George discusses J&K with CM Srinagar, April 4 The information was provided to Defence Minister George Fernandes at a high-level meeting here today attended by Chief Minister Farooq Abdullah and some of his cabinet colleagues, besides the top brass from the Army, paramilitary forces, police and civil administration. Mr Fernandes was given a detailed account of the overall security situation in the state, particularly in the valley, during the meeting held at the heavily guarded Nehru Guest House. The top brass from the Army briefed the minister about the situation on borders and steps being taken to prevent infiltration from across the border through the northern sector. He was reportedly told about the security force deployment on the border in Uri, Karnah, Keran, Teetwal and other sectors to foil any Pakistani attempt to send trained militants and arms and ammunition into India. The security officials also informed the Minister about the success achieved by them during the anti-militancy operations since January. He was also informed about the clashes between the troops of India and Pakistan on the borders. Dr Abdullah reportedly told Mr Fernandes about the problems faced by the people who had migrated from their houses from border areas following the military build-up. The actual programme of Mr
Fernandes’ visit was not known as no official from the state or the Defence Ministry was available to give details.

Meeting with Vajpayee of no use: APHC chief Srinagar, April 4 “No Hurriyat leader will meet Mr Vajpayee during his visit to the state... The meeting will not serve any purpose as we strongly believe that only tripartite and meaningful dialogue will help resolve the Kashmir issue,’’ Prof Bhat told reporters here. When pointed out that one of the senior Hurriyat leader recently welcomed the Prime Minister’s visit to the state and urged him to take a new initiative on the Kashmir issue, Prof Bhat said, “some times words escape the mouth”. Former Hurriyat Chairman Mirwaiz Omar Farooq had reportedly said in New Delhi that the 23-party conglomerate welcomed Mr Vajpayee’s visit to the state. Prof Bhat said the visit will hardly make “any difference for them”. “Mr Vajpayee will not be going to streets in the valley and talk to the common people and know their sentiments...He will be talking to the people at the helm of affairs which will hardly make any difference to the overall situation,” the Hurriyat Chairman said. “We all know whom he is going to meet here and it is not difficult to draw conclusion from the visit and the meetings.’’ Asked if he still believed that Mr Vajpayee was a man of vision, he said, “vision in the Prime Minister is laudable and now what matters is that will he be able to translate the vision into a reality when he is getting physically weak’’. “Some time vision is defeated in the democratic set-up where decisions are taken by raising hands only,” Prof Bhat said. The Muslim Conference leader said he still remembered Mr Vajpayee saying that he does not want to go back on a beaten track again. “But what prevented Mr Vajpayee to translate it into reality is known to him only”. When persisted if he will meet the Prime Minister if invited, Prof Bhat said, ‘’I am also getting weak physically and one weak cannot meet another weak’’. Asked if any strong (senior) Hurriyat leader will meet Mr Vajpayee, Prof Bhat said the government had put many strong (senior) Hurriyat leaders behind bars.

Dorjee, Mr Lal Singh (all from the Congress) and Mr Som Nath (BSP) were on their feet shouting slogans against the Chief Minister of Gujarat, Mr Narendra
Modi, and the VHP leader, Acharya Giriraj Kishore. Several National Conference members, including Mir Saifullah and Mr Mubarik
Gul, also joined them. The Opposition members before moving out of the House shouted “down with Modi and down with Giriraj Kishore.” Mir Saifullah criticised the VHP leaders for making a “baseless” statement against the Kashmir Chief Minister, Dr Farooq Abdullah. The proceedings of the House were stalled for five minutes by the members. During question hour, members from various parties raised the issue of shortage of drinking water and irrigation facilities. Many members referred to the plight of the people in the Kandi area where no potable water was available. The Works Minister, Mr Ali Mohd Sagar, listed several measures that the government had taken to improve drinking water and irrigation facilities. He informed the House that several schemes had been sent to NABARD for financial assistance and once the clearance was given, work would be started on these projects. Mr Shiv Charan Gupta of the BJP raised the issue of reemployment of about 400 Class IV employees who had been sacked by the government. He said the Chief Minister had assured the House last week that these employees would be reinstated before the end of the budget session of the Assembly. The House adopted an amendment to the Public Safety Act, which provides for detention for two years without a trial. The amendment was sought to permit the government to shift militants to jails outside the state. However, the government accepted an amendment moved by the BSP member, Sheikh Abdul
Rehman, seeking that only foreign mercenaries and not local militants were shifted to jails outside the state. The Law Minister, Mr Mushtaq Ahmed Lone, said the amendment was needed because the jails within Jammu and Kashmir had threats from the rebels. Already some jail breaking incidents had taken place and it had become necessary to shift foreign mercenaries to prison cells outside the state. |

Militants kill 4 of family Srinagar, April 4 A police spokesman said unidentified militants killed four members of a family at Babapora, Arin in Baramula district last night. Those killed included Mohammad Shafi, alias Guroo, who had formerly been associated with the Tehreek-e-Jehadi Islami. The militants “entered the house through windows and lobbed a grenade inside, besides damaging household goods and then sprayed bullets”, resulting in the death of four persons. Those killed included Mohammad Shafi, alias Guroo, his wife Maryam, sister Jabeena and Manzoor Ahamad Bhat. The police had earlier reported that the four persons were killed in a retaliatory action by the Army. It said unidentified militants fired towards the Army picket that was retaliated leading to the death of four persons. A hideout of the militants was smashed by the security forces at Kashira forests in Kupwara district yesterday. The seizure included two boxes of AK rounds, six remote control devices, three missiles, four boosters, 15 kg of RDX and nine detonators. Two foreign militants of the Lashkar-e-Toiba were killed in an encounter with the security forces at Mohamadpora in the Kulgam area of Anantnag district yesterday. Two others including a counter insurgent and a security force jawan, were injured in the exchange of fire, the police here said. A security force jawan was killed when the militants opened fire on a patrol party in the Kulgam area of Anantnag district yesterday morning. The police today recovered the body of Abdul Rashid Ganai who had been kidnapped by unidentified persons some days ago near his Yetchkote village in Budgam district.

Rift among J-K Sikh
bodies Jammu, April 4 At a recent press conference, the president of the state unit of Akali Dal (B), Mr H.S. Raina, had blamed some Sikh organisations and Mr Gurcharan Singh Tohra for dividing the community in the state with the assistance of the Chief Minister, Dr Farooq Abdullah. The All-India Sikh Students Federation, Youth Sarva Hind Akali Dal, Bhai Kanahiya Nishkam Seva Society, Sikh Naujwan Sabha, Youth Akali Dal and others today berated Akali Dal (B) leaders for levelling “false” charges against “our leaders”, especially Mr Tohra, Dr Abdullah and Mahant Manjit Singh. Mr Paramjit Singh president of the AISSF, Mr Narbir Singh, president, youth sarva Hind Akali Dal, Mr Mohinder Singh, chief organiser, Bhai Kanahiya Nishkam Seva Society, and Mr Kulwant Singh, chief adviser, Sikh Naujawan Sabha, told newsmen here today that the contribution made by Mahant Manjit Singh in the emancipation of the Sikh community in Jammu and Kashmir was unparalleled. They said Mahant Manjit Singh was solely responsible for the opening of several educational institutions, including professional colleges, in Jammu where Sikh youth got an opportunity to advance their careers. The Sikh leaders held Mr Parkash Singh Badal, former Punjab Chief Minister, responsible for the split in the Sikh sangat not only in Punjab but also in Jammu and Kashmir. They demanded a CBI inquiry and a probe by the state Crime Branch in the activities and amassing of huge assets by leaders of Akali Dal (B) in Jammu and Kashmir. These leaders wanted to know from Mr Badal and Mr H.S. Raina what contribution they had made in battering the lot of the Sikh community in Jammu and Kashmir. They appealed to the community to remain united and defeat the BJP and the Akali Dal (B) candidates in the next Assembly poll in Jammu and Kashmir. The BJP and its Akali Dal (B) supporters have already faced defeat in the recent Lok Sabha poll in the Jammu Lok Sabha constituency and panchayat elections. |
