‘Scan’ shows dirty private hand

Even though the idea of providing CT scan facility on the campus of the Government Medical College and Hospital, Sector 32, was mooted over five years ago, the hospital is still without this essential facility. Fresh efforts in this regard for which price bids are opening tomorrow, however, too are inviting criticism from several quarters.

Earlier, the hospital authorities had rejected the proposal of the Ministry of Health and Family Welfare to seek the World Bank assistance for this but they preferred to approach the private sector.

When the hospital invited tenders from private parties last year, no company met with the requisite specifications of the machine. And now, when the tenders have been invited again, only two parties have come forward.

The terms and conditions of the tender have invited criticism from many persons. While one clause says that the equipment will be operated by the doctor of the Department of Radiodiagnosis, GMCH, with the help of technicians of the tenderer, another clause states that the private contractor can check private patients also if he gets time. Can that doctor, who is an employee of the hospital, check private patients and be paid by the private party also? Moreover, there is no precedent that a government servant is deputed to work for a private firm and paid by the government.

The hospital has promised to provide basic services, e.g. electricity, water connection, air-conditioning etc., but the tenderer has to pay for the electricity only. Moreover, no rent will be charged from the tenderer of the space where the CT scan machine will be installed.

Critics say that due to the above mentioned reasons, the hospital will lose more than Rs 3 crore in eight years, for which the contract will be signed.

At present, the hospital has been providing free medical facilities to the employees of UT, inmates of Central Jail and Nari Niketan, unidentified patients and patients involved in medico-legal cases brought by the police. The common man is also at the receiving end. As per the terms: “The firm shall provide free services to the poor patients (limited to 10 per cent of the total patients) on the recommendation of different heads of departments of the hospital.” What if the number of patients exceeds this limit? When contacted, one of the tenderer said the hospital would have to pay for them.

An expert opined that rather than going for a contract of eight years, the hospital should have invited tenders on BoT (built-operate-transfer) basis as it would have helped the hospital in the long run.

Medicinal herbs planted

The Commonwealth Youth Programme, in collaboration with the Environment Society of India, planted some medicinal herbs on its campus here today to promote Ayurveda in the region. The 24 plants used to develop Ayurvedic medicines include harar, amla,bel, neem, bahera, kadamba, kachnar, tulsi and arjuna and are used to make ayurvedic medicine.

“The main aim is to promote awareness among young Asians about nature, plants and birds,” said Ms Raka Rashid, the Regional Director. She also emphasised upon the need to conserve the environment by preventing air and water pollution while adding that there was need to save prestigious natural resources like land, forests, water, plants and minerals.

She added that discontinuing use of polythene bags and banning smoking in public places would also help in conservation of the environment. She spoke about vermiculture, which arrests the harmful effects of chemicals and pesticides in horticulture and agriculture.

According to the Regional Director, eight Rudraksh saplings have been planted. The CYP plans to undertake an expansion under which planting of more medicinal plants and herbs would be undertaken during the monsoon.

In addition to setting up a green house and aviary, the CYP will take up plantation of traditional Indian plants like rudrakash, sita ashoka, kadamba, prijat, palas and sandalwood.

Barbie, Chetan win TT titles

Barbie Nagpal and Chetan Singla both from DAV Public School, Sector 8, bagged the children section (below 10) titles, respectively, in girls and boys sections of the First Kishan Lal Arya Open Table Tennis Tournament played here today on the school premises. In the girls finals, Barbie overpowered Naina in four games while in boys section, Chetan got the better of Arvind of CL DAV Senior Secondary School, Sector 11, Panchkula. In the cadet event final (below 12), titles were claimed by Sadhika Kaushal of Government Model Senior Secondary School, Sector 35, in girls category while Dev Saini of DAV Public School, Sector 8, in boys section. The matches for sub-junior and junior sections were also held and seeded players have made it to the second round.

Cricket meet

Ropar outplayed Nawanshahr by 25 runs in the Minor Districts Cricket Tournament played here today at SAS Nagar. Ropar won the toss and elected to bat first. Ropar scored 208 runs and were all out. Sachin hammered 59 runs , Ajit Pal 20 , Anil 22, Dheeraj 31 runs. Nitin and Satbir claimed three and two wickets, respectively.

In reply, Nawanshahr could score only 199 runs in 48.3 overs. Harvinder scored 50 runs, Nitin 36, Satbir 27, Amit Sharma 23 runs. Sachin and Khem Singh bagged three and two wickets, respectively.

Weightlifting championship

Sgt Jatinder Singh in below 94 kg weight category claimed three titles in all, with one each in the snatch, clean and jerk and total weight category of the Air Force Weightlifting championship played here today at the Lecma Auditorium, 3 BRD. In below 85 kg category, K JWO Murugan won one title each in snatch and total category. JWO Harikrishna, however, won first place in the clean and jerk category.

Oustees want grants under Central schemes

The Pind Bachao Committee — of villagers displaced by expanding Chandigarh — demanded here today that the 5,000 persons who are to be rehabilitated under a scheme of the Chandigarh Administration be given grants through the rural development schemes of the Union Government.

The Administration had laid down in the scheme that the oustees would have to pay the price of the dwelling units. In this regard, the committee has written to the Administration, seeking the grant of crores of rupees, meant for utilisation under the Prime Minister’s Awas Yojna, to eligible villagers.

The budgetary provisions here under the Awas Yojna have crores of rupees that have never been spent on rural rehabilitation or housing because no eligible villager has ever been found. The committee wants the whole amount to go to the Chandigarh Housing Board and reach down to 5,000 original oustees of 11 villages.

These villagers, under an order of the National Commission for Minorities, are eligible for rehabilitation, under a proposed housing scheme, on 45 acres in Sector 63. This grant can supplement the subsidy, so that, the beneficiaries could get free rehabilitation as a special dispensation for sacrificing their land for the city.

If the CHB gets the grant, the rehabilitation of eligible villagers will at least be better and less expensive. They’ll be better off than migrants and slums, who are rehabilitated on independent plots at monthly instalment of Rs 10 to Rs 52 each.

Since 1979, various slum colonies have been rehabilitated and Ram darbar Colony in the Industrial Area Phase II, Indira Colony in Mani Majra and Palsora Colony in Sector 55 have been set up, besides others. When Chandigarh came up and expanded, its original inhabitants were ousted from their land without being paid a penny for their sacrifice. Only a meagre compensation was paid without any enhancement and rehabilitation.

Convention centre project revived

Panchkula will soon have a state-of-the-art convention centre, spread over 5.5 acre, tipped to be the largest such facility in the region.

Sources in the Haryana Urban Development Authority (HUDA) said the hall had been designed by the Architecture Wing of HUDA. Tenders for construction have already been floated and the contract is likely to be awarded next week. The project is to be completed by December 2004.

“The centre is being built as part of planned development,” says the HUDA Administrator, Mr Arun Kumar Gupta. Because of the town’s proximity to the state capital, the creation of such a facility here was long overdue.

Sources said the site for the purpose had been earmarked in the layout of the Sector 5 city centre, but the project had been shelved two years ago after the Bansi Lal government had lost power.

The Chief Minister, Mr Om Prakash Chautala, learnt of the shelving only on a recent visit to the town. He, then, ordered the work to be restarted.

The centre will be a multiplex comprising an auditorium, a conference hall, a convention hall, a foyer, a large parking lot and a service area. It will cover about 5,400 sq m and be centrally air-conditioned. The auditorium here will have a seating capacity of 1,200 and the conference hall will be big enough for 65 persons.

The facility will have modern lighting and sound systems, besides firefighting and the other facilities.

A library will also be a part of the centre. Even Chandigarh does not have such a multiplex, though a similar thing is coming up in Sector 42 in the form of Beant Singh Memorial.

Haryana launches LAN facility

The Haryana Government today launched the local area network (LAN), computer lab and network management centre at the 30-Bays building complex in Sector 17 here.

The Chief Secretary, Mr LM Goyal, after inaugurating the centre, announced posting of all government notifications, rules and regulation, procedures, policies, common application, telephone directory on the LAN so that the employees could have an easy access to information for using it in their day-to-day working.

He said that the connectivity of all three major government set-ups in the main Civil Secretariat, Mini Secretariat and the 30 Bays building would be completed within next three months.

He said that with the installation of LAN facility more than 300 computers would be connected through the internet. He urged the employees to use computers effectively to get more information being made available with the introduction of new Information Technology Policy in the state. He impressed upon the senior officers to encourage and motivate their staff to fully utilise IT.

Daleep Kumar is Joint Secy Finance

The Punjab cadre IAS officer from the 1995 batch, Mr Daleep Kumar, was appointed Joint Secretary Finance, Chandigarh Administration, here yesterday. The formal appointment was made by the Union Ministry of Home Affairs. Mr Daleep Kumar is presently posted as Additional Secretary, Higher Education, Punjab.

The post of Joint Secretary had been lying vacant since Mr K.A.P. Sinha was repatriated to his parent cadre of Punjab in February this year. Meanwhile, in a separate order, Mr Sunil Bhatia has been appointed Secretary and Joint Commissioner of Municipal Corporation. Mr Bhatia was working as Secretary, Chandigarh Housing Board (CHB). The post will remain vacant for the time being and work will be handled by Mrs Varsha Joshi, Chief Executive Officer, CHB.

PSEB sets up control room

SAS Nagar, June 5
The Punjab State Electricity Board (PSEB) has set up a control room at 66 KV-grid substation in Phase 1 here to attend to the complaints of agricultural consumers falling in the jurisdiction of operation circle of the electricity board. The area compromises Banur, Zirakpur, Lalru, Handesra, Dera Bassi, Sohana and SAS Nagar.

The Superintending Engineer, Operational Circle, SAS Nagar, in a press release said agricultural consumers for paddy would be given an eight hour supply.
