in Karimpura bazar, Field Ganj, on the Shahpur road, at Haridev chowk, in Mochpura bazar, Chowk Kesar Ganj, Lakkar Bazar and the Sewing Machine market.

Mr Dhillon was greeted by various shopkeepers’ associations with garlands amid raising slogans in favour of Mr Vajpayee, Mr Advani and Mr Badal.

Arrest of BKU leaders condemned

The local unit of Lok Morcha, Panjab, today condemned the arrest of 18 leaders of the Bharti Kissan Union (Ekta) who had led a contingent of farmers to Jallianwala Bagh at Amritsar in order to pay homage to the martyrs.

This outrageous step of the government had bared the real face of the so-called democracy. Such actions would only further strengthen the struggle of people fighting for their rights, a Lok Morcha press note stated.

Discourse at Dukhniwaran

A discourse session was held at Gurdwara Dukhniwaran Sahib last night in connection with the 500th birth anniversary celebrations of Guru Angad Dev. This was stated in a press note issued by the gurdwara management here today.

Several prominent religious figures, including Giani Ajit Singh Rattan and Giani Gurmit Singh from Jalandhar, Giani Jaswinder Singh, Granthi, Darbar Sahib, Amritsar, Giani Narinder Singh from Canada, Giani Harwinder Singh from Sohana, Giani Dharamvir Singh, Head Granthi at Gurdwara Dukhniwaran Sahib, dwelt at length on the life and times of Guru Angad Dev.

Minor kidnapped

Ludhiana, April 17
On the statement of Mr Om Parkash the area police has registered a case under sections 363, 366 and 34 of the IPC yesterday against Vikas Kumar, alias Bunty and Tarpesh Kumar.

The complainant had stated that the accused, had kidnapped his 16-year-old daughter, Reena, on the morning of March 30 last and taken her to an undisclosed place.

Ex-councillor’s house robbed

Two unidentified persons robbed the mother of a former councillor in the New Abadi area here yesterday.
It is learnt that two persons came to the house of Mr Vijay Diamond, at about 3 p.m. The mother of the councillor was alone in the house at that time. The duo tied her up with a cloth and snatched her bangles, ear rings and some cash from her. Later they escaped. A case has been registered at the City police here.
