PGIMS: Expensive gadgets lying unused Rohtak, October 20 The Minister visited the building initially constructed for a trauma centre. However, it remains unutilised though its conversion into a mother and child hospital and a cardio-neuro centre etc has been announced from time to time by the administration of the institute. A sum of Rs 4 crore has already been spent on it. Besides, a huge amount of money has been spent on certain things which have remained unutilised. Two generators, each costing about Rs 15 lakh, were purchased about two years ago. The ostensible reason is that they would be able to run X-ray machines and maintain power supply of the hospital during power failure. To date, the generators have not been given the first trial run. Similarly, a lift costing about Rs 14 lakh was installed in the building which houses ward numbers 24, 25 and 26 about two years ago. It is still hanging and has not been given its maiden run so far. Seriously ill patients have to be wheeled through a dark ramp to wards 25 and 26. On the one hand, a fortune is spent on such projects and, on the other hand, there is a shortage of medicines and small consumables like syringes etc. So much so that even pain killers like Pethidine and Morphine — needed as the first medicine for a patient writhing with pain — are not available in the hospital. Only last month, a few local MLAs had a dose of the non-availability of essential medicines and other consumables in the casualty department when they went to the hospital with some accident patients. Despite this, the administration remains busy in grabbing facilities and perks for themselves and showering favours on their favourites. The newly appointed medical superintendent wanted the house presently occupied by the Dean to be vacated and given to him on the grounds that it was earmarked for the medical superintendent. However, in the house allotment committee meeting, before which the matter was placed, it was argued that the present medical superintendent was in the pay-scale of a reader and entitled to a 9-J type small house only. |
THE ACHIEVERS Noida, October 20 In conventional surgery, the heart beat is arrested by administrating a potent drug. In Arti’s case it was felt that if the heart was stopped, it might not revive. This technique, which Dr Bedi has perfected in bypass surgery, was used for the first time in open heart surgery in India. This method, dubbed `retrograde perfusion of warm oxygenated non-modified blood’ in medical jargon, keeps the heart nourished with warm oxygen-rich blood delivered by veins as opposed to the normal arterial route. The functioning of the heart is closely monitored beat-by-beat with the help of sophisticated computerised gadgets. Air is prevented from seeping into the rest of the body by clamping the main artery. Arti’s main valve - which controls the direction of flow of blood inside the heart – was seriously damaged and, as a result, blood would move in the wrong direction, towards the lungs. Consequently, the lungs would get flooded with blood and she was unable to breathe. Arti had a remarkable recovery and was chatting with relatives within four hours of the surgery. According to Dr P Lal, Director of Metro Hospital, Arti’s heart and the new valve are functioning without hiccups and she should now lead a normal life. With the success of this new technique, numerous patients, who till now were considered inoperable, might have a good chance of undergoing complex heart surgery. In our country, valve disease is a common malady. Dr Bedi has already been documented as having achieved a world record in beating heart surgery and this has been cited in the Limca Book of World Records. Rheumatic heart is a common cause of valvular disease. The disease, if not checked, can cause tightening or leaking of the valve, which requires surgery. Mobile war set to hot up Panipat, October 20 Though the formal launch of Cellone and Excel, the prepaid cellular service from Cellone in Haryana is slated for later this month, yet battlelines among the four cellular phone operators had been drawn and consumer is set to be the king as the mobile companies finetune their strategies to woo the ever-increasing base of the mobile users. And with the public sector giant, BSNL, with its huge infrastructure, cashing in on the punchline – “World-class service at the lowest tariffs in the world”— the price war is in the offing and the mobile users are set to benefit. However, what has buoyed the BSNL was “good” response to its advance booking, the sources said. The industry sources told the ‘NCR Tribune that the BSNL was slightly at an advantage vis-à-vis other service providers as it would be the first firm to launch the cellular service nationwide in one go with a view to “connecting India” as its buzzword. In a fit of depression, he had tried to commit suicide on June 13 by slitting his throat. Thereupon he was admitted in the district hospital for treatment and later referred to the Meerut Medical College and some Delhi hospitals. Since then the jail authorities have been shunting him from one hospital to another on the pretext that he should be first treated for his mental illness. The psychologists, to whom he has been referred, want that first he should undergo throat
surgery. Seraj, sick and tired of being shunted from one hospital to another in Ghaziabad, Meerut, Delhi and Varanasi, moved the court and obtained an injunction. The Lucknow Medical College Hospital is waiting anxiously for its patient who, in turn, is waiting for a suitable police guard to escort him to Lucknow from Ghaziabad district hospital.

Panel to probe youth’s mystery death Faridabad, October 20 Two sitting MLAs, Mr Karan Singh Dalal of Palwal, Mr Zakir Hussain of Taoru and three former ministers of Haryana were among others who attended the panchayat. A committee under the chairmanship of former minister and Congress party leader Khurshid Ahmed was set up to conduct a detailed probe into the incident. It may be recalled that a resident of Jarali village of Hathin subdivision, identified as Hassan (22), had been picked up by the police in September on charges of keeping an illegal weapon. The youth, who was later released on bail had died in the hospital after about three weeks. Hassan’s relatives alleged that he had been brutally beaten up by the police during custody and died later due to internal injuries. The police officials, on the other hand, deny the allegations and claim that the youth had died due to some illness. |

to farmers: IYC tells govt Gurgaon, October 20 Addressing a well-attended rally here on Saturday, president of the IYC and a native of Haryana, Mr Randip Singh Surjewala charged the ruling INLD in the state with betraying the mandate on which it had come to power. The INLD supremo, Mr Om Prakash Chautala, had made poll promises to the farming community of Haryana to provide free power and electricity. It was on the basis of the ‘false’ promises that the party came to power, he added. However, the first major policy drafted and implemented by the INLD government was to increase the electricity tariff and levy additional taxes on the general public. The next measure taken by the government was to use coercive measures to collect the tariffs. The INLD has reneged on its promises, he added. Mr Surjewal, who was the star speaker on the occasion, said that the Congress would take the necessary remedial measures on all fronts on which the present state government had faltered. According to him, the Congress will certainly bounce back to power in the next assembly election. He said that the farmers were caught between the devil and the deep sea. On the one hand, they have to pay higher electricity tariffs and on the other, they were not getting ample and quality power. Dwelling on the electricity policy of the present government, he charged that the new meters have been installed throughout the state to favour a private company in which the family members of the Chief Minister have vested interests. The IYC alleged that the law and order had deteriorated in the state. He cited the killings of five Dalits in Dulina village in Jhajhar district on Dasehra. They were in the custody of the police when the mob took them away and killed them, apparently on mere hearsay. |
Youth fest a soothing salve for Jhajjar sore Jhajjar, October 20 The festival, held in Government Nehru College from October 17, remained completely unruffled by the tragic incident. Given the cultural items displayed by the participants from about 20 colleges and the enthusiastic response from the audience, it became clear that young students are seized of the issue and that they unequivocally sympathise with the victims. Interestingly, some of the Haryanvi skits presented by the participating teams from the nearby colleges raised the related issue with the message that human life is more precious than that of a cow — a diametrically opposite view from that of VHP chief Acharya Giriraj Kishore. Another skit presented by Rohtak college students titled ‘Ahimsa Parmo Dharama’ also expressed that every kind of violence even in the name of religion cannot be justified. Mr R. S. Madan, stage secretary, said that the youth festival had been held successfully and the venue had remained free of undue repercussion. Around 700 student artistes displayed their talent in various forms of art, including folk song, play, mime, poetry recital, painting, dances, skits, mono-acting, qawwali, declamation and debate, pulling a huge crowd every day. |
Cleanliness
drive proves a stinker Faridabad, October 20 Shailender Singh, a resident of Daultabad village near Sector 16-A here told that the garbage thrown in an open spot near his house had not been removed for past about eight days. He said some safai karamcharis had been seen in the beginning of the ‘cleanliness campaign’ but said no one had turned up in past several days with garbage piling up and stray animals eating the waste. A public school was also located near the garbage spot, he added. It is learnt that the MCF officials also failed to remove the body of a bull which died a few days ago on the main Neelam-Bata Road, stinking out the nearby areas. A complaint had already been lodged with the civic authorities, a resident of NIT locality claimed. Similarly reports from various parts of the town confirm that garbage had started piling up again. These spots include Ramlila Maidan in NIT, Jawahar Colony, Sanjay Colony, Gandhi Colony, colonies of Ballabgarh, Old Faridabad and HUDA Sectors. Vacant plots and open spaces used for dumping garbage have started stinking due to the heaps, said a resident of Sector-8 here. The campaign was launched with fanfare on October 2 with the Chief Minister flagging off a schoolchildren rally. The Sulabh International which has been awarded the contract of cleaning up the garbage in Eastern Sector (part) of the town had also taken part in the drive. But the residents here feel that the campaign had been hardly of any use. They claim that the cleanliness work was a full-time duty of the civic authorities and short-term drives were aimed at getting publicity only. |

Noida to allot land to farmers soon Noida, October 20 The CEO has also issued instructions to the officials concerned to maintain status quo with regard to the pending legal cases of farmers till they are finally disposed of by the courts. Besides, Mr Bains has assured those farmers whose land was acquired before 1997 that their claims for allotment of 10 per cent land will also be reviewed. Mr Bains told this to a delegation of affected farmers, who had met him under farmer leader Kesri Singh Gujjar two days ago. The farmers are understood to have told the CEO that all formalities for the acquisition of their land had been completed, but allotment of 10 per cent land to them was being delayed unnecessarily. On this, the CEO issued instructions to the officials concerned to settle all such pending cases within two months. According to Dr Ashok Mishra, a Noida official, farmers had demanded the disposal of LAR cases on the basis of mutual agreement, on which Mr Bains had asked the Chief Finance Consultant to examine all these cases. |

She demanded that primary teachers should not be transferred out of the district.
Seminar on institutes Gurgaon: Dronacharya Government College organised a state-level seminar on ‘Assessment and Accreditation of Institutes of Higher Education’ on its campus here. The principal and one coordinating lecturer each from 50 government and private colleges from five districts of south Haryana - Gurgaon, Faridabad, Rewari, Jhajjar and Mahendragarh - participated in the self assessment process initiated by the state government at the behest of the University Grants commission (UGC). In his key-note address, Mr Dhanpat Singh, Commissioner, Higher Education, said that the assessment and accreditation of institutes had been recognised as the most effective quality ensuring mechanism all over the world. It had become all the more relevant in India as the country had developed the world's second largest system of higher education during the last 50 years.
584 cases settled Sonepat: As many as 584 cases of different types were settled in a one-day Lok Adalat here on Saturday. According to a report, these include 414 summary cases, 27 motor accidents, seven Hindu Marriage Act cases, 117 civil, 10 criminal and nine other cases. At Ganaur town, as many as 41 cases were settled in the Lok Adalat held there on the same day. |

Highway robbery — The new name of the game Rohtak, October 20 According to information, Mr Manish Sanghi, resident of Model Town in Delhi, accompanied by his servant, Laturan Shah, hailing from Bihar, was going in his car from Delhi to Hisar. The miscreants forcibly boarded the vehicle when it slowed down at a speed-breaker at Kharkara village at around 12 noon. They opened fire on Laturan Shah when he resisted their attempt. The trio forced Manish to move towards Balambha village. They also pushed Manish Sanghi out of the vehicle near Kalinga village in Bhiwani district from where he reported the matter to the Bhiwani police. The police launched a manhunt for the culprits. Later, the body was recovered by the police from near a canal under Kalanaur police jurisdiction. Sonepat:
Four unidentified car-borne criminals are reported to have robbed three youths of Rs 60,000, gold chains and rings worth over Rs 20,000 on the Sonepat-Rohtak Road near Diversion Drain No.8 about 15 km from here last evening. According to a report, a youth Yogesh offered resistance but he was allegedly attacked by the robbers and sustained multiple injuries. He was admitted to the civil hospital here. His condition was stated to be out of danger. The incident has caused panic among the residents of nearby villages. The police have registered the case and launched a massive hunt for the culprits. It is stated that Mr Yogesh, a chemist in the city, was returning from Rohtak to Sonepat in a Maruti van along with his associate Dheeraj and van driver Satvir, after collecting money from Gohana, Rohtak and Kharkhauda towns. The car developed some defect near the Diversion Drain No.8 and it was halted. In the meantime, the culprits reached there in a Maruti car and showed pistols and other weapons. When Yogesh resisted, he was assaulted and injured. Thereupon, the culprits snatched cash, gold chains and rings from them, and fled in their car. The youths made an attempt to get help from the people passing by the road but none of them stopped. Thereupon, they pushed the Maruti van and reached Sonepat where they informed the police about the incident. On receiving information, the police sealed the borders with Delhi and UP, though there has been no breakthrough so far. According to another report, the thieves are reported to have taken away goods worth several lakhs of rupees and cash after breaking the shutters of three shops on the Tarana Road near Bawa cinema hall here last night. Women try to dupe jeweller New Delhi:
The North-West district police have arrested two women for using fake credit cards of American Express Bank. The women, who were later identified as Rakhi of Adarsh Nagar and Debra Kitto of Model Town, were in their late 20s. They went to a jewellery shop, Madaan Jewellers, owned by Gunjeet Singh Madaan, in Pitampura last evening and purchased three gold chains and tried to credit the payment to their American Express card. When the credit card machine refused to accept the aforesaid card, Mr Madaan contacted the customer care services of the American Express. The bank told the jeweller that they were rushing an executive to the shop and advised him not to allow the women to leave. The jeweller requested the women for another credit card, insisting that the machine was not responding. They produced another American Express card, which too was rejected by the machine. The two women were later handed over to the Saraswati Nagar police station where a case of forgery has been registered. |
Three who shot and looted factory manager nabbed Noida, October 20 Ravinder of Modern Door Devices Factory in Sector 8 was shot dead allegedly by these criminals and Rs 5.50 lakh withdrawn by him from Co-operative Bank, Sector 18, for the disbursement of salary to staff was snatched. The criminals had sped away in a white Maruti van after the incident. The criminals, it is learnt, had clashed among themselves on the division of the booty in Diyan village in the following evening in which Raju of Yakubpur and Hariveer of Modinagar were killed. They were stabbed and shot. All these criminals had been involved in the murder-cum-loot, SP City said. Interestingly, the criminals after murdering Ravinder in broad daylight in Sector 8 had sped away in their Maruti van for a distance of over 40 km towards Dadri on the main road, passing through six police station areas on the way. But none in these police stations could get an inkling of their escape even though an alert was sounded by the local police. This has been disclosed by the arrested criminals. They had crossed Sectors 8, 9, 10 and 27 on the Noida-Dadri road. In a breakthrough, the police came to know that two criminals were hanging around DPS, Noida yesterday. They were nabbed by SO of Dadri Rajesh Choudhari and SO of Sector 20 police station R D Nigam. They were identified as Anil Gujar and Rohtash alias Binny alias Chachi of Diyana, Dadri. A country-made revolver and a knife were also recovered from them. On the information given by them, Ajji alias Ajay Pal of Diyana was also arrested. They have told the police that the plan for the crime was Hariveer's brainchild, who has since been killed. He had come with a Maruti van and brought along Anil, Chachi and others for the crime. Anil and Chachi objected when they did not get the promised share. At this, Hariveer and Raju threatened to shoot them all. But Anil, Chachi and their companions shot them first and later stabbed them. |
Boy gets stabbed as his horse licks drunkard New Delhi, October 20 When a drunk man, who was passing by, was touched by the horse, he got furious and slapped Rakesh. When Rakesh pushed the man down, he stabbed Rakesh on his neck and fled the spot. Rakesh died later.
Rickshaw-puller fires at shopkeeper The Central district police have apprehended a rickshaw-puller and seized one country-made weapon along with three live cartridges from his possession. The police said that Mahadev Sardar, a rickshaw-puller and resident of Yamuna Bazar, procured a rickshaw from one Vinesh Kumar, who owns a cycle shop in Jhandewalan Extension. Mahadev paid Rs 2,700 and said he would pay the balance Rs 500 when the shopkeeper provides the MCD token to him. When Mahadev went to the shop on Saturday afternoon and asked for the token, the shopkeeper said that he would get the token on Monday since the MCD offices are closed. An infuriated Mahadev left the shop and came back after an hour with a country-made weapon and fired at the shopkeeper. |
