Revamp emergency medical care system: Jacob

The Punjab Governor and UT Administrator, Lieut-Gen J.F.R. Jacob (retd.), today underlined the need for revamping the emergency medical care system to provide the timely help to the accident victims.

Speaking at the annual managing body meeting of the Punjab State Red Cross here today, the Governor said we must ensure that all ambulances deployed on highways, dispensaries and hospitals are fully equipped with life-saving equipments and has para-medical staff to attend the medical emergencies. The Governor asked the Punjab state branch to start a training programme for para-medical staff and such training should be given to villagers around highways who could be of great help in the case of any medical emergency.

Emphasising the need for launching a concerted campaign to eradicate tuberculosis, General Jacob said it was heartening to know that the Union Health Minister has acceded to the request of the Punjab Government for constituting district level tuberculosis committees at each district. He said now the funds required under this scheme could be de-centralised to various districts and Deputy Commissioners should take the responsibility of launching micro-plans at district level to tackle this deadly disease. He also suggested to the Principal Secretary Health, Mr Rajan Kashyap, to explore the possibility of increasing the number of dental chairs and mobile dental vans in the state to provide proper dental cover to the population especially to the children in the rural areas.

Expressing concern over declining male/female ratio where Punjab was the worst sufferer, the Governor asked the Deputy Commissioners to extend all help to the SMOs in implementing Pre-Natal Diagonosis Test Act properly. The Governor said we have to lay special emphasis on the education and upbringing of female child as families trend to neglect the health and education of their female children. General Jacob sought the cooperation of NGOs in changing the mindset and attitude of families towards the girl child.

The Governor asked the Chief Secretary, Mr Y.S. Ratra, to examine a proposal of earmarking a percentage of earnings of the Punjab State Lotteries for Punjab State Red Cross as being done in other states. The Chief Secretary assured the Governor that he would get it examined from the Principal Secretary, Finance.

Appreciating the job done by Dr M. Ruscelli, an International orthopaeditician deputed by International Red Cross to Punjab, who has already operated upon 36 polio-ridden children at Saket Hospital, the Governor said we should make earnest efforts to collect the required funds for the up-gradation of Saket Hospital to fully equip it to meet the requirements of surgeries of polio patients. The Governor asked the Secretary Red Cross to personally monitor the Saket project and seek required help from Deputy Commissioner, Patiala.

General Jacob appreciated the efforts of Punjab State Red Cross Branch for organising Bhai Ghannia Day in October this year at Patiala and said we must make efforts to carry his message of selfless service to the masses.

At the meeting it was decided to increase the Junior Red Cross subscription of school children from existing Rs 0.05 paisa per students per month and Rs 5 per year for primary classes and from Rs 0.25 paisa per student per month to Rs 10 per year from VI class to XII class.

Mr Kushal Behl, Education Minister, Punjab, underlined the need for making Red Cross, a people’s movement by involving maximum people in this.

Mr Rajan Kashyap informed the Governor that steps were being taken to declare Red Cross a nodel agency for NGOs and all Central Government and WHO-related projects for various campaigns like Aids, anti-blindness and tuberculosis. The funds to be released for such campaign would be routed through Red Cross and at district level, Deputy Commissioners would be reviewing the disbursement of these grants to specific projects.

Mr H.C. Mahajan, Chairman and Managing Director of National Handicapped Finance and Development Corporation, Faridabad, gave a presentation of services being rendered by the corporation and sought the Cooperation of state government in availing the credit facilities offered by the corporation for the handicapped people.

Earlier, Capt Rajdeep Singh, Secretary, Punjab State Red Cross, gave an overview of working of the state branch.

Besides, Deputy Commissioners from all 17 Districts of Punjab, members representing various NGOs, voluntary bodies of Punjab, Mr Kushal Behl, Education Minister, Dr Ramesh Dutt Sharma, Minister of State for Health, Mr Y.S. Ratra, Chief Secretary, Principal Secretary of Health, Mr Rajan Kashyap, Mr S.C. Aggrawal, Principal Secretary to Governor participated at the meeting.

A promising skater

Kuljinder Singh, a Class IX student of Satluj Public School, Sector 4, Panchkula, is now grooming into a promising skater. Kuljinder secured first place in the 39th National Roller Skating Championship held at Visakhapatnam (AP) in the roller hockey championship in under-12 section, and also helped his state, Haryana, win medal in the National School Games in under-14 section held in December, 2000. His father and uncle also remained national-level roller hockey skaters. Kuljinder said he get guidance from his family members.

Kuljinder said in the past two years, he has won various district championships and had been taking part in state championships by winning laurels. Kuljinder said in Panchkula , the environment for skating was very encouraging and he always feel motivated to practice more and more.

Kuljinder said in Chandigarh, lot of national camps enable the budding skaters to learn from their superiors. The recent announcement of bidding for world championship will also give more boost to this sport. He was indebted to the Roller Skating Association, Panchkula, for providing thrust to the game and said he will prove his worth by bringing glory to his school and city.

Ambala win handball tie

Ambala Area played a better game to finally prevail upon Halwara Area 18-12 in the Air Force Inter-Area Handball Championship played here today at the 12 wing Air Force. Till the half time, Ambala team was trailing 5-6. In other matches of the day, Hindon Area beat Halwara Area 15-11 with half time score of 7-5 while Jammu area defeated Srinsgar area 23-12 (half time 12-4).

Snooker meet
Anandit Joshi and Deepinder Singh made it to the last four of the 3rd Saurabh Khattar Memorial Snooker Tournament. Anandit outplayed Suresh Chaudhary 3-1 while Deepinder got the better of JS Kohli 3-0. In another match of the day, Pranav Jain outclassed Gopal Gupta 3-0.

Softball tourney
The Amateur Softball Association will hold the 15th Sub-Junior Softball Championship for both boys and girls at Dev Samaj College, Sector 45. According to Mr RL Sharma, secretary of the association, 12 teams will take part. He said about 20 boys and equal number of girls would be selected for a coaching camp from May 13 to 25. He said UT sub-junior softball team will also be selected in the camp for the 15th Sub-junior National Softball Meet to be held at Hyderabad from May 28 to June 2.

Police helpline and trauma centres planned

The police proposes to establish a police helpline and trauma centres in the township in order to provide timely first aid to accident victims under the national highway patrol scheme.

The police has approached private hospitals in the township for setting up trauma centres here. While two of the hospitals — Kaiser Hospital in Sector 21 and Saket Hospital on Panchkula-Kalka highway — have accepted the proposal and given their consent for setting up trauma units, several other private hospitals and nursing homes are being approached. Other than this, General Hospital, Sector 6 , will also have a trauma centre for accident victims.

The scheme, a brainchild of the Panchkula Superintendent of Police, Ms. Charu Bali, will help hundreds of accident victims who die because of lack of time aid. With the nearest trauma centres located at the PGI in Chandigarh and Government Medical College and Hospital, also at Chandigarh, a number of accident victims on the Panchkula-Naraingarh highway and Panchkula-Kalka highway, as also in the township, succumb to the injuries before they reach there.

"We are providing a police helpline wherein the highway patrol party after spotting the accident will inform at the police helpline. The trauma centre would then be alerted and rush their ambulance to bring the accident victims to the trauma centre. A paramedic and a cop will be part of this patrolling party, as a result these trauma centres would provide immediate first aid and medicines. Since a police party will be accompanying the victims, the doctors will also have no problems in giving aid to the patients," she said.

Meanwhile, as part of highway ambulance scheme of the state government the police has asked the District Red Cross Society for monetary aid in purchasing the ambulance. Help is also being sought from philanthropists in the district for buying the vehicle.

Sources inform that the police authorities had earlier approached the Deputy Commissioner for purchasing a vehicle to be used as a highway ambulance during a meeting held a few days ago. "But for the paucity of funds with the District Red Cross Society, the money for purchasing of the ambulance could not be arranged immediately," informed a senior police official.

It is learnt that these vehicles will be equipped with wireless sets and have first aid boxes. "Trained paramedic staff will man these vehicles to ensure that accident victims on the highway get prompt medical attention", informed Superintendent of Police, Ms. Charu Bali.

The police on its part will be providing two female Head Constables, two male Head Constables/constable and an Assistant Inspector of Police to man these ambulances. It is learnt that this constabulary will be provided by the state police headquarters and would be trained in first aid methods.

Initially, the police here is beginning with one ambulance, which will be positioned on the Chandimandir-Pinjore highway. This is one of the most accident-prone areas in the district and a number of fatal accidents involving trucks carrying building material (sand and gravel) take place here.

28 piggeries destroyed, 61 animals rounded up

The Municipal Corporation of Chandigarh today rounded up 61 pigs and destroyed 28 piggeries in Bapu Dham and Colony Number 4 localities of the city as part of a month-long campaign to rid the city of pig menace.

As many as 60 staff members from the office of the Medical Officer Health and 40 policemen started the campaign in the morning and completed it in 4 hours without any resistance from the pig owners.

The drive, led by Dr M.S. Kamboj, Superintendent, Slaughter House, employed a JCB and a posse of Enforcement Wing of the Municipal Corporation to destroy piggeries. This was the fourth such drive in this month.

Meanwhile, the Municipal Corporation’s cattle pound received more than 200 pigs as the MC this time did not release even a single pig on payment of penalty.

The Municipal Corporation, before starting the drive, had warned the pig owners that pigs, which would be rounded up, would not be released and disposed of. A section of pig owners has appealed to the Municipal Corporation to release their animals on an affidavit by these pig owners that they will not bring back their pigs in the city.

‘Clear backlog of posts’

The UT Administration has directed all heads of departments, boards and corporations to launch a special recruitment drive to clear the backlog of reservation of various categories of posts for Scheduled Castes by August 31.

An official press release said that after checking the roster for reservation of various departments under the Chandigarh Administration, a backlog of 238 posts (158 under direct recruitment and 80 under promotion) has been identified in various departments.

The Social Welfare Department, Chandigarh Administration, is the nodal department for ensuring reservation of the Scheduled Castes as per provisions of the constitution. There is a reservation of 14 per cent in groups ‘C’ and ‘D’ (direct recruitment) and 15 per cent for other categories and in promotion in respect of Scheduled Castes.

PUDA plans open darbars

The Punjab Urban Planning and Development Authority (PUDA) would hold open darbars in all its Urban Estates to address grievances of the people, said the Punjab Housing and Urban Development Minister, Mr Ragunath Sahai Puri, here today.

He said the decision was taken at a meeting of PUDA held at Chandigarh. At the meeting, regulations making it compulsory to install sewage treatment plants in all its Urban Estates was also approved.

The regulations specify that the developing agency, be it PUDA or licensed colonisers, will have either a treatment plant with a city's network or set up an independent treatment plant. The regulations have to be submitted in case of water pollution being heard by a Division Bench of the Punjab and Haryana High Court.

He said a committee, headed by the Secretary, Science and Technology, Mr D.S. Kalha, had been constituted to review the administrative decisions, including certain absorptions done during the tenure of the previous regime.

Admn’s order on new numberplates

The UT Administration today announced that it was giving effect to the new colour scheme in respect of numberplates for motor vehicles. An official press release issued here said that the new colour scheme in respect of numberplates as approved by the Government of India after making an amendment to Rule 50 of the Central Motor Vehicle Rules has been given effect from the dates as given under: In case the motor vehicle is a transport vehicle, the date was before February 1, 2002, and in other cases, on or before July 1, 2002.

The release said that all the users/operators of the vehicles are required to change their numberplates in respect of transport vehicles to black colour on yellow background and in the case of non-transport vehicles to black colour on white background as per the scheme approved.

If any user/operator is found to be using his vehicle in contravention of the colour scheme, he will be liable to be dealt with under the rule, the release warned.Back


 

Deemed assessment camp draws good response

A two-day deemed assessment camp for sales tax for on-the-spot assessment up to financial year 1997-98 was today started by the Chandigarh Administration’s Excise and Taxation Department at Community Centre in the Industrial Area (Phase I). The camp was inaugurated by Mr Pirthi Chand, SDM, in the presence of office-bearers and members of the Chamber of Chandigarh Industries and Chandigarh Beopar Mandal.

The Chamber of Chandigarh Industries is exhorting its members to avail of this opportunity and as a result of which there was a good response on the first day of the camp as about 225 assessment cases were settled and an amount of about Rs 7 lakh was collected by the Sales Tax Department from these assessees.

The Sales Tax Department consisting of Assistant Excise and Taxation Commissioner (AETC) and Excise and Taxation Officers along with their staff scrutinised the cases and deemed assessment orders were issued on the spot in most of the cases.

The trade and industry, however, experienced difficulty in depositing the sales tax in the designated banks which was also time-consuming. Hence, as per instructions of the SDM, the department has agreed to accept cash deposit at the camp itself. The chamber hopes that more and more assessees shall file their cases on the second day of the camp, according to Mr Vinod Mittal, president of the chamber.

Income Tax Commissioner office shifted

The office of the Commissioner of Income Tax-I, Chandigarh presently situated in the Central Revenue Building, Sector 17-E, has been shifted to SCO 45-46-47, Sector 17-A. According to a release by Mr Rajinder Singh, Deputy Commissioner of Income Tax (Administration), the new office will start functioning from May 13 and the telelphone numbers will remain the same.

No bidder

The Sector 8 zone-II paid parking lot here failed to attract any bidder for the second consecutive time today on fresh terms and conditions.

The reserve price for the lot was fixed at Rs 3.23 lakh and both auctions were held on the same price. Rest of the parking lots were transferred to private contractors on May 6.
