Civil Hospital charges to go up: MLA

Residents will have to pay more for the medical services at Civil Hospital here. A hike in charges of the hospital will follow the upgradation of the hospital into a 100-bedded super speciality hospital in October this year.

This was announced by the Punjab Vidhan Sabha Deputy Speaker and Kharar MLA, Mr Bir Devinder Singh, today who was addressing mediapersons following a meeting with the Ropar Civil Surgeon and a representative of Punjab State Health Systems Corporation at the hospital.

Stating that the process of upgrading allied facilities in the hospital had started, Mr Bir Devinder Singh informed that a full-fledged blood bank and a 24-hour chemist shop too was on the cards.

The MLA clarified that a hike in charges would help the hospital provide better facilities to patients but despite the hike the cost of medical treatment in the hospital would remain lower than private hospitals.

Mr Bir Devinder Singh also visited the Regional Centre for Medical Training building next to the hospital which had been lying in disuse for the last one year.

The MLA informed that the government had decided to spend Rs 1.25 crore on the building which would be made functional soon.

The building was constructed at the cost of Rs 6 crores an year ago as part of a World Bank project but was left incomplete due to lack of funds.

Mr Bir Devinder Singh also opposed the decision of the government to withdraw non-practising allowance. “Doctors will give appointments for treatment at home while they are in the hospitals. And if NPA is burdening the government exchequer then the decision makers should try and cut down their own salaries,’’he said.

Mr Bir Devinder Singh said the government should review its decision to withdraw NPA from doctors. Pointing out that the withdrawal of NPA amounted to government allowing its doctors to do private practise, the MLA warned that this could put the government into a tight spot as the Medical Council of India, had banned government doctors from practising.

Give soya a fair share, say experts

Give Soya a fair share. It is highly nutritious. Has all the eight essential amino acids. Can prevent osteoporosis, obesity, heart disease and even cancer. Contrary to the common belief, it is not hard to digest and can be purchased without burning a hole in your pockets — at least this is what experts with the American Soybean Association claim.

They are here to promote soyabean by creating awareness about the product, they assert, “No other vegetarian product is as nutritious as soya, not even pulses and cereals”.

Giving details, they assert, “Three macro nutrients — proteins and carbohydrates and fats — are essential in the diet. About 46 grams of protein is daily required. Soyabean has 40 per cent protein, 18 per cent fat and an equal amount of carbohydrates. Pulses and cereals are rich in protein, but these are not sources of superior protein”.

Association consultant Vinod Kapoor adds, “Even though 75 to 80 per cent of the protein consumed by the Indians comes from cereals, it is not sufficient because of the quality. That’s why soyabean is essential”.

Soyabean has three and-a-half times more protein than normal flour. This is not all. Soya is inexpensive. According to a rough estimate, per kg cost of soyabean is Rs 40. For the same amount of protein, you will have to buy chicken worth Rs 500 and wheat worth Rs 100.

Experts say that you should at least consume five to 10 grams of soybean everyday. It can be added to wheat. A mixture of 10 per cent soya flour and 90 per cent wheat flour is ideal and also easy to digest. You can also consume gram-soya flour. A blend of 80 per cent gram flour and 20 per cent defatted soya flour is the best.

Tofu — similar to Indian paneer — is also nutritionally much superior to its counterpart. Soyabean can also be used as an improver in bread. It enhances the colour and improves the taste.

The easiest way to get enough soya protein is through health supplements. Little wonder, a number of pharmaceutical industries are coming up with disease-specific protein supplements.

In case your little ones prefer to have pizzas and noodles for lunch and dinner, soya can be added to the stuff. You can also have soya- milk. It is cholesterol free, has more protein and less fat than its dairy counterpart. It is also pleasantly flavoured.

This, however, does not mean that you should replace your normal diet with soya. It should be taken as a supplement and it is best for people allergic to milk protein.

Soyabean should, nevertheless, not be consumed unprocessed due to the trypsin-inhibiting factors. “Soyabean has to processed,” Mr Kapoor adds. “It should be boiled for 20 minutes at least, then washed, dried and grinded into flour.

Archers without coach

Despite archery being an Olympic sport, the UT Sports Department has neither cared to run a coaching centre nor made efforts to recruit a coach. Only recently, six Indian archers qualified for the Athens Olympics-2004 after their stupendous performance amidst more than 500 archers from 60 countries in the 42nd World Outdoor Target Archery Championship held in New York.

The Chandigarh Archery Association had tried to give a fillip to this expensive sport with its own efforts sometime back by appointing Aditya Kumar, a qualified archery coach of National Institute of Sports, Patiala. But since Aditya could not get regular employment with the local sports department, he left the city to join elsewhere. Maha Singh, secretary of the association, asked as to how long they could afford to bear the expenses of the coach, when the UT Sports Department itself had failed to appoint him either on contract or regular basis. He said surprisingly the sports department had coaches for skating and kho-kho, which were not even played in Asian Games.

He added that now the National School Games and All India inter-university competitions had archery as one of the sports. Further the sports department carried sports gradation for city archers, but no coach had been appointed so far. On the performance part, Maha Singh said during the tenure of Aditya their girls team won gold medal in the All India inter-varsity meet, while boys got silver medal. He said the association had tried to develop its own centres in Government Girls Senior Secondary School, Sector 8, Panjab University, Chandigarh, and Government College for Girls, Sector 11, but archers were facing the problem of practising without a qualified coach.

He said moreover the equipment used in the sport was very costly and unless government bodies came forward with their support, the sport could not prosper. He appealed to the UT Administration to pay heed to the plight of archers. On the participation of archers in national meets, he said the city junior archers will take part in the 26th Junior National Archery Championship to be held in Amritsar from September 19.

The UT will also field its senior team for the 24th Senior National Meet to be held in Jamshedpur from October 14, while sub-juniors will play in the 24th National Sub-Junior Archery championship to be held in Bangalore from November 4. He said they had got the approval of the Archery Association of India (AAI) to host the 27th Junior National Archery meet in Chandigarh.

When contacted, Dr J.P.S. Sidhu, Joint Director Sports, UT, said since the sport demanded expensive equipment, no coach could be appointed or a coaching centre opened. He assured that in the next financial year, separate budget for archery would be allocated.

Rs 10 crore sports complex project revived

A multi-facility sports complex will be functional in SAS Nagar by the end of the next year. Stating this, the Punjab Minister of Sports, Mr Jagmohan Kang, today revealed that the sports complex would be built on the land given to the Sports Department by the Punjab Urban Planning and Development Authority (PUDA) in Phase IX opposite the Punjab Cricket Association (PCA) stadium.

The decision was taken during a meeting of the minister with top PUDA and municipal council officials. Reviving a nine-year-old project, the Sports Department will build the complex according to international standards incorporating an athletic track, a football field, an indoor stadium and a swimming pool.

Talking to TNS, Mr Kang said the 24 acres of land opposite the PCA stadium belonged to the Sports Department and Rs 6.85 crore had already been spend on its boundary wall and on constructing the sides of the choe that passed through the land. ‘‘But a minimum of Rs 10 crore is required for the complex to take its final shape.’’he said.

The construction of the complex will be undertaken by the department in coordination with PUDA. The money will be raised from the Ministry of Sports the local municipal council, and PUDA.

Giving details of the proposed features in the complex, the architect Mr Arun Loomba explained that the choe which was passing in the middle of the complex divided the complex into two separate parts and while the indoor stadium and the swimming pool along with offices of the Sports Department would be on one side, the track and football field along with a small residential complex for coaches would be on the other side.

Mr D.S. Bains, Secretary, Sports, Punjab suggested that a small part of the land can also be used commercially to raise the money for the construction of the complex. ‘‘The commercial use will definitely not interfere with the activities of the sports complex,’’ he said.

The Minister of Sports, Mr Jagmohan Kang, has decided to hold an inquiry into the alleged misuse of Rs 6.85 crore of the sports department in building the boundary wall of the complex. ‘‘If not misappropriated, the money was certainly not used in accordance with the requisite priority of works to be undertaken. We will definitely go into the details of the matter.’’he said.

Education Dept to hold trials from August 11

The UT Education Department will hold trials from August 11 to select a city schools team for the National School Games 2003-2004 in the discipline of C.K. Naidu Cricket under 19 (boys); Table Tennis: under 14,17 and 19 (boys and girls), Handball; under 19 (girls), Fencing under 19 (boys and girls) to be organised in Jammu and Kashmir.

The trials will be organised according to the following schedule: Cricket under-19 (boys) at DAV Senior Secondary School Sector-8 from August 11 to 13; Table Tennis at the Table Tennis Hall,Sector 23.under -14 (boys) on August 11; under-17 (boys) on August 12; under-19 (boys) on August 13; under-14, 17 (girls) on August 14; under-19 (girls) on August 18.

Hand Ball: under-19 (girls) at GMSSS-19 from August 11 to 13.

Fencing; under-19 ( boys and girls) at the St. Stephen’s School Sector-45 from August 11 to 13.

Naresh Narwal is SDM (East)

The Chandigarh Administration today ordered the transfer of the middle-level Punjab Civil Service (PCS) and Haryana Civil Service (HCS) officials in the process appointing a new SDM (East) and a new Director Public Relations (DPR).

The Administration today appointed Mr S.P. Arora as DPR in place of Mr Naresh Narwal. Mr Arora’s work of the SDM (East) and Secretary State Transport Authority (STA) would now be handled by Mr Narwal. In addition to this Mr Narwal would continue to do the job of the Registering and Licencing Authority. (RLA). Mr Arora would continue as the Secretary of the House Allotment Committee.

Mr O.P. Popli, a PCS officer, who has just joined the Chandigarh Administration on deputation from Punjab has been posted as the Divisional Manager-cum-Director Transport CTU, replacing Dr Amarpal Singh, who has been repatriated to his parent cadre of Punjab with immediate affect.

In other minor changes the SDM (South), Ms Madhavi Kataria, in addition to her existing duties, has been handed over the charge of an Additional Registrar, Cooperative Societies and Additional Director, Food and Civil Supplies, relieving Mr Inderjit Singh Sandhu of these charges.

The Land Acquisition Officer, Mr S.K. Setia, in addition to his existing duties, will also carry out the work of the Assistant Inspector-General of Prisons, relieving Mr Inderjit Sandhu of the additional work.

Chahal to head Economic Offence wing

The Inspector-General of Police, Mr Rajesh Kumar, has given the charge of the Economic Offence wing of the police to the SSP (Headquarters and Intelligence), Mr V.S. Chahal, according to sources. He will replace the SP, Mr H.G.S. Dhaliwal. Mr Dhaliwal now holds the charge of the Women and Child Support Unit, Operation Cell and the Training Cell to the police. OC

2 MC employees suspended

Two employees of the Establishment Branch of the Municipal Corporation were today suspended for allegedly tinkering with facts provided by aspirants to the post of Sub-Inspector in the Enforcement Wing.

Mohinder Singh superintendent and Madan Lal Sharma, assistant, were today placed under suspension by the Additional Commissioner, Mr Arun Shekhari, for indulging in an alleged fraud.

The cases of the five employees who were to benefit from the tinkering with the facts had been rejected by the Departmental Promotion Committee which sat in April.

The committee was held after the Administration sanctioned the five posts through promotion for the Enforcement Wing which is short of Sub-Inspectors.

The suspended employees allegedly changed the eligibility and even experience of those who had applied for promotion.

The minutes of the committee have not been approved as yet.
