Experts to dwell on stroke, haemorrhage
Our Correspondent

Chandigarh, December 9
Stroke and haemorrhage, along with recent techniques of treatment, will be discussed by six international and 30 national experts during the third annual conference of the Indian Society of Cerebrovascular Surgery being held at the Post Graduate Institute of Medical Education and Research (PGIMER) from December 11.

According to Prof S.N. Mathuriya of PGIMER’s Neurosurgery Department, around 30 postgraduates from all over the country, besides 10 physicians sponsored by the Punjab Health Systems Corporation, will hold discussions on Cerebrovascular Surgery — a specialised area in neuro-surgery. The conference will also include deliberations on the imaging and interventional treatment.

In all, around 120 delegates belonging to “various specialties of nurosciences” are expected to participate. Most of them have specific interest in cerebrovascular surgery.

The holding of the conference is significant because stroke is the third leading cause of death. Stroke, as per doctors, can be due to occlusion of blood vessels to the brain or due to non-traumatic bleeding in the brain (haemorrhage).

Haemorrhagic stroke constituted up to 10 per cent of all strokes. The doctors insist that over the years a lot of advances have taken place in diagnosis. A large number of monitoring devices have also come up.

Kamlesh likely to be next Mayor
Tribune News Service

Chandigarh, December 9
It seems that the senior most Congress councillor, Mrs Kamlesh, has won the legal battle to stake claim for the post of the new Mayor. The post of the third Mayor in the Congress-ruled corporation is reserved for a Scheduled Caste (SC) candidate.

On a clarification sought by the corporation, the Legal Remembrance cell of the Chandigarh Administration has clarified that that any Scheduled Caste (SC) , irrespective of the fact whether the candidate has contested on a reserved seat, is eligible for the coveted post. There are four SC candidates, Mrs Geeta Chaudhary, Deputy Mayor, Mrs Kamlesh, who is councillor for the second term, Mr Balraj Singh and Mr Sohan Lal Vaid.

With today’s development the fight for the coveted post seems to be narrowing down between two strong contenders, Mrs Kamlesh and Mr Sohan Lal Vaid. Sources in the party said a senior leader in the Chandigarh Territorial Congress Committee (CTCC) had “openly” favoured Mrs Kamlesh, who was an AICC members and an active Congress worker for the past several years. However, Mrs Kamlesh was not favourite with a section of the councillors in the House.

The sources said due to the “liking” of a senior party leader there was resentment in the camp of three councillors, belonging to the Valmik community which has a sizeable vote bank in the city. Chances of the three councillors agreeing to Mr Vaid as their representative for the coveted post could not be ignored, said a political analyst. It being an election year, the party leaders may opt for a non-controversial candidate who could deliver goods, keep a liaison with the officers in the corporation and build a positive public image.

It may be mentioned that the corporation has five mayors in a five year cycle. The tenure of the mayor is for one year. The first tenure in the five-year term is reserved for a woman candidate followed by second term of general candidate, third term again of an SC candidate and fifth term for a general candidate.
