Past 24 hours change: Minimum temperatures rose in Punjab, west Uttar Pradesh and Uttaranchal and changed little elsewhere. Departures: They were appreciably above normal in Himachal Pradesh, above normal in Jammu and Kashmir, Punjab and Uttaranchal and normal in the rest of the region. The lowest temperature in the plains was 3°C recorded at Halwara (Punjab). Forecast valid until the morning of February 9: Rain or snow is likely at a few places in Himachal Pradesh and Jammu and Kashmir and at isolated places in Uttaranchal.
