Nursing association alleges discrimination

Mohali, January 23
The Private Nursing Institutions Association, Punjab, has demanded the removal of the Registrar, Nursing Council, for allegedly indulging in discrimination against certain private institutions.

Dr Somnath Mehta, President of the association, told mediapersons at a press conference here today that two years' time was given under the rules to an institute to construct its own building, but raids had been conducted, in violation of rules, by the Department of Medical Education and Research on institutions which had been recently opened.

He said a nursing institute in Mohali was opened in 1997 but was still running in a rented accommodation and the department had taken no action against it. Instead, the institution had been allegedly given exemption to construct its building by 2006.

He said the association had sent a written complaint to the department about the discrimination being done against certain institutions.

Mr B.S. Garcha, who runs Victor Institute of Nursing, at Kharar, said his institute had got a NOC from the Punjab Government in February, 2003. Various inspections were carried out by the authorities concerned on the basis of which 40 seats for the GNM course were allotted for the 2003-2004 section.

He said infrastructure and staff had been provided at the institute according to the norms of Indian Nursing Council.

On January 10, a surprise visit was carried out by the Secretary, Medical Education and Research, Punjab, along with the Registrar of the Nursing Council. After that it had been pointed out that most of the requirements had not been met.

He alleged that the Registrar had submitted wrong reports and as such action should be taken against her by the authorities concerned.

2 city eves chosen for R-Day awards

Chandigarh, January 23
Gurnoor Kang Gurnoor Kang, a rower, and Mehak Paul, a skater, have been selected for this year’s Republic Day commendation sports awards by the Chandigarh Administration.

Gurnoor secured the bronze medal in the ninth junior Asian rowing championship in Hong Kong last year in the double sculls event. She had earlier won the gold medal in the coxless pairs in the national rowing meet in Pune in 2002. She bagged the bronze medal in the single sculls event in the national rowing meet in Hyderabad. She is a Class XII student of SD Public School, Sector 32. Her mother has been an athlete.

Mehak PaulMehak, a Class VI student, has excelled in skating by winning 44 medals in various events. She captured two gold medals in the Chandigarh state skating meet and two gold medals in the inter-school meet. She also won a silver and a bronze medal in the national CBSE roller skating meet in Chandigarh in speed events. She began skating when she was just four years old and learnt the fundamentals from Sarabjit Singh. Later, while studying at KB DAV Centenary School, Sector 7, her skills were honed by Harpreet Singh.

New kid on the skating rink

Rohit Bajaj Rohit Bajaj, a student of Manav Mangal School, Sector 11, Panchkula has emerged as a promising skater in the past year.

In the 17th Sushil Kumar memorial roller skating championship held at Yamunanagar, 12-year-old Rohit won a bronze medal each in the rink race I and rink race II. Earlier, in the ninth Panchkula district skating meet , he won the gold medal in the rink race and helped his team in securing silver medal in roller hockey.

Rohit also won medals in the first Bhavan Hawk roller skating meet, second Wonderland skating championship and the Guru Harkishan skating championship. In 2002, he represented Haryana in the 39th national roller skating championship and participated in the sub-junior section.

City girl shines in tennis meet

Inayat Khosla, a student of Vivek High School in Sector 38 here, reached the final of the AITA Super Series tennis meet organised at the YMCA College of Education, Chennai. Inayat is being trained by Mr L.D. Kapoor, the director of the Total Tennis Academy here. He said 13-year-old Inayat was seeded fifth in the meet.

Amritsar DAV School wins cricket tourney

Chandigarh, January 23
DAV School, Amritsar, defeated DAV Senior Secondary School, Sector 8, by 25 runs in the final of the PCA Parle cricket tournament which concluded last evening at the PCA stadium, Mohali. Batting first, DAV, Amritsar, made 197 runs for the loss of six wickets in 35 overs. Vipan scored 105, Sahil scored 36 and Abhishek 16. Varun and Amit Sen claimed two wickets each. In reply, DAV School, Sector 8, were all out for 172 runs. Sidharth scored 40 runs, while Karan made 49. Vipan bagged three wickets for 32 runs, while Sarad Lamba and Sunny bagged two wickets each.

MC allots sanitation work to three contractors

The contract for sanitation work in the residential area of the town was allotted to three contractors by the Municipal Council here today. The contract is for a period of six months.

The civic body had cancelled the sanitation contract of the previous contractor at its general body meeting held on January 6. The three-month period of the contractor ended on January 18. Since then, the council had taken over the sanitation work which was being looked after by its 120 employees.

The town had been divided into four zones for sanitation, for which the work has now been allotted to three different agencies. While the contract for the work in zones I and IV has been given to Ara Housekeeping and Manpower Services, zone II has been given to S.S. Security Services. The work in zone III will be looked after by Prehari Security and Detective Services.

The council has worked out the number of employees that each contractor would have to engage in each zone.

As many as 70 persons would be engaged for zone I, and 81 for zone II. Zone will have 62 employees while 89 persons would be engaged for zone IV.

Mr Kulwant Singh, President of the council, has appealed to residents of the town to make a written complaint if the employees of the contractor does not sweep the streets in their area daily so that action can be taken against the contractor concerned.

Meanwhile, 41 garbage collectionl points have been identified after a joint survey was carried out today by officials of the Municipal Council and the Department of Town Planning. The survey had been carried out on the directions of the Chief Administrator (CA), PUDA, who had held a meeting in this regard yesterday.

According to sources, the civic body had earlier identified 68 garbage collection points and a list in this regard had been sent to PUDA.

It is learnt that the CA, PUDA, had asked council officials yesterday to reduce the number of points. As such a fresh survey was carried out today by a team comprising the Divisional Town Planner and two junior engineers from his office and a junior engineer and sanitary inspector from the civic body.

Sanitation contract cancelled

Amid walkout by the Congress councillors, the Municipal Council (MC) today cancelled the contract for the maintenance of sanitation, streetlights and catching of stray cattle in the town.

At a meeting here, under the chairmanship of the MC president, Ms Seema Chaudhary, it was also decided to constitute three sub-committees for the effective functioning of the council. However, the Congress councillors, who staged a walkout will not be part of the sub-committees.

Earlier, high drama was witnessed as the Congress leader in the House, Mr V.K. Kapoor, accused Ms Chaudhary and Mr O.P. Sihag, MC, Executive Officer, of not taking councillors of the opposition into confidence while taking important decisions. Going back on her promise of taking the councillors of all parties together, Ms Chaudhary had been working in an "autocratic" stalling developmental works, alleged Mr Kapoor.

Mr R.K. Kakkar of the Congress alleged that while the amount for the sanitation contract had been hiked from Rs 3.8 lakh to Rs 9.78 lakh about three months ago, there had been no perceptible improvement in the sanitation situation.

Demanding transparency in the functioning of the MC, Mr C.B. Goel of the BJP regretted that the minutes of the earlier meetings had not be recorded properly and at times they had been altered by the ruling party and the officials.

His party colleague, Mr V.K. Sood, drew the attention of the House to the recent guidelines of the Delhi High Court on the disposal of garbage.

It was at this stage, the Congress, including the Kalka MLA, Mr Chander Mohan, who did not take part in the discussions, staged a walkout arguing that the formation of sub-committees was a futile exercise.

However, after a long discussion, unanimity eluded the formation of the sub-committees and the names of the members were kept secret by Ms Chaudhary till the filing of the report.

At the fag end of the meeting, it was decided to purchase 83 sodium lamps and 180 tube lights and provide five electricity poles to each of the wards. A proposal to grant Rs 2,500 as the conveyance and telephone allowance to the councillors was not passed at the meeting.

Meanwhile, Mr S.K. Nayar, president of the Residents' Welfare Association, while welcoming the decision of the MC to cancel the contracts, hoped that the civic body would not repeat its past mistakes.

MC keen to take action against building violators

The Municipal Council will hold talks with the Haryana Housing Board for initiating action against over 1,000 board allottees here, who have made illegal alterations and additions in their dwelling units.

In the absence of a clear-cut jurisdiction over the flats, the authorities have failed to take action against the allottees, who made the alterations in violation of building bylaws, thus endangering the structures of multi-storeyed flats.

Council sources said the civic body would initiate talks with the board authorities to take action against the violators. Action can be taken only if jurisdiction over the dwelling units was with the council, the MC Executive Officer, Mr O.P. Siag, said.

After the transfer of the flats to the civic body, the modalities for ignoring the alterations which do not endanger the basic structural stability of the dwelling units would be worked out after charging the fine. At today’s meeting of the civic body, certain councillors were of the opinion that minor violations should be ignored by the council.

However, the major violations, such as encroachments on government land, should be dealt with severely, the councillors argued.

HUDA had reportedly issued notices to violators. The allottees then approached the Punjab and Haryana High Court against the notices. The High Court directed the board and the civic body to remove the encroachments and illegal additions.
