Cycle track altered to suit encroachers
Tribune News Service

Chandigarh, November 8
The much-hyped about scheme of the Chandigarh Administration to have cycle tracks along the major roads to ease traffic congestion has hit a roadblock in Sector 19, thanks to the encroachers who have illegal shops along the road dividing Sector 19 and 27, besides an unauthorised parking lot.

And now under political pressure, the route of the cycle track stands altered to suit the encroachers.

Normally, the cycle track runs along the road and joins the main road just a few metres before the traffic lights or the roundabout, as the case may be.

However, in Sector 19, the cycle track will join the main road a few metres from a place where encroachment has been made. So there will be no cycle track in front of the illegal shops as the land for the cycle track is occupied by unauthorised parking lot.

Sources in the Engineering wing said the administration’s planning has been hit by encroachers.

To avoid any confrontation, the authorities have opted for an easier way out of moving its cycle track out of the way rather than move the encroachers.

On any given day, a large number of scooter and cycles, besides a few cars, are parked at the unauthorised parking lot where the proposed cycle track was to pass.

The root cause of the problem is a temporary pedestrian entry into Sector 19 through a wall.

Behind the wall is the Sector 19 rehri market which is visited by a number of people everyday, who park their vehicles, along the road or on the berm to walk into Sector 19.

To top it all, six shops have their openings on the road dividing of Sector 19 and 27.

This is the only place in the city where such shop openings have been allowed. The shops are adjacent to the temple which falls in Sector 19.

Advisory council suggests widening of roads
Tribune News Service

Chandigarh, November 8
A sub-committee of the transport advisory council, Chandigarh Administration, yesterday suggested that operations of the Chandigarh Transport Undertaking (CTU) should be based on profitability for providing adequate services while also keeping in view its social obligation.

The members suggested the widening of roads in southern sectors due to heavy traffic potential and further desired that there should be a provision for dividers on the road between Sectors 45 and 46 (near dispensary).

The members were told about heavy traffic on the road approaching the CTU workshop right from the main road leading to Zirakpur which needs early widening by providing a divider on the road. The members also suggested that the bus stop in Maloya should be shifted from the existing place to a nearby police station.

MC employees promised service condition benefits
Tribune News Service

Chandigarh, November 8
Employees of the municipal corporation have been promised some benefits in the service conditions which will be decided shortly. A meeting between employee unions and the Chandigarh Administration has been convened to discuss the matter.

The Administration may offer that employees will get all post-retirement benefits like pension, gratuity and provident fund through the government — the Accountant-General’s office — and not through the MC. Also employees of the MC will be governed by the Punjab Civil Service rules, 1960, under which the service conditions of firing and taking action against the employees will remain like any other government set-up.

This may be like the proverbial ray of hope for employees of the municipal corporation, who have been demanding the status of deputationists. Sources in the corporation said the Centre had agreed to extend all service benefits to M.C. employees subject to certain conditions.

It is learnt that the employees unions, which have formed a coordination committee, have been asked by the Chandigarh Administration to make up their mind on the issue.

These new developments have come about following a certain set of instructions from the Department of Personnel, Government of India.
