Indian troops have started “partial de-mining” of those border areas in the Jammu sector which are flood prone. Defence Ministry sources said the work of de-mining in flood-prone areas in R.S. Pora, Samba and Akhnoor had been given clearance in view of the monsoon.

Jihad Council cannot dictate terms: APHC

The APHC seems to be caught between two forces. One persuading it to participate in the next Assembly poll and the other directing it to make its stand on the poll clear by giving a boycott call to the voters.

While on the one hand pressure continues to mount on the APHC from the central government its mediators and the international community that for testing its representative character it should not shy away from the elections, on the other hand, the United Jihad Council, headed by Syed Salahuddin, has sent a direction from across the border to the APHC leadership that it should make its stand clear as far as its participation in the elections is concerned and issue a boycott call.

Hurriyat leaders have collectively and individually conveyed to central government mediators that their participation in the elections is out of the question because “We are of firm opinion that the next poll will not settle the basic issue of Kashmir as has been the case in the past elections.”

The APHC Chairman, Prof Abdul Gani Bhat, has gone to the extent of saying that a “free and fair poll is not a matter that bothers us. We are bothered about an amicable settlement of the Kashmir issue which is possible if bilateral talks are followed by tripartite parleys.”

He has said “elections are held for the transfer of power from one party to the other and for the formation of the government.” “We are not power-seekers or keen on finding a berth in the state assembly. We have a bigger goal and that is to see India and Pakistan behave and act like friendly countries so that the dread of a nuclear war in the subcontinent is over,” he said.

Finding that they had neither lost their relevance nor stopped being approached by Western diplomats and the central government agencies and mediators three Hurriyat Leaders, Maulvi Umar Farooq, Bilal Abbas Ansari and Mr Maulvi Ahmad Lone have hit back at the United Jihad Council telling its leadership that it has no locus standy for dictating terms to them.

Maulvi Umar Farooq has stated that “whatever decision we take will be in the interests of the people of the state and the movement.” Referring to the council chief’s threat, he said “we cannot be tamed by such threats.”

Maulvi Abbas Ansari has stated that the Jihad council leadership should desist from “dictating terms to us.” He said “the council functionaries believe in the culture of gun while we believe in political dialogue.” He said “gun is no solution to the Kashmir problem because it is a political dispute requiring negotiations.”

Mr Bilal Lone suggested to Syed Salahuddin, chief of the United Jihad Council, to return to Kashmir and take the command if he felt that “we are not following the right path.”

The reaction of the Hurriyat leaders indicates that they are not in favour of giving a call for poll boycott.

Indications are that the Hurriyat leaders will prefer a policy of wait and watch so that they are not perceived to be a hurdle to those separatists who are getting ready to take part in the elections.

3 Army men killed in J&K

One Army man and a militant were killed in an encounter that took place in Kuwaat village in the Chattroo area of Kishtwar in Doda district today. Official sources said another militant was wounded but he managed to escape.

The sources said on receipt of an information troops and the police cordoned off their hideout. As the troops neared the spot they came under heavy fire in which one Army man was killed. The security forces retaliated killing one militant and injuring another.

According to these sources, militants hiding in the house escaped along with the wounded.

Meanwhile, security forces have foiled an infiltration bid and two ultras and an Army jawan were killed in an encounter in the Swajian area of Poonch district in Jammu and Kashmir yesterday night, official sources said here today.

Troops noticed a group of ultras sneaking into Indian side from the LoC via Bomb post in the Swajian area around 11.30 p.m. yesterday night, the sources said. On being challenged the militants opened fire forcing the security forces to retaliate, the sources said, adding that Pakistani troops simultaneously resorted to firing in the area.

Militants escaped towards Pakistani side under the cover of firing from across the border but two of them were killed and their bodies were lying on the other side of the LoC, the sources said.

Two Army jawans were injured in the encounter and one of them succumbed to injuries while being airlifted to Military Hospital in Udhampur, they added.

SRINAGAR: A soldier and two foreign militants were among four persons killed while a police officer escaped unhurt in a militant ambush in the valley overnight. Official sources said security forces on a specific information cordoned off Keller village in Pulwama district of south Kashmir late last night to nab the militants.

However, when the security forces were about to storm a hideout they were fired upon by militants hiding there. The security forces also retaliated and in the fierce clash a foreign militant was killed. One jawan who sustained injuries died later in the hospital.

Militants shot dead a school teacher Ghulam Rasool Shah at Sogam in the frontier district of Kupwara late last night. Militants showered bullets on the vehicle of the SHO of Sopore police station near Patukhah on the Srinagar-Baramula highway last night. The SHO and other police personnel escaped unhurt, the sources said.

A BSF spokesman said troops of 10 Batallion killed a foreign militant of Jaish-e-Mohammad Abdul Sattar, alias Ghulam Haider, at a remote village in the central Kashmir district of Badgam last night. One constable C. Stanley was injured in the shootout, he said.

Partial de-mining’ in Jammu sector

Indian troops have started “partial de-mining” of those border areas in the Jammu sector which are flood prone.

Defence Ministry sources said the work of de-mining in flood-prone areas in R.S. Pora, Samba and Akhnoor had been given clearance in view of the monsoon.

The sources explained that in these pockets heavy rain caused floods and the mines got displaced, thereby changing the entire mining “chart”.

In flood waters landmines got displaced and it was not possible to detect these. This might cause deaths not only of villagers but also troops.

The mines had been laid following the military build-up on both sides of the Indo-Pak border since January.

Defence experts said the process of de-mining was quite cumbersome and time consuming. Once these areas were de-mined, farmers would be permitted to continue their work in the fields.

The sources made it clear that partial de-mining in the flood-prone areas should not be construed as the beginning of the process of de-escalation. They said after the monsoon was over the border areas would be mined again if necessary.

They also announced that the process of de-escalation would begin after “we are convinced that Pakistan has stopped aiding infiltration from across the border and the guns of the Pakistani forces fall silent.”

Omar pooh-poohs RSS demand

Opposing the demand of the RSS for trifurcation of Jammu and Kashmir, Minister of State for External Affairs, Omar Abdullah has said it is aimed at weakening the democratic and secular fabric of the state.

“It is against the very interests of the state and the country to demand trifurcation on communal and religious lines,” he said while addressing public meetings at Mandi and Bandi-Chechian in the border district of Poonch yesterday.

The RSS at its National Executive meeting in Kurukshetra last week, had adopted a resolution seeking a separate Jammu state and Union territory status for Ladakh.

Mr Omar Abdullah said the RSS had no locus standi to project such demands and decide the fate of people living in the state.

The President of the National Conference (NC) said such forces will unmindful of the ideology these were propagating and the demand was tantamount to the two-nation theory of Mohammed Ali Jinnah.

He said Jammu and Kashmir had been passing through difficult times, yet people of all faiths lived together. He said the NC had always fought vigorously against separatists and anti-national forces and strengthened social, democratic and secular traditions.

Mr Omar Abdullah said the matter regarding granting of Scheduled Tribe status to Pahari-speaking people had been taken up with the Centre by Chief Minister Farooq Abdullah. PTI

NC not averse to poll observers

Rejecting the demand for holding Assembly elections in Jammu and Kashmir under the Governor’s rule, the National Conference (NC) said today that it would, however, welcome world media and poll observers from within the country to monitor the poll.

“The National Conference is not averse to observers being appointed for the forthcoming Assembly elections in the state,’’ Minister of State for Home Khalid Najeeb Suharwardy said in a public meeting at Tikipora Lolab in the frontier district of Kupwara.

Mr Suharwardy claimed that his party had always upheld democratic values and its goodwill among the people in all three regions of the state would not be affected by “baseless allegations’’.

Ridiculing the demand for holding elections under the Governor’s rule, he said there was no justification to dismiss the duly-elected National Conference government, which enjoyed two-thirds majority in the Assembly. UNITop

 

Rs 6.61 lakh looted from bank

Srinagar, July 4
Armed robbers this afternoon looted more than Rupees six lakh from the Saraf-Kadal branch of the Jammu and Kashmir Bank in downtown Srinagar.

Official sources said five robbers armed with pistols entered the bank and looted Rs 6,61,000 after overpowering both guards on duty. The robbers later fled in a white ‘Maruti’ car. UNITop

Mr M.A. Hakak, DFO, Research, Srinagar, was transferred as DFO, Urban Forestry Division, Srinagar, vice Mr Mohammad Shafi Malik, Mr Jigmat Takpa, Deputy Director, Employment, Leh, was posted as Regional Wildlife Warden, Leh.

He would, however, continue as Deputy Director, Employment, Leh, till a substitute was posted in his place, the spokesperson said.
