Notwithstanding the tense situation in Jammu and Kashmir, the Election Commission today made its intentions clear the holding a free and fair elections in the militancy-hit state, where the Assembly expires on October 17, by deciding to issue a special photo-identity cards to electorates printed by the Nashik-based government press which prints currency notes.

“The Commission has entrusted to the India Security Press the task of preparing pre-formatted, pre-numbered photo-identity cards on special security paper on which voter’s photograph would be affixed”, Deputy Election Commissioner Sayan Chatterjee told newspersons here.

Stating that in view of the security implications of photo identity cards, the commission felt that a higher order of security was necessary for photo-identity cards to at least 55 lakh voters in the state, Mr Chatterjee said “necessary precautions have been taken that it was only the genuine voter who gets the card.”

The process of issuing the photo-identity cards would commence from June 15, he said.

The Commission has also instructed the authorities to ensure that there was equity in extending security among political parties so that their election campaign could take place on an equitable basis, Mr Chatterjee said.

Efforts would also be taken to ensure that not more than three polling stations housed in one building and no voter was to traverse more than two kilometres to reach his polling station, he said.

The Commission, through its computerisation of rolls, would generate voters slips on household basis for the voters and issue them at their doorsteps well before the date of elections so that any person whose name is missing could enroll his or her name, he added.

Two persons were killed and seven sustained shrapnel injuries while 11 houses were destroyed when Pakistani troops opened heavy and unprovoked mortar firing on frontier Indian formations along the international boundary in the Hiranagar, Akhnoor and Samba sectors of Jammu and Kathua districts today.

A BSF spokesman said here this afternoon that the Pakistani troops opened fire from 82 MM mortar guns targeting military installations and civilian population at Mawa village, killing Madan Lal (45) and burning six houses.

An Assistant Commandant of the BSF Naresh Yadav, who suffered splinter injuries due to Pakistani shelling at Naljoda border outpost in the Akhnoor sector yesterday, succumbed to his injuries. His body was being sent to his native village in Rewari in Haryana, the sources said.

Pakistani troops continued targeting the Bhawani and Jhanghar areas of the Nowshehra sector in Rajouri district with mortar and small arms fire, resulting in injuries to five persons, including a woman, since last evening, they said, adding that two houses were also damaged in the Jhanghar area due to the shelling this morning.

Two persons also sustained injuries in Chak-Danga village in the Hiranagar sector of Kathua district due to firing by the Pakistani troops from across the international border.

Referring to the border situation in Jammu and Kashmir, a defence spokesman of Northern Command said the exchange of artillery fire took place in Kargil, Dras, Batalik and Dawar (Gurez) sectors last night.

However, only mortar and small arms firing between two was reported in the Poonch, Krishna Ghatti, Bhinder Gali, Nowshehra, Dholu, Kanachak, R.S. Pura, Arnia, Samba and Hiranagar sectors during the period.

Indian troops retaliated and damaged more than six Pakistani bunkers across the Nowshehra and Hiranagar. More than three Pakistani armymen were also said to have been killed.

Defence Ministry sources confirmed reports that the level of shelling and firing had been on the decline during the past three days.
