DMA drive against quacks begins
Tribune News Service

New Delhi, October 2
Citizens of Delhi today joined hands with the Delhi Medical Association to voice their concern against the growing menace of quacks in the Capital. At a public lecture, organised in DMA House, the DMA emphasised on the active participation of the citizens on Delhi to curb this malpractice.

Formally launching the ‘Beware of Quacks’ campaign, Dr S. C. L. Gupta, president of the DMA, called on the common people to assume a larger role in this battle. Expressing his concern over the inability of the state government to tackle this "nefarious trade of death", Dr Gupta said, "The DMA has been actively pursuing to eradicate quackery for more than a decade now, but now it feels that the government is not able to do much on its own, which is evident from the fact that the 30,000 quacks operating in the NCR of Delhi may outnumber the registered doctors here.” Particularly since this menace has gripped the underprivileged more than anyone else, it had become imminent to involve the general public and to fight even more aggressively.

MCD reforms: DCs to get more power
Tribune News Service

New Delhi, October 2
The Municipal Corporation of Delhi (MCD) will decentralise power to improve efficiency in the corporation offices. This is also an attempt to reduce red-tapism in the corporation. For this, the MCD would empower its Zonal Deputy Commissioners by enhancing their monetary jurisdiction, the Municipal Commissioner, Mr Rakesh Mehta said.

"To cut down the delay in the day-to-day developmental programmes, the MCD has decided to hand over the administrative, technical and financial power of all works up to Rs 6 lakh to the Zonal Deputy Commissioners," the MCD Commissioner said.

Emphasising the need for new stringent laws to tackle the shortfalls in areas like slum management and penalising systems, he said the MCD had asked the Delhi Government to give permission for drafting a new law.

"The Delhi Municipal Corporation Act, which was amended in 1992, has become outdated. There are certain grey areas like the misuse of premises and the Heritage Buildings Act where the corporation is toothless and a new Act covering all these is necessary to rectify these shortfalls,” he said.

On the recent Supreme Court ruling to get Delhi rid of the monkey menace, he said the corporation was contemplating to constitute a new animal husbandry department to tackle this. "We don't have a focused approach on this issue; various departments are taking care of stray cattle and dogs. A coordinated effort is warranted to tackle this," he said, adding a new animal welfare society would also be constituted with the help of NGOs and other like-minded persons to help the authorities."
