Can Cong, BJP forge a consensus?

Delhi 21 document 

The document envisages the following major changes in the institutional framework:
  • Full control by the NCT of Delhi over Municipal Corporation of Delhi (MCD) and the Delhi Development Authority (DDA);
  • Full control over land;
  • Constitution of a Metropolitan Planning Committee as mandated by the 74th Constitution Amendment;
  • Restructuring of MCD into smaller bodies;
  • Restructuring of DDA with the planning wing being brought under the Metropolitan Planning Committee

The Congress and the BJP will hold talks on Wednesday evening for forging a consensus on a suitable dispensation for the NCT of Delhi. Chief Minister Sheila Dikshit and BJP President Madan Lal Khurana will lead their respective delegations to the meeting.

The meeting takes place after the Delhi Legislative Assembly on September 11 passed a resolution for making the NCT of Delhi a State. The resolution was passed unanimously but differences soon began cropping up between the two principal political parties on the model of a Delhi State.

While the BJP insists on Delhi becoming a State like any other, the Congress maintains it will be a State of its own kind.

Should the State of Delhi have absolute powers to administer the subject of law and order? Or should the Centre be allowed to retain control over the police establishment ?

Delhi’s status as the nation’s Capital is another issue on which the parties differ. The BJP insists that Delhi’s becoming a State would imply the Capital is a Union Territory.

The Congress, on the other hand, maintains becoming a State should not be at the expense of losing its Capital status.

Law and order apart, financial viability of the State is a bone of contention. Finance Minister MS Saathi feels Delhi’s becoming a State should not erode the tax base. “Generating revenue, and sustaining it, merits attention,” he says.

The process of arriving at a consensus is made even difficult by their views on the framework of talks. Chief Minister Sheila Dikshit has said the Delhi 21 document prepared by the Government of NCT of Delhi in collaboration with the Union Ministry of Environment and Forests can be a beginning.

The Delhi 21 document envisages major changes in the institutional framework, including:

Full control by the NCT of Delhi over Municipal Corporation of Delhi (MCD) and the Delhi Development Authority (DDA); full control over land; constitution of a Metropolitan Planning Committee as mandated by the 74th Constitution Amendment; restructuring of MCD into smaller bodies; restructuring of DDA with the Planning wing being brought under the Metropolitan Planning Committee; and setting up of a unified Metropolitan Transport Planning and Co-ordination Mechanism

The document also identified major policy gaps insofar as housing policy, policy for jhuggi jhopri (JJ) clusters, redevelopment strategies for degraded areas, and preservation of green belts and rural areas are concerned. The document also outlines the policy initiatives required to be taken in these areas which are “crucial for the future of Delhi.”

Khurana and BJP say the talks can begin from the Reorganisation of Delhi Bill 1998 that could not be introduced then.

Senior education officials relearning Hindi alphabet

Meerut, October 15
A… aa… e… ee… These are not the conventional noises heard in any primary school of Uttar Pradesh. These emanate from K V College premises on Garh Road, where senior officials of the Education Department in Meerut Division are being trained in Hindi alphabet and grammar.

Several other refresher courses are also being conducted for senior administrative officials of the department. For instance, they are being trained how to teach students of class I to class V.

The officials cannot go back to their respective posts after the training. They will have to first take an examination. If they fail, they will have to attend a refresher course again.

A survey conducted by the Commissioner, Mr N. S. Ravi, in the primary schools in the division revealed that the student strength in these schools had declined sharply. It was found that parents do not like to send their children to government primary schools as teachers and senior education officials do not have even the basic knowledge of Hindi grammar.

With a view to improving the standard of primary education in the division, the Commissioner called for a workshop in which it was demanded that education officials should be more aware about the changes in the field. The Head of the Department of Education, K V College, Dr Rama Shankar Mishra, advised that the education officials must first be perfect professionals. He also offered the service of his institution in this regard.

It was also found at the workshop that most of the senior administrative officials of the Education Department were not familiar with the Hindi alphabet and did not have the basic knowledge of teaching techniques.

At least 61 officials of the primary education department of the Meerut division are being trained at K V College now. These officials are vested with the responsibility of supervising the primary schools. The officials include the assistant primary education officer, the deputy primary education officer, the district co-ordinator of District Primary Education Programme (DPEP) and several subordinates.

The director of the refresher course, Mrs Manju Sharma, told the ‘NCR Tribune’ that the course, titled ‘Improvement in Teaching Techniques and Capabilities’, was designed in such a way that the officials could understand the basic needs of primary education.

The training had been made interesting with separate sessions on practice of Hindi alphabet, language errors, mathematics and social studies. Special attention was being paid to alphabet-related errors, she said. Efforts were also being made to improve the pronunciation of the officials, as they had to directly deal with the teachers.

Cricket gets a fillip in Capital’s backyard

Cricketers hailing from Delhi’s neighbouring districts are dominating in the selection trials of the State team for Ranji Trophy this season. Out of the selected 20 probables for India’s premier domestic cricket championship, 17 belong to Rohtak, Faridabad and Gurgaon districts.

Besides skipper Ajay Ratra, Manvinder Bisla, Shafiq Khan, Ishan Ganda, Saurabh Virmani, Dharmender Phagna and Rajesh Puri belong to Faridabad district.

Apart from Amit Mishra, who is in the Indian squad named for the first two tests against West Indies, Jatinder Singh, Chetan Sharma, Gaurav Vashishta, Amit Suman, Joginder Sharma and Nitin Aggarwal represent Rohtak district. Sonu Sharma, Prashant Ahlawat and Padamjit Sehrawat hail from Gurgaon. According to information available here, as many as 125 aspirants from all over Haryana appeared in the trials held at Bhiwani on October 12.

Cricket experts feel that the districts of Faridabad, Gurgaon and Rohtak have appeared on the cricketing map for a good reason. All the three districts have grounds which host first class cricket fixtures regularly. Faridabad’s Nahar Singh Stadium has hosted even international matches and is best equipped among the available stadia in Haryana. The district has produced international cricketers like Vijay Yadav and Ajay Ratra besides several junior cricketers who have represented India. Cricket coach Sarkar Talwar, who is himself an experienced bowler having claimed 345 wickets in Ranji Trophy, puts a great deal of effort in honing the skills of the budding players.

Though Rohtak has not produced any cricket player of international standards, yet it has contributed to the cause of cricket by producing several first class cricketers like Rajinder Goel, Jitender Singh, Aman Kumar and Ashwani Kumar. Rohtak has been a regular venue of first class matches since 1978. Apart from several cricket academies, former Ranji cricketer Ashwani Kumar is actively involved in training the youngsters. The grounds of Vaish College, Jat College, ITI and Delhi Public School are thronged daily by cricket enthusiasts.

Gurgaon is the third major cricket centre in Haryana, where cricket-crazy crowd turns up in thousands to watch a Ranji Trophy match. Whenever a match is held at Gurgaon, it has an ambience of a festival. Nehru Stadium is a hub of cricket all-year round under the supervision of coach Kishore Kumar. The city has the geographical advantage of being located in the vicinity of Delhi, which exposes the budding talent to different teams from the Capital.

The beautiful playing arena, developed by the Tata Energy Research Institute (TERI) some ten miles away from Gurgaon, has also proved an alluring factor for cricket buffs. The city is in the process of acquiring another stadium, on the land of Haryana Urban Development Authority, devoted exclusively to cricket.

The cricket fraternity is of the view that creation of a similar environment, coupled with scientific training, would have a positive impact on other districts as well.

Sonepat civic body ready to dump more garbage…

Despite the stiff resistance put up by owners of commercial establishments and residents, the Sonepat Municipal Council has intensified its campaign to dump garbage and filth in front of the shops and houses of tax defaulters.

The municipal council has devised this novel way to recover various taxes from defaulters, failing which it will penalise them for non-payment.

The first target of the civic body was a mobile telephone company. Filth and garbage was dumped at the door-step of the company by the safai karamcharis.

Though it is not known whether the company has coughed up the dues, emboldened by the apparent success of its strategy, the authorities now have another mobile telephone company on its `hit’ list.

However, on getting information about the proposed action, the officials of the company scurried to the Executive Officer of the municipal council and sought a day’s time for passing the information to its head office in Mohali.

The Executive Officer agreed to the request and granted a day’s time for depositing the outstanding dues.

The State government and the district authorities seem to be silent spectators on the issue and have failed to direct the civic authorities to abandon this unprecedented campaign, in view of the stiff resistance by the residents and owners of commercial establishment.

Meanwhile, the leaders of the Congress and the Haryana Vikas Party have strongly condemned the action of the Sonepat Municipal Council authorities and termed it as anti-democratic.

In a joint press statement issued here, they also urged the Chief Minister, Mr Om Parkash Chautala, to take a serious note of this campaign and order the suspension of the Executive Officer, who, they alleged, has surpassed all democratic norms in discharge of his functions.

They also warned that if steps were not taken to stop this campaign, they will have no option but to move the court on the issue.

A day of bonfires

Hundreds of effigies of demon king Ravana went up in flames as the sun dipped beyond the horizon today, reiterating once again the victory of good over evil. Thousands of people watched the effigies crackle and finally crumble amidst loud bursting of crackers and lusty cheers of “Rama Chandra Ki Jai”.

As the sun began to set, three arrows were fired at the huge effigies of Ravana, Meghnath and Kumbakarna, exploding these in a series. The effigies caught fire, illuminating the venue as the crowds cheered and chanted slogans in praise of Lord Ram.

Similar scenes were witnessed at other venues also where the spectators had begun converging hours before the function. The crowd at the traditional Dasehra sites like the historical parade grounds opposite the Red Fort and the Ram Lila Maidan was quite thick despite the fear psychosis prevailing in the city over the threat of terrorists.

Thousands of armed policemen, including personnel from the Rapid Action Force (RAF) and commandos from the National security Guards, remained on high alert to ensure incident-free festivities. Senior police officers, including the Police Commissioner, Mr R. S Gupta, remained on the streets through most of the night in an attempt to keep the trouble-mongers at bay. A large number of known bad characters were taken into custody as a precautionary measure.

The festival also coincided with the conclusion of the Durga Puja in the Capital, Thousands of devotees today paraded through the streets of the Capital holding aloft the idols and made a beeline for the banks of the Yamuna.

No respite for Ravana & his kin

It was no respite for the mythological Ravana and his kin with residents of the areas of old and new parts of this city making common cause in burning their effigies with gusto.

The congregations at a large number of public places where the effigies were burnt gave one the impression as if all Gurgaonites had taken to the streets to demolish Ravana, epitomised as evil by the Hindu myth.

The congregations at Gau Shala Maidan opposite Mahavir Park, Geeta Bhawan in New Colony, Bhim Nagar and Sushant Lok stole the show in terms of large turnout. The notable feature about the Dasehra celebration at Sushant Lok was that the function organised by various groups of residents was sponsored by Pepsi Foods. As Sushant Lok forms part of new Gurgaon, the assembly of people to witness the burning of Ravana’s effigy constituted the upper strata of society. The entire spectrum of the local bosses of the company were present on the occasion.

The politicians, both from the ruling INLD and its opponents, had really a task at hand hopping from one public place to another to be catch up with the various functions. The burning of the effigies at Arjan Nagar, Jacompura, Khandsa Road, 4/8 Marlas, Chadeshwar Mandir and Rajendra Park was also eye-catching.

The number and frequency of implosions of the effigies in the city gave one a definite impression that rather than Dasehra it was Divali which was being celebrated.

Tallest Ravana

Faridabad: Effigies of Ravana, Kumbhkarna and Meghnath were burnt at many places in the city and elsewhere in the district. The district created a sort of record with the burning of a 70-feet high effigy of Ravana at Dasehra ground this evening. Thousands of residents thronged the ground where the effigies were burnt with traditional gaiety and fanfare.

Hundreds of policemen had been deputed to control traffic and masses near the grounds. The local administration and the police was on high alert due to the rush and threat to public safety due to the recent militant attack in Akshardham temple in Gujarat. Besides the police, hundreds of volunteers and devotees were seen manning the rush near these sites. Traffic on several main roads was blocked or diverted.

The effigy of Ravana burnt at the main Dasehra ground in NIT area here was about 70 feet high, which is reported to be the tallest in Haryana this year. The effigies of Kumbhkarna and Meghnath were 60 feet and 50 feet respectively, according to the organisers of the Ram Lila function.

Karisma will not follow in mother’s footsteps

Marriages symbolise a new beginning, but for the leading ladies of Bollywood it marks the beginning of the end, of their innings in tinsel town. The tinkling of the wedding bells is often a signal for retirement. But for Karisma Kapoor, the soon-to be Bachchan bahu, the saga with the screen will continue.

The actress, who made her first appearance in the Capital after her much talked about engagement with Abhishek Bachchan, told newspersons that she will continue to act after marriage. “This industry and the people of this country have given me so much affection over the years that it is difficult for me to even consider quitting films after marriage”, Karisma pointed out.

“I have been acting in films ever since I was 16 and have acted in about 60 films till date”, she added, reminiscing: “During this period, I have been overwhelmed by the love and affection the people have showered on me”.

The actress, accompanied by her mother, former actress Babita, who incidentally gave up her career in movies after her wedding, was in the city to inaugurate the ‘Festival of Gold, 2002’, organised by the MMTC.

While dodging posers related to her wedding, Karisma remained firm on her decision not to quit films, “There is no question of quitting films. However, the choice of films would depend on whether the role being offered is one of substance”.

Responding to queries about a formal engagement and the wedding date, the actress said nothing had been finalised as yet. The engagement ceremony was scheduled to take place on the 11th of October, which coincided with Amitabh’s 60th birthday.

Earlier, speaking after inaugurating the festival along with Union Minister of state for Commerce Rajiv Pratap Rudy, the chief guest, Karisma, thanked the organisers for the honour. The festival, which was inaugurated today, will continue till the 20th of this month in the Capital’s Hotel Ashok and will showcase over 30,000 pieces of jewellery designed by over 300 craftsman, working on the theme, ‘Be touched by purity’.

The exhibition-cum-sale will have on display both traditional as well as contemporary jewellery.

The focus will also be on purity in gold. Some of the ranges that have been put up on display are the Mughal Treasure, the Bangla styles, the Southern Splendour and the Heritage Collection. Sanchi silver apart from diamonds and other precious and semi-precious stones will also be on display.

CPM seeks canal water for tail-end fields

The Haryana unit of the Communist Party of India (Marxist) has called upon the government and its Irrigation Department to ensure availability of canal water in view of the ensuing sowing of Rabi crops. The party has expressed concern over the fate of farmers whose fields are at the tail-end of canals and are being deprived of their due share of water.

Mr Inderjit Singh, state secretary of the CPM, said that resentment was prevailing among those sections of the farmers who continued to be discriminated against for a long time and also because of the callous attitude of the government over their plight.

The party asked the state government to make its policy public as to whether it recognised the legitimate right to canal water for the farmers at the tail-end. If it did not recognise their bona fide rights, then were these farmers not the rightful claimants for compensation for the losses they would suffer due to non-availability of their share of canal water, the party asked.

Mr Inderjit Singh further asked the government to clarify where the aggrieved farmers should lodge their grievances for prompt redressal and get actual relief.

He sharply criticised the government for its retrograde policy of not recruiting employees against vacant posts and not promoting the officials of the Irrigation Department as a consequence of which this crucial department was on the verge of collapse.

The party demanded that the canal water presently available to Haryana must be equitably distributed within the state and steps be taken on a war footing to get the canals and water channels desilted so that every field got canal water in the background of the impact of drought on the sowing of the Rabi crops.

Various farmer organisations in Haryana have decided to hold a state-level rally on November 1, Haryana Day, at Mundhal in Hisar district to demand immediate payment of drought relief and meet other pressing demands. The CPM has announced its support to the proposed rally.

Suspend Gohana Water Division staff: BKU

Leaders of the Bharatiya Kisan Union (BKU) and other farmers’ organisations today urged the Chief Minister, Mr Om Prakash Chautala, to order immediate suspension of the officials of the Gohana Water Service Division, who were responsible for the shortage of canal water for irrigation purposes.

They also demanded a high-level probe into the complaints of the farmers about canal water not reaching tail-end fields.

In a joint press release issued here, they said that the farmers were still facing erratic supply of canal water for the sowing of Rabi crops. The dry canals, even during the period of rotation, had resulted in drought-like conditions in the area.

They also alleged that officials of this division, from the JEs to the Executive Engineer, had failed to ensure the supply of canal water at the tail-end fields of the farmers despite the clear instructions of the Chief Minister. They further alleged that the desilting operations of the canal network carried out by the officials were merely an eyewash.

The leaders also threatened to launch an agitation against the state government as well as the officials of this division if steps were not taken immediately to meet the demands of the farmers.

Meanwhile, most schemes undertaken by the Irrigation Department in this district allegedly involved corrupt practices.

According to knowledgeable sources, the bulk of the amount spent on these schemes had been misappropriated by some officials. Some of the works executed remained only on paper and the officials had made payment for these works, which actually had not been executed at all.

AIATF to intensify drive against terrorists

The All-India Anti-Terrorist Front has decided to intensify its campaign against the terrorists operating in Haryana, particularly in the areas bordering the National Capital. Stating this, Mr Satish Bansal, president of the Haryana unit of the front, told mediapersons here today that the front had started setting up its branches and offices at the district headquarters in Haryana to keep an eye on the activities of terrorists who have infiltrated in the districts bordering Delhi.

He said that there had been a large, medium and small-scale industries, which were functioning around the National Capital and a large number of terrorists in the garb of labourers had managed to get employment in them. Citing the example of Bangladeshi nationals arrested from a Panipat unit, he said that such situations might create trouble in other parts of the state as well if anti-national elements were not checked effectively at this juncture.

Mr Bansal announced that the workers of the front had been directed to be alert and inform the district and police administration about such elements if they were detected by them. He said that time had come now to give reply to the terrorists with bullets.

He also made a fervent appeal to all the political parties to come together and face a challenge posed by the terrorists and anti-national elements in the country. He said that our jawans were sacrificing their lives daily on the borders and Pakistan was engaged in encouraging the militants for cross-border terrorism. There was a need to curb the anti-India activities with a strong hand and the central government should take steps for crushing such activities and destroying training centres across the border.

Mr Bansal also disclosed that the front would organise a function on December 12 to honour the families of those killed in the terrorist attack on the Lok Sabha and Akhshardham temple in Gujarat. Vice-President Bhairon Singh Shekhawat would be the chief guest on this occasion. Mr P V Narsimha Rao, former Prime Minister, and Mr K P S Gill, former Punjab DGP, would take part in this function.

THE ACHIEVERS
The social worker in him was born during ’84 riots

He wanted to be a teacher but destiny willed him to take up social work. It was 1984 and he was studying in Dayal Singh College when anti-Sikh riots broke out following the assassination of the then Prime Minister, Mrs Indira Gandhi. Sikhs all over were being hunted and massacred by organised bands.

Moved by the gory sights of massacres of innocent Sikhs, he along with several other Sikh students organised themselves to protect the victims of the carnage. These young men moved around in the trans-Yamuna areas escorting men, women and children to camps and providing succour to those who were hapless victims of the mobs. The entire experience was mind boggling for this young man. And this is what changed his life. It was then that he decided to take up social work with a passion.

Today 40-year-old Ashwani Kapoor, a small-time shopkeeper of Laxmi Nagar, is a respected name in the area. The victims of the carnage who were helped by him and his colleagues look upon him as a saviour. In 1992, he started his own organisation, Laxmi Nagar Vikas Samiti, an organisation devoted to the cause of the area. It is his firm belief that one has to select small areas, focus on their development and then move on.

“We can make a mark only by concentrating at the micro-level,” he told the ‘NCR Tribune’. With the efforts of the samiti, many developmental works have been carried out in this sprawling trans-Yamuna Colony, the hub of East Delhi. Among the responsibilities undertaken by the samiti are the installation of streetlights, regular cleaning of sewers, proper arrangements for parking of vehicles in the congested locality and deployment of night watchmen for security of the residents.

As the president of the Laxmi Nagar Residents’ Welfare Association and former president of the Mangal Bazaar Traders Association, Ashwani at present is engaged in the Herculean task of bringing some order to the weekly Mangal Bazaar, which disrupts the normal life of the residents, every Tuesday. The bazaar not only leads to chaotic traffic scenes but also attracts lumpen elements like pickpockets and thieves.

The samiti is now trying to regulate the stalls that come up every Tuesday. The residents of the area have lauded his efforts and have promised to cooperate with him fully.

Ashwani’s father was a well-known businessman of Gujranwalan, West Punjab, now in Pakistan. The family migrated to Delhi after Partition and started from the scratch as they had lost every thing in the Partition riots. Though clean-shaven, he follows the Sikh faith and visits Gurdwaras regularly. The teachings of Guru Nanak Dev ji are his inspiration and this is what has given him the courage to continue. Happily married, the family stands firmly behind him in his endeavours.

10,000 Jamiat men court arrest

The general secretary of the Jamiat Ulama-i-Hind, Maulana Mahmood , led a group of 10,313 protestors who courted arrest on the last day of its “jail bharo” movement.

Addressing a group of protestors, Maulana Mahmood said the RSS, the Bajrang Dal and the VHP are agents of the ISI and the CIA. They act as traitors to the country by fanning communalism that weakens the country and these organisations should be banned. If justice and constitutional rights are not given to 200 million Muslims the country will become weak. Muslims are one of the pillars of the country and if it remains weak the country cannot be strong.

The malicious propaganda against Islam and Islamic practices goes on unabated and that is not in the interest of the country. If Muslims are deprived of peaceful existence in the country, there will be no peace, Maulana warned.

Not only the central government but Maulana warned the Congress party also, saying, “If you desire that the disgraceful chapter of Gujarat is not rewritten, direct your state governments to provide reservation for Muslims in every walk of life. Besides, officials who fail in controlling the riots within three hours should be suspended. There should be a law for compensation to riot victims as decided by the Delhi High Court. Communal organisations should be banned, Maulana demanded.

Special exhibition train stationed at Faridabad

Faridabad, October 15
A special `exhibition’ train of the Indian Railways has arrived at the old Faridabad railway station. Its doors were thrown open to the public by the Deputy Commissioner this morning. The train will halt here till October 17.

According to railway officials, the train, having two specially designed coaches, depicts the 150 years of the history of the railways with rare and historical items of the department on display.

The name of the engine is Rukimini and it was built in 1917 in the United States. The exhibition train would remain open on all days from 10 am to 8 pm.

Meanwhile, one Rajesh of Jevar village was killed after he fell down from a running train after his foot hit a railway signal on Monday.

Depot-holder held

Rohtak: As part of a drive against dishonest depot holders, a team of district officials raided a depot at Hassangarh village on Monday evening and arrested its owner on the charge of concealing the availability of stock.

According to official sources, a team comprising the City Magistrate, the Assistant District Food and Supplies Controller and the police raided the depot of Udai Singh at Hassangarh village following a tip-off.

The inspection team found that the depot holder had shown the quantity of kerosene, wheat and flour as nil in the stock register while 305 kilolitre of kerosene, 3.6 quintals of wheat and 70 kg flour were recovered from the depot. Besides, the team recovered 1.70 quintals of sugar from the depot while it was shown as 45.5 kg in the stock register. The depot holder was arrested and a case under the Essential Commodities Act was registered against him.

Cane charge

Haryana Vikas Party chief and former Chief Minister Bansi Lal has condemned the cane charge by the police on the people who were peacefully demonstrating in protest against the irregularities allegedly committed during the election for the post of Director, Shahbad Sugar Mills, on Tuesday.

Mr Bansi Lal suggested the district administration should have heard out the protesters and given order for a thorough inquiry into the allegations in place of crushing people’s voice in an undemocratic manner.

Alleging that the action had been taken at the behest of the state government, he cautioned the officials not to function as workers of the ruling Indian National Lok Dal. He also condemned the government move to name Vishwakarma Chowk in Bhiwani town in the name of former Deputy Prime Minister Devi Lal.

A 60-year-old retired person from the ITDC died today afternoon when a bullet from his double-barrel gun hit him accidentally while he was cleaning the weapon.

According to the police, Jagmohan Sehgal (60), resident of Neb Sarai, was cleaning his double-barrel licenced gun around 1 pm when he accidentally pulled the trigger. He was immediately rushed to Batra Hospital but was declared brought dead.

PTI staff strike continues: Even as PTI Employees Union president Vinod Kumar continued his hunger strike on the fifth consecutive day today. The workers launched the ‘Dera Dalo Andolan’ at Jantar Mantar to protest against the management’s indifferent attitude towards various demands. The strike has been divided into three phases, including hunger strike by the president, relay fast by one worker everyday and Dera Dalo Andolan by 10 workers.

5 held for gambling: The North district police nabbed five persons who were found gambling in a car and seized Rs 70,000 gambling money from their possession in Timar Pur. The gamblers, Sunil, Vishambar, Baldev, Satish and Ajay, all residents of Gandhi Vihar, were taken into custody after they were seen gambling.

Plantation drive success rate 95 pc

Faridabad, October 15
The survival rate of trees planted in the district during the plantation drive has been about 95 per cent. Claiming this, the district authorities in a press release issued yesterday said that a two-member committee set up for south Haryana had conducted a survey of the saplings.

According to the district administration, this year about 15.36 lakh trees were planted against a target of 14.54 lakh. The saplings have been planted in about 150 hectare land in Alipur, Tikavali, Jajroo, Madnaka, Banchori, Mujheri Gonchhi main drain, and Hassanpur villages and along with the Delhi-Mathura National Highway. Trees have also been planted in large numbers by the Forest department in about 251 hectares of land in various areas, it is stated. TNS

Rs 1.40 lakh robbed at pistol-point

Four unidentified youths robbed Rs 1.40 lakh from an agency owner of TATA Tea when he was going to meet somebody in West Balbir Nagar in Shahadra on Monday morning. The victim, Raju (28), was going on a two-wheeler along with his friend. When he reached near street number 13, the suspects, armed with a countrymade pistol, stopped their scooter and drove it away. After some distance the scooter was found abandoned but the money kept in its dickey was missing. A case of robbery has been registered.

Chain snatched: The PCR van deployed at Model Town has nabbed two motor cycle borne youths for reportedly snatching a gold chain from a woman who was returning home to Indira Vihar in an auto rickshaw with her son on Monday night. The two youths were later identified as Kanu (22) and Jagdish (35), both residents of Mathura. They were immediately intercepted by the active PCR staff after Sudesh Malik raised the alarm.

Murder accused: A tea stall owner was nabbed by the Jahangir Puri police for allegedly murdering a person after he had some altercation with him over some money issue.

The accused, Abdul Haldar (38), resident of Jahangir Puri, stabbed Sita Ram (22), resident of the same area, after both had some heated argument.

Liquor seized: The North district police has arrested five bootleggers and seized 103 bottles and 271 quarters of illicit liquor from their possession. Mohan and Ashok Kumar, residents of Majnu-ka-tila, Brij Mohan, resident of Nabi Karim, and Manoj and Vishnu, residents of Lahori Gate, were nabbed by the district police during its special drive.

Youth crushed to death

An unidentified youth was crushed to death by a speedy unknown vehicle on the GT road, near Kundli village, about 25 km from here, last night. According to a report, the youth was crossing the road when the accident occurred. The Kundli police have registered a case and further investigations are in progress.

According to another report, three persons were injured when a truck rammed into a canter on the GT Road, near here, yesterday. The injured persons were identified as Jagbir, Kaptan and Naresh. They belonged to Rohtak. The injured persons were rushed to the local Civil Hospital from where they were referred to the PGI, Rohtak, for further treatment. In two more accidents, two persons, including a woman, sustained injuries. They were immediately hospitalised and are stated to be out of danger. The injured woman was identified as Mrs Sudesh Kumari. The police are still investigating the cases. However, no arrest has been made in this connection.

Six hurt in assault: Six persons, including a woman, sustained injuries when they were allegedly attacked by a group of persons in Patel Nagar here on Monday evening. According to a report, the injured persons were rushed to the local Civil Hospital. The woman was referred to the PGI, Rohtak, for further treatment.

Woman gets hubby abducted

In an interesting incident, a married woman, who had been living separately from her husband for the past 20 years, allegedly got him abducted from Janta colony here this morning to bring him on the ‘right path’. However, the police raided a place at Kiloi village and rescued the ‘abducted’ husband in the evening.

According to information, Mr Gopal Krishan, a Head Constable posted at Bhiwani, had been living with his brother, Mr Bhim Singh. It is learnt that his wife reached Gopal’s house in Janta colony along with her brother, daughter and other relations in a car at around 9 am. She asked him to end the illicit relation with his relative staying in the same house. A quarrel ensued and he was allegedly abducted.
