Virdi’s book released
Our Correspondent

Chandigarh, November 30
Sikh community might constitute only 1.8 per cent of the total Indian population, but their contribution to the nation in general and sports in particular is unfathomable. For the audience who gathered at the Chandigarh Press Club to witness world renowned cricketer Navjot Singh Sidhu releasing Mr Harbans Singh Virdi’s book “Sikh Sportstars — Past and Present”, it was an occasion to remember and cherish.

Lauding Mr Virdi’s attempt to give those sportstars their rightful place, Mr Prithi Pal Singh, former Vice-Chancellor of Guru Nanak Dev University, said “the idea on which the book is based, itself is unique and laudable”. Tracing the Sikh history, Mr Prithi Pal Singh said sports occupy a major part in Sikh religion as the gurus had laid stress on games and physical fitness.

Dr Kirpal Singh, an eminent scholar, while praising Mr Virdi’s bold attempt to capture the glory of Sikh sportspersons, said the book is based on thorough research and throws light in many aspects of Sikh sports history. Mr R. L. Kalsia, Director, Tourism, Punjab, also spoke on the occasion.

The book “Sikh Sportsstars — Past and Present” is a storehouse of information as far as India’s contribution in international sports is concerned. Starting with an introductory chapter that sketches Sikh history in general, the book takes one in its stride through valuable information about the start of modern Olympics, participation by Sikh sportsman from India, their sweet victories and agonising defeats.

Similarly an in depth discussion of Asian Games is also being described with rare photographs . The chapter on Sikh legends gives details of footballer Jarnail Singh, cricketer Harbhajan Singh and wrestler Kartar Singh.

Mr Virdi, a name to reckon with as far as sports writing is concerned has written quite a few books which include “Sikhs in Sports”, “Sikh Olympians” and “International, Warrior — Diplomat Jessa Singh Ramgharhia” and “Battles On A Blue Steed”.

Ad hoc appointments: Admn asked to file affidavit
Tribune News Service

Chandigarh, November 30
Coming down heavily on the Chandigarh Administration and the Government of India for making ad hoc appointments of lecturers in the Chandigarh College of Engineering and Technology and continuing with them for years together without sending requisitions to the Union Public Service Commission, a Division Bench of the Punjab and Haryana High Court has directed the UT authorities “to file an affidavit of the secretary concerned for explaining why the requisitions were not sent to the commission for appointments annually”.

Issuing the directions, the Bench, comprising Mr Justice G.S. Singhvi and Mr Justice S.S. Grewal, also directed the Additional Central Government Standing counsel to file another affidavit of secretary in GOI’s Ministry of Human Resource and Development “giving detailed reason for not sanctioning the posts of lecturers for the college”.

The judges ruled: “In our opinion, the methodology adopted by the GOI and the UT Administration to make adhoc appointments of the lecturers and continue with them for years together without sending requisition to the UPSC has a grave adverse impact on the system of education in general and the young students in particular. Similar malady at the lower level adversely affects the future generation of the citizens”.

In their detailed order, the judges added: “One of the questions requiring adjudication in the petition is whether or not the GOI is under obligation to sanction regular posts of the teachers in different cadres, commensurate with the requirements of the educational institutions, and if so why it did not sanction adequate number of posts for the college. The other question that requires determination is why regular selections were not made through the agency of the UPSC?”

The judges concluded: “Prima facie, we do not see any rhyme or reason why the government should be reluctant in sanctioning regular posts of the teachers when the posts in the administration cadres are sanctioned on regular basis and filled up annually through the agency of the UPSC.... The requisite affidavits should be filed within two weeks”.

The case will now come up for further hearing before the Bench on December 16.
