Govt offices in private buildings despite mini-secretariat
R. D. Sapra

Sonepat, November 22
Although the state government has built a mini-secretariat here, most of the government offices are still scattered all over the city and a newcomer faces considerable difficulty in locating them.

According to a report, the distance between the judicial courts and the court of the Sub-Divisional Magistrate is about a furlong, the lawyers and the litigants have to rush from one place to another several times a day. Moreover, the offices of the Tehsildar and the Treasury officer are situated about 3 km from the mini-secretariat and this has been causing inconvenience to the general public and the lawyers.

There are scores of government offices at the district headquarters and they are housed in rented buildings. The state government has been paying thousands of rupees as rent every month. Among the offices housed in private buildings are: Excise and taxation, labour and employment, forest, education, Confed, co-operative consumer stores, animal husbandry and the Uttar Haryana Bijli Vitran Nigam. Almost all the buildings occupied by these offices are residential buildings and this has only aggravated the housing problems.

The shifting of the District Employment Exchange Office to Sector 14 has caused great resentment. It has created manifold problems for the educated jobless persons who have to visit the office for registration of their names and making inquiries about the renewal of their registration cards and guidance facilities in respect of self-employment schemes.

This office is located at a distance of about 4 km from the main city and no local bus service is available. The charges of autorickshaws are exorbitant and the jobless persons cannot afford to spend any amount on the conveyance, as one trip to the office costs between Rs 6 and Rs 8 per person. Hence the jobless persons are forced to visit the office on foot.

The district unit of the Haryana Non-Employed Persons Sangh has strongly criticised the decision of the authorities to shift the office to Sector 14 and described it as unwise. It also urged the state government to order a high-level probe into the complaints of the educated jobless persons and the shifting of this office to the heart of the city immediately.

Representatives of various trade unions have also resented the shifting of the office of the Deputy Labour Commissioner from here to Panipat. They demanded it to be shifted back to Sonepat immediately, as the trade union leaders and workers have to visit this office for pursuing cases of labour disputes and other matters.

They have to face great inconvenience and spend a lot of money on the conveyance between Sonepat and Panipat and vice versa. Moreover, there is allegedly no co-ordination between the District Labour Officer and the Deputy Labour Commissioner. Unnecessary delays are being caused in the cases of simple nature, allege a number of trade union leaders.

These representatives and industrial workers, it may be recalled, had organised a series of demonstrations against the shifting of the DLC’s office to Panipat but the higher authorities chose to ignore them. These representatives had charged the then Deputy Labour Commissioner for the move as he belonged to Panipat.
