Mr Virbhadra Singh, Chief Minister, today said that the government would not allow its doctors to do private practice. Stating this at a press conference, he said he was opposed in principle to the concept of government doctors carrying out private practice.

The Himachal Pradesh Board of School Education has suspended a junior assistant who was caught redhanded while accepting bribe and also initiated an inquiry against some more officials against whom complaints of corruption had been received.

Chintpurni fair begins

The Chintpurni fair started from today. The Chintpurni temple, 52 km from here, is considered to be one of the 52 shaktipeeths of India. The district administration has completed all arrangements for the smooth conduct of this mela.

The Himachal Governor, Mr V.S. Kokje, yesterday inaugurated a helpline at the women police cell here. The helpline set up by the H.P. State Women’s Commission is meant for women in trouble to report their complaint on the telephone.

5 down with gastroenteritis

Gastroenteritis has broken out at Panol village, falling under the Parswan Panchayat of Balh village, in the district. Five persons have been admitted to the primary health centre, Rewalsar, of which two have been referred to the regional hospital here.

Man convicted for possessing opium
Sundernagar, July 30
The Sessions Judge, Mandi division, Mr V.K. Ahuja, has convicted Nek Ram of Narla village in Mandi district and sentenced him 10-year rigorous imprisonment and imposed a fine of Rs 1 lakh. He was convicted the NDPS Act for possessing10 kg of opium.

Virbhadra’s no to docs’ private practice

Mr Virbhadra Singh, Chief Minister, today said that the government would not allow its doctors to do private practice.

Stating this at a press conference, he said he was opposed in principle to the concept of government doctors carrying out private practice. He said the doctors would continue to receive the non-practising allowance (NPA) in its lieu but anyone found indulging in private practice would be summarily dismissed from service.

The Chief Minister who returned from New Delhi after a four-day visit during which he met the Congress President, Ms Sonia Gandhi, and other leaders, ruled out the possibility of Cabinet expansion in the near future and said he had not even discussed the issue with the party high command.

Regarding the vigilance probe into the question paper scam and other irregularities in Himachal Pradesh University, he said he had met the Governor, Mr Vishnu Sadashiv, who as Chancellor was the final authority in matters pertaining to the institution and taken up the matter with him. He said he had apprised the Chancellor of the prevailing state of affairs in the university, which could not be allowed to continue, and requested him to take appropriate action. He said the Governor was very positive and he was convinced that he would take a judicious view to set things right.

Regarding the inquiry into allegations against the previous BJP government, he said not only the Congress chargesheet but even the charges levelled by members of the Dhumal ministry were also being inquired.

Mr Virbhadra Singh said he discussed the organisational matters like appointment of the new Youth Congress chief with the high command. The matter was under consideration and the final decision would be taken by the high command.

Replying to a question, he said he did not discuss the issue of the Paliah nullah fact-finding committee appointed by the Pradesh Congress Committee and said it was too small a matter to be taken up with the high command.

He said there was no need for such a committee and moreover it was appointed without consulting him or the high command. Even if a panel was set up senior leaders, who would not rush to the Press to gain publicity, should have been made its members. Finally, they had no business to come out with a baseless report after he had given two statements in the Vidhan Sabha on the calamity. Moreover, instead of sending the report to the PCC or him the members released it to the media.

Nadda accuses Congress of misleading people

Mr J.P. Nadda, a former Health Minister, today alleged that the Congress government had illegally disbanded ‘rogi kalyan samitis’, constituted by the previous BJP government, and was misleading the people on the issue of users charges in hospitals.

Addressing a press conference here today, he said the samitis set up in various hospitals to improve the quality of health services were registered under the Societies Act and could not be dismantled by a government order. Only members of a samiti could resolve to dissolve the body.

He said the Congress was playing politics with important issues like health and was trying to befool the people. The samitis had been replaced by hospital welfare committees and non-official members, who played an important role in improving the quality of services, removed.

Mr Nadda said the information provided by the government, regarding the recruitment of doctors in the Vidhan Sabha during the recent budget session, had hailed the Congress lie that the BJP government had provided jobs to non-Himachalis on a large scale. He said of the total 397 doctors recommended for appointment by the State Public Service Commission, only 86 were non-Himachalis. Besides this, all 76 dental surgeons appointed by the previous government were Himachalis.

He said during his five-year tenure as the Health Minister, 675 doctors had been appointed and the state had a capacity to produce only 65 doctors annually, meaning that enough doctors were not available in the state.

The BJP leader lamented that the Health Department was being run in a casual manner. Norms were not being flouted in postings and transfers and influential doctors had managed to get the postings of their choice, he said.

He claimed what the BJP government had achieved in five years, successive Congress governments had failed to achieve in over 50 years. Citing an example, he said the infant mortality had come down to 54 per 1000 in 2001 during the BJP regime.

He alleged the Congress was indulging in political dishonesty and concealing information from the people.

He said the Board of Population Foundation of India had conferred the national award for best performance in the field of reproductive health and family planning for the year 2002 on Himachal Pradesh. However, this information had not been made public even though the government had received the intimation vide a letter dated February 28.

Himachal Govt unhappy over action on cop

The Himachal government has taken serious notice of the Centre setting aside the charge sheet issued by it to Mr Diwakar Prasad, senior Indian Police Service Officer, who proceeded on deputation with the Centre after the change of government without getting relieved from the state.

The state government had started disciplinary proceedings against the officer and he was issued a charge sheet. However, instead of replying to the charges he made a representation to the Union Home Ministry which quashed the charge sheet. The government was examining the decision of the centre to take further action in the matter. Mr Virbhadra Singh, Himachal Chief Minister, said that it was not a case of an individual officer but involved larger issue of central-state relations. The state had the right to discipline its officers, including those belonging to all-India cadres. The Centre could not take away this right.

The Centre should not disregard rights of the state as it would weaken the federal structure. He said an officer could not proceed on deputation by simply relinquishing the charge. He has to get relieved after handing over the charge.

School board suspends official

The Himachal Pradesh Board of School Education has suspended a junior assistant who was caught redhanded while accepting bribe and also initiated an inquiry against some more officials against whom complaints of corruption had been received.

The Chairman of the board, Mr B.R. Rahi, yesterday said that the report of inquiry committee was expected soon and action would be taken on it.

When questioned about the working of private institutions, Mr Rahi said that there were about 1,234 private institutions in the state. He said that some of them were working excellently but regretted that majority were only teaching shops which were fleecing the students. He said recently he visited 47 such institutions after receiving complaints and found that huge fees were being charged without providing facilities. He said as the annual registration of all these schools was due , all cases would be dealt as per rules. Replying to questions, Mr Rahi agreed that situation was not very good in government schools but countered that their fee structure was nominal while private schools were charging heavily.

Chintpurni fair begins

The Chintpurni fair started from today. The Chintpurni temple, 52 km from here, is considered to be one of the 52 shaktipeeths of India.

The district administration has completed all arrangements for the smooth conduct of this mela. It has divided the mela area into eight sectors with a Duty Magistrate overlooking each sector. To provide health facilities a dispensary at Dharamsala Mahantan and the Civil Hospital, Chintpurni, will function round the clock. The Chintpurni trust has provided Rs 60,000 to the health department for purchase of medicines. The administration has earmarked places for langar and a fee of Rs 1,000 has been fixed for setting up the langars. The langar committees in and near the langar area. If the langar committees have been asked to deposit Rs 4,000 as security for maintaining cleanliness fail to maintain cleanliness in and near the langar area. If langar committee fail to maintain cleanliness than Rs 4000 will be forfeited otherwise the amount is refundable.

Mr Rajneesh Deputy Commissioner, Una, and Chairman of the Chintpurni trust said the district administration has made elaborate arrangements to provide essential commodities to visiting pilgrims. He said arrangements to maintain a proper drinking water supply and electricity, would be ensured for the pilgrims.

Helpline for women inaugurated

The Himachal Governor, Mr V.S. Kokje, yesterday inaugurated a helpline at the women police cell here. The helpline set up by the H.P. State Women’s Commission is meant for women in trouble to report their complaint on the telephone.

Giving details, the chairperson of H.P. State Commission for Women, Ms Malvika Pathania, said this was the fourth helpline for women. She said helplines had been set up with the help of local NGOs at Chamba and Una. She said about 100 cases had been registered on the basis of complaints received by helpline phones. Later the Governor called Major Gen. A.S. Pathania, one of highest decorated soldiers of the Army.

5 down with gastroenteritis

Gastroenteritis has broken out at Panol village, falling under the Parswan Panchayat of Balh village, in the district. Five persons have been admitted to the primary health centre, Rewalsar, of which two have been referred to the regional hospital here.

Officials of the Irrigation and Public Health Department along with a team of doctors have reached the village. Meanwhile, people have been advised to take boiled water.

The court, however, acquitted Mani Ram of Padhar village. As per the prosecution, the Balh police arrested Nek Ram on September 9, 2002, from Gutkar village. Later, the police arrested Mani Ram.
