HP notification on plying of vehicles
Shimla, January 1 The state government has also decided to increase the fee for the issuance of permit on the restricted and sealed roads. The state government has also rescheduled the restricted and sealed roads in the town. Henceforth, permit for the restricted and sealed roads will be issued for a year. It has also been decided to enhance fee for the one sealed route for Rs 1,200 to 3,000 per year for more than one route and from Rs 600 to 1500 per annum for one restricted route. Similarly, fee for permit for restricted route has been increased from Rs 600 per annum to Rs 2000 annually for more then one route and from Rs 240 to Rs 1,500 in case of one route. The minimum penalty for plying vehicles on sealed roads without permit will not be less then Rs 5,000 and Rs 3,000 for restricted areas and a subsequent violation of penalty amount will be doubled. Temporary permit fee for sealed roads will be Rs 200 per day up to a maximum limit of seven days. For specific purposes viz shooting of films, the present permit fee of Rs 2,500 per day up to five vehicles will be Rs 3,000 up to five vehicles and beyond five vehicles up to a maximum of eight vehicles Rs 500 per vehicle for a day. Secretary (Home) will be the competent authority to issue fresh permit for sealed roads. Similarly, the fresh permits on restricted area in respect of the categories indicated at Sr No. 5 will be issued by the Secretary (Home). The permit already issued will be renewed by the Under Secretary/Deputy Secretary/Joint Secretary/Additional Secretary as the case may be. Permit allowing the plying of vehicles on sealed and restricted roads will not automatically be authorised to park vehicles, if “No Parking” road signs are on display by the district authorities. Even where “No Parking” signs are not there, a permit holder may only use such roads for temporary parking for a reasonable small duration of time, while waiting for passengers to arrive. The permits should be displayed by the vehicle owner by pasting the same with a tape or otherwise on the internal surface of the windscreen of the vehicle (in respect of two-wheelers on the body), so that the particulars of the permit are easily visible from outside. A vehicle will be allowed to ply on sealed/restricted road, provided the permit holder personally travels in the vehicle. For this, the word “Permit Holder” will imply either of the spouse or both on the prescribed permit and both husband-wife should append their signatures to facilitate verification by the checking authority. A vehicle may be driven on the sealed or restricted road by a driver other than the permit holder while he is dropping/picking up the permit holders. Such cases should be on express instructions from the permit holders. The permit holder should ensure that the misuse of the permits does not take place. It has also been decided to reduce the permits drastically on the sealed roads for Chhota Shimla to High Court via Oak Over and permit will be given in rare cases keeping in view the exigencies of service. Permit on sealed road for one vehicle (not taxis) to the owner of the hotel (in case the hotel is situated in the sealed area) will be considered on recommendation of the DC Shimla, who will, in turn, verify the availability of parking. The state government has also notified seven categories, including senior citizens in the eligibility for the grant of permits on the sealed roads.

Poached migratory birds seized Kangra, January 1 According to the district additional police chief, Mr Santosh Patial, forest officials noticed a person identified as Sanjay Kumar, a resident of Patadi, carrying a bag. He was moving under suspicious circumstances. When he was intercepted by the wildlife officer, Mr Ved Vias, the accused left the bag on the spot and fled. On search of his bag two common pochards and one bar-headed goose were found. The police has registered a case under Section 51 of the Wildlife Act. More than a lakh migratory birds from trans-Himalayan zone, including Siberia and Ladakh, every year visit this beautiful and peaceful sanctuary that is spread over 307 sq km. This bird sanctuary was included on the list of ‘Ramsar’ sites last year. |
M.R. Verma sworn in as HC Judge Shimla, January 1 Mr Vinod Kumar Gupta, Chief Justice, administered the oath at a ceremony at which a large number of dignitaries, judges of the High Court and members of the Bar Council were present. Born on June 30, 1943, at Dharoi-Sandoa village of Suni tehsil in Shimla district in an agricultural family, Mr Justice Verma entered the legal profession in 1967 and practised in civil, criminal and revenue law in the district courts of Mahasu and Shimla. He became the District and Sessions Judge, Mandi, in 1980. He was the Registrar of the High Court from 1987 to 1990 and 1995 to 1999. |

HP varsity VC Shimla, January 1 A notification in this regard was issued today by Raj Bhavan. The post had been vacant since Dr S.D. Sharma resigned in the wake of his indictment by two probes ordered by the Governor, Mr V.S. Kokje, into financial and administrative irregularities in the institution. Dr Verma had been functioning as Pro-Vice-Chancellor ever since. A specialist in mountain development and biodiversity, Dr Verma became Vice-Chancellor of Dr Y.S. Parmar University of Horticulture and Forestry in 1994. |
