Hurriyat nod to talks
comes with riders Srinagar, November 21 This was pronounced by APHC leaders at a gathering on the occasion of last Friday of Ramzan at Jamia Masjid here today. The congregation was addressed by the founder chairman, Mirwaiz Umar Farooq, and former chairman Abdul Ghani Bhat. The chairman, Moulvi Abbas Ansari, and another executive member, Bilal Lone, were also present. This decision had
been taken at the general council and executive committee meetings held at AHPC headquarters here yesterday. “We have drawn an outline for talks which is about a possible solution to the Kashmir problem”, said Prof Abdul Ghani Bhat in his address. In the first instance it would be discussed at the diplomatic level in Delhi, he added. This would be followed by discussions with the governments of India and Pakistan, respectively, Mirwaiz Umar Farooq said. However, no details were divulged by the Hurriyat leaders about the outline drawn for holding talks with the Central leadership. A team of the Hurriyat Conference leaders would be proceeding to Delhi after the Id celebrations next week as a beginning of the dialogue process. The team for this purpose would be constituted later, it was indicated. Without identifying dissident group led by Syed Ali Shah Geelani, the leaders of Abbas faction also appealed the dissidents to forge unity in the “ongoing freedom struggle” to take it to the logical conclusion. The Geelani faction, comprising 13 constituents of the AHPC, had been staying away from the Abbas faction since the two parted ways about a couple of months back. Senior executive member Mohammad Yasin Malik had also been staying away from both the groups since these parted ways. Referring to various aspects of Kashmir problem, which led to a threat to peace in South Asia, the Hurriyat leaders held that the time had come to “resolve the Kashmir issue” by respecting the aspirations of the people of Jammu and Kashmir. Hurriyat’s willingness to hold dialogue with the Centre comes after a month when it had decided to build a broad-based consensus on the Centre’s offer of talks. |
118 Bangladeshis arrested Jammu, November 21 A BSF patrol noticed some people moving near Assempur border outpost along the international border in the wee hours and cordoned off the entire area, officials said. As many as 118 Bangladeshis, including two children, were arrested, they said adding some of them tried to flee but para-troopers captured them after firing some shots in the air. This is biggest group of Bangladeshis, who had crossed over to India from Assam, to be arrested in the past three years. On January 7, 2000, 132 Bangladeshis were captured near the IB in Jammu division. Nothing incriminating was found from their possession, the officials said.

Provide jobs to
shelling victims, demands BJP Jammu, November 21 Dr Nirmal Singh, who returned yesterday after touring border areas of Samba tehsil, where a large number of people have migrated from their villages because of shelling, said they were in a miserable condition as the state government had not provided them any facilities. He said “Dispensaries and schools in these areas are without doctors and teachers and the condition of roads is deplorable. The migrants of the border villages are not supplied safe drinking water.” He said 27 persons had been killed or fatally wounded due to shelling in the area, but the dependants of the victims had not been provided jobs by the government. |
War widows to get 50 pc concession in buses
Jammu, November 21 Enhancement of relief for World War II veterans, ex-militia personnel and their widows, and payment of ex-gratia to the soldiers rendered disabled during Kargil conflict would be discussed at a high-level meeting shortly, Deputy Chief Minister Mangat Ram Sharma said here. Besides giving 50 per cent fare concession to war widows in government buses, Mr Sharma also announced a cash assistance of Rs 200,000 for repairs and renovation of the Sainik Sarai and the boys hostel here. Mr Sharma was addressing a function organised by the Sainik Welfare Department, attended by hundreds of ex-Army officers, soldiers and war-widows. The government would favourably consider the requests from ex-Army personnel for reservation in government service, scholarships and uniformity in pay scales of security guards, he added. Commenting the sacrifices made by the Indian Army, he said it was one of the most disciplined forces in the world, which withstood the test of times.

642 BSF recruits complete training Srinagar, November 21 Addressing the passing-out recruits after inspection of the parade, the Additional Director-General of the BSF, Mr A.K. Mitra, said the BSF jawans had a challenging task ahead in view of the prevailing situation in the state and elsewhere in the country. He said the troops had a significant task to tackle militancy. Later, in an informal interaction with the media, Mr Mitra said out of 187 km of the borders with Pakistan in the Jammu region, fencing was completed over 80 km. |
Services of 14 doctors terminated Jammu, November 21 The government has so far terminated the services of 200 doctors on these charges. A large number of health institutions particularly in the rural areas were without doctors and a lot of migration of doctors has been reportedly from the Kashmir valley. The government issued several warning before taking action against such doctors. |

Incentive for staff opting for family planning Jammu, November 21 It amount will be provided in accordance with Article 74 of the Jammu and Kashmir Civil Services Regulation, it added.
