UT panchayat poll on December 21
Tribune News Service

Chandigarh, December 4
The process to hold the general election for the posts of sarpanch and panch in the 17 gram panchayats of Chandigarh will begin from tomorrow. The elections would be held on December 21 from 8 am to 4 pm, the state Election Commissioner for Delhi and Chandigarh, Mr M.P. Tyagi, said here today.

Mr Tyagi, who was in the city to hold a meeting with election officers, told mediapersons that 40,000 voters in 17 villages would be exercising their franchise. The polling would take place in 51 polling stations.

The election process, including the counting of votes and the declaration of results, would be over by January 12. The seats reserved for women and Scheduled Caste candidates remained unchanged as the delimitation of the constituencies could not be done in the absence of the report of the Census 2001 on the population of reserved category voters.

The seats of sarpanch for women candidates are reserved in Kishangarh, Raipur Khurd, Dadu Majra, Sarangpur and Kaimbwala villages, while for the SC candidates they are in Kajheri and Khuda Ali Sher villages. In Maloya village, the post of sarpanch is reserved for SC and women candidates.

Mr Tyagi said those who did not have voter I-cards could cast their vote by showing proof of residence.

About sensitive booths, he said at a meeting with senior officials of the Chandigarh police, he had been told that adequate security arrangements would be made. The sensitive polling booths were still being ascertained by the police.

The commission had appointed four presiding officers and 10 assistant presiding officers. The storing of ballot boxes and the counting of votes would be done at Government College for Men, (Sector 11), Government College for Girls (Sector 11), Government Model Senior Secondary School (Sector 23) and Chandigarh College of Engineering and Technology (Sector 26).

The state Election Commissioner said the model code of conduct would be implemented with the assistance of the police. Only static loud speakers would be allowed from 8 am to 7 pm. The maximum limit on expenditure for a candidate was Rs 5,000.

Mr Tyagi said a legal provision had to be made in the Act which governed the elections of the municipal corporation and the gram panchayats. Electronic voting machines could only be used after the Act was amended. He said the matter had been taken up with the Election Commission and the Chandigarh Administration.

MC forms task force on sanitation
Tribune News Service

Panchkula, December 4
The Municipal Council has formed a special task force to deal with insanitary conditions prevailing in the town.

MC President Seema Chaudhary said the force had been formed to deal with any complaints of insanitation.

She informed that five safai karamcharies had been drawn from each of the four zones and these would be stationed at the MC office. “Whenever we receive a complaint, we will rush the task force there”, she said.

In spite of the tall claims made by the Municipal Council authorities of taking every precaution while allotting a tender for sanitation works by four-zoning it, the sanitation facilities in the township have gone from bad to worse. Piles of garbage can be seen at various places in the township and garbage is also seen lined up near the garbage bins. Residents often complain of the roads not being cleaned regularly and underage safai karamcharis being employed by the sanitation contractors for the job.

It may be noted that the MC authorities had decided to distribute the township into four zones and allot separate tenders for sanitary work. Till last year, the sanitation tender was allotted for Rs 3. 87 lakh, but this year, the MC has allotted four tenders worth Rs 9.80 lakh ( tenders of Rs 2.55 lakh each for two zones and Rs 2.35 lakh each for the other two zones). Now, Mrs Chaudhary, too, has expressed her displeasure with the sanitation of the township. She says that she has imposed fines on the contractors in each zone, and that the tenders were allotted on a trail basis for two months, and it would be again reviewed later this month.
