New Delhi, August 12
The Delhi High Court today asked the city government to file details of how much money was spent during the past four years after it took serious note of the non-utilisation of funds for construction of school buildings in the Capital.
A Bench comprising Justice Anil Dev Singh and Justice Mukul Mudgal directed the Delhi Government counsel to submit by September 16 complete details of the budgetary allocation for school buildings since 1998, how much money was actually spent and how many additional rooms were built.
The court also sought from the state education director and the public works department details about the requirements of new school buildings and additional rooms.
The direction was issued during the hearing of a Public Interest Litigation (PIL) highlighting the problem of a government school in a relocated colony where over 700 primary school students did not have proper building facilities.
The petitioner produced before the Court on September 1, 2000, a letter of Principal Secretary (Education, Languages, Art and Culture) of Delhi Government to the Secretary PWD, which stated that budgetary allocation for school buildings were “surrendered” by the Department while there was a “back-log” of over 2,100 rooms in various schools till that year.
The Principal Secretary in his latter had emphasised that the PWD should ensure complete utilisation of Rs 130 crore allocated for school building during 2000-01 as it could only construct 650 rooms during the previous year.
