Ghaziabad civic body budget passed amid uproar Ghaziabad, August 22 A provision for an income of Rs 65.93 has been provided in the budget. Each ward will spend Rs 10 lakh with the consent of the ward councillor. Another Rs 5 lakh could be added to this amount for the development works in the ward, which will be granted after the completion of all works by December. The board meeting was presided over by the Mayor, Mr D.C.Garg. Presenting the budget proposals, the Chief Nagar Officer, Mr R.B.Morya, said a provision of Rs 60.60 crore was provided for receipts in a budget of Rs 69.06 for the year 2002-2003. According to the budget, Rs 24.90 crore will be collected from house tax, sewer tax, water tax, advertisement tax and other taxes; Rs 9.23 crore from sale of shops, lands; Rs 1.36 crore from rent and Rs 18.67 crore from other taxes. An amount of Rs 24.40 crore will be spent on construction of public utilities, Rs 9.60 crore on water works, Rs 2.60 crore on health, Rs 16.90 crore on sanitation and cleanliness and Rs 4.81 crore on administrative expenses. Councillor Vijay Mohan accused the Mayor of having inflated the budget figures through statistical gimmicks. Public interest has not been kept in mind at all, he said. He suggested scaling down of budget figures by Rs 24 crore. “The members have not been told clearly about Nagar Nigam’s debts and assets position,” he charged. To increase the income, Rajinder Tyagi suggested that the Nigam should collect money from the GDA for removing garbage, and impose penalties on illegal water and sewerage connections. He also suggested that the Nagar Nigam should set up its own petrol and diesel stations. The Congress Party Councillor, Mr Satish Chopra, complained that the Nigam was getting very little return from advertisement hoardings. He said that contractors were not following the rules. The allegation lead to an uproarious scene and members demanded relevant files to be presented in the meeting. On many occasions, there were heated arguments and vocal confrontations between councillors of the ruling party and the Opposition. Members frequently rushed near the Mayor’s seat and exchanged charges and shouted slogans against each other. Finally, the budget was passed even as members continued to shout at each other. |
