HC’s order evokes mixed response

Consumer is the king and there cannot be any compromise on essential services like patient care.

Doctors and other hospital staff often ignore such oft-quoted logical explanations by relatives of patients and consumer activists and stay away from work, which involves the two extreme dimensions of human existence-life and death.

The Delhi High Court order on a Public Interest Litigation (PIL) banning strikes in all government hospitals in the National Capital Region with effect from Thursday has been hailed as patient-friendly. The Court has extended its May 20 verdict banning strikes in the All India Institute of Medical Sciences to all government hospitals in Delhi. The Court has held that patients have a right to life and health, which overrides all other interests. A division bench comprising Chief Justice S.B. Sinha and Justice A.K. Sikri has stated that they expect the government to set up a permanent negotiation committee and consider constitution of arbitral tribunal on the lines suggested in case of AIIMS and necessary modifications in the service rules. The Bench said, “The Court while giving such directions was not oblivious to the right of the agitated employees to resort to a peaceful agitation.”

The order has evoked a mixed response from the hospital authorities and workers in about 27 government hospitals in the city. While hospital administrators have heaved a sigh of relief, the Joint Council of Health Employees has begun to chalk out strategies. JCHE Vice-President, V.S. Dahiya has reportedly stated that they will appeal to the Supreme Court as the government is denying them the right to protest. The President of the Resident Doctors’ Association, Safdarjung Hospital, has also been quoted as saying that although patient care is their prime concern, they will take to protest if they have some problems.

The president-elect of Delhi Medical Association, Dr Anil Bansal, has welcomed the order. “Doctors are not interested in strikes. The proposed constitution of the negotiation committee will serve to redress grievances well in time. Strikes take place because the grievances of workers are not addressed in time. The hospital administration works in a bureaucratic manner and does not lend its ears to the legitimate demands of the employees,” he said.

Senior BJP leader and former Delhi Health Minister, Dr Harsh Vardhan said that getting a patient-friendly order from the Court is not enough. “The sentiments of workers should be appreciated sympathetically. The interest of patients is undoubtedly supreme but the genuine demands of workers, who work in extremely hazardous condition, cannot be overlooked. We have tried to deal with strikes by persuading the workers to come to the negotiating table. Only when things went out of control, we talked of invoking Essential Service Maintenance Act (ESMA),” he said.

Noida Medcentre

Max Healthcare Institute Pvt Ltd, a wholly owned subsidiary of Max India Limited, has expanded its operations to Noida. Former Union Law Minister Arun Jaitley inaugurated the 30-bed nursing home and diagnostic centre at Noida on Wednesday. This is the third Medcentre opened by Max Healthcare in NCR.

The Noida Medcentre will focus on orthopaedic and trauma services. It promises a 24-hour emergency, advanced cardiac life support equipped ambulance, surgery and procedures, in-patient services, a comprehensive maternity programme covering ante-natal, delivery and post-natal care, OPD consultation in all specialities, preventive health programme, chronic care programme in diabetes, asthma, arthritis and hypertension besides a round-the-clock pharmacy and diagnostic services.

The radiology and cardiology facilities include X-ray, Ultrasound, bone densitometry, mammography, pulmonary function test, cardiology, ECG, treadmill test and holter analyser. Speaking on the occasion, the Chairman and CEO of Max Healthcare Institute Pvt Ltd, Analjit Singh said, “The success of our healthcare centres in South and North Delhi have strengthened our conviction that the people of Delhi recognise quality healthcare. The decision to reach out to the residents of NCR (East) was a logical progression to attain our vision to provide standardised and integrated world-class healthcare services across the National Capital region. We look forward to providing the same level of quality care and service to the residents of this region also.”

Terapeutic music

Dr Neelam Verma, Delhi-based cardiologist and disciple of Pt Birju Maharaj, has conceptualised therapeutic music for the natural invigoration of body, mind and heart.

The music has been composed by A.Vashistha. A set of five CDs and cassettes ‘Healing Rhyhms of Devotion’, was released by Rajya Sabha MP Karan Singh at the book fair at Pragati Maidan on Friday. The cassettes are titled ‘Music for Healing Touch’, ‘Music for Rhythm of Peace’, ‘Music for Harmonised Pranayam’, ‘Music for Divine Dawn’ and ‘Music for Haridhun Samkeertan’. While a set of five cassettes is priced at Rs 395, a set of five CDs is priced at Rs 750.

The endeavour is promoted by Life Positive magazine and Saras Foundation, a voluntary organisation.

A visiting Consultant Cardiologist at the National Heart Institute and recipient of the literary award Kavita Vidushi by KALPATARU, Dr Verma holds healing sessions twice every month at her cosmic healing centre in Kailash Colony. The two-hour sessions are held on Saturday and Sunday and are open to patients with heart ailments, those who have had undergone bypass surgery besides healthy persons. In the last six months, about 500 patients have attended these sessions and continue to practice at home.

Dr Verma says that she combines music therapy with colour therapy, Pranayam, guided meditation based on Shlokas of Bhagwad Gita. She says that certain Shlokas in the Bhagwad Gita are related to the emotional aspect of heart.

ART Clinics

The draft national guidelines for accreditation, supervision and regulation of ART (Assisted Reproductive Technologies) clinics in India, will be released for public debate at Indian Council of Medical Research Headquarters at Ramalingaswami Bhawan here on September 4.

According to sources in ICMR, ART have made women conceive in situations where conception would not have been possible a decade ago. The ART enhances possibilities of parenthood. In the absence of guidelines and accreditation, supervision and regulation body, the quality of services offered by some infertility clinics is highly questionable. Australia, UK, USA, France and Germany have already taken steps to accredit and supervise the performance of infertility clinics. These countries have also drawn guidelines for safe and ethical practices of ART.

The ICMR constituted an expert committee of eminent scientist and professionals to look into all aspects of the issue. The guidelines have been developed in consultation with The National Aacdemy of Medical Sciences (India).

Book on AIDS

Chief Minister Sheila Dikhsit has urged Indian citizens to join hands in the fight against AIDS.

Speaking at the release of `The Positive Side’, a book on HIV and AIDS at a function at Maurya Sheraton Hotel here on Tuesday. Ms Dikshit said that the threat of AIDS was not only real but also very near. “We need the collective effort of individuals, non-government organisations and the government to win over this silent killer. Books like ‘The Positive Side’ will help to speed up the awareness of the dreaded disease and dispel many myths,’’ she said.

The book has been published by Rolli books, conceptualised by Modicare Foundation and compiled by Contract Adversting.

The book release was preceded by a panel discussion on, “Has Indian society turned its face away from AIDS. The speakers included Mrs Sheila Dikshit, the Executive Director of Escorts Heart Institute and Research Centre, Dr Naresh Trehan, the Director of NAZ Foundation, an NGO working in the area of AIDS, Anjali Gopalan and the Project Director of National AIDS Control Organisation (NACO), Meenakshi Datta Ghosh.

Oriental down Zakir Hussain

Oriental Bank of Commerce downed Zakir Hussain College 3-1 in a Senior Division match of the Delhi Soccer Association (DSA) Institutional League Championship at the Ambedkar Stadium in the Capital.

Zakir Hussain College took the lead first when outside-left Binay put the ball in, in the sixth minute.

But Oriental Bank pulled back the equaliser quickly when striker Dharmender Kharola found the mark in the 18th minute. Sanjeev Sharma put Oriental Bank ahead (2-1) in the 50th minute while Dharmender Karola got the match-winner in the 68th minute.

In another well-contested match in the Senior Division, defending champions Delhi Audit were held to a 2-2 draw by Northern Railway. Delhi Audit have now collected 16 points from six matches, and will play their last match against Food Corporation of India (North Zone), to decide the winners and the runners-up.

Sameer Jung and Hitender Rawat scored the goals for Delhi Audit while Bhupender Thakur and Pramod Rawat accounted for the goals of Punjab National Bank.

In the last match, Reserve Bank of India defeated Railway Board 4-0. Arup Nandi (two), Senzil Sunny and Mohan Nath were the marksmen.

Moti Bagh beat DPS

Moti Bagh School defeated Delhi Public School, Mathura Road 2-1 in the All-India Under-14 Football Tournament at the Ambedkar Stadium. Chitra scored both the goals for Moti Bagh while Ayush scored the only goal of DPS.

Central Reserve Police Force (CRPF), Rohini defeated DDA Academy 2-0 in the second match. Abhishek scored both the goals for CRPF.

Kenyan Triangular Series on ESPN

A triangular battle royal gets underway as favourites Australia, a resurgent Pakistan and underdogs Kenya, trained by former Indian player Sandeep Patil, meet in Kenya. ESPN and Star Sports will bring the cricket action live. Though Pakistan have reached Kenya straight from the Morocco Cup, where their performance left a lot to be desired, they will be ready to take on Australia and give a repeat performance of their success on their tour to Australia in June.

Winning that one-day series, Pakistan captain Waqar Younis demonstrated that he has taken a few carefully calculated steps towards rebuilding his side. The bubbling enthusiasm of the Rawalpindi Express – Shoaib Akhtar — coupled with Waqar’s determination to succeed yet again will ensure a battle royal..

Invaders raid Super Stars

Invaders Club raided the bastion of Super Stars, and decimated them by 4-1, to gather full points in the Delhi State Hockey League for Clubs at the Shivaji Stadium in the Capital.

But Invaders could wield their scoring sticks effectively only in the second half, after tying the score 1-1 at half time.

Satpal opened Invaders’ account in the 15th minute. Sachin added the second goal in the 28th minute. Then Sanjeev struck a brace, scoring in the 36th and 39th minutes, to complete the tally. Narender found the mark for Super Stars for their only goal. In the second match, Shahdara Heroes beat Richie XI by 2-1. Shahdara led by one goal at the interval. V S Negi scored both the goals for Shahdara. Raj Kumar struck the lone goal for Richie XI.

In the third match, Stance Club trounced Youngsters Club 10-0. Three goals came in the first half. The highlights of the match were hattrick by Shashi, who scored the first three goals, and Manoj, who scored the last three goals. Harminder and Rohit, in between, struck a brace each. Academy Club beat Guru Harkrishan Club 7-1, after leading by 4-0 at the interval. Sanjeet scored four goals—first, third, fifth and seventh—while Sunil accounted for the second goal. Sanjay and Naveen hit home the fourth and sixth goals, respectively. Pankaj Kumar pulled back the consolation goal for Guru Harkrishan.n. MBS XI Club beat Punjab Hawks Club 2-0, with the goals coming one each in either half. Mandela scored the first goal while Prabhu struck home the second goal.

Champions Trophy live on Ten Sports

Asian domination of world sport takes a step forward with hockey after the FIFA World Cup. Three teams out of six in the 24th Champions Trophy Hockey Tournament. Ten Sports will telecast this tournament in India.

Hockey fans will be able to follow the fortunes of the Indian team all through the tournament from August 31 to September 8. India takes on The Netherlands in their first match.

The Champions Trophy is the International Hockey Federation’s premier annual tournament in the men’s and women’s team categories. The tournament ranks third among the top notch sporting events, behind the Olympic Games and the World Cup.

The tournament features the top six teams in international hockey circuit, competing in a round-robin format. Pakistan started the tournament and won the first men’s Champions Trophy in 1978. The women’s competition was added in 1987. The six participating teams are selected from the previous Olympic Games.

Along with live telecast of Champions Trophy, Ten Sports brings an impressive programming lineup that features cricket triangulars in Morocco, classic India-Pakistan cricket, Sharjah Cup and Sharjah Champions Trophy.

Captains’ Club office-bearers

Mr Mukesh Kalia was elected president of the Captains’ Sports Club at the Annual General Body Meeting in the Capital. Mr Anil Verma was elected the secretary while Mr Chand Rehman and Mr Davinder Jamwal were elected the treasurer and organising secretary respectively.

Former Union Minister Arun Jaitley has consented to be the patron-in-chief of the club.

Secretary of the Club Anil Verma said the 18th Captains’ Club Basketball Tournament would be held from September 9 to 26 at the Kirori Mal College ground, University of Delhi.

The tournament will be held in the men’s, women’s, college boys’ and college girls’ section.

Entries close with secretary Anil Verma at 74-D, Kamla Nagar, New Delhi 110007, on September 3 with an entry fee of Rs 100 or Mr Davinder Jamwal, organising secretary, Captains Sports Club.

In another match, St. Mark's School beat G S Convent School, Paschim Vihar 8-4,11-6. In the Under-12 Zonal Basketball Tournament, Ganga School, Hiran Kudna beat Divine Happy Model School 26-7.Back
