Youth murdered brutally

The Khanna police is suspecting a tumultuous love affair behind the barbaric murder of an unidentified youth, whose badly mutilated body was found hanging from a goal-post in a football ground of this village, near Gurdwara Manji Sahib, in Khanna police district last morning.

Sources in the Khanna Sadar police, which is investigating the case, told Ludhiana Tribune here today that the police was already suspecting a love-tale behind the gory murder. The police found a polythene bag containing unstitched bridal suits of a woman in a field near the village. The bag bore the label of a cloth shop of Ludhiana.

The police was in fact searching for a possible body of the woman. Sources said the hope was based on experience, as in such cases both boy and the girl were harmed. No body has been found so far.

The police today again searched an old fort-like structure near the place but could not find any clue. The place was searched yesterday also when a dog squad led the police to the dilapidated building.

The boy bore multiple stab wounds and private parts had been chopped off. The murderers had hanged the body from the goal post with a ‘chunni’.

The police said the ‘chunni’ matched with one of the suits found in the field. The suits worn commonly by brides suggested that the youth was probably on the way to marry the girl.

The police said the youth looked to be someone from the hills. The youth appeared to be around 28 years of age. The police splashed photographs of the youth across the state and would send these to other states now. The photograph of the body was published in some newspapers today.

The sources said they had received a call from an Amritsar-based family. The family said their son, who resembled the deceased, was missing for the past two weeks.

The body of the youth was kept in the mortuary of the Khanna Civil Hospital.

A villager, Hari Singh, was the first to see the body. He said he was on a morning walk when he saw something hanging from the pole at a distance. He said when he went nearer he was shocked and could not move for some time. The football ground is located on the outskirts of the village.

Villagers said it was not possible for anyone to commit such a crime at dawn or late in the evening. Villagers crossed the ground to answer the nature’s call and children play in the ground in the evening. It was suspected that the incident must have taken place late at night.

MC adopts Rs 298.95-cr budget

In a break from the past when unrealistic annual budgets were approved and later revised estimates prepared time and again in the wake of poor performance, the municipal corporation approved a predominantly development-oriented Rs 298.95-crore budget for the next financial year amid a unanimous applause for the MC Commissioner, Mr S.K. Sharma, under whose stewardship, the civic body had turned the corner. A resolution of appreciation for the Commissioner, moved by the Mayor, Mr Nahar Singh Gill, was adopted by the show of hands.

The MC general house also placed on record a similar appreciation for the Mayor for his unbiased approach and zeal for the development of the city.

In his opening speech, Mr Sharma said frequent revision of budget estimates in the face of poor recovery, that had become a routine in previous years, had been given a go-by. He said the MC was on the verge of achieving cent per cent targets of the revised budget estimate for the current year. The Rs 222.63-crore budget for the year 2002-2003 was later scaled down to a realistic target of Rs 210 crore.

The MC would spend a staggering Rs 146.57 crore on development works during next year as against Rs 82.15 crore this year. Other expenses on general and O and M works would be Rs 85.50 crore as against Rs 74.70 crore, contingency expenditure Rs 10.22 crore against Rs 8.80 crore and on capital works Rs 11.60 crore as compared to Rs 1.98 crore during this year.

The major source of income for the civic body remain octroi, with an estimated income of Rs 120 crore during next year as against Rs 113 crore during this year. When some councillors pointed out that the state government intended to do away with octroi from July, 2003, Mr Sharma made it clear that the Local Area Development Tax (LADT), which was to replace octroi, would have a foolproof mechanism to enure flow of funds to the MC on a daily basis.

Other major sources of revenue and expected generation of income were house tax Rs 40 crore, octroi on electricity Rs 9.5 crore, license fee Rs 1.40 crore, tehbazari Rs 1.5 crore, composition fee Rs 2 crore, sale of property Rs 2.5 crore, O and M cell Rs 25 crore, additional excise duty Rs 50 crore, devolution of taxes and grants Rs 2 crore and Hudco loan Rs 37 crore.

Focusing on the major achievements of the MC during the year, Mr Sharma said the biggest among all achievements were the massive resource generation and cutting down wasteful expenditure, coupled with deft financial management, which had led to a turnaround. As the development process was stepped up and progress achieved on major projects of flyovers and elevated road, the civic body had created a history of sorts by making available water to the entire city population on the basis of a conceptual plan suggested by the Punjab Chief Minister, Capt Amarinder Singh. The Chief Minister had launched the plan in November last in the city. He also dwelt upon various other development plans aimed at the decongestion of traffic in the mega city.

A Congress councillor, Mr Sat Pal Puri, keeping his reputation for antics intact, had come to the meeting wearing a black cloth around his month — with a message “Sunana mana hai, bolna mana hai” (speaking is banned, listening is banned). Many of the councillors kept asking the Mayor and the Commissioner to intervene so that the black cloth was removed and Mr Puri could express his grievances, if any but they went ahead with the business and the meeting was adjourned.

The group leader of the BJP, Mr Parveen Bansal, made a fervent plea for waiver of interest on arrears, free water supply and sewerage for residential purposes and exemption from charges for the development of the national highway and other revenue roads and streets in the city.

Mr Prem Mittal, Senior Deputy Mayor, and a number of leaders participated in the deliberations.

Budget dubbed as anti-people

The All India Federation of Democratic Youth (AIFDY) and the MCPI have jointly criticised the first Budget presented by the Congress government in Punjab recently.
In a joint statement by Mr Jandeep Kaushal, vice-president, AIFDY, Punjab, Mr Lakhwinder Singh Buani, district secretary, MCPI, and Mr K.K. Kaushal, member of the state secretariat, MCPI, said the Budget presented by the Finance Minister, Mr Lal Singh, was far from the aspirations of the people of Punjab and it would dealt a severe blow to the middle class and the poor.

They also said the Budget was pro-trading community as by abolishing octroi, which is the main source of revenue for the development of cities and towns, the government had proved its biased policies.

They alleged that by levying surcharge and user charges on telephone the government had hit the common people living in both rural and urban areas. “The concessions given to the farmers we feel are very meagre and marginal as compared to the deep crises through which the agro-economy is passing. No special incentives or measures have been proposed to be undertaken in order to meet the recession in agriculture and small scale industry ,”they said.

“There are no schemes for the welfare of industrial workers, unemployed youths and students. The health and educational facilities are under attack,” they said.

Seminar on Union Budget held

A seminar on the Union Finance Bill 2003 was organised by the Taxation Bar Association, which was largely attended by most of the members of the Bar. The guest speaker, Mr P.C. Jain, a reputed senior tax consultant from Chandigarh, highlighted the budgetary provisions. No confessional statement shall be obtained during the search and seizure operation and assessee would not be coerced or forced to surrender income. During the search valuable articles, bullion or jewellery being stock in trade would not be seized.

During a survey the authorised person could not retain account books or documents for a period exceeding 10 days of without prior approval of the Chief Commissioner or the Director General of Income Tax. The standard deduction for salaried persons had been raised to 40 per cent of the salary or Rs 30,000, which ever is less, up to a salary of Rs 5 lakh ,whereas it would be Rs 20,000 if the salary income was above Rs 5 lakh.

Mr Jain further said dividend would now be tax free in the hands of shareholders from April1. The long term capital gain on listed equities acquired on or after March 1,2003, but before March1,2004, would be exempt from tax.

The senior citizens had been specially considered by the Finance Minister and the tax rebate for them had been increased from Rs 15,000 to Rs 20,000. The central sales tax would be reduced from 4 per cent to 2 per cent from the date to be notified, he said.

Mr Ashok Juneja, Mr B.R. Kaushal and Mr Ajay Choudhary, president, general secretary and vice-president of the Taxation Bar Association, respectively, Mr K.D. Bhardwaj, president of the Sales Tax Bar Association, Mr Harish Rai Dhanda, president of the District Bar Association, also expressed their views.

Fortis opens heart centre in city

Fortis Healthcare announced the opening of the Fortis Heart Emergency Centre at Gurdev Hospital here today.
The intensive cardiac care unit (ICCU) at the centre will provide super speciality cardiac care for tackling heart emergencies like heart attack, heart palpitation and arrhythmia. It will also provide complete non-invasive cardiac diagnostics like ECHO, TMT, Holter and ECG. The centre will also be offering expert cardiac consultations.

As part of the Fortis’ outreach programme, the centre will create awareness among the general public about the advantages of preventive health checks, besides making them understand how these checks help in early detection of heart diseases, thereby possibly saving the need for surgery through lifestyle changes and medical management.

A team of doctors headed by a senior cardiologist and supported by nurses skilled in critical care will manage the centre. The ICCU will be equipped with the latest state-of-the-art medical equipment to handle heart emergencies, including intra-aortic balloon pump (IABP) machine.

The ICCU has a tele-link with the ICCU at Fortis Heart Institute and Multi-Speciality Hospital, SAS Nagar, allowing specialist cardiac doctors to monitor patients in Ludhiana round-the-clock and provide expert advice while sitting in SAS Nagar itself. Bharat bandh against VAT

Seven states — Delhi, UP, Chhattisgarh, Kerala, Rajasthan, Madhya Pradesh and Punjab are not implementing the value added tax (VAT) from April 1 following representation from the trade and industry.

Disclosing this Mr Vijay Parkash Jain, senior vice-president, All-India Meha Beopar Mandal, said on the phone today that they were continuing to exert pressure on the states and the Centre for deferring the implementation of VAT from April 1. He said their demand was that VAT should be withdrawn. Mr Jain said three delegations had met the Finance Minister, Mr Jaswant Singh, in this regard, who advised them to approach the state governments.

Mr Jain asserted that the trade and industry would observe Bharat bandh on March 31 and April 1 and hold an All-India rally in Delhi on April 8. He said there was resentment among the business community and there would be big participation in the rally from all over the country.

Mr Tulsidas Jaitwani, president, Punjab Beopar Mandal, who is undertaking the tour of Punjab to mobilise traders and industrialists, said here that there was great enthusiasm for Bharat bandh and the rally in Delhi. Mr Jaitwani has covered more than a dozen cities and towns, and has met traders in connection with the agitation against VAT.

CICU supports bandh call

While supporting the bandh call given by the Punjab Pardesh Beopar Mandal, Ludhiana, and other trade and industrial organisations against the implementation of VAT system from April 1, Mr Inderjit Singh Pardhan and Mr Avtar Singh, president and general secretary of the Chamber of Industrial and Commercial Undertakings (CICU), respectively, said here today that the Punjab Government should implement VAT system in the state only after it was implemented in all other states in the country.

Shiv Sena fast against VAT

The local unit of the Shiv Sena today observed a fast in protest against the imposition of VAT in the state.
Addressing protesters at the Ghas Mandi here, Mr Sandeep Thapar, president of the unit, said they were against the imposition of VAT and would protest by organising strikes and mobilising the business community in the state.

He said the Shiv Sena had opposed the implementation of VAT in Maharashtra and taking a cue from the party stand in that state, the Punjab unit would also do its utmost to stall the move, which was not in the interests of businessmen and common people. Given the past experiences, the move would only lead to large -scale surveys and raids , a situation which would be exploited by the Income Tax authorities, he pointed out.

Mr Thapar also said even small-time merchants would have to employ accountants, which was not possible in the times of a major slump in the market.

Munjal group sweeps DMCH poll

Ludhiana, March 28
The group led by Mr B.M.Munjal of Hero Cycles made a clean sweep in the elections of the Managing Society of Dayanand Medical College and Hospital (DMCH) held here today.

Of the 45 voters of the DMCH society, 43 had come to cast their vote. Mr Brij Mohan Munjal was elected president of the Managing Society, defeating his opponent Mr Balraj Kumar by a margin of 11 votes.

While 27 votes were in the favour of Mr Munjal, 16 members favoured Mr Balraj Kumar.

Mr Sunil Kant Munjal and Mr Dharamvir Bector were elected vice-presidents with 26 and 24 votes, respectively. Mr Amrit Nagpal was elected Secretary, defeating Mr Jagdish Behl by a margin of three votes. Mr Prem Gupta was elected joint secretary, while Mr Satish Sanwalka was elected treasurer.

Eighteen members were elected to the governing body. They are Mr Rakesh Bharti Mittal, Ms Sunila Gupta, Mr P.N. Arora, Mr Amrit Nagpal, Mr Mukesh Kumar, Mr Hari Dutt Dumra, Mr Sunil Kant Munjal, Mr B.M. Munjal, Mr Gian Chand Dhawan, Mr Satish Sanwalka, Mr Satyanand Munjal, Mr Roshan Lal Gupta, Mr O.P. Munjal, Mr Deepak Dhanda, Mr Prem Gupta, Mr Dharamvir Bector, Mr Vijay Munjal, Mr Hari Om Aggarwal.

Mr Amrit Nagpal, the newly elected secretary said, “We are very happy that people showed faith in us. The institution has seen a decline and we will try to revamp the hospital. But our top priority will be to serve the poor and needy of the city. The hospital services will also be improved and all this will be possible with the cooperation and best wishes of the people.”

Hindi needs to be promoted in Punjab’

A poet, a scholar, an educationist, Dr Suresh Vatsyayan, was all set to join the Hindi Sahitya Sammelan going to be held in Amritsar starting March 28. But the septuagenarian Hindi scholar due to his indifferent health would not be attending it. Nonetheless, talking to the Ludhiana Tribune, he said he had a paper written in which he wanted people to know the status of Hindi in Punjab.

Dr Vatsyayan feels that the Punjab Government should follow the Central Government policy of three languages. Hindi has not got a proper place in the present day two-language policy followed by the Punjab Government. After Punjabi, Hindi should be the second language. Since it is not so, it is affecting the psyche of youngsters and the language is not getting any popularity.

He says that the contribution of Punjab to Hindi language and literature both in Devnagri as well as Gurmukhi scripts is rich in content and style. But it has yet to find a proper exposition even at the postgraduation level, what to talk of lower levels of education. A compulsory paper on this aspect with special reference to the contribution of non-aspect with special reference to the contribution of the non-Hindi speaking states can be a move in this direction. The two factions of Hindi, Sahitaya Sammelan, Prayaag, and Allahabad, respectively, are now rising to the occasion by organising seminars and symposia throughout the country. The three-day All India function is a right step in the direction of tackling problems in Hindi. Hindi, incidentally in Punjab, has a distinct identity which needs to be underlined only.

Dr Vatsyayan has done wonderful service to the Hindi literature by experimenting with new forms of the Hindi poetry. He successfully scripted ‘sonnets’ on the lines of Shakespearean sonnets. He even has successfully adapted to the Hiku-Rengr style of Japanese writings. Presently, he is translating ‘tappas’ from Punjabi into Hindi.
