Postal services in bad shape THE quality of postal services provided to the people has been deteriorating even though customers have to pay revised rates from time to time. Not to talk of ordinary letters even the delivery of registered letters or money orders cannot be relied upon. According to a survey of post offices conducted by this correspondent, Amloh post office at the time of Independence was functioning from the upper storey of the main gate of the town known as Nabha Gate. At that time one postman, one sub-postmaster and a clerk ran the post office. The building of the main gate was declared unsafe by the PWD. The post office was shifted to a rented building which was got vacated by the landlord. Later it was again shifted to the outskirts of the town on Khanna Road causing hardship to the people, especially senior citizens. The one-room building on a monthly rent of Rs 800, is not only inadequate to the public but also the staff. The Amloh post office has no drinking water nor toilet facility for the public and the staff (See photo). Ten post office branches in villages are attached to this main post office. Telegraph facility was also provided to it along with one extra post of clerk. At present, the total establishment consists of one postmaster, two clerks and one postman. With the increase of population over the past 50 years, establishment of banks, schools and offices and delivery of insured letters, money orders and telephone bills to the consumers have increased the workload manifold. One result is delivery of telephone bills on time is impossible and consumers more often than not have to pay their telephone bills along with penalty for the delay for no fault of theirs. This is not the end of people’s woes; candidates miss their roll numbers and interview letters. Besides people have to face shortage of various types of postal forms and revenue stamps. Enquiries made at Amloh, Mandi Gobindgarh and Khanna post offices confirmed the shortage of forms and revenue stamps. Mandi Gobindgarh, an industrial town in Amloh sub-division feels ignored by the postal and telegraph department. The town has over 300 steel rerolling mills, several banks and offices, labour colonies, railway station, schools, hospitals and a number of colleges, but the post office has been run for a small rented building for Rs 895 per month. The post office building situated on the road joining the G.T. Road with the Government College and main bazar, has no parking space, causing traffic hold-ups. It also lacks drinking water and toilet facility. As there is no covered space people have to stand in queues on the road. Mr Bant Singh, Postmaster, admitted the shortage of forms but said the demand has been sent to the other head office at Rajpura. Heart centre at Pathankot soon As a step towards providing super-speciality cardiac care to patients in the Pathankot region and areas in J&K, HP and Punjab, the Escorts Heart Institute and Research Centre (EHIRC), New Delhi, will soon open a Heart Command Centre at Pathankot to bring the latest in cardiac care to the population of this area. EHIRC has tied up with Dr Ajay Mahajan, a nursing home owner, to set up the command centre — the first of its kind in the area. The Escorts Heart Command Centre (EHCC) will have a state-of-the-art ICU with a full-fledged heart station. It will provide specialised cardiac care in the form of curative and emergency services. Facilities of a 2D Echo-Doppler, Stress Echocardiography, TMT, EKG, Holter Monitoring, Peripheral Doppler studies will be available. The hospital will be backed by in-house laboratories performing a complete range of investigative tests in the field of radiology, biochemistry, haematology, and microbiology. The EHCC will be centrally air-conditioned and environmentally sealed to ensure optimum comfort. A power generator and UPS system ensures that life-saving equipment function without interruption. Contractors defy toll tax rules Following complaints of forcible collection of entry tax from vehicle drivers plying past toll tax barriers set up at entry points, musclemen of private contractors have started refusing to entertain toll permits. The state government had framed toll tax rules before auctioning barriers to private contractors. Under these rules, vehicle owners can get toll permits. After paying a nominal entry fee for quarterly, half-yearly and yearly periods, the permit holders were granted toll tax exemption for the validity of the permit. Intriguingly, token permits issued at one barrier are being denied toll tax exemption by the contractor on the other barrier, causing a lot of harassment to permit holders. Mr Ramesh Verma, a resident of ward No. 6, who had paid toll tax at Kandwal barrier near Nurpur and received a permit valid up to September 9, 2002, is running from pillar to post to get justice. The musclemen of the contractor at Marawari barrier in Una district had demanded Rs 30 as toll tax from him when he happened to cross that barrier on July 7. Even after showing his toll permit, he failed to convince the barrier staff and was made to pay the toll. He has given a written complaint to the Excise and Taxation Minister as well as excise department officials. Alongside are photostats of the toll tax receipt for Rs 30 paid by Mr Verma and the toll tax permit issued to the former (right) at Kandwal barrier.
