Delhi votes for development

Chief Minister Sheila Dikshit’s vision for the future of NCT of Delhi got an emphatic endorsement from the 84 lakh voters as the Indian National Congress (INC) on Thursday romped home with 47 seats in the Assembly election held earlier this week.

The party secured 47 seats in the 70-member Delhi Legislative Assembly, down five seats from the 1998 election. The Bharatiya Janata Party (BJP) got 20 seats; Janata Dal (Secular) one; Nationalist Congress Party one; and Independent one seat. Among the prominent losers from the INC were Deputy Speaker of the outgoing Assembly Kiran Chaudhry and Finance Minister Mahender Singh Saathi. Sitting BJP legislators Ram Bhaj and Nand Kishore Garg also ended up losing the election.

The visible symbols of modernisation and development, which the Sheila Dikshit Government created, apparently went down well with the voters. These include the Metro, the flyovers and the cleaner environment, facilitated by introduction of CNG fuel.

On her agenda for the next five years, Ms Dikshit said development would be her priority. “I will continue to work towards making NCT of Delhi one of the best cities in the world,” she told media persons soon after the results were declared. “You have seen the development work that has been done here, my priority will be to take this ahead. Complete progress, including human development, will be the area of focus”, the chief minister said and thanked the voters for the renewed mandate.

The chief minister, who called upon INC President Sonia Gandhi soon after securing an absolute majority, said she owed the party’s victory in NCT of Delhi to the leadership of Ms Gandhi. About the government formation, she said it would be decided in the days to come.

Speaker of the outgoing Delhi Legislative Assembly Subhash Chopra said it was the Congress High Command that would take a final decision on who will be the next chief minister of NCT of Delhi. He said the High Command’s opinion would prevail.

“The credit for the Congress victory goes to the workers and Ms Gandhi,” he told newspersons. When asked about Sheila Dikshit, he said she had done good work during her tenure.

Delhi Pradesh Congress Committee (DPCC) President Prem Singh said the overwhelming victory secured by the INC was a vote of confidence from the people for the good work done by the Sheila Dikshit Government. He also thanked the voters in his constituency for electing him.

The INC’s victory in NCT of Delhi, he said, was a victory for Sonia Gandhi. “It was owing to her dynamic leadership of the party that tilted the votes in favour of the INC,” he told media persons, “The party’s track record enabled the party to win a second term”, he said.

Some gracious in victory, others not so modest

With the nail-biting interregnum over, jubilation marked the day for winning contestants. If it was a modest acknowledgement of victory for some, for others it was unabashed joy, marked by beating of drums and taking out of processions.

For most, however, a trip to the temple and a prayer of thanks came first. Indulging neglected families and oneself was also on the cards. While Ms Dikshit went about her work and called on the party president, Ms Sonia Gandhi, Dr A K Walia found his hat-trick in the Delhi assembly polls a routine affair.

A not so modest Dr Walia conceded that winning had become a habit with him and today’s victory merited no special plans. He attributed the development work done by his party in the Capital for the landslide victory. Meeting Ms Gandhi was, however, on his day’s itinerary as well. His plans for the future include “continuing the development work and going and thanking the electorate”. While BJP’s triumphant candidate, Dr. Harshvardhan, decided to unwind by catching up with movies he had missed, Mr. Naseeb Singh, who has won from Vishwas Nagar for the second time, plans to visit the Sai Baba Temple and feed street urchins.

Arvinder Singh Lovely of Congress, who has retained the Krishna Nagar seat, said he would meet Congress President Sonia Gandhi and thank her for “ her magic.’’ He feels that Sheila Dikshit government’s performance made “85 per cent of the voters vote for him”.

The winners were happy that their “development work” has not gone unnoticed. Dr Walia said that the inexperience of his rival BJP candidate, Naveen Kumar, a journalist who had entered politics four months back, also worked in his favour, enabling him to improve his winning margin to 24,815 votes.

“Thank you Delhi,” she said when asked how she felt at coming back to power again. “The people of NCT of Delhi have reposed confidence in my party and given it a mandate to carry forward the work of development for which I don’t have words to thank them”.

She said the vote was also against the policies of the Union Government, which tried to create a number of problems for the Government of NCT of Delhi and tried to clip its wings.

Delhi Pradesh BJP President Madan Lal Khurana said the party was disappointed over the outcome of the election. “An objective analysis of the results will be possible only after five or six days. Today, it would not be right to do any analysis”, he told reporters.

Mr Khurana accused the Sheila Dikshit Government of taking “undue credit” for the development works in the Capital and ruled out quitting politics in the wake of his party’s defeat. “It is right that we have lost, but they took credit for the work started by us,” he said.

CAS implementation: HC quashes notification

The Delhi High Court today quashed a Central government notification deferring the implementation of Conditional Access System (CAS) for Cable TV in Delhi indefinitely on account of the Assembly elections.

A division bench comprising Chief Justice B C Patel and Justice A K Sikri gave the ruling. The government had said in its order dated August 29 that it was deferring CAS implementation as it did not want the consumer-friendly scheme to be made an election issue. Besides, its officials, busy in poll related work, would be unavailable for the implementation and enforcement of CAS.

The court had reserved its order on September 25, after conclusion of arguments by Additional Solicitor General K K Sud, who represented the Central Government, and former Attorney General Harish Salve, who appeared for the petitioners — Cable Networks Association (CNA), Multi-Service Operators, SitiCable, consumer Arvind Gupta, and Joy Polychem India. The court had reserved orders on a bunch of petitions seeking implementation of CAS in the national Capital.

The government had also argued that the public was not yet fully aware of the new technology. The petitioners, on the other hand, said they had invested crores of rupees for purchasing Set Top boxes for the scheme and their business was suffering.

They had contended that the consumers in Delhi should be treated at par with those in the other three metros, where CAS was being implemented on September 1 as per the July 10 notification. Besides, the Central Government’s action of deferment was bad in law.

The petitioners had also sought quashing of the May 7 notification, which said Rs 72 plus local taxes would be charged from customers who viewed only the 30 Free-to-Air channels.

The operators had opposed pegging Rs 72 plus taxes as the minimum charge and demanded Rs 180 instead. The counsel had alleged that the Government was playing into the hands of the MSOs in fixing the base price.

Consumer Forum chief quits over bid to gag him

The president of the Rohtak District Consumer Disputes Redressal Forum, Mr Jagdish Chopra, has resigned in protest against the withdrawal of his powers to pronounce judgements by the Haryana State Consumer Disputes Redressal Commission.

In his resignation letter addressed to the Secretary, State Consumer Commission, Mr Chopra has termed the action of the state commission as unjustified and a sin against justice. He has also raised questions about the validity and legality of the orders of the state commission which was functioning without a chairman.

Mr Chopra said people believed he had been punished for the orders passed by him against the Chief Administrator, HUDA, in which the Chief Administrator was sentenced to four years’ imprisonment and fined Rs 80,000. If what people believed was true, he said, the action of the state commission would send wrong signals to the consumer judicial system of the state and the presiding officers would be demoralised. Mr Chopra said that his conscience did not allow him to continue to occupy the post and draw salary without doing any work. “Hence, I have decided to resign”, Mr Chopra said. OC

ETO, two others held on graft charge

Three officials, including an Excise and Taxation Officer (ETO), were arrested by the police and the Haryana State Vigilance teams in two separate anti-graft drives here yesterday.

According to information, the ETO, Dalip Singh, and an inspector in the same department, Joginder Singh Mann, had demanded Rs 50,000 from Mr Sudhir, the owner of a Karnal-based transport company, for permitting him to ply his trucks between Karnal and New Delhi. Mr Sudhir’s staff was threatened with dire consequences, if they failed to pay up.

Mr Sudhir contacted the ETO and the deal was struck at Rs. 15,000. In the meantime, the transporter informed the SP, Dr Suman Manjari. The SP formed a special police team under the DSP (Headquarter), Mr O P Narwal, and the SHO of Model Town, Mr Naresh Ahlawat. The team, which also included the Naib Tehsildar, Mr Balraj Jakhar, laid the trap and caught the accused red-handed while accepting the bribe.

In a separate development, the Vigilance team nabbed Kishore Kumar, a JE of the Samalkha Municipal Council, about 22 km from here, for allegedly accepting Rs. 3,000 from Mr Anil Beniwal. The sources said Mr Beniwal had approached the JE for securing an NOC for setting up a telecom tower in the town.

He was nabbed by a team led by Mr Surinder Sharma, an inspector in charge of the local vigilance office, and the DDPO, Mr Liaqat Ali.

High drama was witnessed at the municipal office as some councilors alleged that Kishore Kumar had been framed. TNS

Teacher, sons commit suicide

Sonepat: Mr Om Parkash Hooda (38), a school teacher of Jawahra village, along with his two sons, Shiv (5) and Sanket (3), reportedly committed suicide by jumping into the Jawaharlal Nehru Feeder canal on the Sonepat-Gohana road, about 30 km from here. None of the bodies has so far been found. OC

Rabi crops may fail for want of winter rain

Rabi crops may be a big failure in this district if no rain is forthcoming. The district has so far failed to get any winter rain so far which was needed for sowings the rabi crops.

According to a report, the long dry spell has harmed the cause of the land of the district. The farmers now fear that if there is no rain by the end of the current month the rabi crops will be a big failure.

Officials of the Agriculture Department were also perturbed over the delay in the winter rain.

However, the department has also failed to release the figures about the sowing of wheat and other rabi crops as well as the targets for the crops fixed by the state government.

A visit to various parts of the district by this correspondent revealed farmers were highly upset at the non-arrival of the winter rain.

At many places, they had decided to organise yajnas to please the rain gods.

According to the farmers, their cattle would face the shortage of fodder due to the scanty rainfall. According to them, the fodder crops along with vegetable crops had been damaged to some extent due to the existing extensive cold. Some farmers said if there was no rain within the next few days it should be presumed that the rabi crops would be a big failure.

The farmers in the Khadar tract were in tears when this correspondent sought their comments on the rabi crops. They said luck was not in favour of the farmers of the district this time also. In the past also there was no rain and they had to sell most of their household items.

The rabi crops depended mainly upon canal water. The supply of this was inadequate and erratic, particularly in the villages falling under the Gohana Water Service Division in this district. Repeated complaints made to the authorities concerned in this regard had fallen on deaf ears.

The farmers who have been facing an acute shortage of canal water alleged that the theft of irrigation water by influential farmers backed by certain political bosses of the ruling party was rampant. Many farmers also alleged that some officials of the Gohana Water Service Division

Were hand in glove with the influential farmers and were instrumental in hushing up the cases of water theft. As a result, the irrigation of wheat crop that had already been sown had been badly hit.

Expressing grave concern over the inadequate and erratic supply of canal water, the farmers of the tail-end villages blamed the authorities of the Gohana Water Service Division for not cleaning the canal network despite clear instructions by the state government. They alleged that the desilting operations carried out by the officials were merely an eyewash.

The farmers whose fields are situated on the tail-end have demanded a probe into their complaints about the canal water not reaching their fields and have demanded immediate suspension of the officials found responsible for it.

Meanwhile, leaders of the Congress, the Haryana Vikas Party and the Bharatiya Kisan Union have also voiced grave concern over canal water not reaching the tail-end villages during the rotation period. They have demanded stern action against the officials of this water service division.

They said that the farmers needed regular water supply from the canal network for irrigation purposes so that their crops should not be hit by lack of rains and the long dry spell. These leaders also urged the state government and the district authorities to take serious note of it and take action against the erring officials responsible for erratic supply of canal water to the tail-end fields of the farmers.

Six-lane road to link NH 24 & NH 58

The Ghaziabad Development Authority has changed its plan for the construction of a road to link National Highway 58 with NH 24.

In view of the increased volume of traffic, a new proposal to make a six-lane link road is being finalised, it is learnt. Now this project is estimated to cost Rs 28 crore. It will be jointly borne by the GDA, the Avas Vikas Parishad and the Nagar Nigam, Ghaziabad.

This road will relieve considerable traffic pressure from NH 58 by linking Mohan Nagar, Meerut Tri-junctuion to NH 24 bypass. Starting from Ambedkar Stadium, this 4-km-long link road is also likely at Partap Vihar.

Apart from relieving NH 58, this link road is also likely to enhance the value of land and colonies on its either side which will benefit the Avas Vikas Parishad which owns 703 acres of land along the proposed link road.

The GDA too has an over 50 acre chunk of land here while the Nagar Nigam also owns considerable land in the area.

The GDA, it is understood, will prefer to have this road considered on BOT (build, operate basis) in private sector. Feed Back Venture company is functioning as GDA’s consultants for the purpose. It is learnt the GDA is changing the form and layout of this proposed road. Final touches are being given to the plan and layout before getting approval from the competent authority on it.

Three-day celebrations at Gaudiya Math

The New Delhi chapter of Sree Chaitanya Gaudiya Math will celebrate a three-day-long function with enthusiastic zeal and spiritual fervour.

This function is being organised on the demand of residents of the Ashok Vihar area as they were missing the transcendental ecstasy which they had became habitual to tasting during the month-long celebrations of Kartika ‘Vrata’ a few weeks back.

The three-day celebrations will be organised under the auspices of Srila Bhakti Vichar Vishnu Maharaj, most affectionate disciple of Srila Bhakti Ballabh Tirtha Goswami Maharaj, president of the World Vaishnav Association and Sree Chaitanya Gaudiya Math.

The celebrations which are part of the year-long centennial celebrations of Goswami Maharaj are different in the sense that such type of events are being celebrated in 25 countries simultaneously, including India.

Rail Neer bottles found tampered with

During a surprise inspection at the Old Delhi Railway Station, deficiencies were noticed in the sealing of the Rail Neer bottles and it appeared that some of these bottles had been refilled by the vendors of stalls/ trolleys, informed Minister of State for Railway Basanagouda R. Patil in the Lok Sabha today.

He said an in-depth enquiry was conducted by the Northern Railway and IRCTC, which revealed that there was no complicity on the part of any Railway officials.

The vendors involved in the malpractice were punished and preventive checks intensified.

In a written reply to the House, Mr Patil said that proposals for the development of passenger amenities at Old Delhi and Hazrat Nizammudin are in various stages of implementation.

He pointed out that owing to a court case between the Delhi Traffic Police and the Taxi Operators Association, the taxi operators have stopped coming to the pre-paid taxi booths at the stations. However, ‘rent-a- car’ system is functional at Ajmeri Gate of New Delhi Station.

The minister also informed that the new Railway coaches having specific toilets have been proposed to be developed. These toilets even if in use when the trains are stationary, will not dirty the station areas.

The new design M/S Link-Hofmann-Busch coaches will have Controlled Discharge Facility toilets with a holding tank, which opens up only when the train is in motion, the Minister said in a written answer.

Besides, the Minister said mechanised cleaning has been introduced at a few Railway stations to start with and will cover more stations in due course to improve the standard of cleanliness at stations.

In addition, washable concrete aprons are also being provided progressively on platform tracks to enable easy, quicker and effective cleaning.

Mr Patil conceded that unhygienic conditions prevailed at the stations where trains passed in morning hours due to many passengers not following the Railway instructions displayed in all coaches carrying passengers. The instructions prohibit the use of toilets in stationary trains.

Traders gherao Amar Singh over law and order

Hundreds of traders protested and gheraoed Samajwadi Party general secretary Amar Singh when he was addressing a meeting of Indian Industries Association of Partapur Meerut. The traders ghearoed Mr Amar Singh at the dais and manhandled him over the deteriorated law and order situation in the western Uttar Pradesh for two months. Even the police had to use force to vacate the hall and restore normalcy for Mr Amar Singh’s meeting.

Samajwadi Party general secretary and president of the Uttar Pradesh Vikas Parishad (Development Council) Thakur Amar Singh was scheduled to address a meeting of Indian Industries Association at Parta pur IIA hall on the outskirts of the city at noon.

Meanwhile, hundreds of agitated traders led by the BJP Traders Cell president (City), Mr Vineet Sharda, also reached there and interrupted the speech of Mr Amar Singh alleging that there has been a sharp fall in the law and order situation of Western UP as at least seven big dacoities including two bank dacoities and several murders have been committed in the last two months, but not a single case has been solved by the police so far.

Peculiar situation arose when Mr Vineet Agarwal Sharda also sought the clarification from Mr Amar Singh that why no industries were recommended for western UP by the UP Development Council and why Eastern UP was given preference in selecting industries area western UP. BJP’s traders cell city president Vineet Sharda also placed a detailed account of the incident of group killing and big docoity in which at least three dozen people have been killed and over Rs 1 crore and jewellery were looted by the criminals in the area in last three months but not a single case was solved yet.

He also alleged that senior police officials were still groping in the dark.

Huda drive to catch monkeys

The Haryana Urban Development Authority (Huda) has launched a special campaign to capture the monkeys in Sector 14 on the demand of Sector-14 Residents Welfare Association.

According to a report, at least 50 monkeys have so far been captured by a private contractor for releasing them at far-off places. The HUDA authorities have decided to launch a similar campaign in Sector 15 also where the menace of monkeys has assumed an alarming proportion.

Two women injured

A 60-year-old woman Parmeshwari Devi and her daughter-in-law Mrs Sunita were seriously injured when they were hit by a tractor on the Samta Chowk at Gohana town, 35 km from here yesterday.

According to a report, both the injured were rushed to the community health centre where Mrs Parmeshwari Devi was declared brought dead. The police have registered the case.

Cycle hit by car

Two persons Raj Kumar and Naresh were injured when a car hit their bicycle on G T Road near Kundli village about 25 km from here last night.

Both the injured belonged to Narela (Delhi) and they were rushed to a private hospital. However, the car driver managed to escape immediately after the accident.

Another accident occurred on G T Road near Rai village in which an employee of a factory Mr Ram Mehar Singh sustained injuries and was rushed to the local civil hospital for treatment.

The police have registered the cases and further investigations were in progress. However, no arrest has been made in this connection.

In another accident, two persons, Mr Ram Swaroop Singh and Mr Ram Mehar Singh were seriously injured when the car in which they were travelling met with an accident on G T Road near Kundli village about 25 km from here last night.

According to a report, both the injured persons belonged to Hoshiarpur (Punjab) and they were going to Delhi. The injured were immediately hospitalised. They are stated to be out of danger.

Vidrohi flays move

The president of the Haryana Pradesh Janata Dal (U), Mr Ved Parkash Vidrohi, has criticised the state government’s decision to privatise 60 routes and granting permits to the private bus operators in the state and said that it would adversely affect the income of the Haryana Roadways.

ABN Amro Bank cheated of Rs 4 lakh

A youth, who had presented a fake cheque with forged signature, drew Rs 4.50 lakh from ABN Amro Bank Noida.

While another miscreant who had come to draw Rs 3 lakh from fictitious cheque had been caught by the bank employees and handed over to the police. Bank employees are in a state of shock at the withdrawal of money by forged signatures.

According to Sector-20 police, a youth had brought a cheque for Rs 4.50 lakh from a Delhi Co, T Prasad Ltd and presented it in ABN Amro Bank in Sector-18. It was accepted by the bank. Later on scrutiny, it was found to be a fictitious cheque. The bank and the police are trying to locate the absconding youth who has defrauded the bank of Rs 4.50 lakh.

In the second incident, another youth Shyam Deepak had presented a cheque for Rs 3 lakh from Durga Air Agent, Delhi to the same bank–ABN Amro bank. However, it aroused the suspicion of bank employees. They nabbed the culprit and handed him over to the police.

It was discovered that the style and handwriting of both the cheques, one presented in the morning and the other presented in the afternoon were the same. They had been prepared meticulously with the help of scanning. The signatures were also very neat.

The complaint was lodged by Asstt Manager Sunil Kumar on behalf of the bank in the Sector-20 police station. Deepak told the police that one Vijay had sent him to draw the money from the bank.

SSP Dr G.K.Goswamy had himself interrogated Deepak in Sector-20 police station. He said he did not know more about Vijay while he (Deepak) belonged to Khora Colony.

Police feel some organised criminal group is involved in these frauds. There had been many cases of withdrawing the money from the banks with forged signatures on fictitious cheques even with cuttings.

BSF jawan robbed in train

Ghaziabad: A BSF jawan, who was returning home from Guwahati, was deprived of valuables worth Rs 1 lakh, including Rs 40,000 in cash. The RPF have registered a case.

The jawan was given some poisonous substance as a result of which he lost consciousness.

Arjun Singh of Usmanpur village under Jahangirpur police station had got down at Aligarh station last night and was traveling by EMU train in the morning. Some criminals made him breathe in some poisonous substance as a result of which he became unconscious. The criminals detrained with Arjun Singh’s attaché case, a trunk and Rs 40,000 in cash.

Heroin worth Rs 1 cr seized

The Delhi Police Narcotics Cell has arrested five persons in three different cases and seized 25 kilograms of diazepam and one kilogram of heroin from their possession. While the value of the seized heroin is worth Rs 1 crore in the international market, the value of the seized diazepam is Rs 2.5 lakh. The sleuths based on a secret information that some pharmaceutical drug traffickers were active in Delhi, apprehended Kishan Sharma (35) and Ram Vraksha (42), residents of Shahdara, near Novelty cinema and seized 25 kilograms of diazepam worth Rs 2.5 lakh from their possession. During interrogation, Kishan told the sleuths that he had been supplying pharmaceutical drugs like diazepam and mandrex for the last seven years.

In the second case, one Omkar Swaroop Thukral, alias Thakur (61), resident of Karol Bagh was apprehended near Gurudwara Road, Karol Bagh and 2.60 grams of heroin was seized from him. During interrogation, Omkar disclosed that he received the drugs from a Nigerian national Francis Newchakwi (28).

Four killed in accidents

At least four persons lost their lives in the district during the past 24 hours.

According to reports, a youth identified as Satya, a resident of Bela village was killed after the motorcycle, he was riding collided with a tractor-trolley near Mandhavali village last evening.

In another case, the police found the body of a person in Ram Nagar here yesterday. The cause of his death is unknown. Two persons, including one Sucha Singh was run over by the speeding trains.

Textile institute to celebrate golden jubilee

The Technological Institute of Textile and Sciences, Bhiwani, will celebrate is diamond jubilee on December 6 having completed 60 years of dedicated and glorious service to the nation.

Established in 1943, the Technological Institute of Textile and Sciences (TITS), Bhiwani, is a premier technical institute of the country. Set up by the renowned Birla Education Trust, the institute is at present being run by a registered society named The Technological Institute of Textile and Sciences Society.

Starting with the diploma course in textile manufacturing, the institute is offering B. Tech degree courses in textile technology, textile chemistry, computer engineering, information technology, electronics and instrumentation and fashion and apparel engineering. TITS is also conducting postgraduate teaching and research in textile technology and textile chemistry up to master’s and doctoral levels.

The postgraduate programme in management sciences (MMS) was introduced in 1986 which was subsequently replaced with the Master of Business Administration (MBA) programme in 1999. While the total student strength was 407 at the time of the golden jubilee celebrations in 1993,it has now risen to 997 when the institute is going to celebrate its diamond jubilee.

All undergraduate and postgraduate courses offered by TITS are approved by the All India Council for Technical Education. The B. Tech courses in textile technology, textile chemistry and computer engineering have been recently accredited by the National Board of Accreditation of the AICTE, says institute Director R. K. Singh. The institute is presently affiliated to Maharshi Dayanand University for all its undergraduate and postgraduate courses.

The institute also enjoys international recognition in the field of textile education. Its B. Tech degrees in textile technology and textile chemistry have been recognised by the Textile Institute , Manchester (UK), as fully satisfying the academic requirements for the award of associateship of the Textile Institute (ATI). Further, the textile graduates of this institute have been selected thrice for the prestigious international award by Rieter Textile Systems, Switzerland, for the years 1992,1998, 2003.

The institute has an excellent track record of placement over the past 50 years. Hundred per cent placement has been done in textile technology and textile chemistry and about 85 per cent in other disciplines for the batch passing out in 2003.

Six students nominated to MDU court

The Vice-Chancellor, Maharshi Dayanand University, has nominated six students of the university as members of the court of the university for one year with immediate effect in term of Clauses 9 and 32 of the University Act.

The students nominated to the university court are Deepali (Psychology-final), Sandeep, LLM (Law-final), Shikha, MBBS (IIIrd Prof) PGIMS, Amit Angra, MBA (final), Amit Angra, MBA (final), Institute of Management Technology, Faridabad, Aditi (Fine Arts-final) and Jai Shree (M.Sc Physics - final).
